On behalf of of our entire team, it is our pleasure to welcome you tothe 56th Annual Washington International Horse Show!

We’re proud to offer you a show experience like no other—six days of the finestcompetition, more than 26,000 spectators, extensive media coverage, 500 of the besthorses in the world and spectacular hospitality all in a world-class professional sportsarena in the heart of Washington, D.C.

We have some exciting news to announce for this year’s show:

H The Fédération Equestre Internationale (FEI) has raised the show’s rating to CSI4*-Wto reflect additional prize money for international show jumping, bringing the overallprize money for all divisions to more than half a million dollars.

H WIHS is honored to be named a USEF Heritage Competition, a prestigiousdesignation reserved for long-established shows widely recognized within the sportand with significant involvement in the local community.

H Two new cash bonuses to riders accumulating the most points in the InternationalJumper Division: $15,000 to the overall leading international rider and $10,000 tothe overall leading rider 25 years of age or younger.

H New $5,000 leading hunter rider cash bonus to the rider accumulating the mostpoints in the professional hunter divisions

H A Young Jumper Championship Incentive Bonus Program to encourage investmentin developing young horses will return with $20,000 at play.

H A dedicated, outdoor FEI stabling tent with larger stalls and full security located atthe top of the Verizon Center ramp

I've been so fortunate to be able to ride great horses like Cadet and Wistful. Agro Star is another one with a bright future, and I'm excited to see him now spread his wings at the Grand Prix level. As an equestrian athlete, it is such an honor to represent the USA. Before every show, I make every effort to prepare each of my horses to be their best. A lot of things have come and gone in our program. But when something works, you stick with it. Platinum Performance has been in our barn since 1996. You can see it in the horses fitness and performance. We literally wouldn't be without it.

ENTRIESENTRIES CLOSE TUESDAY, SEPTEMBER 2, 2014.

All horses must submit an application including International Jumpers and horses inthe WIHS Children’s and Adult Hunter and Jumper Championships, except for WIHSEquitation riders, who will receive invitations.

Entries postmarked after midnight Tuesday, September 2, will not be accepted, withthe following exception: if a section does not fill, management may accept late entriesusing the alternate qualifying criteria outlined below. The U.S. Post Office date will beconsidered the effective date of mailing for entries received bearing a U.S. Post Officepostmark. For entries received bearing a postage meter date and no U.S. Post Officepostmark, the metered date will be considered the official postmark only if receivedwithin seven days of the postage meter date.

• A separate entry form must be submitted for each horse. Forms may be copied.Prize list and forms are available on www.wihs.org.

QUALIFICATIONThe show will limit the number of entries accepted in all sections. Qualifying lists willbe posted in mid-September on the WIHS website, www.wihs.org.• Please see each section/division for the maximum number of horses or poniesper rider. You may enter as many horses or ponies as you wish, however, you areresponsible for complying with the restrictions in each section/division.

• Acceptance letters will be emailed in mid-September to the name and addressspecified on the entry form. Payment in full as billed on the acceptance invoice mustbe postmarked by the specified date; entries not paid in full by that date will not bepermitted to show. If response to acceptance letter is not received by the datespecified in the acceptance letter, management will move down the list.

• Non-negotiable checks will disqualify the entry, and the exhibitor will be charged a $150collection fee. Exhibitors with outstanding debts to WIHS will not be allowed to compete.

Alternate Qualifying CriteriaIf the qualifying list is exhausted and spaces are still available in a section, thefollowing alternate qualification criteria will be used:• Any horse applying for acceptance in a section must have shown in that sectionwithin the specified qualifying time period but need not necessarily have won points.

• Horses accepted based on the alternate qualifying criteria must have submitted anentry and will be accepted on a first-come-first-served basis.

• A mandatory office fee of $50 will be assessed for each entry.

APPROXIMATE NUMBER TO BE ACCEPTED

HUNTERSQualifying for the Hunter, Amateur-Owner Hunter, Junior Hunter and Pony Hunterdivisions will be based on USEF National Horse of the Year points earned byhorses/ponies at their best 15 shows starting on or after August 26, 2013, throughshows starting on or before August 25, 2014. Horses that were champions at the 2013WIHS automatically will qualify for the section in which they were champion providedthey are properly entered and still eligible for that section.

Hunter champion and reserve champion titles will be awarded to the top two of thefour horses that acquire the most points over fences in that section. In addition tothese points, only these four horses will receive half points for ribbons won in modelclasses (full points for Regular Conformation Model class) and full points for ribbonswon in one under saddle class. Ties will be broken under Article HU148.

Hunter grand champion titles will be awarded to the horse or pony accumulating themost points in their section of that division. In the event of a tie, the horse winning themost points over fences will receive the award. If there is still a tie, the award will bepresented jointly.

All classes will be judged on performance and soundness unless otherwise noted.

JUMPERSHigh and Low Junior/Amateur-Owner Jumpers: Qualifying will be based on prizemoney won at USEF recognized shows and/or FEI sanctioned competitions startingon or after August 26, 2013, through shows starting on or before August 25, 2014 inJunior, Amateur-Owner and/or Young Rider competitions. For FEI competitions heldoutside of the United States, riders are responsible to insure that the USEF has arecord of their winnings. Previous year champions automatically will qualify providedthey are properly entered and still eligible for that section.

International Jumpers: See page 45 for qualifying information. Riders must submit anofficial entry form to the Washington International Horse Show office. Riders must alsobe nominated by their National Federation on the FEI entry system, along with the horseson which they wish to compete. Deadline for submission of entries is September 2, 2014.

PRIZE MONEYPrize money will be mailed within 30 days of the conclusion of the show to the owneror designee as listed on the entry form. No prize money will be mailed unless theowner’s social security number and complete address are listed on the entry blank.

All prize money and refund checks must be cashed by December 31, 2014. Afterthat date, checks are null and void and will not be re-issued.

Foreign competitors: The U.S. Internal Revenue Service requires sporting events towithhold 30% of prize money won in the United States. Foreign competitors shouldapply for a U.S. Social Security number and will be asked to complete form W-8BENor complete a W-8 Certificate of Foreign Status form.

CROSS ENTRY RESTRICTIONSWIHS Regional Horse Show Hunter and Pony Hunter Finals: Horses and/or ridersshowing in the WIHS Regional Finals at Verizon Center may not enter any other classat the Washington International Horse Show.

International Jumper Section: Horses showing in the International Jumper sectionmay not show in the Junior/Amateur-Owner Jumper sections.

WIHS Children’s and Adult Championships:Children’s Hunter – Riders may not compete in any other hunter class at WIHS. Horsesmay, with a different rider, compete in any other class for which it is eligible.

Adult Hunter - Horse/Rider combination may not compete in any other class at WIHS.Horse may, with a different rider, compete in any other class for which it is eligibile andqualified. Rider may not compete in any other hunter class at the show where fencesare set at 3’6” or higher. Riders may, if qualified, show one other horse in the Amateur-Owner Hunter 3’3” section.

Children’s and Adult Jumper – Riders may not compete in any other jumper class atWIHS. Horses may not compete in any other class at WIHS.

SUBSTITUTIONSNo substitution of horses may be made after the announced closing of entries. Nohorse may be withdrawn from competition in the show without permission. Exhibitorsshall be held responsible for entry fees of all horses entered by them or their agents.

REFUND POLICY/SCRATCHESStabling and nominating fees will not be refunded under any circumstances.Horses entered may be scratched without a veterinarian’s certificate by notifying theshow secretary in writing via letter, official scratch sheet, etc. • If written notification is received prior to 8:00 a.m. Wednesday, October 8, 2014,entry fee will be refunded less $155 ($150 application fee + $5 entry processing fee).

• If written notification is received after 8:00 a.m. Wednesday, October 8, but prior to8:00 a.m. Saturday, October 11, 2014, one-half of entry fee will be refunded.

• Unless written notification is received by 8:00 a.m. Saturday, October 11, 2014, noportion of entries or fees will be refunded.

USEF MEMBERSHIP STATEMENTLife, senior active and junior active members shall be eligible to participate in allclasses at Regular Competitions, Eventing Competitions at the Preliminary Level orabove and Combined Driving Competitions at the Advanced Level, Dressage, Reiningand Vaulting Competitions and Endurance Rides. A nonmember may participate as ahandler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions,Eventing Competitions, Dressage Competitions, Reining Competitions and CombinedDriving Competitions upon payment of a $30 nonmember show pass. Participants inthe following classes are exempted from the requirements of this rule: 1) leadline; 2)exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot andacademy classes (academy classes are classes limited to horses used regularly in alesson program); 6) USDF introductory level tests, pas de deux and quadrille classes;7) NRHA Endorsed Reining Competitions; 8) Opportunity classes; 9) Citizens of othernations who have proof, in English, of current membership in good standing of theirown National Federation; 10) USEA beginner novice division; and 11) Assistanthandlers in Dressage Sport Horse Breeding classes.

WRISTBANDSThree types of wristbands are available to exhibitors:• FEI: Allows access to FEI stabling tent as well as to exhibitor seating area, horseshow office, exhibitors lounge, indoor and outdoor stabling, and backstage area. Atotal of five (5) will be issued for each International Jumper horse entered. Noadditional may be puchased.

• All Access: Allows access to exhibitor seating area, horse show office, exhibitorslounge, indoor and outdoor stabling, and backstage area. A total of three (3) all-access wristbands will be issued for each horse entered; additional all-accesswristbands may be purchased for $200 each.

• Regular: Allows access to exhibitor seating area only. Regular wristbands areavailable free of charge and are limited to six (6) per exhibitor on a first-come, first-served basis, while available.

ALL wristbands will be issued at the stabling trailer on 6th Street and will be placedon the wrist of the wearer by horse show staff only. Wristbands are not transferable.Any wristband that shows evidence of stretching, cutting or removal will not beaccepted. THIS POLICY WILL BE STRICTLY ENFORCED.

SHIPPING/ARRIVALAll vehicles bringing horses to WIHS are required to come to Prince George’sEquestrian Center in Upper Marlboro, MD, as a preliminary staging point. Horses willbe shipped to Verizon Center by Johnson Horse Transportation, the official carrier ofWIHS. A round-trip transportation charge of $150 will be placed on each acceptedhorse’s invoice, which includes a stall for any short-term waiting period at PrinceGeorge’s Equestrian Center. No horses may be shown from vans or trailers.

STABLING/FEED & BEDDINGThe Stabling Office may be reached at 202-765-7485 (PGEC) and 202-765-7506(Verizon Center) beginning Monday, October 6. Stalls at Verizon Center are 9'x9' and areof vinyl construction. The FEI tent is located at the top of the Verizon Center ramp on6th Street. FEI stalls are 10’ x 12’. Stall doors will be provided. Exhibitors are responsiblefor any damage to assigned stalls or tent area. Tack stalls will not be available.

HEALTH REQUIREMENTS FOR THE ENTRY OF HORSES/PONIESThe District of Columbia requires both a Negative Coggins Test within the past 12months of the horse show and a Routine Health Certificate within 30 days for horsescrossing into the District. Both the Negative Coggins and Routine Health Certificatesmust be presented to the Show Secretary upon arrival and therefore should not bemailed with the entry form. An official from the District Board of Health will be presentat the show to inspect all certificates.

MISCELLANEOUS• Smoking in any part of the stables or Verizon Center is prohibited. This rule willbe strictly enforced by the Fire Marshal.

• Dogs must be leashed at all times and will not be permitted in the arena. Anyviolation will subject the owner to a $50 fine.

• Formal attire is required in all evening classes. Please check each division’s

requirements. All individuals entering the ring are to wear proper attire. Approvedhard hats must be worn at all times while mounted.

• Equine Ambulance: A $15 fee for the equine ambulance will be added to each entry.• WIHS Management reserves the right to cancel or combine classes that, in the opinionof management, have insufficient entries except as prohibited by USEF rules.

• WIHS Management reserves the right to amend certain terms or conditions withinthe prize list at its sole discretion and to decline any entry, or return any entry feesbefore or during the show, without being liable for damages.

• WIHS is not responsible for errors, omissions or typos in the prize list. • Any act of discourtesy or disobedience to the judges or officials by the owner, rider,trainer, coach or groom, shall disqualify the horse, and the owner shall forfeit all fees.

• Every animal entered shall be under management’s control. • Waiver: the Washington International Horse Show Association, Ltd., shall not beresponsible for any accident, loss, injury or damage to persons or property whichmay occur to any spectator, guest, rider, driver, groom, trainer, attendant or otheremployee, animal or equipment at the Washington International Horse Show, at thePrince George’s Equestrian Center or while being transported between the PrinceGeorge’s Equestrian Center and the site of the Washington International Horse Show.

• All owners and competitors are personally responsible for damages to thirdpersons caused by themselves, their employees, their agents or their horses/ponies.They are therefore strongly advised to take out third-party insurance providing fullcoverage for participation in equestrian events at home and abroad, and to keepthe policy up to date.

POLINGManual poling or the use of bamboo off-sets is prohibited at all times while on VerizonCenter property or surrounding properties. Violators will be penalized with theautomatic elimination of the horse involved from the class in which it is participatingand/or the next succeeding class in which it is entered. The second violation will because for elimination of the horse involved from the remainder of the show, forfeitingall entry and stabling fees. FEI rules for schooling will be in effect for all InternationalJumpers (Rules for Show Jumping Events-Articles 243 & 244).

USE OF WHIPSAny rider or trainer who uses a whip in a cruel or excessive manner will beimmediately eliminated from the current and/or next succeeding class in which thehorse/rider is entered. In the case of further violations by that exhibitor, on the sameor different horse, the exhibitor/horse will be barred from any future classes at WIHSand all entry and stabling fees will be forfeited. No rider may carry a whip longer than30" (75cm) while in the process of jumping or schooling over fences.

MOTORIZED VEHICLESMinors who do not have a valid driver’s liscense which allows them to operate amotorized vehicle in the state in which they reside will not be permitted to operate amotorized vehicle of any kind, including, but not limited to, golf carts, motorcycles,scooters, or farm utility vehicles, on the competition grounds of liscensedcompetitions. Minors who have a valid temporary license may operate the abovedescribed motor vehicles as long as they are accompanied by an adult with a validdriver’s license. The parent(s), legal guardian(s), or individual who signs the entryblank as a parent or guardian of a minor operting a motorized vehicle in violation of

this rule are solely responsible for any damages, claims, losses or actions resultingfrom that operation. Violations of this rule will be cause for sanctions against theparent(s), guardian(s), and/or trainer(s) who are responsible for the child committingthe offense. Penalties may include exclusion of the child, parent(s), guardian(s),and/or trainer(s) from the competition grounds for the remainder of the competitionand charges being filed against any of the above individuals in accordance withChapter 6. Wheelchairs and other mobility assistance devices for individuals withdisabilities are exempt from this rule.

No motorized vehicles or carts are to be operated anywhere on the premises ofVerizon Center.

THE FEI CODE OF CONDUCT FOR THE WELFARE OF THE HORSEThe Fédération Equestre International (FEI) expects all those involved in internationalequestrian sport to adhere to the FEI’s Code of Conduct and to acknowledge andaccept that at all times the welfare of the horse must be paramount and must neverbe subordinated to competitive or commercial influences.

At all stages during the preparation and training of competition horses, welfare musttake precedence over all other demands. This includes good horse management,training methods, farriery and tack, and transportation.

Horses and competitors must be fit, competent and in good health before they areallowed to compete. This encompasses medication use, surgical procedures thatthreaten welfare or safety, pregnancy in mares and the misuse of aids.

Events must not prejudice horse welfare. This involves paying careful attention to thecompetition areas, ground surfaces, weather conditions, stabling, site safety andfitness of the horse for onward travel after the event.

Every effort must be made to ensure that horses receive proper attention after theyhave competed and that they are treated humanely when their competition careersare over. This covers proper veterinary care, competition injuries, euthanasia andretirement.

The FEI urges all involved with the sport to attain the highest levels of education intheir areas of expertise.

This section is limited to 30 riders; 20 ridersbased on their rankings on the Rolex/USEF Show Jumping Rankings List datedAugust 29, 2014. The remaining 10 spots will be filled using the Longines FEI WorldRanking List and/or by invitation. If fewer than those 10 riders are able to compete,the remaining spots will be filled using the Rolex/USEF Show Jumping Rankings Listdated August 29, 2014. WIHS reserves the right to offer up to three Wild Cardinvitations in addition to the 30 riders.

Entries: Riders must submit an official entry form to the WIHS office. Riders must alsobe nominated by their National Federation on the FEI entry system, along with thehorses on which they wish to compete. Deadline for submission of entries is Tuesday,September 2, 2014.

Nominating Fee: $350 per rider. Specific showing fees are listed for each class in thissection. FEI RULES AND REGULATIONSThis event is organized in accordance with:• FEI Statutes, 23rd edition, effective 29 April 2014• FEI General Regulations, 23rd edition, 1 January 2009, updates effective 1 January 2014• FEI Veterinary Regulations; 13th edition 2013, effective 1 January 2014• Rules for Jumping Events, 25th edition, 1 January 2014 • FEI World Cup™ Jumping, 12th edition, updated 4 November 2013, 2014/2015 season• All subsequent published revisions, the provisions of which will take precedence.• An arbitration procedure is provided for in the FEI Statutes and General Regulationsreferred to above. In accordance with this procedure, any appeal against a decisionrendered by the FEI or its official bodies is to be settled exclusively by the Court ofArbitration for Sport (CAS) in Lausanne, Switzerland.

• It is the responsibility of NFs to ensure their participants are of the correct age.

VETERINARY EXAMINATIONS, HORSE INSPECTIONS & PASSPORT CONTROLSThese will be carried out in accordance with the Veterinary Regulations, Art. 1011 & thediscipline rules. General Regulations, 23rd Edition, Revision effective 1st January, 2009will apply:

Art. 139.1: Every horse entered for any competition at CNs or ClMs (see Appendix D)in a foreign country (see GRs 141.2), and all horses entered for other Cls, ClOs,Championships, Regional and Olympic Games, whether at home or in foreigncountries (see GRs 141.2), must have an official, valid FEI Passport, or a NationalPassport approved by the FEI and accompanied by an FEI Recognition Card and,when applicable, an FEI registration number, as a means of identification and toestablish ownership.

Art. 139.2: Horses taking part in CNs and ClMs (see Appendix D) in their country ofresidence are not required to have such a passport as is mentioned in paragraph 1. Allsuch horses must be properly registered and identifiable and, unless there is nonational requirement for equine influenza vaccination in the host country and in thecountry of origin all horses must have a valid vaccination certificate.

EQUINE INFLUENZA VACCINATION, VET. REGS. ANNEX VII (except events takingplace in NZL & AUS) All horses and ponies for which an FEI Passport, or a NationalPassport approved by the FEI has been issued, must have the vaccination sectionendorsed by a veterinarian, stating that it has received two injections for primaryvaccination against equine influenza, given between 1 and 3 months apart. In addition,a booster injection must be recorded as having been given within each succeeding 6months, subsequent to the second injection of the primary vaccination. None of theseinjections must have been given within the preceding 7 days including the day of thecompetition or of entry into the competition stables.

The above are the minimum requirements for influenza vaccination. Both primary andfirst and subsequent booster injections should be given according to themanufacturer’s instructions which will fall within the stipulation of the FEI ruling.

SAMPLING FOR PROHIBITED SUBSTANCES (Vet. Regs. Chapter V & VI and Annex IV)Regular sampling is carried out in CCIs (3*,4*), CSIs (3*, 4*, 5*), CIOs, World CupQualifiers and Finals, Championships and Games, whereas at other CIs sampling isrecommended. When testing takes place, the number of horses tested is at thediscretion of the Testing Veterinarian/Veterinary Delegate; however, a minimum ofthree is recommended (Vet. Regs. Art. 1016).

Special guidelines are applicable for events covered by the FEI Medication ControlProgramme (Groups I & II only).

MEDICATION CONTROL PROGRAMME (GROUP I & II ONLY)The Organizing Committees of FEI events within Groups I & II are advised to chargecompetitors the equivalent of CHF 12.50 per horse per event as a contributiontowards the costs of the MCP programme.

HEALTH REQUIREMENTS FOR THE ENTRY OF HORSES/PONIES The District of Columbia requires both a Negative Coggins Test within the past 12months of the horse show and a Routine Health Certificate (within 30 days) forhorses crossing into the District. Both the Negative Coggins and Routine HealthCertificates must be presented to the Show Secretary upon arrival and thereforeshould not be mailed in with your entry form. An official from the District Board ofHealth will be present to inspect all certificates.

During the WIHS, the veterinarian’s phone number will be posted in the Horse ShowOffice and in the Stabling Office. United States regulations require that all equinesbe covered by official interstate health certificates, issued by a licensedveterinarian, showing that the animals are free from any symptoms of any infectiousor communicable disease. The certificate shall include the name of the owner andaddress, destination, number of horses examined, the name, registrationnumbers(s), if any, tattoo, if any, sex, age, rectal temperature, color, and marking ofeach animal listed. Health certificates will become void after 30 days from issue.Health certificates must show animals to be negative to an equine infectious anemiatest within the past 12 months. Date of test and approved laboratory must be shownon the health certificate. Equine Rhinopneuonitis vaccination is not required;however, if any animal is vaccinated, it is ineligible for entry within 21 days ofvaccination. Vehicles transporting animals must have certificates showing that theywere cleaned and disinfected under veterinary supervision prior to loading. Thisinformation can be written on the health certificate.

CUSTOMS FORMALITIESBefore a horse can enter the United States, it must have an import permit, a healthcertificate from the country of origin (signed by a veterinarian), and a negative CEMculture taking within 30 days of import (for mares and stallions). If allowed into thecountry, all horses must be placed in federal quarantine at a USDA animal importcenter, which usually lasts two or three days. In the United States, there are four portsof entry for horses coming into this country—Los Angeles, CA; Newburg, NY; Miami,FL; and Honolulu, HI.

Each horse brought into this country must pass through one of these USDA facilities.During that time, the horse will be tested and observed for clinical signs of illnessresulting from “exotic” diseases such as dourine, glanders, piroplasmosis, or morecommon diseases such as influenza. After quarantine, the mares and stallions over 731days of age (two years) which are new to our country must undergo CEM quarantineat a separate facility.

National Federations holding an international event in their country should inform theirnational veterinary authority and their customs authority at least four weeks prior tothe event. They should request every facility to assist the movement of horses/poniesaccompanied by FEI passports and the necessary veterinary certification at frontiercrossing points into and out of their countries. (Vet. Regs. Art. 1004.2)

INSURANCEAll owners and competitors are personally responsible for damages to third personscaused by themselves, their employees, their agents or their horses. They are thereforestrongly advised to take out third-party insurance providing full coverage forparticipation in equestrian events at home and abroad, and to keep the policy up to date.
