At the 2016 World Economic Forum at Davos,Marc Benioff, founder and CEO of American cloudcomputing firm, SalesForce, argued that everycountry should have a minister of future.

“As a society,” Benioff said, “we are enteringuncharted territory, a new world in whichgovernments, business leaders, the scientificcommunity and citizens need to work together todefine the paths that direct these technologies atimproving the human condition and minimisingthe risks.”To help prepare, Sweden already has a minister offuture issues, strategy and cooperation, with amandate to think about the very long term, andthe Scandinavian nation’s place in that future.Korea isn’t far behind either, with its ministry ofscience, ICT and future planning. Many othercountries have similar bodies.With the world’s eyes firmly set on India, how arewe as a country preparing for the future?

If the current political and governance structure isanything to go by, then we are only preparing forthe immediate future, not the long term. Whatconnects the past, the present and the future istechnology, its evolution and its impact.Unlike the previous technology waves, this one ishere to stay. Devices are getting cheaper even astheir computing capacities expand. Coupled withcheap internet access, this is proving to betransformative, and not merely evolutionary. Thisrealisation is taking centre-stage in nations suchas India as they embark on an accelerateddevelopment path. For example, it is predictedthat in the next 15 years, India will have morepeople coming online than any other nation.

Many developing technologies may look experimental now, buttheir widespread use and deployment is only a matter of time.Let’s examine a few:•Artificial intelligence is making humans and industries moreefficient and productive. Combine this with robotics and youhave a potential blockbuster. This impacts the future of ourfarms, factory floors and even our armies. In a labour- intensivecountry like India, the impact of such transformation will be far-reaching.•On the roads of Silicon Valley, a moving car without a driverisn’t an oddity anymore. While Google is leading the pack,Uber, Tesla, Apple, GM and many other companies too aretesting their own-self-driving automobiles. The sharingeconomy has benefitted many drivers in India, but what willhappen when we will not need drivers anymore?•Drones aren’t just for aerial shots at expensive weddingfunctions. They are being tested for e-commerce delivery, evenas their military use becomes more pervasive. They poseserious questions of security, trespassing and privacy. In the US,the Federal Aviation Administration is grappling with how bestto regulate and monitor the civilian usage of drones. India, too,needs to start taking unmanned flying objects seriously andbegin crafting a drone policy. The recent incident betweenMumbai Police and Housing.com is indicative of the comingtimes.•Life sciences and biotechnology are witnessing rapid innovation.Google-owned Calico, for instance, is looking to solve the problemof ageing to increase lifespans. India is a young nation now, butare we prepared to be an ageing nation a few decades from now?Not only will India eventually grow old, Calico and others mayfurther stretch the average lifespan, putting tremendous pressureon the existing economic system and social arrangements.

The social, economic, cultural and demographicimpact of these technological advances also needequal attention. So far, the approach has beenshort-sighted, confronting only current problems,with no particular lookout for the future.To remain relevant in the global order, we needto build our military industrial complex sincethat’s the epicentre of any innovation ecosystem.The US government, via the military and DARPA(Defense Advanced Research Projects Agency)under the department of defense, wasresponsible for developing many of thefundamental technologies we commonly usetoday: the internet, the technology behindApple’s Siri, and the GPS, to cite a few.India’s equivalent, the Defence Research andDevelopment Organisation (DRDO), the primaryR&D wing of our army, is yet to see any of itsprojects become mainstream commercialproducts. Merely increasing the research anddevelopment (R&D) budget of DRDO will notsuffice.Most breakthrough technologies are importedinto India. Thus the culture of innovation itself isstunted. Notwithstanding the unicorn status,many successful Indian startups are me-tooclones of their western counterparts.The ecosystem and regulation are both nascent,leaving genuine Indian innovators struggling.Many of them are successful because they movedout of India.

The Narendra Modi government leveragedmodern technologies to get elected. It alsorecognised the power of the new economyto create jobs and spread prosperity. Already,the Modi administration has rolled out somepromising schemes—Make In India, DigitalIndia, Skill India and Startup India. These, ifsuccessfully implemented, can make India aglobal innovation hub.However, they address only currentproblems.For instance, India does not have fullyevolved policies around crowdfunding,bitcoins or online pharmacies. Yet, thesebusiness models (the online sale ofmedicines) or underlying technologies(blockchain, in the case of bitcoin) areproliferating rapidly.In a hyper-competitive world, no nation canafford to play ostrich, ban new concepts orlook away.

So, what can India do?For one, this government should considersetting up a “future ministry” or a “futureunit”, with three broad aims:Plan for threats and opportunities involvingnew technologiesPlan for social changes that will arise due tothese technological developmentsBuild India’s innovation ecosystemThis can be achieved by either setting up anew body or incorporating this into anexisting one. The NITI Aayog can take centrestage, but the prime minister’s office needsto play an important role.
