The arrival of summer brings extended hours of daylight and warm welcom-ing temperatures to Alaska. Sum-mertime in Alaska is a short season but a favorite time of year for Alas-kans. We take

full advantage of our long days both at work and play. The long days of summer are considered the peak construction sea-son. Inside you will see in the “Site Spe-cific Happenings” updates on our many construction activities. Driving around the Posts you can see the activity and the progress. We also have many other pro-jects and activities going on “inside” at headquarters. Below are a few of the projects which I’d like to update you on. Doyon Utilities Office Expansion: Before the end of the year, Doyon Utili-ties will expand into the first floor of the Jimmy Huntington Building (our current location) to add additional office space. We have outgrown our current office space with many employees nearly “sitting on top” of each other. The addi-tional office space will also accommodate an on-site accounting department. Our accounting personnel are temporarily located at our sister utility. The account-ing services were initially placed at this location to allow Doyon Utilities to lever-age their affiliate’s utility accounting ex-pertise and allow headquarters to focus on the expansive operational needs to get up and running. This has been accomplished and it is now time to bring our team to-gether. Customer Information System: The metering project is 100% complete for all utilities with the exception of steam. In order to manage the information transmit-ted by the meters, Doyon Utilities staff

Message from the President has proposed a Customer Information/Meter Data Management System to the Army. This system will allow the success-ful management and implementation of the Army’s energy management needs and goals. A few of the key features that the system can provide includes management of meter data, customized reporting, a sin-gle database for utility services, and the ability to invoice reimbursable accounts. We are excited about this project moving forward and the many possibilities this system will provide to both Doyon Utilities and the Army. Consumer Confidence Report (CCR): Doyon Utilities has completed its Second Annual Consumer Confidence Report. The production of this report is a requirement by the US Environmental Protection Agency that began in 1999. The rationale for CCRs is that consumers have the right to know what is in their drinking water and where the water comes from. Although a federal requirement, Doyon Utilities wel-comes this as an opportunity to reach each of our consumers to tell them who we are and reiterate our commitment to providing exceptional quality utility service. Our CCRs will be mailed to all mailing ad-dresses at each of our three locations on June 18. The reports will also be posted on our E-Room and website. Asset Transfer No. 3: Asset Transfer No. 3 will transfer the BAX/CACTF and ISB ranges to Doyon Utilities ownership. The ranges are part of Fort Wainwright but located outside of Fort Greely. We expect the transfer to be complete by the end of June. The project was a joint effort by staff from Doyon Utilities, DPW, DESC and CH Guernsey. As I mentioned above, these are just a few of our activities. We have a dynamic group of committed employees with great ideas and initiative. I look forward to the second half of this year and continuing to provide exceptional utility service.

FWA Controls Upgrade Project: The controls hard-ware for the boilers and turbines have been ordered. The Turbine controls hardware is on its way to the FWA CHPP for installation into the new switch-gear, and the boiler control hardware is in route to the panel fabricator.

Boiler Tube Repair and Cleaning Project: This pro-ject is complete.

North and South Deareator Tanks: Jaffa Construc-tion has completed the research and design work. A multi-part proposal for the replacement of both the North and South DA’s, storage tanks, and piping modifications has been prepared.

12.47 Kv Generator Breaker Replacement Project: Fullford Electric has been working on the project doing pre-outage work. Cable trays, conduits and utiliduct are being installed. Work on the new switchgear panels has also taken place.

New Turbine Governors Project: Mechanical Build-ers Inc. and Rocky Mountain Power are onsite and working, running hydraulic lines and getting equip-ment ready to install.

New Automatic Voltage Regulators Project: The con-tractors are beginning to work on various parts of this project.

Turbine – Boilers Controls Project: DU and GE have met to plan a controls strategy and discuss the differ-ent systems that will be converted to the new control system. Boiler #3 and #4 have been taken off-line. They will be the first to be converted. Design work is nearly complete for the first two boilers.

Activated Carbon Filter: The new Activated Carbon Filter is up and removing chlorine. The chemical used to remove chlorine in no longer needed, but we will keep the chemical feed equipment in place for a backup.

CHPP Coal stockup: The Coal Crew continues to work with DESC to rebuild the CHPP coal stock-pile. Since we began the aggressive program of

unloading coal on March 4th we have added 17,500 tons to the stockpile. Our weekly goal is to unload 78 cars, though that can vary depending on railcar delivery and coal analysis sheet availability.

FWA Airfield Lighting Project Phase II: This pro-ject includes new regulators and new west approach lights. The engineering is complete. The project is scheduled to be done in the fall of 2010.

FWA 12.47 Substation: This project and final com-

missioning is complete. SCADA has been turned over to DU operations and two thirds of the post load is now supplied through the new substation.

Generator Breaker Replacement: Contractors are on-site; preliminary work is in progress towards im-plementation of the first outage in May. Rocky Mountain Power and EPS have been on-site for fi-nal engineering, cable and HPU piping routing. The distribution feeders on the north bus (the first out-age) have been transferred to the new 12.47 distri-bution substation and the CHPP is supplying load by wheeling through GVEA.

Fort Wainwright

FWA Power Plant Governors: Personnel are on-site and start-up work has commenced. Controllers, pan-els and Hydraulic Pumping Units (HPU) are on or-der. The new HPU units and Woodward governors have been received; piping is being routed and in-stalled. This project will be completed in 2010.

Emergency Generator at the Water Treatment Plant: The engineering is nearly complete. The list of items to repair or improve on the existing Caterpillar generator was sent to NC Machinery for a quote. The generator was shipped to NC Machinery’s shop in Anchorage to complete these repairs. This project will be put out to bid for construction this summer with completion by late fall.

Automatic Voltage Regulator (AVR) & Spare Cubicle: All material has been ordered and received and con-struction is in progress. The AVR and Governor up-grades will be accomplished in coordination with the switchgear upgrade in 2010.

Station Service Upgrade: Initial engineering required to assure station service availability is in progress as is pre -engineering. This project will be engineered in 2010 after the Generator Breaker Replacement is complete.

Feeders 12, 13, 14 & 15: Preparation for 2010 construc-tion to upgrade the remaining feeders, including field survey existing facilities continues. Material has been received. Bids for Feeders 12 and13 were opened on April 20 and the apparent successful bidder was Norcon at $1,829,535 (net of owner furnished material). Com-pletion is estimated for October 2010.

There are many construction projects scheduled to take place around the Airfield at Fort Wainwright. DU has taken the lead on the Aviation Task Force coordination. We are working on a project to install utility mains be-tween hangar #3 and the flight simulator facility (building 3000) this summer in support of new facilities which are expected to be constructed in the summer of 2011.

FWA Feeder 24: This project is nearing completion. City Electric has been working in the north Post hous-ing area. This is the last section of this job and should be completed by July.

Fort Wainwright (continued)

During last year’s construction season, DU up-graded a power line at FWA which the osprey had built nests on the power poles. In conjunc-tion with DPW Environmental, DU constructed nest platforms in the same area of the existing nests for the osprey to return and hopefully build new nests. We’ve recently been made aware that the osprey have returned. According to DPW Environmental, it appears the osprey have ac-cepted the platform and the female is now adding to the nest material. We will keep you posted on the return of the osprey.

Fort Greely

FGA Boiler Controls Upgrade: Energia Cura and Copper Current have completed placing the new in-strumentation and running conduit necessary for the new wires. They have completed pulling network cabling as well. The boiler #3 control panel is in place and installed. All of the servers and operator workstations are installed and communicating to the boiler #3 cabinet as well as the balance of the plant panel. The balance of plant panel is in place, pro-grammed, and in full operation giving the operators pertinent information about the fuel system associ-ated with the generators and boilers. GE is-on site, they have boiler #3 panel programmed and ready to fire up on May 5th. Boiler #3 is the first boiler to be updated followed by boiler #2. The network in place for the PAC 8000 controllers is also a redundant fi-ber ring meaning that there is no single point of fail-ure in the network. After boiler #3 startup and test-ing we will move on the boiler #2 and start installa-tion of that panel and hardware.

FGA 3rd Street Upgrade: We have ordered a new con-trol panel that would fit in the utilidor and monitor all flow rates, conductivity analyzers, temperatures and pressures in the new system. This panel will control these new pumps and monitor critical information. Pan-els are under construction, the hardware is ordered and on its way to the panel shop. Once these panels are in-stalled we will tie them to the control system at Fort Greely and build new graphical screens for the opera-tors to be able to monitor and control these new pumps and all of the information from the 3rd Street utilidor. They will be able to receive alarms from the system which will in turn provide the Army with better re-sponse time to problems and allow the operators to bet-ter pinpoint the area where the problem exists.

DU is actively working with North Haven, FWA and FGA on the 2010 privatized housing and utility con-struction projects and schedules. Close coordination is necessary to meet schedules and minimize construction conflicts between the various contractors. It is antici-pated that bid closing and awards for DU’s portion of these jobs will take place by mid May.

Feeder 5 phase 2: Four poles remain to be set to complete this project once the ground thaws. . We expect to complete this project by June 1.

CHPP HVAC Improvements: Construction was awarded to Mechanical Builders with completion expected in May.

Operators conducted the annual leak inspection of exhaust piping for the boiler and generators. To verify compliance with the air permit black smoke standards, they then read visible emissions at each exhaust point for the boilers and all emergency generators. All inspections and opacity observa-tions verified permit compliance.

Feeders 1-4, 6-8: Materials have arrived and Feeder 8 is near-ing completion. Norcon was awarded a con-tract to build the remainder of the project for $2,649,459 (labor portion only). This project is underway to complete the UG portions before

the DPW project to pave the parking lots and roadways in the main cantonment areas.

Water Treatment Facility Upgrade: This project re-places the outdated controllers and allow for a con-trol system that is scalable and open archected so it will provide Doyon Utilities with years of service. These steps will be the foundation of the SCADA system for Fort Richardson utilities as a whole. The new controllers will allow for the automation of plant processes such as level control on the floc ba-sins via the master valve, filter backwashes off of differential pressure and system reaction to disrup-tion. They will also allow for more critical alarming, more definable alarm areas and classifications as well as quicker alarm delivery. The faster we can deliver alarms to the operator the faster they can take action. Going forward we will be able to add instru-mentation to the facility and monitor and control even more processes and keep our operators better informed of what is going on in the field. After this project is complete, the groundwork will be laid to tie all of the electrical distribution system into this and have one unified SCADA system.

Fort Richardson “D” Street Substation will allow for the remote control and monitoring of the new substa-

tion. This will allow Doyon personnel to remotely open and close breakers, monitor the flow of elec-tricity and do necessary switching from an operator workstation.

FRA Kodiak Underground: This job is a continua-tion of Feeders 3 & 6 for the underground portion of the Kodiak subdivision. Work continued unin-terrupted and completion is expected in June.

‘D’ St Substation: The engineering is nearly complete for this project. The switchgear was ordered from Myers with delivery expected mid-July. The area has been cleared and excavation will start this month to allow the ground grid and foundations to be installed.

Vista Switch: Engineering is complete, the switch will be installed in 2010.

Standby Generators: All three generators will be delivered this summer. Construction is scheduled for summer 2010 with completion scheduled for October 2010.

Sam Fitzpatrick began his employment at the Doyon Utili-ties FWA CHPP in October 2008. Sam was initially hired as a utility operator and then assumed additional responsi-bilities related to the treatment process for the boiler feed wa-ter. Prior to joining Doyon Utilities’ team, Sam served our country in the US Army with tours in Iraq and Afghani-stan. In his expanded responsi-bilities as the boiler water tech-nician, Sam has excelled. Since undertaking the responsibilities of treating boiler water at the Fort Wainwright CHPP, Mr. Fitzpatrick immediately started addressing water treatment protocols and improving water quality used to produce steam. His efforts were in conjunction with technical ad-

costs. His efforts have re-duced the cost of producing steam from $320 per mil-lion pounds of steam to approximately $45 per mil-lion pounds of steam pro-duced. The projected an-nual savings from 2009 to 2010 is estimated at $235,000. To express our sincere appreciation of Sam’s dedication and com-mitment to Doyon Utilities, Dan Gavora, recently pre-

sented Sam with the President’s Coin at a luncheon at the CHPP.

Congratulations! The final weigh in for the Fort Greely “Biggest Loser” contest was held on May 21. All of the participants were “losers” (in a good sense!), however, Tim Castleberry, FGA Electri-cian Technician, was the “Biggest Loser” losing nearly 27% of his body weight. Tim has won the weekly pay-ins by the participants and 50,000 Alaska Airline miles. We con-gratulate all of the participants for choosing to get healthy. I think you’ve inspired a few of your fellow co-workers around this great state!
