17. I think we could improve the USD educational program in the following ways:

Emphasize language instruction using oral means Emphasize language instruction using total communication De-emphasize speech Emphasize speech Require teachers to be speech teachers first of all Require teachers to know & be able to teach subject matter (reading, writing, etc.) first of all Use interpreters in the classroom whered~af students are "main­streamed" with hearing students Use more deaf teachers who are qualified in sUbject matter Teach sign language to children at an early age so they will learn to use it properly (in the form of Manual English Use sign language to help teach speech to children Do not require University speech training courses for deaf teachers Require all teachers to use sign language expertly Provide full daily speech periods for total communica­tion students Hake the USD residential campus Total Co~~unication only; es­tablish an oral day school program in SLC Make the USD residential campus totally Oral; establish a TC day school in SLC Close the usn campus & send all deaf children out into the public schools

Establish day classes for the deaf in all public schools (all deaf students in one class,etc.), TC in Ogden and Oral in SLC Keep all students together on one campus (Ogden) Let parents do as they please with their deaf kids Have the State Board of Educa­tion decide where to educate all deaf children

13. Vocational Department
