Purpose The Town of Morehead City is seeking proposals from qualified, professional consultants who will
assist the Town in creating a comprehensive plan that expresses and establishes a framework
for achieving the community’s vision and sets forth the goals, policies, and programs intended to
guide the present and future physical, social, and economic development of the Town of
Morehead City. This plan will be a key policy and action document for the Town of Morehead City,
to be used by staff, elected officials, boards, developers, property owners, business owners, and
residents as a guide for future land use development, recreation planning, capital investments,
and growth management decisions over the next ten years and beyond. The plan must also satisfy
the requirements as a comprehensive plan under N.C.G.S. 160D and as a CAMA land use plan
as required per 15A NCAC 7B .0702.
General Background Morehead City is located in the heart of the Crystal Coast and has the largest population of any
municipality in Carteret County. According to the 2020 Census, the population of the Morehead
City corporate limits was estimated at 9,556. According to 2015-2019 American Community
Survey estimates, the population of the planning jurisdiction, including the extraterritorial
jurisdiction, totals 13,430. The area encompassed in Morehead City’s planning and zoning
jurisdiction is approximately 16 square miles.
Serving as the economic hub of Carteret County, Morehead City provides the most diverse year-
round opportunities for residents and visitors alike. The economic mainstays include: Carteret
Healthcare hospital and the health industry; Carteret Community College; the marine science
community which includes the NC State Center for Marine Science and Technology, UNC Institute
of Marine Sciences, NC Division of Marine Fisheries and NC Division of Coastal Management; a
variety of industry including businesses located in the Crystal Coast Business Park; a myriad of
retail and restaurant businesses which includes chain stores/restaurants and small businesses;
and a charter and recreational fishing fleet.
Morehead City’s Downtown Morehead City, Inc. is accredited Main Street America™ program
and was a 2017 Great Mainstreet award recipient. Each year, the North Carolina Seafood Festival
occurs in downtown Morehead City as does The Big Rock fishing tournament. Morehead City is
also home to the Morehead City Marlins Coastal Plain League summer collegiate baseball team.
One of the two seaports in North Carolina is located in Morehead City and it is directly accessible
from the west via Highways 70 and 24. Norfolk-Southern provides rail access for freight to and
from the NC Port over tracks owned by the North Carolina Railroad Company. Passenger train
routes are currently accessible via an Amtrak thruway connecting bus service at the Morehead
City Train Depot. The population and development/redevelopment in Morehead City is anticipated
to surge in coming years as a result of the ongoing upgrades to interstate standards of future
Interstate 42 (portion of Highway 70 between Raleigh/Garner and Morehead City).

Planning Background The Morehead City Core Land Use Plan was originally certified by the Coastal Resources
Commission in 2007. There have been a few amendments to the plan’s Future Land Use map,
but no other revisions have occurred to the document since its certification. The Town of
Morehead City Unified Development Ordinance was adopted in 2001 when the zoning and
subdivision ordinances were combined into a single ordinance. Numerous updates have occurred
since 2001, including a recent review and update to comply with Chapter 160D of the North
Carolina General Statutes. One of the primary goals of the comprehensive plan development is
to create a vision for Morehead City for the next ten years. It is also intended to provide a series
of realistic projects and programs that can be implemented to achieve that vision. Development
of the new comprehensive plan will rely heavily on community feedback. It is intended that the
comprehensive plan will serve as a guide for a future rewrite of the Town of Morehead City Unified
Development Ordinance.

Expectations of Consultant The selected consultant firm or team will be responsible for managing this project, including
implementing a superior quality innovative community engagement program, communicating with
staff liaisons, and producing the required plan documents. The following expectations should be
acknowledged in any submitted proposal and met throughout the duration of the project:
- The consultant will hold an initial meeting with Town staff to begin the process of data
acquisition and the consultant’s anticipated approach to assist the Town with complying
with the comprehensive planning requirements contained in N.C.G.S. 160D.
- The consultant will review existing plans, documents, and other materials relevant to the
project. The Town will provide all documentation needed upon request of the consultant.
The consultant will study and consolidate applicable materials into the Plan.
- The consultant will lead stakeholder outreach and participation efforts and conduct
meetings with key elected and appointed officials, stakeholder groups, and the public. The
consultant will plan and implement an extensive stakeholder and public outreach process
using a range of methods to inform and involve stakeholders and the public to include a
community survey in the early phases of Plan development.
- The consultant will develop Plan goals, objectives and implementation strategies based
on technical data and public input.
- The consultant will draft materials for review and comment by the Town in accordance
with established project schedule.
- The consultant will ensure that the final Plan conforms to N.C.G.S. 160D comprehensive
planning requirements, to the applicable statutory public hearing processes for
comprehensive plan adoption, and for NC Coastal Area Management Act requirements
for a CAMA land use plan. This may involve a phased approach to ensure the plan meets
the reasonable maintenance requirements of N.C.G.S. 160D-501.
- The consultant will analyze the consistency of current Town ordinances and policies in
relationship to the Plan goals and objectives.
- The consultant will prepare draft documentation for public review and comment and
present the draft to the Planning Board and Town Council.
- The consultant will prepare the final draft document and present at all associated meetings
and public hearings for adoption and/or certification of the plan to include any necessary
meetings before the North Carolina Coastal Resources Commission.
- The consultant will provide at least weekly updates via email, telephone, or teleconference
to update Town staff on the project status, discuss issues, and review drafts. Periodic
written status reports and status updates to the Planning Board and/or Town Council may
also be required.

Scope of Work The consultant will be expected to conduct the following tasks. The Town encourages proposers
to expand on these tasks, emphasize tasks and to suggest additional tasks not identified in this
RFP that may be necessary or beneficial to the proposed planning process.
- Project Meetings: The consultant is expected to meet regularly with Town staff. When
appropriate, these meetings may be conducted via telephone or videoconference. In
addition, the consultant will solicit input from the Planning Board (or appointed steering
committee) and Town Council and provide interim reports, presentations, and updates to
each as required and appropriate, and attend the Plan’s formal review and approval by
the Planning Board and Town Council and ensure certification by the North Carolina
Coastal Resources Commission.
- Public Engagement and Communications: Public participation is essential to this
planning effort and must include an outreach and public participation process designed to
engage the public and stakeholders in visioning the future of the Town. Multiple public
meetings are anticipated to be necessary to seek the opinions and views of the public at
large, report on progress as the plan develops, solicit comments on specific ideas or
concepts, and identify problems or barriers that must be acknowledged and overcome.
Respondents should explain their public participation plan in detail. In addition to other
mechanisms, a community survey should be conducted towards the beginning of the Plan
development process.
- Plan Development: The consultant will serve as the primary drafter of the plan and will
perform research and develop materials for the Plan, including, but not limited to:
o Conduct a baseline review of relevant existing plans, current Town Council goals,
the Town’s Unified Development Ordinance, demographic and Census data, and
other information necessary or relevant to Plan development.
o Evaluate and assess recreation inventory and facilities (i.e., masters planning).
o Develop an inventory and assessment of challenges and opportunities.
o Draft the Comprehensive Plan for Planning Board review, Town Council review
and adoption, and NC Coastal Resources Commission (CRC) certification,
including any required revisions for certification.
o Provide digital, editable, working, and printable copies of all final documents
including reports, maps, and final plan.
o Plan development may involve a phased approach to ensure the plan meets the
reasonable maintenance requirements of N.C.G.S. 160D-501.
- Plan Content: The Plan document will include assembling and analyzing data regarding
existing conditions within Morehead City and its extraterritorial jurisdiction and utilizing that
data to develop policies, actions, and an implementation plan to guide future development
and decision making over a ten-year timeframe. The Plan must meet N.C.G.S. 160D
comprehensive planning requirements, the applicable statutory public hearing processes
for comprehensive plan adoption, and the NC Coastal Area Management Act
requirements for a CAMA land use plan. It is anticipated the plan will include the following
content:
o Community Vision Statement: Develop/update the Community Vision Statement
for Morehead City that will serve as a focal point for goals, policies, and strategy
decisions.

o Community Assessment: Evaluate issues and opportunities facing the Town of
Morehead City, including consideration of trends, values expressed by citizens,
and guiding principles for growth and development.
o Existing and Future Land Use Evaluation and Planning: Evaluate and
articulate the pattern of desired growth and development and civic design,
including the location, distribution, and characteristics of future land uses, urban
form, utilities, transportation networks, and conservation and open spaces.
o Housing: Review housing needs and trends and develop recommendations that
will create strong neighborhoods that support lifelong housing needs for persons
and households of all types and income levels. Evaluate availability of and need
for additional affordable/workforce housing.
o Economic Development: Evaluate employment opportunities, economic
development, economic trends, and community development and provide
recommendations. Possible specialized areas to evaluate may include:
North Carolina Opportunity Zones: Morehead City contains an Opportunity
Zone which was certified by the Federal government in 2018. The NC
Opportunity Program is designed to encourage job creation, economic
activity, housing, and other community investments. The Opportunity
Zones Program (Sec. 13823) provides tax incentives for qualified investors
to re-invest unrealized capital gains into low-income communities
throughout the state, and across the country.

- Implementation: Establish specific policies, identify necessary public investment, and
specify goals to implement each element of the Plan.
Proposals The following materials must be included in the proposal and received by Wednesday, October
27, 2021, at 5:00 p.m. for a proposing consultant to be considered. During the evaluation process,
however, the Town of Morehead City reserves the right to request additional information or
clarifications from a consultant, or to allow corrections of errors and/or omissions. The purpose of
the technical proposal is to demonstrate how the consultant, as a team and/or as individuals, will
contribute to the comprehensive planning effort. The proposal should be complete and concise.
Specific proposal requirements include:
- Transmittal Letter: A signed letter of transmittal should include the name, title, address,
phone number, and original signature of an individual with authority to negotiate on behalf
of and to contractually bind the consultant firm, and who may be contacted during the
period of proposal evaluation. The proposal must clearly identify the firm’s legal name and
address.
- Table of Contents.
- Executive Summary: Provide a concise synopsis of the proposal and a description of the
credentials to deliver the services. Include a brief overview of firm, including qualifications
to execute the contract, and company mission or statement of beliefs. Also, include a
summary of the consultant’s understanding of the project as described in this RFP.
- Introduction: Demonstrate the firm’s experience providing local jurisdictions with
Comprehensive Plans, addressing the CAMA Land Use Plan component. Experience in
developing similar plans for other similar regional agencies, municipalities, and other
governmental or non-governmental agencies may also be included. Include a description
of the firm and a statement of the firm’s qualifications for performing the requested
consulting services. Indicate any specialized expertise relevant to the project and discuss
the firm’s in-house abilities and commitment to delivering the project in a timely manner.
- Company Background: Include the following:
o A brief description of the background of your firm
o The location of the headquarters, technical support offices, field offices, and the
location of the office that would service the City

o A brief summary of company officers, directors, and associates that will be
assisting on the project
o Names and qualifications of outside firms and/or associates that may be employed
to assist on this project
- Project Management: Describe the plans for accomplishing the required work to
complete the plan based upon the schedule information outlined in the Project Schedule
section. Include the management approach to the work, responsibilities for coordination
of work with the City, and lines of communication needed to maintain required contact.
Provide an outline of the firm’s current client list and ability to provide timely services.
- Staff: Provide an organizational chart showing the project manager and all project staff.
Describe the qualifications and experience of each professional who will participate in the
project, including a resume for each member of the project team. A project manager must
be designated, and information submitted for each professional shall include:
o Name, proposed role, hourly rate, anticipated time commitment to the project and
biography of each team member who will do most of the work on the project.
Include qualifications of key personnel, project team member’s individual
experience and other qualifications, project manager’s experience, sub-
consultant’s (if applicable) individual experience and qualifications. Consulting
firms with at least one AICP certified team member on staff are required.
- Qualifications: Describe the firm’s specific experience with comprehensive plans and
with municipal CAMA land use plan requirements. The proposal must describe the nature
and outcome of projects previously conducted by the firm that are related to the work
described within the RFP. Provide a list of at least five completed plans, or relevant
projects of similar scope and complexity, completed by the firm within the past ten (10)
years. Identify key personnel who participated in each project and describe their roles.
Include client contact names, addresses, phone numbers, email addresses, description of
the type(s) of work performed, approximate dates on which the work was completed, and
professional staff who performed the work. If a sub-consultant is proposed, provide at least
two similar qualifications and references for the sub-consultant. Up to two samples of the
firm’s work on closely related projects shall be included with the proposal. Identify the
number of projects that have received CAMA Land Use Plan Coastal Resources
Commission (CRC) certification or are currently underway. Indicate any experience with
municipalities similar in size and/or characteristics to the Town of Morehead City.
- References: Include a list with contact information of at least ten municipal clients for
which you have conducted comprehensive planning, visioning, community engagement
and/or land use analysis. Experience working with municipalities in North Carolina is
preferred.
- Proposal: Provide specific approaches, methods and assumptions that will be utilized to
accomplish each task outlined in the scope of work. Identify the proposed implementation
approach, including but not limited to, the following:
o Approach to scoping and conducting the project;
o Efforts that may be needed to ensure a successful project;
o Any issues that your firm believes are critical to the project’s success;
o Describe at least three approaches for providing innovative, effective stakeholder
engagement and public participation. These alternatives should represent different

levels and styles of involvement and complexity. Provide examples of how your
firm would conduct public and stakeholder engagement opportunities that would
capture input that is representative of all City residents. Identify and address
potential alternate method(s) of engagement in consideration of COVID-19 related
concerns.
o A list of deliverables and/or additional documentation to be provided beyond the
deliverables described in this RFP
o A sample schedule and work plans indicating the tasks and time needed for each
task to complete the scope of work;
o Any assumptions made in the development of the schedule and work plan;
o Include a description of research/technical capabilities that would be used in the
development of the Plan;
o Include a summary of any suggested innovative approaches the Town of
Morehead City should consider for this effort;
o Include any other information believed to be pertinent, but not specifically
requested in this RFP.
- Budget: Identify cost estimates for completing each of the elements in the “Expectations
of Consultant” and “Scope of Services” sections of this RFP. Itemized cost estimates may
include more than one area in these sections provided the combination of elements is
logical or overlapping. Also include any other anticipated budgetary needs, including
incidentals.
- Fee Proposal: Costs for the project shall include hourly rates and a not-to-exceed total
budget with a lump sum fee.
- Project Schedule: This plan must comply with the comprehensive planning requirements
of N.C.G.S. 160D. In addition, the project may involve a phased approach to ensure the
plan meets the reasonable maintenance requirements of N.C.G.S. 160D-501. The
consultant may propose an interim update to be adopted by June 30, 2022, with final plan
adoption occurring by June 30, 2023. In all cases, the final plan must be completed by
June 30, 2023 and the consultant must propose a sound interim plan to meet the N.C.G.S.
160D requirements to “reasonably maintain” the plan on or before June 30, 2022. The
selected Consultant will be responsible to complete the plan through NC Coastal
Resources Commission certification and local plan adoption. All proposers will define the
anticipated deadline for completion and presentation of the comprehensive plan and all
related supporting activities. This schedule will be incorporated into the professional
services agreement between the City and the successful respondent. The Consultant
should provide a proposed work plan with schedule based upon months of project (e.g.
Month 1, Month 2), divided into phases identifying key tasks, milestones, approximate
dates, project deliverables, and resource needs.
- Additional Information: Submit any additional information or recommendations
supporting the proposal as an appendix or separate attachment.

Questions Questions about this RFP should be submitted in writing no later than October 12, 2021, at 5:00
p.m. Staff responses to pertinent questions will be published in an addendum to this RFP on the

Selection Process, Timeline, and Criteria
Selection Process:
Following the proposal submission deadline, a selection committee will evaluate each eligible and
responsive proposal based upon the criteria contained in the Criteria subsection of this RFP. The
Town of Morehead City reserves the right to waive any minor informality or technicality in
proposals received. An interview will be conducted at a mutually-agreed upon time with the
consulting firms associated with the top scoring proposals. Upon selection, the Consultant will be
contacted to finalize the contract, fee structure, and project schedule. Consultant selection will be
subject to final approval by the Town of Morehead City Council.

Timeline:
Consulting firms interested in completing this project should submit one (1) signed original plus
one (1) electronic PDF version of the proposal. Both the hard copy and the electronic PDF copy
must be received by the Town before 5:00 p.m. on October 27, 2021. Submissions should be

Strength and relevance of previous similar experience with projects of a similar scope based upon list of related projects and submitted work samples. Key Personnel: Does the proposed team have all necessary experience? Is there backup staff to handle the project tasks in the event the key personnel are unavailable? Understanding of Local Conditions: Demonstrated understanding of State legal constraints and local conditions. Understanding of regulatory/implementation frameworks of comprehensive and CAMA land use plans. How strong are the firm’s mapping, research, and technical capabilities?

What distinguishes this proposal and team from others? Has the proposal demonstrated exceptional creativity and willingness to innovate? Does the approach present a well thought out strategy that is likely to achieve the desired end product and completion of all specified tasks within the project budget? Are there innovative approaches proposed for the project outlined in the proposal? Does the consultant propose a sound plan to meet the N.C.G.S. 160D requirements to “reasonably maintain” the plan on or before June 30, 2022.

Responses to the RFP/RFQ will become public records and, therefore, will be subject to public
disclosure. The North Carolina General Statutes provide a method for protecting some documents

designates a document confidential or trade secret, the Town will withhold the document from
public disclosure to the extent that it is entitled or required to do so by applicable law and will
return the document after selection.
Equal Opportunity:
The Town of Morehead City does not discriminate in administering any of its programs and
activities. The consultant awarded the contract for work will be required to insure that no person
shall be denied employment, fair treatment or be discriminated against on the basis of race, sex,
religion, age, national origin, or handicap.
Applicable Law:
The contract awarded will be governed in all respects by the laws of North Carolina. The
consultant awarded must comply with applicable Federal, State, and local laws and regulations.
Discretion of the Town:
The Town of Morehead City reserves the right to reject any or all proposals, to waive any
deficiencies associated with the submittal, and to accept any proposals that it deems to be in the
Town’s best interest.
The Town of Morehead City also reserves the right to re-advertise and reject any and all proposals
which are deemed to be nonresponsive, do not contain all the required submittal information as
herein contained, are late, or are deemed unsatisfactory in any way. The Town of Morehead City
shall have no obligation to award a contract for services and work as a result of this Request for
Proposal.
Insurance If selected as the project Consultant, the Consultant must agree to procure and maintain, or cause
to be procured and maintained, an Error and Omissions liability insurance policy covering claims,
causes of actions, actions. Losses, liabilities, damages, and expenses arising out of, caused by
or the negligence or otherwise wrongful acts or omissions by the Consultant. The limits of liability
of said insurance shall be at least one million dollars ($1,000,000) per occurrence and one million
dollars ($1,000,000) per aggregate. Notwithstanding the foregoing, it is agreed that the
Consultant’s fraud coverage will be at least fifty thousand dollars ($50,000). Consultant will also
procure and maintain, or cause to be procured and maintained, Workers’ Compensation coverage
for its employees, as may be required by law. Consultant will provide to Morehead City certificates
of said insurance above prior to commencement of the study.

Hold Harmless and Indemnification If selected as the project Consultant, the consultant must agree to hold harmless and indemnify
Morehead City from any and all claims, lost liability, demands, damages or any other financial
demands that may be alleged or realized due to acts of nonfeasance, misfeasance, or negligence
committed by the Consultant while in the performance of the duties or assignment associated with
the project.
