During this unprecedented period of our history, we’re all living through extremely unsettling

times and events. From the devastating effects of the COVID-19 pandemic with the near-total economic shutdown; to the recent nationwide protests and political unrest; to the vegetation fire that we had in town last week that could have been so much worse; to the gunman and tragic deaths nearby in Paso Robles – all told, it’s left us feeling overwhelmed. These very weighty issues call for a great deal of thoughtful consideration, many discus-sions and empathic understanding, none of which can be adequately addressed in the space allowed for this article, but I will attempt to begin a conversation here that I hope continues throughout our commu-nity.

When those we want to believe are heroes betray the trust we have placed in them in a horrific manner, as seen recently in Minneapolis between police officers

and George Floyd, we must speak out, question, reflect and review. Surrounding these issues, the City has understandably received a lot of inquiries and comments regarding our Use of Force Policies. Anyone with internet access may want to visit the Police Department’s page of the City’s website which has a great deal of information available, including the entire Police Policy Manual, along with infor-mation from Chief Jerel Haley regarding our department’s policies in regards to the 8 Can’t Wait Initiative.

Some of our friends and neighbors feel they have experienced racism here in Atascadero. I believe we should all be concerned because this is much more than a police problem; it is a community prob-lem. We must not tolerate racism, indi-vidually or collectively. We must seek to uncover our unconscious biases and learn how we can change them. Diversity advo-cate Vernā Myers warns that our internal, unconscious biases can be dangerous and we all need to work on looking for them, acknowledging our discomfort and then moving toward, not away from, what

may make us uncomfortable. We need to expand our circles and build relationships. Finally, when we see something, we need to say something – we need to learn how to speak up if our friends, family members or coworkers say or do something that

may be biased. I invite you to watch this video featuring Ms. Myers, “How to Overcome our Biases”.

ATASCADERO — The Atascadero Unified School District board of trustees revealed the proposed budget cuts for the upcom-ing school year as well as approv-ing $522,000 for the architectural planning and design services for a new pool.

AUSD announced, based on the Governor’s May revised budget proposal, the District is facing over $4 million in reductions for the 2020-2021 school year. A majority of the cuts will be to classified person-nel. Even with the modifications, the District will likely dip into reserves and be deficit spending.

The District stated it could not identify $4 million in cuts but did outline reducing what amounts to nine full-time certificated employees and 29 full-time classified personnel.

The District is taking a worst-case scenario approach to its budget process, realizing that everything is fluid due to the COVID-19 pandemic.

“We do know that the state will adopt the budget here in a couple weeks, and we’ve been told that there will probably be a state budget revi-sion in August or early September due to the tax receipts that have been delayed due to COVID-19. The board could adopt this budget today, and it could change tomorrow, and we do hope this is a worst-case scenario,” AUSD Assistant Super-intendent Jackie Martin. “We have the reserves, excess reserves above our required 3 percent, because of COVID-19 we have been doing our best to save. We basically did a hiring freeze. We froze all costs once we did close schools to capture as many savings as possible in anticipation of the economy being hurt because of the closure, and that will help us get through 2021 and potentially 2022.”

The certificated cuts include four elementary teachers and two high school teachers. The majority of the classified employee reductions will be instructional assistants and special circumstances instructional aids.

In addition to the reductions, the District eliminated all one-time expenditures, reduced textbook and device allocations, reduced Special Ed Extended School Year expendi-tures, and left eight teaching posi-tions vacant to start the next school year.

As of now, the District will fill those positions with substitute teach-ers, alluding to them as “vacant but

A tascadero High School senior Jonathan Dolan is known as a fierce competitor on the

Greyhounds cross country and track and field teams and is no slouch in the classroom either.

Dolan earned the top honor in the class — valedictorian — by finishing with a lofty cumulative 4.56 grade point average.

He was recognized when Atascadero High School celebrated its graduates on Wednesday, June 10, via a drive-by-parade-style ceremony. Each student received their diploma in front of

the city’s most iconic structure, the Rotunda. More than 350 students made their way around the Sunken Gardens, including graduates from Paloma Creek and ACE.

“We didn’t want Brian to go, and we did all we could to entice him and his wife to stay in the area,” Hayley Mattson said. “During a dinner, we agreed in some form that we would relook at things in six months, not know-ing then that coronavirus had other plans for all of us.”

In less than three months, COVID-19 changed the entire

PASO ROBLES — Paso Robles has its coveted southern Gateway Project. The City Council paved the way for the Paso Robles Gateway Project Tuesday night, June 16, with nine separate 5-0 votes — seven resolutions and two ordinances.

Council also unanimously approved the 2020-21 budget with-out any significant reductions to services such as police and fire due to a drop in revenue from COVID-19 restrictions.

The major Gateway piece voted on Tuesday night was the annexation of 170-plus acres into the City of Paso Robles for the development of two hotel-resorts with 325 rooms, three commercial centers total 73,600 leasable square feet, 17 workforce apartment units, up to 80 attached single-family residential resort units or a third hotel with 100 rooms, and approximately 98-plus acres of agri-culture and open space areas.

W ell, it’s finally over…kind of…

As everyone has heard by now, we were not able to come to a peaceful resolution with Mr. Lira. Our thoughts are with his family, who is

suffering a loss. Nobody should have to go through that. Our hearts also go out to the family and friends of James Harding Watson, who was murdered.

As for everyone involved, Paso cannot thank you enough. From the dispatchers, officers, streets division, IT, restaurants who dropped off food, to the many thoughts and prayers we

received from the community. Every-one pulled together to bring this situa-tion to an end.

The real heroes are our spouses and families, whom we left in a matter of minutes, flying out the door, without being able to answer many ques-

PASO ROBLES — While the graduating seniors at Paso Robles High School have to wait a little longer before they eventually toss their tassels to the other side and step into their futures, one student, Danielle Halebsky, already knows where she stands and that is at the top.

Paso Robles has chosen a college-style graduation that will take place on July 8 through July 11 with four ceremonies per day to keep everyone as safe as possible during the COVID-19 pandemic.

Families will be organized on the field into different socially distant groups with the stage. Every group will get a chance to hear Halebsky’s address via a prere-corded message except for the lucky few in her group who will listen to her speech in person.

The Bearcats’ valedictorian finished high school with a cumulative 4.84-grade point average and achieved a goal she set for herself when first set foot on campus.

“Being valedictorian has always been a goal,” Halebsky told The Paso Robles Press. “I’ve wanted to accomplish this since the beginning of high school. I got straight A’s in middle school and wanted to continue that into high school.”

For a student to earn a GPA of over 4.0, they must not only take advanced placement classes but also excel in them. A.P. classes are created to test above-average students through critical thinking, prepare them for college, and, at times, push them out of their comfort zones, which is why Halebsky chose A.P. Spanish as her most challenging course.

“A.P. Spanish was probably the hardest class I had over the four years,” Halebsky said. “There were a lot of students who spoke Spanish at home, whereas I only spoke it in class. This made it challenging for me to understand everything and perform, as well as them.”

Paso’s top student excelled in the upper-tier Spanish offering and is looking forward to taking major-spe-cific courses next year. She plans on staying local and attending Cal Poly and majoring in Mathematics.

“I’ve always had a passion for math, and I was good at it,” she explained. “I played strategy games and solved logic puzzles and riddles, even at an early age. I like math because it’s logical.”

Not only did Halebsky excel in the classroom, but she also worked hard after school and committed herself to several extracurricular activities at PRHS. During her four years, she was in six different clubs — Robotics Club, Skills USA, CSF, Drama Club, International Club, and the Creative Writing Club. She also helped out in the math center.

ADVERTISING POLICIESPLACEMENT: Placement fees apply to Back Page (30%) and Inside Front Page (25%). All other placement request guarantees are a 20% fee. Publisher will insert a previously-run ad if a contracted advertiser does not submit a new ad, or provide new materials and direction, by Materials Due deadline. Publisher will make every effort to comply with placement requests, but will not guarantee location if it conflicts with the principles of the magazine. All ads are subject to Publisher’s approval. Publisher reserves the right to reject any ad for any reason at any time. Publisher reserves the right to place the word ‘Advertisement’ on any ad that could, in the opinion of the Publisher, be mistaken for magazine editorial.

ARTWORK: Ads designed by our contracted designers are made to order for advertisers, and become shared property between the Publisher and the advertiser as of the date of ad approval. There shall be no additional restrictions of use prescribed to either the Publisher and Advertiser.

DISCOUNTS: Frequency and other discounts are earned on execution of accepted and approved terms. Accounts that fail to execute according to terms will be charged back the difference between earned and open rates.

PAYMENT: New, off-contract, or transient advertising orders must be accompanied with payment. Payments are due on receipt, late after 30 days. Exceptions must be authorized in writing by the Publisher. We accept checks and major credit cards (credit card charges more than $1,000 may be subject to a 3% fee). ACH transfer is free.

LATE PAYMENTS: Balances will be assessed a 3% monthly fee (not to exceed 18% per year) every 30 days past due. Credit cards on file shall be charged for all invoices more than 30 days past due. Balances more than 120 days past due may be turned over for collection and the debtor will be liable for all costs accrued by the collection process. Accounts more than 90 days late required to prepay future ads until credit reestablished. Accounts more than 45 days late subject to credit hold until current.

CANCELLATIONS: Cancellations must be made in writing prior to space reservation deadline. Cancellations made after deadline shall not cancel charges, including design surcharges, regardless of whether ad is printed.

FULFILLMENT: Unless impeded by an Act of God, delivery on our advertising agreement will be made to the best of our ability. 13 Stars Media is not responsible for errors, omissions, or failures by third parties.

INDEMNITY: Advertisers and their agencies are solely responsible for the contents and claims of their advertisements. Advertisers and their agencies shall indemnify 13 Stars Media, their owners and their affiliates of any harm caused by their advertising.
