However, onlyhorses and ponies owned by exhibitors living within 100 miles of Washington, D.C., based onowner’s zip code, are eligible for the Finals at Verizon Center. Horses, ponies and riders partici-pating in the USEF Zone 3 Finals on Sunday also may compete in the WIHS Regional HorseShow on Friday and Saturday.

RULES & REGULATIONSWIHS REGIONAL HORSE SHOW

1. Entries for WIHS Regional Horse Show close October 15, 2010. No phone/fax entries or handdelivered entries will be accepted. All entries must be postmarked on or before October 15,2010. Late entries will be accepted only on a space available basis. If late entries are accepted, anadditional $25 late fee will be assessed. To verify receipt of entries, please use a delivery methodthat requires a signature. Entry blanks and checks should be mailed to:

DO NOT enter for USEF Zone 3 Finals. Letters of invitation will be mailed in mid-September.2. Should a horse/pony or rider become ill or injured before October 15, 2010, entry fees, if

paid in advance, will be refunded, less a $25 office charge, upon receipt of a veterinarian’s ordoctor’s letter. No refunds will be made after the closing date. Substitution of horse/ponyor rider will be allowed. Substitution of entries for the WIHS Regional Hunter Finals at Veri-zon Center will not be allowed.

3. All classes, including qualifying classes for the WIHS Regional Hunter Finals at Verizon Cen-ter, are open to all horses and ponies regardless of geographical location. Horses, ponies andriders participating in the USEF Zone 3 Finals on Sunday also may compete in the WIHSRegional Horse Show on Friday and Saturday. However, only horses and ponies owned byexhibitors living within 100 miles of Washington, D.C., based on owner’s zip code,are eligible to compete at the WIHS Regional Hunter Finals at Verizon Center.Owner listed on the entry blank must be the owner listed on horse’s USHJA registration papers or provide proof of ownership or lease.

4. Riders may qualify one horse/pony for the WIHS Regional Hunter Finals at Verizon Center.5. Cross-entry restriction: (This restriction does not apply to USEF Zone 3 Finals.)

Horses/ponies/riders competing in WIHS Regional Horse Show may not compete at theWashington International Horse Show at Verizon Center except in the WIHS RegionalHunter Finals and Children’s/Adult Championships.

7. Eight ribbons will be awarded in each class.

USEF ZONE 3 FINALS8. Letters of invitation to compete in USEF Zone 3 Finals will be emailed/mailed in early-mid

September. Approximately the top 20 horses in each division, based on total USEF zonepoints, will be invited. The qualifying period is shows starting on or after December 1, 2009,through shows starting on or before August 31, 2010. Exhibitors will be given one week to accept the invitation. If invitations are not accepted, additional horses will be invited.

WIHS REGIONAL HORSE SHOW AND USEF ZONE 3 FINALS9. Stabling will be available during the WIHS Regional Horse Show and Zone Finals at $150 per

stall. Stalls will be available Thursday, October 21, 2010, after 9:00 AM and must be vacated by theclose of the show on Sunday, October 24, 2010. Stalls will be $175 if reserved after October 15.

10. A $20 grounds fee will be assessed entries not stabled at the Prince George’s Equestrian Center.11. Non-negotiable checks may disqualify an entry and the exhibitor will be charged a $50

collection fee. Exhibitors with outstanding debts to WIHS will not be allowed to compete.

12. The committee reserves the right to combine sections if there are insufficient entries. In allsections, the number of entries will be limited to a first-come, first-served basis.

13. Management reserves the right to decline any entry or return any entry fees before or duringthe show, without being liable for damages. Exhibitors are notified that any act of discourtesyor disobedience to any Judge or Official by an owner, rider, trainer or groom shall disqualifythe horse, and the owner shall forfeit all entry fees.

14. Absolutely no dogs allowed on premises.15. Smoking is not permitted on the grounds of Prince George’s Equestrian Center.16. A negative Coggins test taken within 12 months of the date of the show is required. To speed

the processing of entries, please include a copy of the Coggins test with the entry form. 17. During the show, the veterinarian’s telephone number will be posted in the show office.

HUNTER 1. All classes will be judged on performance and soundness unless otherwise noted. Manners and

suitability of horse/pony to rider shall be emphasized and extreme speed shall be penalized.Classes under saddle to be shown at a walk, trot and canter both directions of the ring.

2. Champion and reserve champion will be awarded to two of the four entries accumulating themost points over fences in each hunter section. In addition to these points, only these four en-tries shall receive points for ribbons won in one under saddle class. (per USEF Rule HU138)

3. Qualifying for WIHS REGIONAL HUNTER FINALS ~ The top four horses and poniesowned by exhibitors living within 100 miles of Washington, D.C., based on owner’s zipcode*, in each Pony Hunter Section, the top four in each Children’s Hunter Section, and thetop four in each Adult Amateur Hunter Section, based on championship points, will qualifyto compete at Verizon Center in the WIHS Regionl Hunter Finals. The points earned atWIHS Regional Horse Show will carry over to the WIHS Regional Hunter Finals at VerizonCenter, Sunday, October 31, 2010. *The owner listed on the entry blank must be the owner listed on horse’s USHJA registra-tion papers or provide proof of ownership or lease.

4. The overall WIHS Regional Horse Show Children’s and Adult Hunter champions automati-cally will qualify for the WIHS Children’s and Adult Hunter Championships at Verizon Cen-ter on Tuesday, October 26, 2010. Horse and/or rider may not compete in any other classes atthe WIHS except the Children’s and Adult Hunter Championships and the WIHS EquitationFinals.

5. All riders competing in the adult amateur classes must have a current amateur certificationfrom USEF. This rule applies to all adult amateur riders whether they are members or non-members of USEF.

6. All riders competing in pony classes must have a current measurement card or measurementcertification issued by USEF or be measured at the show. Please see Show Office for measure-ment date.

JUMPER1. There is no nominating fee for jumpers. The class entry fee must be paid by the close of en-

tries, October 15, 2010. Late entries will be accepted only on a space available basis. If late en-tries are accepted, an additional $25 late fee will be assessed.

2. The overall highest scoring Zone 3 Children’s and Adult Amateur Jumpers automatically willqualify for the WIHS Children’s and Adult Jumper Championships at Verizon Center onWednesday, October 27, 2010. Horse and/or rider may not compete in any other classes atthe WIHS except the Children’s and Adult Jumper Championships and the WIHS EquitationFinals.

3. All riders competing in the adult amateur classes must have a current amateur certificationfrom USEF. This rule applies to all adult amateur riders whether they are members or non-members of USEF.

SPECIAL EQUITATION CLASSESGITTINGS HORSEMANSHIP FINALSThe contestant must be a member of the MHSA. The class shall be judged on performance ofrider over eight or more jumps, with wings, 3’ feet high; on seat and hands; guidance and con-trol of the mount throughout the whole course. The course must contain an oxer and at leastone change of direction and three of the following which may not be combined: bending line,narrow jump (6’-8’), roll back turn, fence at the end of the ring, long approach to a singlejump. Jumping faults shall not be counted. In addition, the judges must require any or all ridersto perform additional tests. The judges may select any tests, 1 to 19.Class 106 Fee: $50

MHSA HUNTER SEAT ON PONIESThe contestant must be a member of the MHSA and ride a pony and jump eight or morefences of hunter type with or without wings. The course must contain an oxer, at least onechange of direction, and two of the following which may not be combined; a bending line, anarrow jump (6’-8’), a roll back turn, a fence at he end of the ring, or a long approach to a sin-gle fence. Small ponies to jump 2’3”, medium ponies to jump 2’6”, and large ponies to jump3’. The judges will then select at least one-fourth of the class, but not less that six contestants,to show at a walk, trot and canter. The same pony must be shows in all phases of the class.Class to be judged on hands, seat, guidance and control throughout. Four entries must com-plete the class. Class 109 Fee: $30

MHSA ADULT AMATEUR HUNTER SEAT EQUITATIONThe contestant must be a senior member of the MHSA in possession of an USEF Amateur cardand must ride a horse. VIRGINIA HORSE SHOWASSOCIATION MEDAL CLASSESContestant must be a Regular member of VHSA prior to entry in the class according to Article II, 3.To be shown over a course of not less than six (6) obstacles, which must include one combination andtwo changes of direction. All VHSA Medal Class courses must have at least two of the following in-side the course: a roll back turn, a broken or bending line, an end jump, a narrow jump, or a long rideto a single jump. The judge shall call back all riders who participated over fences if six or less and atleast one-fourth of the class if greater than six to show at a walk, trot and canter and to perform addi-tional tests at the judge’s discretion. Martingales are prohibited on the flat. Jumping faults of mountnot to count. Fall of horse or rider or three disobediences shall eliminate a contender. There must beat least three (3) exhibitors to fill the class and three (3) exhibitors must complete the course in orderfor that particular class to count. Minors who do not have a valid driver's license which allows them to operate a motorized vehicle in thestate in which they reside will not be permitted to operate a motorized vehicle of any kind including,but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition groundsof recognized competitions. Minors who have a valid temporary license may operate the above describedmotorized vehicles as long as they are accompanied by an adult with a valid driver's license. Violationsof this rule will be cause for sanctions against the parent(s) and/or trainer(s) who are responsible for thechild committing the offense. Penalties may include exclusion of the child, parent(s), guardians(s),and/or trainer(s) from the competition grounds for the remainder of the competition and charges beingfiled against any of the above individuals in accordance with Rule 6. Wheelchairs and other mobilityassistance devices for individuals with disabilities are exempt from this rule.
