AASHTO has on-demand training that is available. One of the courses Critical Path Method (CPM) Scheduling provides general overview of scheduling basics with a construction focus. Learn about components of a CPM schedule, such as forward pass, backward pass and total float. This training and other training is free for WSDOT employees. To sign up, create an AASHTO account (use your WSDOT email address for the username). After creating your AASHTO account, navigate to the training and add it to your cart. After that, follow the instructions that are emailed to you.

WSDOT Access Control OLTThis training provides information about WSDOT’s role with Limited Access control and Managed Access control. The module includes definitions and examples of each type of access, with links to regulations and reference manuals. Duration: 1 hour

Quality Management PlanThe HQ Quality Management Office provides guidance and technical support for design-bid-build PS&E quality management. General information and guidance about this initiative may be found on the Design - Project Development - Plans, specifications and estimates quality management website.

EBASE Training If we were to gauge importance by how frequently we are asked about any aspect of a project. Cost Estimating would be the TOP PRIORITY - Because no question is asked about so ofter and repeatedly as is “How Much does it cost?” & “Why”, throughout life time.

EBASE is the Departments estimating and reporting tool used in development of project estimates, providing financial informatino to contract payment systems and in determination of the lowest responsible bidder for our contracts.

The data entered into each EBASE estimate is critical to:

• Providing Contract Ad & Award with the scope and cost of work being performed, as well as the qualifications necessary of the contractor who will perform the work and ultimately, in the determination of award.

• Program Management who uses the information provided by EBASE to appropriately manage the project funding.

• Financial systems who use the provided information to set projects up in their systems for contract payments to occur.

What will participants learn?This hands-on training will provide studenst the opportunity to enter an estimate from start to finish, applying the correct techniques for proper entry and formatting of data necessary in a complete EBASE estimate.

Practical Solutions Highway Safety Manual TrainingAboutThe Practical Solutions Highway Safety Manual (PSHSM) training has been developed to increase knowledge and skills among staff in decision making related to highway safety. The training focuses on the implementation of the Highway Safety Manual (HSM), its associated tools and how safety analysis can be used in practical solutions and incorporated into planning, programming, design and traffic operations. This training is idea for staff in project development and traffic operations.

The training is tailored to the needs of different audiences. Some training focuses on providing just-in-time information for managers and project team leads that don’t perform analysis, but oversee activities that require the ability to interpret analysis results. Other training is more detailed. Focusing on developing the skills and knowledge of staff preparing and reviewing safety analysis; completing evaluations and preparing documentation.

Status of deploymentBy 2018 all the regions, mega project, and headquarter staff the entire WSDOT have had at least one opportunity to enroll for PSHSM training for managers and/or fundamentals for those doing safety analysis. Future training opportunities are listed in the learning management system (LMS) (keyword for search: PSHSM).

The Training SuiteThe PSHSM training suite is divided into three levels:• Level B: managers, project team

leads and those using safety analysis results for decision making at WSDOT

• Level D: specialty area experts for tools that are not necessarily used widely at WSDOT.

Level B Training: Training for managers and project team leads.

PSHSM Level B1: Overview of safety performance and safety analysis at the department. This training develops the skills of those leading and managing teams responsible for planning and project development by recognizing what, when, and how the analysis should be completed to produce a usable assessment tool to determine appropriate tradeoffs in decision making. (4-hours)

Level C Training: Training for staff doing safety analysis, reviewing safety analysis, and those reviewing proposals for I2 Safety Program funding.PSHSM C1: Fundamentals of Safety Analysis. This training develops the skills necessary to perform safety analysis for most projects and use those skills to analyze and evaluate safety performance and to understand how human factors can be used to diagnose contributing factors to crashes. Then use this information to analyze potential countermeasures and use those skills to assess project alternatives. (2 days) PSHSM C2: Querying crash data in Cognos™. Hands-on computer lab training for using Cognos™ to query crash data, including developing dashboards (1 day). PSHSM C3: Predictive safety analysis (HSM Chapters 10, 11, 12, 18 and 19). Hands-on computer lab training with the spreadsheet tools (including iSATe) (Prerequisite: PSHSM C1) (2 days)

Level D Training: Training for specialty area experts.

Implementation of IHSDM at WSDOTWSDOT adopted the Highway Safety Manual in 2010 as part of its sustainable safety approach.

Highway Safety ManualPredictive Methods The Predictive Methods is part of the AASHTO Highway Safety Manual (HSM). These methods quantify safety performance for a set of facility types by considering traffic volumes, roadway, and other characteristics. This allows us, for example, to compare the safety performance of existing facilities to similar facilities on the system; and determine the safety performance for alternatives that have not yet been built.

The HSM Predictive Methods are key to our implementation of practical solutions in that it provides for data-driven, science based quantification of safety performance.

Tools to Implement the HSM Predictive MethodsThe HSM Predictive Methods are in Part C of the HSM. Each of the chapters in the HSM uses a different spreadsheet tool (two-lane two-way rural highways, rural multilane highways, urban and suburban arterials, and limited access freeways and interchanges). Several different versions of these spreadsheets are currently in use across the US to perform the predictive analysis. Since 2013 the TRB Highway Safety Performance Committee has provided assistance in updating and correcting these extended spreadsheets for use across the country (http://safetyperformance.org/tools/). The Interactive Highway Safety Design Model’s Crash Prediction Module (IHSDM) is another tool that performs the HSM Predictive Method analysis: providing a single software tool to perform predictive safety performance analysis of all the different facility types in Part C of the HSM. Other commercial tools are also available but at a cost.

The IHSDM SoftwareThe IHSDM’s Crash Prediction Module is software that executes the HSM Predictive Methods. IHSDM software maintenance, updates, and technical support is currentlyfunded by FHWA and available for free to any user. In 2018 the IHSDM team made several changes to the software that makes the tool practical for use at WSDOT.

In April 2019 WSDOT introduced the IHSDM to our staff performing safety analysis. Implementation of the tool has four parts: 1) training staff; 2) conducting pilots where the region works directly with the IHSDM support team with support from the HQ Design Office; 3) development of COGNOS queries and other job aids that would support the regions; and 4) support by the FHWA IHSDM team and HQ Design, this includes training, assistance, and reviews.

WSDOT completed three successful pilot projects in 2019. During these pilot projects we’ll develop and refine the items listed as component (3) in Figure 1. In all three cases the use of IHSDM shortened the analysis time, reduced the amount of quality control needed for individual input when importing datasets for use, and the ability to import data into the tool (eliminating the need to manually enter data). The intent is not to require all WSDOT staff performing safety analysis to use the IHSDM but rather to provide a tool alternative that reduces analysis time, and to prepare WSDOT for successful implementation of the predictive methods in 2nd Edition of the HSM.

Why WSDOT is implementing the IHSDM The major advantage of IHSDM is that it supports analysis across the different HSM Predictive Chapters. For example, a corridor may require the use of several chapters in the predictive methods of the HSM. Our current approach would require the use of several spreadsheets (a different spreadsheet for each facility type) and the project team/user needs to assemble these sheets to show performance across the corridor or project. With IHSDM this is no longer necessary: it is a single software tool that presents the project element results and overall safety performance summaries. The predictive methods for the HSM are evolving. Before the first edition was even released, work was ongoing to develop predictive methodologies for facility types not included in the HSM (now chapters 18 and 19), along with other contracts that were initiated to fill some existing gaps. The IHSDM project team is updating the tool to include these methods as soon as they are approved through the AASHTO process: this means that the predictive tools to perform the analysis are available much earlier to WSDOT than the official HSM2 release. The FHWA IHSDM team is also doing all the quality control checks and testing necessary for such a tool. This makes the tool much more sustainable than other ways we have implemented the predictive methods in the past. The FHWA IHSDM team is available to WSDOT for technical support. This includes the ability for us to identify further pilot projects where we work with the IHSDM team as we get used to using the tool.
