Glenn earns 10 Space Act Awards

I n recent months, Plum Brook Station'sReactor Facility Decommissioning Projectmight be compared to an archeologicaldig, as tons of fixed equipment wereremoved from below ground level.

In May, workers finished fixed equipmentremoval (FER) in the containment vessel,the largest concrete structure formerlyhome to the reactor, and to quadrantsand canals once filled with water anddrained when the Reactor Facility wasshut down in 1973. They also removedelectrical and plumbing systems in an-other containment vessel area, the annu-lus, which extends from ground level to25 feet below grade. The annulus con-tained many of the control systems onceused in the reactor experiments.

In June, FER was completed in the hotretention area, which consisted of anearthen berm atop a concrete vault con-taining eight steel tanks located 90 per-cent underground to a depth of 25 feet.When the reactor was operational, the

tanks held contaminated water until ra-diation levels had been sufficientlyreduced and it could be pumped intothe cold retention area (CRA).

NASA will soon begin work in the CRA,where according to Senior Project Engi-neer Keith Peecook, groundwater wasfound and sampled to assure it wasclean. The groundwater will be pumpedinto a clean area of the Pentolite Ditch inaccordance with discharge limits set bythe Ohio Environmental ProtectionAgency. Once the groundwater isremoved, NASA will analyze the con-crete to determine what can remain inplace, since most of the CRA is located3 feet below grade. The remainingremoval work should be completed bythe summer's end. To date, NASA hassent 8 million pounds of low-levelradioactive waste (mostly FER) to theEnvirocare-licensed disposal facility inUtah. Peecook noted that finishing thistask is "a major step forward in complet-ing the decommission project."

NASA is proceeding with decommissioning the closed Reactor Facility at Plum BrookStation. With public safety as its number one priority, NASA has selected the safest andmost thorough approach to reduce residual radiation levels so that the Reactor Facility sitewill be safe enough to use for any purpose in the future.

During the NASA leadership videoconference of July 5, 2005, NASA JohnsonSpace Center Director General Howell asked about the difference in the NASAValues included in the revised Strategic Management Handbook and thosecurrently published. His question prompted me to revisit, from my personalperspective, how I view values of an organization.

First, I submit that values are those closely held beliefs people support with thoughts,words, feelings, and most importantly, action. You can't see them, touch them, tastethem, or smell them. What we do reflects what we believe. Values are critical, in-tangible essentials that bring continuity and meaning to an organization. Second, in myhumble opinion, values are not principles that come and go with each passing day.

Last, my favorite example of how one organization's values impacted its success isfrom IBM. At the conception of IBM, its founder, Thomas Watson, recorded his valueson paper and preached those beliefs to every employee. Each customer he servedknew Watson was a living testament of his profound, yet simple values. They were:

1. The individual must be respected.2. The customer must be given the best possible service.3. Excellence and superior performance must be pursued.

Watson's son, Thomas Watson, Jr., reaf-firmed the importance of his father'scommitment to a governing code ofbehavior. He wrote:

"Consider any great organization thathas lasted over the years, and I think youwill find that it owed its resilience not toits form of organization or administrativeskill, but to the power of what we callbeliefs and the appeal these beliefs pro-vide. This, then, is my thesis: I firmlybelieve that any organization, in order toachieve success, must have a sound setof beliefs on which it premises all itspolicies and actions. Next, I believe thatthe most important single factor in thecorporate success is faithful adherenceto those beliefs. And finally, I believe thatif an organization is to meet the chal-lenges of a changing world, it must beprepared to change everything aboutitself except those beliefs as it movesthrough corporate life." ◆

John Glenn's visit inspires all ages

leveland Institute of Art graduate NickHawes can attest to the value of Glenn'ssummer internship programs. As a medi-cal illustration major, Hawes needed aninternship where he could utilize andexpand on his skill in scientific illustra-tion. He found that opportunity at Glenn.

"The people I worked with and the op-portunities to apply what I had learned inschool to real-life applications were in-valuable," said Hawes. "I don't believe Iwould have gotten half the experiencesomewhere else."

During the summers of 2003 and2004, Hawes participated in the Lewis'Educational and Research CollaborativeInternship Program (LERCIP) support-ing the Acoustical Testing Laboratory(ATL) and the Imaging TechnologyCenter (ITC).

"Although our computer-based, hearingconservation training products are highlyacclaimed and used throughout theworld, we wanted to improve our prod-ucts by including medically accurateillustrations," explained ATL ManagerBeth Cooper. "Nick provided the

As part of Hawes' senior thesis,he developed educationalgraphics that depict the ana-tomical effects of noise-inducedhearing loss in the inner ear.These illustrations are currentlyused at NASA Johnson toprovide hearing conservation-related training for flightcrews and flight medicineprofessionals.

Hawes also expanded his skills by help-ing to produce multimedia projectsunder the direction of Glenn's ITC."Nick's artistic ability and his opennessto learning and improving skills in areassuch as photo retouching and animationmade him a valuable addition to ourproduction team," said Video andMultimedia Project Supervisor EmeryAdanich, RSIS/ITC, Logistics and Techni-cal Information Division.

Although Hawes' internship ended lastsummer, he is currently working undercontract to provide specialized medicalillustrations to the ATL. He is also takingclasses toward an advanced degree withthe goal of entering medical school. ◆

Mercury-6 (1962) and STS–95 (1998)missions, Senator Glenn shared hisviews on NASA's research, technology,

and mission.

Later in the day, the senatoranswered a variety of questionsfrom students and teachersin the standing-room-onlyAdministration Building Audi-torium, and made himself

accessible to the students, spending extratime talking with them one on one afterthe presentation. He applauded thestudents on their interest in math andscience and reiterated the need forthe country to emphasize careers inthese areas.

"It's [math and science] harder work thansome topics in school, but it can be excit-ing as well," he said. "We won't maintainour status as the best Nation in the worldif we don't stress these areas."

Senator Glenn's visit also included aninformal discussion with senior manage-ment and the dedication of the SenatorJohn H. Glenn Administration BuildingConference Room. ◆

The Occupational Health Branch announces Ease@Work, Glenn's newEmployee Assistance Program provider, which offers short-term counseling to Glenncivil servants and their families that can help resolve problems before they escalate.

The confidential and voluntary program service, available 24 hours a day, 7 days aweek, provides trained licensed counselors who address challenges such asdepression, stress, marital issues, substance abuse, and anger management. Italso provides referral services to community, childcare, or elderly services. The firstthree visits with a counselor are free.

Glenn civil servants can request counseling by logging onto the Web site atwww.easeatwork.com, then type in User Name: NASAGRC, Password: EASE. Employ-ees can also call 216–241–3273 or 800–521–3273 to schedule an appointment.Additionally, employees can access Ease@Work's online newsletter, which containshelpful information on a wide variety of health- and work-related issues.

The Center's focus on diversity was ever-present during the 12th annual HBCU/OMU Research Conference, held at theOAI on July 13 and 14, when studentsand faculty showcased the high caliber ofGlenn-sponsored research conducted ateight of the partnering institutions.

Glenn's research partnerships with theNation's Historically Black College andUniversities (HBCUs), Hispanic ServingInstitutions (HSIs), and Other MinorityUniversities (OMUs) are an integral partof an overall strategy to expand theCenter's capabilities and develop a di-verse workforce.

"Fostering partnerships with HBCUs,HSIs,and OMUs ensures the Agency's goals ofdiversity and enables the preservation ofstrong leadership and the technical foun-dation forged by many years of extraordi-nary space and aeronautical advances,"said Center Director Dr. Julian Earls. "OurAgency and America benefit from the

innovation that occurs when people worktogether who have different experiencesand perspectives."

During the conference, poster sessionsand presentations showcased researchthat was conducted by students, many ofwhom are part of the pipeline of young,diverse talent generated through Glenn-developed educational programs andsummer internships.

An example, the Science, Engineering,Mathematics, and Aerospace Academy(SEMAA) has become a feeder for theNASA SHARP (Summer High School Ap-prenticeship Research Program) and thesource of 24 partnerships at colleges,museums, and science centers across thecountry to encourage the traditionallyunderserved populations to pursueNASA-related careers in science, tech-nology, engineering, or mathematics.

"Fifteen differentinstitutions shared a total of $2,792,642in fiscal year 2004, alone."

The Cooperative (Co-op) EducationProgram Job Fair is one tool Glenn usesto recruit a diverse workforce. Holdingthe 4th Annual Job Fair during theHBCU/OMUResearch Conferenceenables college interns for whom Glennhas made an investment in, whetherthrough educational programs, training,or research grants, to participate.

"Co-ops gain long-term, paid, practicalexperience while continuing theiracademic programs," said Lynda Glover,coordinator for Glenn's Co-op Program."Our internships attract a diversepopulation of students who couldbecome our future workforce leaders."

The American Institute of Aeronautics and Astronautics (AIAA)recently presented Eric Pencil, Electric Propulsion Branch,an AIAA Special Service plaque "for outstanding commitmentto the aerospace profession and in recognition of your manycontributions to the Northern Ohio Section of AIAA."

Amy Mielke and Dr. Mark Wernet, Optical Instrumentation andNDE Branch, along withDr. Jaikrishnan Kadambi of Case WesternReserve University, have been awarded U.S.Patent No. 6,879,708 for a planar particle/droplet size measurement technique usingdigital particle imaging velocimetry (PIV)image data. Their new technique, which isapplicable to combustion research or mi-crogravity flow, was developed throughNASA's Graduate Student ResearchersProgram as Mielke's master's thesis project.

"An Overview of the Results From the 30,000-Hour Life Test of Deep Space 1 FlightSpare Engine" merited the American Institute of Aeronautics and Astronautics (AIAA)Electric Propulsion Technical Committee's2004 Best Paper Award. Glenn's BruceBanks and Kim de Groh, Electro-PhysicsBranch, collaborated with Tina Karniotis (for-merly of QSS), and Anita Sengupta, JohnBrophy, John Anderson, and CharlesGarner from NASA's Jet PropulsionLaboratory, on the paper.

The 2005 NASA Student Involvement Pro-gram awarded Dr. Sai Raj's home school students a First Place Regional Award for their

entry entitled "Is the winter snowcover in Ohio influenced by theIndian monsoons?" under thecategory "Watching EarthChange." Raj, Durability andProtective Coatings Branch,coached his daughter, Divya,and two of her sixth-grade class-mates to develop a broader in-terest in science beyond thecurriculum offered at theirschool. lenn is taking the public beyond the VisitorCenter (VC) into some of its most excitingresearch facilities. Every first Saturday of themonth, visitors can tour a selected facility togain an up-close look at some of the Center'sworld-class facilities.

Brenda Morgan, BTAS/VC tour facilitator, saidmonthly guided tours are conducted everyhour between 10:30 a.m. and 1:30 p.m. andinclude a Center overview, security briefingat the VC, and a driving tour around theCenter prior to the facility highlight. The tourculminates at the VC with a briefing on the International Space Station.

"This is the first time since September 11, 2001, that we've offered facility tours ona regular basis," Morgan explained, "and the public's response is overwhelming.They're learning a lot about what we do here."

Facility tours, which began in May, will run through November 2005. Remainingtours include August 6, Aero-Acoustic Propulsion Laboratory; September 3, ElectricPropulsion Laboratory; October 1, Zero Gravity Research Facility; and November 5,Propulsion Systems Laboratory.

J ohn Reagan, chief of the Glenn Quality Management Office(QMO), passed away on June 22. He was a 30-year veteran ofthe Agency and Chief of QMO for the last 9 years. Reagan wasa respected member of the NASA materials engineering commu-nity and the NASA "Certifying Official" for materials usage onGlenn space flight programs.

Andrew Sabo, 89, who retired in 1979after 23 years of service, recently died.Sabo served as an aerospace servicesoperator prior to retirement.

Robert Usher, 81, who retired in 1980with 29 years of service, recently died.Usher served as chief of the Training andDevelopment Office prior to retirement.

The CMR process is a Headquarters-mandated initiative released earlier thisyear to aid in coordinating the Agency'soverall messages by implementingunifying elements, such as the NASAinsignia and tag line, in all communica-tions material.

"Whether the intended audience is inter-nal, external, or both, any employeewho produces NASA-funded communi-cations material needs to submit theitem through the CMR process beforedistribution," explained Glenn's CMRpoint of contact Sharon McCray,Facilities Division.

The CMR system provides an onlinemethod to review and approve material.In addition, it creates a database that sup-plies metrics necessary for future plan-ning. The Web site (internal) is http://communications.nasa.gov/portal/site/osc.

Material may be submitted in the Con-cept, Design, or Ready for Distributionphase. The CMR cycle takes about 14days for the three-tiered team (Centerlevel, Mission or Functional Office level,and Agency level) to evaluate the mate-rial for visual compliance, McCray said.The online self-compliance checklist in-cludes historical information, visualstandards, and submittal information.

Since the launch of the CMR initiative,Glenn's Publishing Services has assistedcustomers in determining graphicdesign requirements that comply withthe CMR guidelines. Customers can in-quire about Publishing Services supportby calling 216–433–3207.

An interim style guide, which includesgeneral information on visual standards,such as typestyle, colors, and the place-ment of the NASA insignia, is posted onthe CMR Web site.
