Agenda Item 1.5: WRC-12 outcome• At the first meeting all 18 input contributions [including India] and 7 information documents were introduced. 

• The background to and development of the newly approved RA‐12 ITU‐R Resolution 59 (“Studies on availability of frequency bands and/or tuning ranges for worldwide and/or regional harmonization and conditions for use by terrestrial electronic news gathering systems”) was explained. 

• It was informed that  the work of SWG 5C‐1 should neither duplicate text in RA Resolution nor contradict the intent of the Resolution.

Agenda Item 1.5: WRC-12 outcome•At the second meeting, it became increasingly clear that a solution based on Method C from the CPM Report could be acceptable to the Group. 

•India modified its stand in accordance with RA Resolution 59.

•Australia pressed for introduction of a WRC Recommendation but finally agreed to not to do so.

Agenda Item 1.5: WRC-12 outcome•At the third meeting, consideration was given to adding country names to footnote No. 5.296 [making additional allocation to Land Mobile service on secondary basis in Region 1 countries] and this was agreed. 

•All agreed to suppress Res.954.

•A draft temp document [DT/42‐E ] giving method to satisfy the agenda item 1.5 discussed during the meeting on 31.01.2012. All agreed to the document.

Stations of the land mobile service in the countries listed in this footnote shall not cause harmful interference to existing or planned stations operating in accordance with the Table in countries other than those listed in this footnote. Background

• At WRC-07, the band of 790-862MHz was allocated to the mobile service on a primary basis for Region 1

• the mobile service in the band of 698-806MHz was upgraded to a primary service from secondary service for Region 2

• there was no change of frequency allocation of the services in the band for Region 3

• The services currently allocated in the frequency band 790-862 MHz in Regions 1 and 3 are the BS, FS and MS

• There is no need to change the current provisions in RR in force under this agenda item except the revision of Resolution 749 making it only for GE06 countries A1(option III).
