Five year old NoelMoore lay in bedstaring at the wallpa-
per. He could hear theother children havingtheir lessons downstairsor playing outdoors. Forin that summer of 1893,Noel had scarlet fever,and many children diedfrom this disease.
Unfortunately, Noel’smother Annie didn’t have
a lot oftime to
spendwith her
sick child. She had otherchildren to care for, andshe was expecting an-other baby. SometimesNoel felt sad and lonely.Sometimes he couldn’teven remember what itfelt like to run and play.
One day in September,a letter arrived from afamily friend. A letter forNoel. It was the very bestkind of letter—big! Withpictures! The letter said,
“My dear Noel: I don’t
know what to write to
you, so I shall tell you
a story about four lit-
tle rabbits whose
names were Flopsy,
Mopsy, Cottontail
and Peter.”
Sound familiar?The Moore family
had a special friend, alady named Beatrix Pot-ter. Though only threeyears older than Beatrix,Annie had been her gov-erness, and now Beatrixliked to stay in touch withthe Moores.
Sometimes Miss Potterwould come for a visitand bring her pet, a Bel-gian buck rabbit namedPeter Piper. She hadtaught Peter to do tricks,but occasionally Peterwas “naughty” and re-fused to cooperate. Thechildren loved her visits,but it had been a longtime since Miss Potterhad come to see them. Atleast, it seemed like along time to a five yearold boy.
But this letter was al-most as good as avisit—maybe better, be-cause this letter had astory written just for him--a story about a naughtyrabbit named Peter whowent into his neighbor'sgarden and had great ad-ventures and barely madeit out again. The letter
cheered Noel greatly.A few years later, Noel
was sick again—this timewith polio. And Miss Pot-ter continued to sendstory-letters for Noel andthe other children to read.
Noel’s mother toldMiss Potter that shethought the stories oughtto be published. So oneday, when Noel wasabout twelve, Miss Potterasked to borrow the firstletter she had sent. Shehad decided to try to pub-
lish the story about PeterRabbit, and she wonderedif Noel had kept it.
Kept it? Of course hehad kept it and treasuredit.
Miss Potter self-published the book in1901, and it sold only afew copies. But then thepublishing firm of F.Warne and Companytook an interest in the"bunny book," as theycalled it. At the Warnes’request, she rewrote thestory, adding more scenesand more pictures. Thetime was right. Small pic-ture books were just be-coming popular, and thebook was an instant suc-cess.
Beatrix later wrote: “Itis much more satisfactory
to address a real livechild; I often think thatthat was the secret of thesuccess of Peter Rabbit, itwas written to a child -not made to order!”
Little Noel grew up tobecome a priest. He liveda long life and workedwith children in the slumsof London.
Beatrix Potter went onto become one of themost beloved and best-selling children’s authorsof all time. Her beautifulbooks would bringdelight to countlesschildren around theworld.
And it all beganbecause she cared deeplyabout one little boynamed Noel.
Every July, thousands of peopleflock to the tiny island of Chinco-teague for an unusual event. The
last weekend of the month is known as“Pony Penning Days,” held during theChincoteague Volunteer Fire-men’s Carnival. Volunteerfiremen, also knownas “Salt Water Cow-boys” herd agroup of 150wild poniesacross the nar-row Assatea-gue Channelat low tide.Once on Chin-coteague theponies are ex-amined by vets,given time to rest,and then auctioned offto the highest bidder. It’san event that is almost olderthan the US itself!
Wild ponies have inhabited Assatea-gue and Chincoteague Islands for hun-dreds of years. Legends say that the po-nies are descendants of horses thatsurvived the wreck of a Spanish gal-leon, which wrecked off the coast in the1700’s. Two herds of wild horses maketheir home on Assateague Island, eat-ing dune and marsh grasses and drink-ing fresh water from ponds. They areseparated between the states of Mary-land and Virginia by a fence. The Na-tional Park Service cares for ponies onthe Maryland side. The ChincoteagueVolunteer Fire Company handles the
Virginia herd. To ensure the herd’s sur-vival, the ponies are kept to a mini-mum of 150 horses by selling some ofthe ponies at Pony Penning Days.
The idea to auction off ponies beganafter a series of disastrous fires
in the town of Chincotea-gue. The firemen real-
ized their fireequipment was
hopelessly out-dated and theyneeded fundsto buy more.In 1925, fif-teen coltswere sold andthe carnival
was a huge suc-cess. Every year
since, Pony Pen-ning Days have at-
tracted bigger crowds towatch the ponies swim from
Assateague. In 1947, MargueriteHenry wrote a book titled Misty of
Chincoteague. The story made ponypenning famous around the world.

6. I joined the Continental army as aman and spent several years fooling all of those aroundme. Only after being shot in the hip was I found out to bea woman.
7. I said, “Anyone who does not agree with me is a trai-tor and a scoundrel.”
8. I strongly disagreed with the choice of the Bald Eagle as our nation’ssymbol. The turkey is much more regal and my pick to represent the newUnited States.
9. I would much rather be remembered as thefounder of the University of Virginia than Presidentof the United States.
10. I was appointed Commander of the Conti-nental Army. Some of my favorite pastime activi-ties are fighting fires, fishing, farming, and foxhunting.

is not tattooing as it is under-stood to be, it is akin to it.According to Baker, the pro-cedures she performs only gothrough the top two layers ofskin whereas tattooing goesthrough more. "Every part thattouches the client is dispos-able," Baker said as she heldup an unopened package ofneedles and the instrumenta-tion they attach to. They weresmall and grouped together soclosely that it was difficult tosee there were more than oneneedle. The instruments sheuses are also smaller.
"I so enjoy this," Bakersaid of the profession shebegan about a year ago. "Mygoal is to enhance naturalbeauty."
While confessing to lovingwhat she does, she said herpassion is truly the paramed-ical aspect of it all. "I wantedto do something that I couldbe proud of, something tomake someone's life better."
With palpable emotion,Baker spoke of sister-in-lawand best friend, BrendaMahoney, who passed away afew months ago after alengthy battle with breast can-cer and the repercussions ofher treatment. Baker said thatMahoney did not pass awaybecause of the cancer butbecause of the radiation poi-soning.
According to Baker,Mahoney suffered from radia-tion-induced alopecia and hadno hair. Moved and motivatedby her friend and what simpleenhancements would do forher sense of self and normal-cy, Baker went to LosAngeles and attended schoolfor a month, becoming certi-fied in permanent make-upprocedures.
She gave Mahoney eye-brows using a "hair stroke"procedure, she added color toher lips, liner around her eyesand says that Mahoneyalways looked so beautiful,that even when she was sickshe did not look sick.
Over the past few monthsBaker's friend, Missy Hunter,said that Baker has providedfree services to many womenwho have battled or are bat-tling cancer, mostly in aureolareconstruction. She uses aprocedure called 3D thatmakes the flat plane to whichthe make-up is applied standout and look completely natu-ral and normal.
An aureola reconstructionclient, Karen Robinette, whoheard about Baker whileattending to other services atthe salon, had breast cancerthat resulted in a double mas-tectomy more than a decadeago. She said that she had thereconstructive surgery but thatsurgeons did not replace heraureolas. She recently sawBaker for the 3D procedurefor aureola reconstruction onboth breasts and says that ithas "made her feel wholeagain" and restored some nor-malcy.
These are the paramedicalthings Baker is passionate tocontinue to "give thesewomen some sense of nor-malcy."
Along with the permanentmakeup procedures, Bakeralso offers scar revision treat-ment either by a dry needlingtechnique or by application ofpermanent make-up.
Even on the non-medicalside of things Baker said thatshe loves being able to helpwomen feel better aboutthemselves. Hunter has hadlash enhancements, and eye-liner done. She looked as ifshe had just freshly appliedher make-up when in fact shedid not have a stitch on.
Baker expressed that whenconsulting with someoneabout work they would like,she is always mindful of therepercussions and keeps hereye on the future. Hunter saidthat Baker told her no the firsttime she came for eyeliner.Baker knew that the shadechosen by Hunter would betoo dark and would be some-thing that Hunter would notbe happy with. Through asmile Hunter said, "She wasright."
As for performing proce-dures Baker said, "I am allabout the research," sayingthat she stays on top of themost effective numbingagents and uses them gener-ously throughout any proce-dure. Hunter said that the pro-cedures that she has had donereally did not involve a lot ofpain.

DEAR ABBY: What isconsidered good mannerswhen you enter the home of a20-something Northerner? I'ma graduate student who recent-ly moved from the South tothe East Coast. When I visitthe homes of my Northernfriends, I feel they are beingrude for not inviting me tocome in and sit down.
When visitors come to myplace, I ask if I can take theircoats, ask them to please sitand make themselves comfort-able and offer something todrink. It feels strange to entersomeone's living space and nothear these pleasantries. It alsomakes me feel as if I'm impos-ing.
If others arrive around thesame time, I try to follow theircues, but I still find it uncom-fortable to just plop down andmake myself at home. ShouldI just get over it?

I can(and do) take the bus to thelocal grocery store, but itmakes it easier to buy thingsin bulk with a car. We havedinner, go to an occasionalmovie and generally have agood time hanging out. I buyher dinner sometimes as athank-you for her great help.
Recently, I got to meet a
group of her friends. Sheintroduced me to every singleperson by going over thewhole history of my not hav-ing a car, and how she hastaken me grocery shoppingevery week. All her friendsbegan praising her for herkindness. I was upset andembarrassed that rather thanintroduce me as a friend sheinstead portrayed me as anobject of her charity.
I always thought sheenjoyed our get-togethers. Sheused to rebuff any attempts onmy part to make our shoppingtrips less frequent. Do I suck itup for the sake of our friend-ship, or do I discontinue orcurtail our meetings?

The lack of rainfall this seasonmakes it a challenge to garden. Newlyplanted shrubs, perennials and treeshave struggled to get established, withtemperatures in the 90s and dryingwinds. Vegetable plants are strugglingand garden productivity is down.
Vegetable gardeners know that evenshort periods of dryness will perma-nently stunt some plants, limit fruitsize, and cause plants to bolt or go dor-mant too soon. Landscape plants willthrive much better with well-timedwatering. Lasting damage can occurwhen leaves and stems wilt.
Proper watering is the most impor-tant part of gardening. Many peoplesimply depend on the rain for water-ing, but even normal rainfall isn’talways enough to sustain newly-installed plants accustomed to dailywatering in the nursery, or vegetableplants that are actively growing.Timing is everything, and rainfallcan’t be counted on to get the timingright. An inch of rain just wets the sur-face and still the roots can be bonedry.
Until they grow new roots, newly-installed plants need regular wateringas often as once a day. When you plantnew plants always shape the soilaround the plant into a bowl or well tohold water close to the plant. The big-ger the plant the larger the well shouldbe. This keeps the water from runningoff before it has a chance to soak intothe roots. Now simply fill the bowlonce or twice a week.
Established plants need attentionduring drought. Even if they can sur-vive without watering, plants and treeswill benefit from occasional deep-rootsoaking. Drought causes stress thatinvites insect and disease problems,some of which don’t show up until
years afterward. Regular wateringhelps keep plants and trees growing.Flower and fruit the following springwill be much better with regular water-ing, and so will fall color.
Mulch helps keep the soil moist bykeeping the sun off the soil but it cansoak up gallons of water by itself. Treeswith large mulch circles don’t have tocompete with lawn grasses for water.You can deep-root water establishedtrees with soaker hoses, “Tree-Gator”water bags or simple buckets withsmall holes punched in the bottom.Setting a hose to “trickle” water in theroot zone overnight works very well forlarge trees. We use a simple cast-ironsprinkler called the “Pound of Rain” tosoak a wide area, watering at night sowater won’t evaporate and be wasted.This works very well for lawns, shrubsand perennial beds, and we sell it in our
store.If you’ve invested lots of money and
hard work in your landscape, don’tbegrudge your plants the water theyneed to get through this time ofdrought. A few dollars spent for waterwill protect your investment, a smallcost compared with replacing estab-lished plants. When choosing newplants for your landscape, look for“xeriscape” plants that will toleratedrought.

INDEPENDENCE DAY
Independence Day is a particularly suitable occasion to remember the role volun-teers play in our way of life. Citizens giving their time without any expectation ofremuneration is part of what makes this country a great place to live. From sportscoaches to parade organizers to candy stripers, volunteers fill in the cracks wheregovernments and school programs don’t reach.
The Minutemen of the American Revolution paved the way, back during the fight forindependence. Unlike the Continentals, the standing army of professional soldiers,the Minutemen and other militiamen were farmers and country dwellers who madethemselves ready to mobilize against the British at a moment’s notice. Because theycouldn’t afford to leave their farm animals for long, they usually fought close to theirhomesteads, wearing only their farming clothes and wielding their own guns.
The Corporation for National and Community Service reports that today women vol-unteer more than men in every state. Most of those women have children under theage of 18. While there is certainly room forgrowth in volunteerism for men, teenagers, andolder adults, young mothers are an important partof the volunteer legacy — there is evidence thattheir children are more likely to become volun-teers themselves.
There is really no limit to the ways you can getinvolved in your community or abroad as a vol-unteer. Local and national non-profit organiza-tions rely on the gift of time to keep their opera-tions viable, as do sports leagues, international aidand development agencies, and health care facili-ties. Sports events, public festivals, and aware-ness campaigns are always in need of helpers andofficials too. One thing we all can do, as we cele-brate July fourth this year, is to take a moment tothank a volunteer at the party or event we’reattending.

Highland County Community Action announcesthe 2012 Summer Home Energy Assistance Program
Starting June 1, 2012 ending August 31, 2012.
This year’s program can provide, for eligible households, up to $250of assistance on an electric bill or a room air conditioner unit.
To be eligible for the electrical assistance there must be a householdmember age 60 or older, a household member who has a medicalcondition, supported by documentation from a doctor, who wouldbenefit from air conditioning or requires electric service, or has a
disconnect notice for the utility. To qualify for an air conditioner thehousehold may not currently have air conditioning and a member of
the household, regardless of age, would have to have amedical condition, supported by documentation from a doctor, whowould benefit from air conditioning. To qualify for either benefit the
total household income must be at or below 200% of theFederal Poverty guidelines.
