HISTORY OF CACHAR DISTRICT
One of the largest districts of Assam, Cachar is bounded on the north by Barail and Jaintia Hills, south
by Mizoram, on east by Hailakandi and Karimganj, covering an area of 3786 Sq. Km. and having a population of
17,36,319 (2011 Census). The district has rich history dating back to ancient Kachari Kingdom. In fact, many
have to say that present name Cachar is said to have been derived from the word Kachari. Some others say
name Cachar is derived from Kachar which means stretch of land at mountain foot hills.
The Kachari Kingdom:
The Kachari Kingdom came to be established at Khaspur, some 2 Kms from present Silchar in 1706
when the Kachari King Tamradhoja shifted upon i.e. being invaded by the Ahom King, Swargardev Rudra
Singha. The Kachari king built brick temples and palaces which still stand today. The last of the Kachari King,
Raja Gobind Raja who was childless was
assassinated by his own people on April 24, 1830.
Upon his death, his territory lapsed to the British under
terms signed in 1826. T. Fisher was given the charge
of the area. In 1830, headquarter was established at
Dudhpatil and later to Silchar, which was then a
Military Centre.
Cachar and Independence Movement:
In the freedom struggle for independence, Cachar played a major role with leaders like Kamini Kumar
Chanda, his son Arun Kumar Chanda, Abdul Matlab Mazumder, Biplabi Ullas Kar Laskar, leading the front for
such cause and public support. In fact, Mahatma
Gandhi also paid visit to Cachar district igniting
passion for freedom. Earlier too, the sepoys had
raised the banner of revolt at Malugarh.

Part of India:
With independence knocking at the doors, the demand for separate state for Pakistan gathered
momentum. But, leaders like Fakruddin Ahmed sealed the ambitions of Muslim League through Jamat Ulema-e-
Hind and finally winning elections in 1946.
Again on the eve of partition, when
question of partition came up, Abdul Matlib
Mazumder along with Basanta Kumar Das
organized Assam Nationalist Muslims’
Convention at Silchar and another meeting
on 8th June’ 1947. Lateron, Abdul Matlib
Mazumder pleaded before the Radcliffe
Commission that sylhet remain with India.
Such efforts paid dividends as part of sylhet
remained with Assam.

1) CONSTRUCTION OF BANGA BHAWAN AT SADARGHAT, SILCHAR. (2012-13)
Banga Bhawan has been set up adjacent to Silchar Municipal Board, Silchar. Various cultural activities
and other official programmes are being performed. Fund Allotted for the said Bhawan was Rs. 554 .10
Lakhs
2) SETTING UP OF 132 KV, SRIKONA GRID SUB-STATION, CACHAR, SILCHAR.
The Transformer has been set up by AEGCL during the year to meet the power supply all throughout
Barak Valley. Apart from this, 33/11 KV Transformer has also been set up at Sonai, Banskandi and
Borkhola during the financial year 2012-13. These have benefited the population of entire Barak
Valley.
3) CONSTRUCTION OF TRAUMA CENTRE AT SILCHAR MEDICAL COLLEGE & HOSPITAL,
SILCHAR. (2012-13)
The Trauma Centre was set up to provide care for patients suffering from major traumatic injuries such
as falls, motor vehicle collisions, or gunshot wounds at Silchar Medical College & Hospital, Cachar,
Silchar. Fund sanctioned for the said Scheme was Rs. 312.94 Lakhs. This has benefited the
population of entire Barak Valley.

4) CONSTRUCTION OF BRIDGE INCLUDING APPROACHES AND PROTECTION WORKS OVER
RIVER JATINGA AT BORKHOLA ON MAHA SADAK TO BORKHOLA ROADS. (2014-15)
These were constructed at a sanctioned amount of Rs. 1432.23 Lakhs which have benefited the
population of Borkhola LAC to commute with ease. The transportation has become comfortable.
5) CONSTRUCTION OF INDOOR STADIUM AT SILCHAR. (2007-08)
It has been set up at a sanctioned amount of Rs. 494.33 Lakhs in the midst of Silchar Town. Various
competitive Indoor Games are being conducted here.
6) CONSTRUCTION OF TISSUE CULTURE LABORATORY AT BAGHBAHAR, CACHAR. (2012-13)
The Tissue Culture Laboratory has been set up for the growth of tissues or cells separate from the
organism. The sanctioned fund amounts to Rs. 223 Lakhs. This has benefited the population of entire
Barak Valley.

7) CONSTRUCTION OF BIG COMMERCIAL HORTICULTURE NURSERY AT SILCHAR. (2014-15)
The Big Commercial Horticulture Nursery was set up to propagate plants and grow to usable size. The
fund was sanctioned amounting to Rs. 225 Lakhs. This has benefited the population of entire Assam
where 225 Lakhs of seedlings have been sold by NE Agro-Service.
8) ESTABLISHMENT OF URBAN TRAINING CENTRE AT SILCHAR (2012-13)
It was set up for general performance & special areas performance grant to ULBs (Civil, Sanitary and
Water Supply internal electrification and fire fighting works) at an amount of Rs. 171.45 Lakhs.
9) RENOVATION OF THE MAIN HOSPITAL BUILDING AT SMCH, SILCHAR
Along with the renovation works of the main building of SMCH, North Block, South Block, Central
Block, O.T. Block (Gr.A) & Pathology Block and O.T. Block (Gr.A) & Linking Passage corridor & Ramp
have also been constructed @ Rs. 500.00 Lakhs.
10) CONSTRUCTION OF DR. B.R. AMBEDKAR BHAWAN AT IRONGMARA, SILCHAR:
It was constructed at Irongmara, Silchar (SC Dominated Area) for Rs. 98.72 Lakhs received from the
Welfare of SC Department

YOJANA
PINEAPPLE FRUIT PROCESSING INDUSTRY AT LAKHIPUR:
Out of total pineapple crop cultivated area 1932 Ha, Fulertol-Lakhipur Block area occupies the major
cultivated area of the district i.e 1075 Ha with a total production of 22,000 MT (approx.) with an average
productivity of 28 MT/Ha.
For economic upliftment of the pineapple growers of Fulertol as well as to increase the productivity,
there is an urgent need for establishment of 1 (One) No. Large Scale Food Processing Industry in and around
Mission Compound of Digor Fulertol, Lakhipur.

MAIN ISSUES OF CACHAR DISTRICT
ROADS: The NH-6, 37 and 306 are the life line for the people of the Southern Assam (Barak Valley) Mizoram,
Tripura and even certain areas of the state of Manipur as the food and essential commodities for the people
residing here are carried through these roads. The NH-6 is the surface link that connects this region with the rest
of the country. The road remains cut off frequently due to landslides and poor road condition at Sonapur and
other areas during the rainy season, which is a chronic problem of this region. The District Administration is often
facing agitation from the public for detoriated road condition of NH-6 (Silchar-Kalain Road). Several mishaps
claiming numerous lives have occurred at intervals. So, National Highway No. 6 needs attention on road
conditions, landslides (during rainy season). Proper enforcement of law is necessary to tackle movement of
overloaded vehicles, traffic jams in this accident prone area to prevent further carnage.
EAST-WEST CORRIDOR (MAHASADAK) : It is the alternative life line of the entire region which is yet to be
operationalised. The progress of works is hampered due to delay in clearance from forest Deptt. Special
attention is required in Balacherra Section.
RAILWAY: The city of Silchar is the 2nd largest city in the state of Assam. It is the Economic Gateway to the
state of Tripura, Mizoram and part of Manipur. The Railway connectivity is at present disrupted. People of this
region are facing lots of difficulties. Hence, the restoration of Railway connectivity may be taken up on top
priority.
DEVELOPMENT OF BHUBAN HILL AS A PILGRIMAGE SPOT: This is famous for the Shiv Temple situated on
the top of the hill, where thousands of people from various parts of the state visit during Maha Shiv Ratri and Dol
Purnima to worship Lord Shiva. This Hill is situated almost 50 Kms away from Silchar Town. Due to the poor
communication system to the hill top, which has to be climbed on foot, people often find it difficult to visit the holy
spot. Hence, the allocation of budget is required for its all round development as it is a significant pilgrimage
place of this region. Proposal for ropeway has also been considered, for which appropriate technical support
and adequate fund may be allocated. This will also augment the development of the place as a tourist spot.
DRAINAGE: For proper hygienic environment, existing Drainage System of Silchar Town is a major area of
concern.

RENOVATION OF DISTRICT LIBRARY AND AUDITORIUM: The District Library cum Auditorium, Silchar is a
premiere public institution in the heart of Silchar Town. The Auditorium Hall of the District Library, Silchar is
regularly in need of performing various activities including Govt. Programmes. It was established in the year
1961 and is in a detoriating state due to lack of fund for maintenance. The District Administration has often
intervened for its upkeep, but lack of adequate support from the Govt. is a major concern.
ECONOMICALLY BACKWARD GARDENS: Some gardens can be developed for Tea tourism viz. 1)
Bhubandhar, 2) Amaranagar, 3) Rukni, 4) Bhuban Valley, 5) Lakhipur, 6) Dilkush, 7) Balacherra, 8) Jirighat, 9)
Paticherra, are facing financial hardship which requires to be solved out.
PERMISSION FOR OPERALISATION OF NIGHT LANDING FACILITY AT KUMBHIRGRAM AIRPORT,
SILCHAR:
In view of the dilapidated conditions, all the roads leading to Guwahati from Silchar as well as the
disruption of Railway services owing to natural calamities in the Hills Section, it has become extremely difficult
for the people of Barak Valley and other adjoining states to travel from Silchar to Guwahati and Silchar to
Kolkata especially in the night hours. Further, the Night Landing Facility at Kumbhirgram Airport, Silchar is yet to
be operationalised, since permission of the same has not been accorded till date by the Airforce authorities.
Immediate necessary steps need to be taken for according permission to operationalise Night Landing Facility in
the interest of public in general.
RELIGIOUS TOURISM:
Religious tourism has great potential in the district. Bhuban Hill, Kachakanti Temple can be developed
into places of tourism.
TEA TOURISM:
Tea tourism can be developed as tourist spot particularly those having historical importance like Dilkush
Tea Estate where Lord Curzon stayed, Dewan Tea Estate which is linked to Ronald Ross, Kumbirgram Tea
Estate where relics of World War II are found and Silcoorie Tea Estate which is associated with Tagore family.
