Biomass boiler certificationin Canada

Assumption: Increased conversion of heating fuels for residential, commercial, institutional and industrial buildings from fossil fuels to wood pellets would provide significant benefit to Canadian forest products industries, regional forest-based economies, and the Canadian environment.

“There isn’t a simple or good way of finding that information as it’s buried within the regulations and interpretations. The following link has provincial contact information where this information can be found but it’s lots of reading and one regulation to another, etc.: “

Question“Is there a path to Canadian acceptance of

EN 303-5 Standards?”

Base question

AnswerThere needs to be.

the "Parties", resolve to: • FURTHER strengthen their close economic relationship

and build upon their respective rights and obligations under the Marrakesh Agreement Establishing the World Trade Organization, done on 15 April 1994, and other multilateral and bilateral instruments of cooperation;

• CREATE an expanded and secure market for their goods and services through the reduction or elimination of barriers to trade and investment;

• ESTABLISH clear, transparent, predictable and mutually-advantageous rules to govern their trade and investment;

CETA Article 4.2, Incorporation of the TBT (Technical Barriers to Trade) Agreement, includes significant guidance on the creation and maintenance of technical regulations that do not serve as impediments to free trade between Canada and EU countries, such as this below:

CETA

2.2 Members shall ensure that technical regulations are not prepared, adopted or applied with a view to or with the effect of creating unnecessary obstacles to international trade.

• Canada has the opportunity to begin the process of globalizing standards for small biomass combustors.

• WPAC intends to help move that process forward.

• CSA acceptance of small biomass combustor compliance by EU products with EN 303-5 standards and relevant EN electrical codes as demonstration of emissions, electrical and mechanical product suitability for the broad Canadian national marketplace.

• CSA creation of a Canadian standard mirroring EN 303.5 standards and relevant EN electrical codes with compliance serving as demonstration of emissions, electrical and mechanical product suitability for the broad Canadian national marketplace regardless of region of production.

Advancing the domestic pellet heating project:

• Encourage provinces and territories to adopt any newly EN 303-5 compliant federal standards as their own eliminating the need for province by province product certification.

• Through education, help local authorities having jurisdiction (AHJ) understand the newly EN 303-5 compliant federal standards and the general acceptability of the technology across the nation.

Beyond the first path

To those ends, the Wood Pellet Association of Canada will actively pursue • harmonization of small biomass combustor standards

with the EU, either through Canadian creation of standards mirroring EN standards or simple acceptance of relevant EN standards as suitable across Canada,

• adoption of those standards by provincial and territorial governments across Canada, and

• education of regional and local authorities on the applicability of those standards in their jurisdictions.
