平成１９年度群馬県統計大会の概要について

大会宣言

今日、私たちを取り巻く社会環境は、人口減少社会の到来や高齢化の進行に伴って、大きな転換期を迎えています。

こうした状況の下、統計は行政における施策立案のための基礎資料として、また、企業や個人においては、投資など様々な判断の資料として利用されるなど、重要な役割を果たしています。

平成19年5月には、統計法が60年ぶりに改正され、「行政のための統計」から「社会情報基盤としての統計」を理念とする新統計法が制定されたところであります。

本日、ここに群馬県統計大会が開催されるにあたり、私たち統計関係者は、統計の重要性を再認識するとともに、統計調査に対する県民からの期待に応えるため、次のとおり宣言します。

１ 統 計 調 査 環 境 の 変 化 に対応 するため、

一 層 連 携 ・協 力 して取 り組 み 、正 確 で円

滑 な統 計 調 査 の 実 施に努 めます 。

２ 統 計 調 査 に対 する県 民 の理 解 を深 め、

一 層 の 協 力 が 得 られるよう統 計 の 重 要

性 に つ い て の 普 及 啓 発 を積 極 的 に 推 進

します。

３ 個 人 情 報 の 保 護 に万 全 を期 すととも

に、最 新 の 統 計 データの 提 供 に努 め、統計 情 報 の 一 層 の活 用 を図 ります。

平 成 １９年 度 群 馬 県 統 計 大 会

平成２０年１月２４日（木）、前橋市民文化

会館大ホール において平成１９年度群馬県統計

大会が統計関係者約 ５００人の参集のもとに盛

大に開催されました。

この大会は、統計の重要性を広く啓発し、統

計の整備充実と利用促進、普及向上と統計関係

者の士気の高揚を図るとともに、統計に対する

県民の理解を一層深めるために毎年度開催して

いるものです 。今回は、そのあらましを紹介し

ます。

まず、主催者の大澤正明群馬県知事から、統

計関係者の日頃の労をねぎらうとともに、複雑

な現代社会にあって重要な情報基盤となる、統

計業務の推進に一層の御協力を賜りたい旨のあ

いさつがありました。

次に永年統計業務 に従事され、功労のあった

方々の表彰式 に移り、知事表彰、統計協会会長

表彰、各省大臣表彰 の伝達、統計グラフコンク

ール入賞者の表彰等が行われました。それぞれ

の代表者が壇上で表彰を受けられ、会場からは受賞を祝福する盛大な拍手が送られました。

続いて、来賓の五十嵐県議会副議長に御祝辞をいただきました。

また、大会参加者の決意を広く各方面に表明するため、群馬県都市統計研究会の尾高会長に

より、社会環境の変化への対応や、統計の普及啓発及 び活用等がうたわれた大会宣言が下記の

とおり 提案され、満場の拍手をもって原案どおり承認されました。その後、参加者への慰労をこめたアトラクシ

ョンとして、歌手の舞京子さんによる『歌謡ショー』と愛うえおさんによる『漫談ショー』が

行われ、にぎやかな笑いのうちに閉会となりました。

その他、会場ロビーにおいては統計グラフ群馬県コンクールの入賞作品が展示され、様々な

テーマ について工夫を凝らし作成された作品の数々に、多くの方々が足を止めて鑑賞していま

した。

受賞者のことば当日、沢山の方が表彰を受けられましたが、受賞にあたっての一言をいただきました。

統計グラフコンクールにおいて入賞された皆さんからも感想をいただきました。

群馬県知事表彰みなかみ町統計調査員 中村 正

この度、平成１９年度群馬県統計大会に於いて、群馬県知事表彰の栄誉を賜り、誠に有難く改めて年月の重なった年齢になったものと感じております。

私が調査員 になったのは、自営業という職業柄であり、比較的何ら迷うことなく活動できたように思います。現在も、当時から調査員として頑張ってきた商工会の仲間がまだ何名か活動しています。

国勢調査を始め、事業所・企業統計調査や商業統計調査など、ほとんど顔見知りの中で活動できたことは 、郡市部で調査に係る方々に比べたら大変楽しく出来たように思います。ただ残念な事に、相次ぐ大型店の出店によって、既存商店の元気さと、後継者をおけない状況を目のあたりにする 昨今、数字を書き込む統計調査はそれぞれのお 店での辛さを実感しております 。

これからも、社会の変動をとらえながら、統計調査の重要性を理解し、地域の方々の御協力と役場職員の御指導を頂きながら、調査に尽力いたす所存であります。

桐生市立境野小学校 ２年伊藤 さくら

わたしがとう計グラフを始めた理由は、わたしのおねえさんが夏休みになると、とう計グラフを楽しそうにやっていたからです。だから、わたしもほいく園の時からやってみたいと思っていました。

一年生の時は初めてだったから、やってみるととってもむずかしかったです。絵をかいたり色を

ぬったりするのが楽しかったです。だけど、アンケートを作ったり計算するのがたいへ

んでした。でもがんばったからとう計協会長しょうをとれました。だから二年生になっても、もっとがんばろうとおもいました。

二年生では、その時に知りたかったことを調べることにしました。聞いてみたいことがたくさんあって、しつもんが多くなってしまって、まとめるのがたいへんでした。まとめているとわかったことを早くグラフにしたいと思いました。わたしがグラフを作る時にがんばったことは、絵を見てすぐにわかるように、わかりやすい絵をかいてくふうしたことです。色ぬりでは、こまかいところをぬるのが大へんでした。かんせいした時は、「やったあ。」と思いました。

冬休みの前にたんにんの先生が「しょうをとったよ。」と教えてくれました。わたしのとう計グラフがしんぶんにのったり、たくさんの人に「すごいね。」と言われてうれしかったです。ひょうしょうしきの時には、どきどきしました。らい年もまたがんばりたいです。

桐生市立北小学校 ４年加藤 雅子

私は、四年生の社会科で学

習した「ごみ」についてとて

も興味を持ち、身近な人達に

アンケートに協力してもらい

統計をとりました。アンケートを作成する時は、

図書館からたくさんの「ごみ」

に関する本を借りてきて、どのような質問が良い

のか考えました。

グラフを書く時に工夫したことは、絵をたくさ

ん使い、分かりやすくしたことと、みんなに親し

みのあるエコマークを取り入れたことです。色々

考えているうちに、どんどん楽しくなってきまし

た。そして、自分が統計グラフに取り組んでいる

と、私の身近なところにたくさんのグラフが使わ

れていることにも気付きました。

統計協会長賞をいただいて、とてもうれしかっ

たです。来年も新しいテーマに取り組み、より分

かりやすいグラフにしたいです。

群馬県統計協会長表彰邑楽町統計調査員 島田 実

平成１９年度群馬県統計大会に於いて、群馬県統計協会長表彰の栄誉を賜り、誠に栄光に存じます。これもひとえに、役場の関係職員の皆様の御指導及び調査に御協力をいただいた地域の皆様、その他関係者の皆様のおかげと深く感謝申し上げます。

統計調査員は、私の父と叔父もやっていましたので、依頼を受けた時は快く引き受けさせていただきました。

私の初めての調査は、平成２年の世界農林業センサスでした。当時、私は農協に勤めておりましたが、家も父が農業を営んでおりましたので、その関係で調査をお願いした皆様も顔なじみの方々で、調査の内容も良く知っている事柄でしたので、とてもスムーズに調査が出来たと記憶しております。

同じ年に国勢調査がありましたが、仕事が忙しく、なかなか調査票を書いてもらえなくて、三度四度と足を運ぶ事もあり、最終的にちゃんと書いていただいた時には、本当にありがたいと思いました。

昨今は、何かと調査が難しくなって来ましたが、様々な統計調査をする事により暮らしやすい社会になる事を願っております。

私も微力ではありますが、これからも統計調査員という仕事を続けさせていただきたいと思います。

統計調査員体験談日頃、調査員として活躍されている皆さんから貴重なお話をいただきました。

前橋市統計調査員 木暮 久江

平成１９年度群馬県統計大会に於いて、群馬

県統計協会長表彰の栄に浴することが出来まし

た。元より無能な私には不適任の仕事と思いつ

つ、もう随分永いこと携わって参りました。

説明会では懇切丁寧に御指導頂くが、長時間

座っていたら眠くなってしまうような私故帰 っ

てから勉強してもまだ分からず訪問先で戸惑っ

たりという私ですが、頼まれれば断れないとい

う性格と、全く知らないお宅や会社を訪問する

時の良い印象を与えるようにと緊張するのも快

いもので、永く続いた要因と思っています。

また、民生委員もしておりますので、気付か

なかったお宅の様子を知ることが出来るのも 思

わぬ収穫です。なので、自宅付近と遠い所とど

ちらが良いのかとのアンケートがあったりした

時には、即近い所と答えます。

昔から思えば、個人情報保護法だの、プライ

バシーだのとお願いするのも難しい面もありま

す。労働力調査だったと思うが、一回目から断

られ数回伺ってもついに御協力頂けなかったお

宅、取り付く島のない人等の経験は落ち込んで

しまいますが 、気持ちよく御協力頂いた人が大

多数だったお陰で、この良き日を迎えられたと、

今感謝の気持ちでいっぱいです。

中之条町統計調査員 片貝 通明

私が役場に入って数年たった頃だろうか、家

の近くの統計調査員の方が止めたいということ

になり、担当の係の方から調査員をやってくれ

ないかと頼まれ、引き受けてからもう二十数年

近くになります。その間、国勢調査から始まり、

商業統計調査 、事業所統計調査、工業統計調査

等の調査に携わってきました。

最初は、普段から町民方と接する機会が多い

役場職員という立場でしたので、二つ返事で引

き受けたのですが、初めて調査員として各家庭

や事業所等を訪問したときはいい目では見られ

なく、面倒だからと断られたり、訪問販売と勘

違いされたりされ、調査によっては共働きの家

庭も多く、幾度と無く夜間に足を運んだことも

あり、一時は調査に行くのがいやになった時期

もありました 。そんな中、ご苦労様といったね

ぎらいの言葉をかけてもらい、笑顔に励まされ

たこともたくさんありました。

調査をお願いするのは、大変苦労します。で

も、数年調査員を続けて、相手の立場になって

接することの大切さを知りました。調査で訪問

するときの心構えとしては、服装や言葉遣い、

調査の内容を自分で理解し、相手が理解できる

説明をして御協力頂くように心がけることを学

びました。

今後、個人情報保護とかプライバシー侵害と

かで、ますます調査が大変になっていくと思い

ます。この統計調査が、私たちが生活していく

上で大切な基礎資料となっていることを知って

頂けるように、これからも協力していきたいと

思います。

吉井町統計調査員 柴山 正一

この度は、群馬県統計協会長表彰の栄誉を賜

り、関係各位の皆様の御指導に除し、感謝とお

礼を申し上げます。

統計調査員さんは 、町の行政区・地域より多

数の方が選出されていて、町長さんより委託さ

れ、調査に責任を持って、積極的に各統計事業

を実施しています。町役場を中心に、統計調査

委員会という組織が設立されておりまして、説

明会・研修会・委員総会をもって調査員相互の

疎通を目的としています。

私も五八年に委嘱を受けまして、統計調査委

員会の関係各位の皆様に適切な御指導を頂きな

がら、調査活動に協力するなど、お世話になっ

ております。

各調査を振り返ってみますとき、年々地域を

取り巻く社会、生活環境、新興住宅、外国人、

高齢化社会、変革な時代と最近いわれる中、特

に個人情報保護法等、地域によっては今後一層

調査が難しく大変になるかと思われます。変革

な時代だからこそ、各調査結果が明るい未来の

基礎資料として重要な役割を果たし、それぞれ

の分野のニーズに役立ちますよう願っておりま

す。

統計調査を通じ、お陰さまで地域の交流や貴

重な体験などを勉強させて頂きました。対象地

域の皆様の御協力に感謝いたし、今後の農・工

・商各統計及び国勢調査が、円滑に調査を進め

られますように願っております。
