II. Organization Overview

Who is Whisker Kisses Koalition?

Whisker Kisses Koalition, located at 38 Kritter Kountry Way, Tonasket, WA 98855 is a non-profit organization that provides a safe haven for cats and exotic pets that have been abused, abandoned, injured or confiscated giving a second chance to animals that would not otherwise be afforded that opportunity. The Whisker Kisses Koalition will also provide ongoing behavioral enrichment, veterinary and day to day care essential to the well-being of all rescued animals, as well as engaging in educational outreach. The Whisker Kisses Koalition will rescue animals in need, rehabilitate those that are able, and provide a safe have for those that need a life home.

Whisker Kisses Koalition’s History

Randall Garrett Herzon has worked in the animal care industry for many years, has owned his animal care business providing pet care, behavioral and training services, and veterinary nursing care as well as rescued, rehabilitated and released many an animal. Sadly many cats are abused or unwanted while countless others roam the streets risking injury, death and adding to pet overpopulation. Exotic pets become unwanted, abused, released into un-natural habitats or confiscated. Shelters are overloaded and only can take on adoptable animals. Exotic pets have few if any options. The Whisker Kisses Koalition was founded by Randall Garrett Herzon and Margaret Ann Heim fulfilling a life long dream to help animals who could not otherwise help themselves by providing a refuge, a life home safe haven, for cats, ferrets and other exotic pets. While currently residing in California, Randall Garrett Herzon and Margaret Ann Heim have established the Whisker Kisses Koalition in the Okanogan Country of Washington State to best serve the needs of the animals and the refuge they will inhabit. In the short period of time the Whisker Kisses Koalition has existed, we have already helped 100’s of animals including rescue, spay and neuter, emergency care, wildlife relocation, and finding pets permanent homes. Currently the Whisker Kisses Koalition has 30 permanent residents consisting of 7 different species. The Organization has achieved the following milestones:

• Obtained property for the Refuge (Privately owned by Randall Garrett Herzon) • Established as a WA Non-Profit Corporation • Established corporate By-Laws • Been IRS pproved for 501 (c) 3 status.

Whisker Kisses Koalition’s Objectives

III. Market Analysis

The Whisker Kisses Koalition operates in companion animal and exotic pet rescue.

Market Statistics & Trends

Pet and wildlife facts and statistics: There are about 5,000 community animal shelters nationwide that are independent; there is no national organization monitoring these shelters. The terms “humane society” and “SPCA” are generic; shelters using those names are not part of the ASPCA or the Humane Society of the United States. Approximately 5 million to 7 million companion animals enter animal shelters nationwide every year, and approximately 3 million to 4 million are euthanized (70 percent of which are cats). Seven out of ten cats in shelters are destroyed simply because there is no one to adopt them. Shelter intakes are about evenly divided between those animals relinquished by owners and those picked up by animal control. These are national estimates; the percentage of euthanasia may vary from state to state. According to the National Council on Pet Population Study and Policy (NCPPSP), less than 2 percent are returned to their owners. Most of these were identified with tags, tattoos or microchips. Only 10 percent of the animals received by shelters have been spayed or neutered. 85 million cats are owned in the United States. According to the National Council on Pet Population Study and Policy (NCPPSP), about 65 percent of pet owners acquire their pets free or at low cost. The majority of pets are obtained from acquaintances and family members. 10 to 20 percent of cats are adopted from shelters and rescues, and 2 to 10 percent are purchased from pet shops. At least 20 percent of cats are acquired as strays. Many strays are lost pets who were not kept properly indoors or provided with identification. The cost of spaying and neutering is less than the cost of raising kittens for one year. The average cost of basic food, supplies, medical care and training for a cat is $700 to $875 annually. Ferrets are legal in 48 states and nine of these states estimated or listed totals ranging from 150 to over 20,000. In California and Hawaii, Ferret importation and possession for pet keeping or breeding are illegal, as no permits are issued. While Hawaii states there are zero reported ferrets it is estimated that the numbers of owned ferrets in California exceed the estimates of the nine reporting states. Since ferrets remain illegal in California, many ferrets are confiscated by the Department of Fish and Game or surrendered by owner for fear of being caught. These ferrets are either transported out of state or euthanized.

Throughout the country people will purchase exotic animals just because they can without fully understanding the type of commitment required. Most often, people become aware that the animal does not make a good pet and are unable to provide the necessary care. This generally results in 3 possible outcomes: 1) The exotic pet is relinquished to a shelter, 2) Confiscated by state officials or 3) abandoned or turned loose outside where they will rarely survive long, or have a detrimental effect on the local ecosystem if they do. Most often these animals are euthanized because an acceptable home or location cannot be found. The lucky few will end up in a rescue specifically for abandoned or unwanted exotic animals.

Wildlife Rescue and Rehabilitation facilities generally operate under permits from the State Department of Fish and Game and the United States Fish and Wildlife Service. These government agencies generally allow only one rescue facility per geographic area which is determined by these agencies. On average over 2,000 animals enter each rescue facility for treatment and care per year. The species of animals received ranges from large animals such as mountain lions, bobcats, deer, opossums, eagles, hawks, and owls to small animals, including squirrels, turtles, hummingbirds, swallows, and more. It is important to note that these rescue facilities do not receive funding from any federal, state or local government agency.

Based on similar statistical reasoning, we believe there are thousands of at-risk cats, ferrets, exotic animals and injured wildlife and the number is growing each year. Most facilities are shelters and temporary rescues and cannot provide permanent housing.

IV. Customer Analysis

The Whisker Kisses Koalition will primarily serve Okanogan County, WA and will serve the greater WA area as well as other locales through professional affiliations as arranged. We primarily will target the following four segments:

1. Stray, Feral & Abandoned Cats and Kittens. a. As mentioned, seven out of ten cats in shelters are destroyed simply

because there is no one to adopt them. b. Eventually the majority of stray, feral and abandoned cats fall victim to

predators, cars or disease. c. Most cat adoption agencies or shelters even no-kill rescues will only take

in “adoptable” animals, leaving those deemed “un-adoptable” due to medical or behavioral reasons with no place to go.

2. Relinquished and Confiscated Ferrets.

a. As mentioned, it is estimated that the numbers of owned ferrets in California exceed the estimates of the nine reporting states. Since ferrets remain illegal in California, many ferrets are confiscated by the Department of Fish and Game or surrendered by owner for fear of being caught.

b. These ferrets are either transported out of state or euthanized.

3. Relinquished or Confiscated Exotic Pets a. As mentioned, people will purchase exotic animals as pets just because

they can without fully understanding the type of commitment required. b. Most often these animals are euthanized because an acceptable home or

location cannot be found. c. If abandoned or released, they can have detrimental effects on local

communities, habitats, and wildlife.

4. Wildlife Rescue a. As mentioned, on average over 2,000 animals enter each rescue facility for

treatment and care per year. b. Animals exceed rescue resources and most can’t provide permanent

homes. c. Local wildlife that can be rehabilitated will be released. Will work with like

minded organizations for those needing a permanent home.

V. Competitive Analysis

Direct & Indirect Competitors

The following is a list of organizations that provide related services in the state of Washington. As one can see there are quite a few and still there aren’t enough.

• Happypaws Farm, The Humane Society of Snohomish County - Arlington • Old Dog Haven - Arlington (Dogs Only) • Purrfect Pals - Arlington (Cats Only) • Furrytale Farm - Banbrige Island • The Humane Society for Seattle/King County - Bellevue • Whatcom County Humane Society - Bellingham • Furbaby Rescue - Blaine • Hooterville Pet Adoption Center - Bothell • Petsavers - Bremerton • Humane Society of Skagit Valley - Burlington • Saving Pets One at a Time - Burlington • WAIF Online - Coupeville • Equine Sanctuary & Rescue @ Sweet-T-Ranch - Issaquah (Horses Only) • Benton - Franklin Humane Society - Kennewick • Cat Purebred Rescue - Kent (Cats Only) • King County Animal Control - Kent • MEOW (Mercer Island-Eastside Orphans & Waifs) - Kirkland (Cats Only) • South Pacific County Humane Society - Long Beach • Humane Society of Cowlitz County - Longview • PAWS Companion Animal Shelter - Lynnwood • The Other Side of the Fence - Maple Falls • Feline Friends - Olympia (Cats Only) • Thurston County Animal Shelter - Olympia • Clallam County Humane Society - Port Angeles • Whitman County Humane Society - Pullman • Animal Talk Rescue - Seattle • Compassioned Animal Rescue and Education - Seattle • PAWS Cat City - Seattle • Rescue Every Dog - Seattle • Save Our Critters Society - Seattle (Cats Only) • Seattle Animal Control - Seattle • Seattle Purebred Dog Rescue - Seattle (Dogs Only) • Adopt-A-Pet - Shelton (Dogs Only) • Kitsap Humane Society - Silverdale • Pampered Parrots Avian Rescue - Spokane (Birds Only) • Partners for Pets - Spokane • Spokane Humane Society - Spokane • SpokAnimal C.A.R.E. - Spokane • N.O.A.H. - Stanwood

• Pasado's Safe Haven - Sulton • Dog Rescue Around Washington - Tacoma (Dogs Only) • The Humane Society for Tacoma and Pierce County - Tacoma • Wags to Riches Animal Rescue and Sanctuary - Union Gap • Southwest Washington Humane Society - Vancouver • Vashon Island Pet Protectors - Vashon Island • Blue Mountain Humane Society - Walla Walla • It's Meow or Never Animal Rescue & Sanctuary – Woodinville • Humane Society of Central Washington – Yakima • Northwestwildlife – Bellingham • Paws Wildlife Center – Lynwood • Sarvey Wildlife Care Center – Arlington • Wildlife Rescue of the Gorge – Columbia Gorge • Wolf Hollow Wildlife Rehab – Friday Harbor • West Sound Wildlife Shelter – Bainbridge Island • Reeds Wild Bird Retreat – Manson • Wild Animal Rescue Mission (WARM, Inc. ) – McCleary

Competitive Advantage/Differentiation All of the above are excellent organizations and all provide and help animals to the best of their ability. Unfortunately shelters cannot provide permanent homes, most focus on the canine species, and in many those that aren’t adoptable are euthanized. The majority of the cat only facilities take in and find homes for the adoptable but the un-adoptable have no place to go. There are no ferret rescues. Exotic pet or animal rescues tend to be species specific or are encompassed within the wildlife rescues. The one unifying factor is that the majority of all the above rescues are based on the west coast of Washington with only a few based in the Eastern or Southern counties. It appears that the Whisker Kisses Koalition may be the only Refuge in Okanogan County.
