14. Educational Evaluations - Associated Services for the Blind & Visually Impaired

Approve the Associated Services for the Blind and Visually Impaired to conduct educational evaluations for blind and visually impaired students for the 2015-2016 school year, at a cost of $500 per evaluation. Funding account number: 11-000-217-320-000-10

15. 2015-2016 Mentor Training

Approve Ms. Marlene Rubin as a Facilitator for Mentor Training, for the 2015-2016 school year, at a rate not to exceed $300 per training session.

16. 2015-2016 Senior Citizens Transportation Agreement

Approve the 2015-2016 Senior Citizens Transportation Agreement between the Township of Winslow and the Winslow Township School District to provide transportation to and from planned events organized by the Seniors.

17. School No. 3 – Super Kids Reading Program

Approve School No. 3 to pilot Super Kids Reading Program for grades Pre-K through Grade 2 for the 2015-2016 school year at no cost to the district.

18. School No. 4 – Annual Family Picnic

Approve School No. 4 to host our annual School No. 4 Family Picnic on Saturday, September 12, 2015, rain or shine. This event will include family activities sponsored by the Home and School Association including a DJ and car show.

19. School No. 4 – Reading Assist Institute Partnership

Approve School No. 4 to continue its partnership with the Reading Assist Institute (from September 2015 to June 2016) and the volunteers Rosie Hoffman and Deborah Lynam that have worked with our students with the RAPS program.

20. School No. 4 – Professional Development w/Rowan University

Approve School No. 4 to have Dr. Jane Bean-Folkes and/or Mr. Steve Hempel from Rowan University provide professional development sessions to staff on Writer’s Workshop (Lucy Calkins Units of Study); Guided Reading; and the Continuum for the 2015-2016 school year once or twice a month. Professional Development to be funded through the Title I Grant and/or the School #4 PD account.

Approve the Line Item Transfers (Preliminary), for the month of June 2015, in accordance with N.J.S.A. 18A:22-8, as per the attached exhibit.

8. New Jersey School Boards Association – Professional Development Professional Development/Board Members

WHEREAS, The Winslow Township Board of Education is required pursuant to N.J.S.A. 18A:11-12 to adopt policy and approve travel expenditures by district employees and board members using local, State, or Federal funds to ensure that travel is educationally necessary and fiscally prudent; and

WHEREAS, The Board of Education has determined that the training and informational programs sponsored by NJSBA and set forth below are directly related to and within the scope of board members’ duties; and,

WHEREAS, The Board of Education has determined that the training and informational programs sponsored by NJSBA and set forth below are directly related to and within the scope of the listed job title’s current responsibilities and the board’s professional development plan; and,

WHEREAS, The Board of Education has determined that participation in the NJSBA training and informational programs requires school district travel expenditures and that this travel is critical to the instructional needs of the district and/or furthers the efficient operation of the district; and,

WHEREAS, The Board of Education has determined that the school district travel expenditures to NJSBA programs are in compliance with State travel guidelines as established by the Department of the Treasury and within the guidelines established by the federal Office of Management and Budget; except as superseded by conflicting provision of Title 18A of the New Jersey Statutes; and,

WHEREAS, The Board of Education finds that a mileage reimbursement rate equal to that of the federal Internal Revenue Service mileage reimbursement rate of $.31 per mile is a reasonable rate; and,

WHEREAS, The Board of Education has determined that participation in the NJSBA training and informational programs are in compliance with the district policy on travel; therefore be it

RESOLVED, That the Board of Education hereby approves the attendance of the listed number of school board members and district employees at the listed NJSBA training and informational programs, and the costs of attendance including all registration fees, and statutorily authorized travel expenditures, provided that such expenditures are within the annual maximum travel expenditure amount; and, be it further

9. State Contract Vendors – 2015-2016 RESOLUTION AUTHORIZING CONTRACTS WITH CERTAIN APPROVED STATE

CONTRACT VENDORS FOR BOARDS OF EDUCATION PURSUANT TO N.J.S.A. 18:18A-10a

WHEREAS, the Winslow Township Board of Education, pursuant to N.J.S.A. 18A”18A-10a and N.J.A.C. 5:34-7.29 (c) may by resolution and without advertising for bids, purchase any goods or services under the State of New Jersey Cooperative Purchasing Program for any State contracts entered into on behalf of the State by the Division of Purchase and Property in the Department of the Treasury; and WHEREAS, the Winslow Township Board of Education has the need on a timely basis to purchase goods or services utilizing State contracts; and WHEREAS, the Winslow Township Board of Education, intends to enter into contracts with the attached Referenced State Contract Vendors through this resolution and properly executed contracts, which shall be subject to all the conditions applicable to the current State contracts; now, therefore, be it RESOLVED, the Winslow Township Board of Education authorizes the Purchasing Agent to purchase certain goods or services from those approved New Jersey State Contract Vendors on the attached list for the 2015-2016 school year pursuant to all conditions of the individual State contracts; and be it further RESOLVED, that the Winslow Township Board of Education Business Administrator/ Board Secretary shall certify to the availability of sufficient funds prior to the expenditure of funds for such goods or services; and be it further RESOLVED, that the duration of the contracts between the Winslow Township Board of education and the Referenced State Contract Vendors shall be July 1, 2015 to June 30, 2016. _____________ ___________________________________ Date Approved Business Administrator/Board Secretary

Approve Ms. Gail Smith, Bookkeeper and Ms. Regina Chico, Accountant to attend the Workshop for Free and Reduced Lunch Certification on August 25, 2015 to at the Carnegie Library Center, Richard Stockton College of NJ. There is no cost to the District.

12. School Based Youth Program

Ratify the acceptance of the Summer Pregnancy Prevention Initiative One Time Funding for Fiscal Year 2016 from the Department of Children and Families to support a summer of 2015 Initiative program, Father Engagement, through the School Based Youth Program in the amount of $3,050.00.

14. Resolution Increasing the Bid Threshold

WHEREAS, the Winslow Township School Business Administrator/Board Secretary possesses a qualified purchasing agent (QPA) certificate;

WHEREAS, the Governor, in consultation with the State Treasurer and pursuant to N.J.S.A. 18A:18A-3 (b), on July 1 , 2015 has increased the bid threshold amount for school districts with purchasing agents who possess qualified purchasing agent certificates, from $36,000 to $40,000;

NOW, THEREFORE BE IT RESOLVED that the Winslow Township School District, pursuant to N.J.S.A. 18A:18A-3 (a) and N.J.A.C. 5:34-5.4, establishes and sets the bid threshold amount of $40,000 for the board of education, and further authorizes Tyra McCoy-Boyle to award contracts, in full accordance with N.J.S.A. 18A:18A-3 (a), for those purchases that do not exceed in the aggregate of the newly established bid threshold amount.
