Bev Tully – Business Not Identified (Cont’d) The Village Fair During the time of the Fair there is no parking allowed in the street; In a shop where I was helping out last year a band was playing outside. It is not possible to conduct a class, as we were trying to do, while the band was playing. This was very disruptive and created a lot of difficulty; You allow outside business to hire a trestle table from you at a nominal charge and allow them space on the footpath outside the front of the Village shops to sell their wares on the day of the Fair. So as it happens, the person selling on the footpath outside your shop is in direct competition with what you are trying to sell; and There has not been enough people attend the Fair in the past three years to support any of these costs. Officer’s Comments Based on feedback provided by the Chamber from previous Fairs, organisers ensured concerns were addressed with regards to car parking. For last year’s Fair held in 2011, better and larger signage was placed around the area relating to car parking and from all reports, it was most successful with no issues raised; The music played during this Fair is to entice customers and trade to areas that normally do not generate a lot of foot traffic. The music is not amplified and generally two-three people singing with instruments for a period of 10-20 minutes where they move around the area. All businesses are encouraged prior to the event to provide input on the types of activities to be included in the Fair and subsequently informed well in advance of what is happening for the Fair to ensure minimal disruption to businesses for the day; The aim of the Village Fair is to have all market stalls along the streets filled by existing traders. All traders are given first choice in booking a stall directly out the front of their business by securing it with a $50 refundable deposit. If traders do not wish to participate, external businesses are sourced to book a stall for the day. The Village Fair

During the time of the Fair there is no parking allowed in the street; In a shop where I was helping out last year a band was playing outside. It is not possible

to conduct a class, as we were trying to do, while the band was playing. This was very disruptive and created a lot of difficulty;

You allow outside business to hire a trestle table from you at a nominal charge and allow

them space on the footpath outside the front of the Village shops to sell their wares on the day of the Fair. So as it happens, the person selling on the footpath outside your shop is in direct competition with what you are trying to sell; and

There has not been enough people attend the Fair in the past three years to support any of

these costs.

Officer’s Comments

Based on feedback provided by the Chamber from previous Fairs, organisers ensured concerns were addressed with regards to car parking. For last year’s Fair held in 2011, better and larger signage was placed around the area relating to car parking and from all reports, it was most successful with no issues raised;

The music played during this Fair is to entice customers and trade to areas that normally

General Comments

General Comments (Cont’d) Businesses are encouraged to attend regular committee meetings or to contact committee

members to communicate concerns and ideas for the Village that affect all businesses as the Chamber can only react to issues before them. The aim of the Chamber is to have a collective voice and for all businesses to work together and promote the township.

SUPPORT OF THE SCHEME

1. Trish Stamp – Travelscene Mount Eliza, and Co-President of Mount Eliza Chamber of Commerce

Without the funding from the Special Charge Scheme, there would be no Mount Eliza

Village promotions or business development works happening; and There is not much at all that a business individually can achieve or gain regarding its

advertising and promotion for $350. 2. Kerri Duffey – Ambyance Design

As a member of the business community I am aware of the initiatives that this Scheme is able to support. From what I have seen Schemes such as this are the only way that the Village is promoted at all; and

Mount Eliza desperately needs to have a co-ordinated marketing strategy in order to

attract people from outside the Village into it. Without it, there is a chance that businesses, and thus the Village, as a whole will suffer.

3. Farid Madkour – Gouzlan Group Australia

The Scheme is so important for the Chamber to continue to promote the Village, to market the brand and attract visitors, and to establish events; and

Without the Scheme the Chamber will not be able to continue to promote the Village.

4. Gail Terrill – A Novel Exchange

The Village needs a united voice to promote our shopping strip; and I find many people who travel up and down the Nepean Highway every day are totally

unaware that there is even a Village here. It is essential that as a united voice we spread the word that we have an absolutely unique Village that is well worth visiting.

5. Ian Wigg – Mount Eliza Deli, and Co-President of Mount Eliza Chamber of Commerce

Without the Scheme, Mount Eliza would not be a lovely Village to come and shop in; The Scheme allows the Chamber to promote the Village and to try and focus on helping

with business development thru business courses and seminars run for all Chamber members.

SUPPORT OF THE SCHEME (CONT’D) 6. Hans West – Canadian Bay Travel

The Scheme is crucial in helping promote Mount Eliza Commercial Centre to the population of our region and beyond;

Over the period of the Scheme, I have noticed that Mount Eliza has made significant

progress as a destination for shoppers, people who frequent cafes and restaurants and those seeking other services that are provided in Mount Eliza; and

It is essential that we are able to retain the services of a professional Promotions Officer

and have additional funds available to continue marketing Mount Eliza to our community and beyond in the future for which the Scheme will be essential.

7. Mark and Lynne Heggie – Hunter and Minx

The Scheme is the best way to create a coordinated effort to contribute to the marketing and promotion of Mount Eliza Village;

The range of activities undertaken over the years has been innovative and has raised the

profile of the Mount Eliza Village, to the advantage of all businesses based here; We could not achieve the same results as individuals nor would there be a recognised

brand for Mount Eliza; and It is good to have something which we all work together on as a community.

8. Dan Smith – Eliza Drycleaners

The experience over the last eight years shows that this kind of marketing program is the

way to go; and For a relatively small amount of money, it provides businesses in the township with a

wide range of benefits, much more than the occasional advert in the newspaper. 9. Hans Van Bloemendaal – Mount Eliza Newsagency

The range of activities such as the Farmers Market and the Christmas Fair, has been excellent and results in the Village having a true community atmosphere;

All projects have raised the profile of Mount Eliza, to the advantage of all businesses

based here; We could not achieve the same results as individuals; and In fact it really is incredible value for money.

10. Ian Wigg and Trish Stamp – Co-Presidents of Mount Eliza Chamber of Commerce

(Have requested to be heard at the Section 223 Submission Committee Hearing) There is no doubt that the Village has benefited greatly from the marketing and

promotional activities that have been initiated over the past eight years and funded through the Special Charge Scheme;

10. Ian Wigg and Trish Stamp – Co-Presidents of Mount Eliza Chamber of Commerce (Have requested to be heard at the Section 223 Submission Committee Hearing) (Cont’d)

These have been hugely successful in bringing together the trading community and the

local residents, as well as generating significant additional income for the Village; Current events bring many thousands of people into the Village from outside of the area

at times when it would be otherwise quiet. This has equated to many thousands of dollars for businesses;

Co-ordinated marketing materials such as the mini magazine bring profile to Mount Eliza

and build a complete picture and special atmosphere that is in fact the Village;

In terms of networking and business development the Special Charge Scheme has allowed the Chamber to organise guest speakers and business experts to come and present to the members, opening up opportunities for growth support and development; and

The Special Charge Scheme is critical to the long term viability of the Village.

11. Joe and Giselle Padula – Canadian Bay Hotel

The benefits of the Scheme to us is that the Chamber of Commerce works very hard to promote the Village and our businesses to the wider community.

12. Gina Tzimas – ANZ Bank, Mount Eliza

I think the special rate has really helped to get the whole business precinct firing; and We need it to continue to promote ourselves more aggressively.

OFFICER DIRECT OR INDIRECT INTEREST No person involved in the preparation of this report has a direct or indirect interest requiring disclosure. CONCLUSION Following this Section 223 Submission Committee Hearing, a further report will be prepared and submitted to Council on Monday, 23 July, 2012. Council will then be fully informed of the views expressed by affected property owners and occupiers prior to making its decision on whether to declare the Scheme as proposed, or to modify, defer or abandon the Scheme.

RECOMMENDATION

1. That the Section 223 Submission Committee receives and notes all submissions and/or objections received in relation to the Mount Eliza Special Charge Scheme (Promotional Fund) Renewal 2012-2019.

2. That a further report be provided to the Council Meeting on Monday, 23 July, 2012,

addressing all of the submissions heard and issues raised at this Section 223 Submission Committee Hearing.

Addendum – Supplementary Report and Additional Confidential Attachment 1

Circulated Monday, 2 July, 2012 OBJECTION TO THE SCHEME 4. T Kafrouni – Nina Corporation

Given that the Stage 4 of the Streetscape has been abandoned and we are not advantaged by the Farmers Market activity there is nothing that the Special Charge Scheme can do to direct benefits to this sector of Traders’ community.

Officer’s Comments

Streetscape works are not part of the Promotional Fund and all enquiries relating to these

works should be directed to the Shire’s Infrastructure Team;

The Market was established on a Sunday based on feedback from businesses that this day was their quietest. It is up to individual businesses if they wish to open on Sunday or not. From all reports from the Mount Eliza Chamber of Commerce, of the businesses that are open within the Village on market day, feedback has been positive as attendees (approximately 1,500) are staying in the area to dine or shop which they would not normally. In turn, generating additional revenue for those businesses who choose to trade on Market day and also raising awareness of other businesses within the Village to people who would not normally visit; and

Schemes such as this are designed to promote and encourage business to the area,

therefore in turn generating funds into the businesses within the township.

Deputations Lynne Heggie Retailer for the last six years; During this time the demographic in Mount Eliza has changed significantly; Promotional levy has enabled to demonstrate a point of difference to other nearby shopping

strip areas; and Disadvantaged as off the highway so the levy has enabled to draw customers into the shopping
