DESCRIPTION

The Economic Development Course provides a one week intensive training event in a setting that is nationally recognized for its beauty and southwestern charm.The Course teaches how to select the right combination of strategies to cost-effectively create jobs in your community. Certified by the International Economic Development Council, the program features a thirteen member faculty who present from professional experience, as well as academic theory.Classroom instruction is supplemented with a series of course activities that provide field perspectives and networking opportunities. Enrollment is limited to 30 people. Can’t join us this year, then plan to take the Course next year. Mark your calendar for May 28 - June1, 2013.

Mr. Aageson has worked in the area of the arts for over 30 years. He has served as executive director of the

Foundation since 2002. The Foundation provides private support to Museum of New Mexico’s four Santa Fe museums

and six statewide monuments. It has the largest arts membership in New Mexico, and creates an annual total support

of $13 million. The Foundation has a $17 million endowment.

In 2000, Mr. Aageson founded Aageson International, a consultant group to create and strengthen cultural enterprises

as they undergo the transition from mission to market. He has served as consultant to over 75 museums in the U.S.,

Romania, and Australia. He has made presentations and given lectures around the state, the country, and

internationally about the economic impact of arts and cultural enterprises on local economies and the role of the

cultural entrepreneur.

Mr. Allston has spent over 30 years in the field of economic development working throughout North America and

Canada. For nine years was a manager of site selection for Paragon Decision Resources, a major site selection and

relocation company headquartered out of Chicago and California and for five years was their site selection manager.

He is currently working the majority of his time for the New Mexico Economic Development Partnership arranging

appointments and meetings for economic development officials in the state of New Mexico. To date, he has arranged

over 600 appointments for the Partnership. He is on retainer with the New Mexico Economic Development Department

emphasizing research and international business. He has completed marketing and labor studies for Lansing, MI and

Saltillo, Mexico, as well as work for the Eastern New Mexico Development Alliance and more recently, San Juan County,

New Mexico. He is currently working on a project for the Regional Development Corporation (Northern New Mexico).

Mr. Coalson has been in this position since 1989 consulting with business owners on financial

management, accounting, marketing, and management. He has worked with clients on

business plans that have resulted in capital formation in excess of $123,500,000 during that

time. He has written and co-authored several articles and books on various subjects and for

state and county entities. Mr. Coalson has completed grants and RFIs totaling $5,140,000 for

non-profits and community development organizations. He received his MBA from Texas Tech

University, and is active in several community organizations.

Dr. Counts served as president from 1993 to 2011. Before Dr. Counts became President, he

was Director of the Division of Business, Math and Computer Science and Professor of

Management at WNMU. He served almost 30 years in the United States Army. In addition

to a Bachelor of Science degree from West Point, Dr. Counts has two Master of Science

degrees from the Georgia Institute of Technology: one in Information and Computer

Science, and one from the College of Industrial Management. He earned his Ph.D. in

Business Administration from the University of Texas.

For the last 12 years, Mr. Covell has been an economic development consultant working for

a number of communities in New Mexico. He serves as an economic development

consultant to Los Lunas seeking to bring jobs to Valencia County. Prior to this, Mr. Covell

held positions as Executive Vice President of Albuquerque Economic Development and the

State Director of the Economic Development Department. He is a graduate of the University

of Washington in Seattle and a former Air Force pilot. In 1989 he served as Chairman of the

American Economic Development Council and has been twice chosen developer of the year

by his peers in economic development.

Ms. Davis graduated from University of Florida with a BA in Political Science and received a

Masters of Public Administration from the University of West Florida. She was the Economic

Development Director at the Pensacola Area Chamber of Commerce for 6 years. She has

also worked for an advertising agency, managed a manufacturing plant for Starter

Sportswear, and built affordable housing – all in Pensacola. Ms. Davis has been with the

New Mexico Economic Development Department since February 1999.

She is a graduate of the Economic Development Institute and a certified economic

developer. Since coming to the department she has been the webmaster, worked in

community development, served as marketing director and is currently assigned to work

for Deputy Secretary Barbara Brazil doing research and special projects for the Office of the

Secretary. In that capacity she is responsible for the State Data Center program and web

site.

In the early 1980s, after graduating with a bachelor’s

degree in radio, television and film from Texas Christian

University, Tom enthusiastically dove into the business of

communications. Tom started his Emmy Award-winning

career in television, working as a news reporter, producer

and anchor in a variety of local and national markets,

finishing with KOAT-TV in Albuquerque. After more than a

decade in the news business, Tom served as Vice

President of Communications for the Albuquerque

Convention and Visitors Bureau.

In 1997, Tom founded The Garrity Group under the

guiding principles of his personal philosophy to make the

complex simple by partnering with clients to shape

perceptions and generate measurable results. Tom has

since served a wide variety of clients, providing media

relations and crisis communication services in the

corporate, government, tourism, and education sectors.

Dr. Gilbert has facilitated strategic planning sessions for local, state, national and international organizations and

universities. She serves as a facilitator for the Academic Quality Improvement Project (AQIP) Strategy Forums, and as a

judge for the American Society of Quality’s International Team Competition. She also does training in the areas of

diversity and quality. She has been a Malcolm Baldrige National Quality Award Examiner for 12 years, and led the

institutional award-winning quality award efforts at WNMU. She has worked in higher education for more than 40

years, 25 of those at Mississippi State University in the Department of Finance and Economics, a department she

headed for eight years. Dr. Gilbert has been a dynamic force at WNMU since 1993. In 1995 she was named WNMU’s

Vice President of Academic Affairs. In 1999 she became the Special Assistant to the President for Assessment and

Institutional Effectiveness, and in 2001 the Special Assistant for Quality Initiatives. In 2005 she became WNMU’s first

Ombudsperson

Ms. Jones was the executive director of Silver City-Grant

County Economic Development Corp. from 1983 through

2004. She was instrumental in getting a Basic Course for

New Mexico in 1993. She has served on the Advisory

Council for the Course since it started and has served as

the director of the Course since 2000. Ms. Jones is an

active member of the IEDC, (International Economic

Development Council). She is currently vice president of

Institutional Advancement, Economic Development, and

Community Affairs for Western New Mexico University.

His consulting practice focuses on financial institution and economic development issues, with a special emphasis on

the needs of economically disadvantaged populations. He lectures, leads strategic planning initiatives, facilitates

educational seminars and works as a professional witness in lawsuits. Dr. Meeker recently served three terms has

Mayor of Lake Quivira, Kansas, one of the many cities that make up metropolitan Kansas City. He works on the boards

of several organizations that promote and support the arts in the area.

A retired Vice President of the Federal Reserve Bank of Kansas City, Dr. Meeker spent 28 years regulating banks and

bank holding companies, conducting research, mediating community protests of bank merger applications and

developing programs to help banks better serve the credit needs of lower-income individuals and small businesses. He

is widely published in academic and professional journals, and has extensive teaching and lecturing experience.

Mr. Lautman is Chair of the New Mexico Economic

Development Commission and a founding director of the

Community Economic Lab, a private not-for-profit think

tank focused on developing new strategies for managing

economic and workforce development at the local level.

Mark was also the former Vice President of Economic

Development for Mesa del Sol.

Since becoming a professional economic developer 25 years

ago Mark designed and managed three other economic

development programs attracting more than 75 corporate

locations accounting for more than 12,000 new jobs, 5

million square feet of industrial space, and $10 billion in

new investment.

The IBA is Western New Mexico University’s Small Business Development Center initiative that

provides no-cost assistance and access to resources for New Mexican businesses and individuals

wishing to introduce their product or service into the global market. Mr. Pacheco is also a partner in

Global Perspectives Integrated, LLC, Albuquerque, New Mexico. His private sector experience is in

international development and marketing. In 1992,

Governor Bruce King appointed Mr. Pacheco to establish and direct the State of New Mexico’s

Mexico City Trade Office. In November 2002, Mr. Pacheco was appointed by Governor Richardson as

the director of the Office for Mexican Affairs in the New Mexico Economic Development

Department. Mr. Pacheco was instrumental in assisting the Governor with the reorganization of the

state’s border agencies.

Ms. Scott serves as the President of the Rio Rancho Economic Development Corporation, a position she has held

since 1994. She is a member of numerous professional organizations including the International Economic

Development Council. Under her leadership, the RREDC has partnered in the location of 45 companies, which

have created more than 15,000 economic base jobs in the community including Hewlett-Packard, Victoria’s

Secret, Sprint, Bank of America Service Center, Aero Mechanical, and 3 Intel plant expansions.

She has over 6 years state level experience in economic development and co-authored the Texas/New Mexico

Community Development Training Manual, spearheaded the organization and implementation of the Rural

Economic Development Forum, and was a New Mexico representative to the Council of Governors Policy

Advisors Rural Academy. Noreen currently serves on the Education and Certification committee for the

International Economic Development Council.

Mr. Vierck is responsible for leading the Partnership in its efforts to

market New Mexico to companies, key decision makers and site

selectors as a premier location to do business. Mr. Vierck’s

experience includes activities in the areas of strategic planning,

marketing, industry targeting, organizational structure/

benchmarking, and workforce development. He combines the skills

and understanding of a seasoned economic developer with a

consistent record of achievement at the community, regional, and

state levels.

Mr. Vierck has served for many years at the International Economic

Development Council’s Economic Development Courses as a highly

rated instructor. His numerous professional awards include

“Economic Developer of the Year” recognition in both Arizona and

New Mexico and he is a recipient of the “William W. Lampkin Award

for Long-term Excellence in Economic Development.” He holds a

Masters Degree in Geography and a Bachelors degree in Regional

Development from the University of Arizona. He has earned the

certified economic developer designation (CEcD) from IEDC.
