Dersin Amacı Bir ülkede devletin niteliğini, yapısını, temel organlarını ve kuruluşunu ve bunlar

arasındaki ilişkileri ve kişilerin temel hak ve hürriyetlerini belirleyen anayasanın temel

konularının anlatılması amaçlanmaktadır. Teorik olarak ortaya konulan bilgiler

uygulama örnekleri ile somutlaştırılmaya çalışılmaktadır.

Hafta Konular

1. Hafta Anayasa hukuku hakkında genel bilgi verilmesini takiben anayasaların sınıflandırılması

anlatılmaktadır. Türkiye’ de anayasal gelişmeler ve bu anayasaların temel özellikleri

anlatılmaktadır.

2. Hafta Cumhuriyetçilik, üniter devlet, Atatürk milliyetçiliğine bağlı devlet ve laik devlet konuları

anlatılmaktadır. Demokrasinin anlamı ve kurumları, seçim kavramı ve demokratik seçim

ilkeleri anlatılmaktadır.

3. Hafta Siyasi partilerin kurulması, faaliyetleri, siyasi partilere uygulanan yaptırımlar, siyasi

partilerin mali denetimi anlatılmaktadır. Hukuk devleti kavramı, hukuk devletinin

gerekleri, hukuk devletini sağlamanın mekanizmaları, sosyal devlet ilkesi

anlatılmaktadır.

4. Hafta Temel hak ve hürriyetlerin sınıflandırması, temel hak ve hürriyetlerin objektif ve anayasal

sınırları anlatılmaktadır. Temel hak ve hürriyetlerin kötüye kullanılmaması, durdurulması

ve temel hak ve hürriyetlerin ulusal ve uluslar arası düzeyde korunması anlatılmaktadır.

5. Hafta Genel olarak hükümet sistemlerinin anlatılmasını takiben bu bilgiler ışığında Türk

hükümet sistemi değerlendirilmektedir. Devletin hukuki fonksiyonları, kuvvetler ayrılığı

ve fonksiyonların tasnifi anlatılmaktadır.

6. Hafta Yasama fonksiyonu, yasama yetkisinin tanımı ve özellikleri anlatılmaktadır. Yasama

işlemleri, kanunların yapılması, parlamento kararları ve içtüzük kurallarının özellikleri

anlatılmaktadır.

7. Hafta Türkiye Büyük Millet Meclisinin yapısı, milletvekillerinin seçimi, seçim sistemleri

anlatılmaktadır. Milletvekilliği sıfatının kazanılması, yasama sorumsuzluğu ve yasama

dokunulmazlığı ile milletvekilliğinin sona ermesi anlatılmaktadır.

8. Hafta Türkiye Büyük Millet Meclisinin iç örgütlenmesi ve çalışma düzeni anlatılmaktadır.

anlatılmaktadır.

10. Hafta Cumhurbaşkanının seçimi, görev ve yetkileri, cumhurbaşkanının işlemleri

anlatılmaktadır. Cumhurbaşkanın hukuki, cezai, siyasi sorumluluğu ve görevinin sona

ermesi anlatılmaktadır.

13. Hafta Yargının tarafsızlığı ve bağımsızlığı, yüksek yargı organları anlatılmaktadır. Anayasa

yargısı, anayasa mahkemesinin kuruluşu ve görevleri, anayasaya uygunluk denetiminin

konusu anlatılmaktadır. Anayasaya uygunluk denetim şekilleri, soyut norm denetiminin,

somut norm denetiminin şartları ile bireysel başvuru anlatılmaktadır.

14. Hafta Anayasa mahkemesinin kararlarının niteliği, yürürlüğe girmesi anlatılmaktadır.

Olağanüstü hal ve sıkıyönetim ilanı, hukuki sonuçları, yargısal denetimi, uluslar arası

antlaşmaların Türk hukuk düzeni içindeki anlatılmaktadır. Anayasaların yapımı,

değiştirilme usulleri anlatılmaktadır.

Dersin Amacı Atatürk İlkeleri ve İnkılâp Tarihi Dersi'nin amacı; öğrencilere Türkiye Cumhuriyeti'nin

hangi koşullarda nasıl kurulduğunu anlatarak, devletin temelini oluşturan Atatürk

İlkelerini benimsetmek, Atatürk'ün asker kişiliği kadar, büyük devlet adamı, inkılâpçı

kişiliği ve önderliğini, ırkçılığı reddeden milliyetçilik anlayışını, uluslar arası barışın

kurulması hususundaki çabalarını anlatmaktadır.

Dersin Öğrenme


1) İmparatorluktan milli devlete geçiş sürecini gerekçeleri ile birlikte anlamak ve

değerlendirir.

2) Mustafa Kemal Atatürk’ün “Türkiye’nin muasır medeniyet seviyesinin üzerine

çıkarılması” fikrini anlar.

3) Güncel konuları tarihi bilgiler ışığında değerlendirebilme yeteneği kazanır.

4) Osmanlı İmparatorluğunun yıkılış nedenlerini bilir ve açıklayabilir.

5) Osmanlı İmparatorluğunda demokratikleşme sürecini takip edebilir.

6) Birinci Dünya savaşının çıkış nedenleri ve Osmanlı Devletinin savaşa katılışını

bilir.

7) TBMM açılması ve istiklal savaşı yönetimini bilir.

8) Milli mücadele için atılan ilk adımları bilir.

9) Atatürk İlkeleri ve İnkılaplarını bilir ve değerlendirebilir.

10) Atatürk Dönemi Dış Politikası hakkında bilgi sahibi olur.

Dersin İçeriği Tanzimat Döneminden başlayarak Milli Mücadele dönemi, Türkiye Cumhuriyeti’nin

kurulma aşaması ve günümüze kadar yaşanan cumhuriyet dönemi olayları ele

alınmaktadır.

Course objective The aim of the course Principles of Atatürk and History of Revolution; students explaining how to install the circumstances under which the Republic of Turkey, Ataturk's principles form the basis of the state to adopt, Atatürk's personality as much as soldiers, a great statesman, revolutionary personality and leadership, non-racist nationalism, describes international efforts in respect of the establishment of peace.
