The project is located where I-70 crosses over the Eagle River and U.S. Highway 6 in Eagle County. On March 28 workers began construction on the westbound I-70 bridge after a winter break. Work started in August 2014 on the proj- ect to restore two bridges, one eastbound and the other westbound on I-70. The proj- ect is slated for completion in late-June of this year. Remaining work includes deck repair on westbound I-70, slope and ditch paving and median work. The project is funded through Colorado Bridge Enterprise, a funding source for repairing and replacing poor-rated bridges across the entire state highway system. Original Bridges Constructed in Early 1970s “It is hoped that new construction will allow another 30 years of service life,” said Gus Bieber, project engineer with Atkins Global, a design, engineering and project management firm with offices in North America. Bieber added that traffic volume has increased on I-70. A series of explosions demolished the 24-story Monaco Tower around 2:30 a.m., with the building crumbling from the sides and then into the middle, kicking up a mountain of dust. A fireworks display erupted moments before the demolition. “The Riv” closed in May 2015 after 60 years on the northern end of the Strip. The shuttered casino’s owners, the Las Vegas Convention and Visitors Authority, spent $42 million to level the 13-building property. Officials said the Monte Carlo Tower will be imploded in August. More Students in West MauiSpur $8M Expansion PlanWAILUKU, Hawaii (AP) Education offi-

cials have proposed an $8 million elemen-tary school expansion to accommodate westMaui’s growing student population.Princess Nahienaena Elementary

School’s enrollment has increased everyyear since 2010, the Maui News reported.There are 113 more students on campus

than there were in 2010. Enrollment current-ly stands at 720 students.A draft environmental assessment says

King Kamehameha III, the only other ele-mentary school in the area, is no longer ableto expand. Once full, the school sends stu-dents to Princess Nahienaena.Each floor of the proposed two-level

building would cover about 10,000 sq. ft.(929 sq m). Air conditioning would only beinstalled in the new computer center and incommunication rooms.All other areas would be ventilated and

have ceiling fans.Plans also include a partially covered out-

door learning area.Construction could start in April 2017,

with completion expected before fall 2018.Department of Education spokesman

Brent Suyama said $825,000 would gotoward planning, with the remaining $7.3million funding construction.The state education department reviewed

the draft environmental assessment.Officials expect to determine the project willhave no significant impacts.Notices will be posted during construction

HELENA, Mont. (AP) Hecla Mining Co. has reached anearly $30 million deal to acquire Mines Management Inc.,the owner of the Montanore Mine in northwestern Montana,company officials announced.In the proposed merger, each outstanding common share

of Spokane-based Mines Management will be exchanged for0.2218 of a common share of Hecla Mining, which is basedin Coeur d’Alene, Idaho. Mines Management shareholdersstill must approve the deal.“The Montanore Project has been significantly advanced

by Mines Management and, with the issuance of the finalEnvironmental Impact Statement and Records of Decisionearly this year, now is the time to pass it on the Hecla to fur-ther advance the project and put it into production,” saidGlenn Dobbs, CEO and chairman of Mines Management.

Hecla owns the Rock Creek Mine, also under Montana’sCabinet Mountains Wilderness, and about 10 mi. (16 km)away from Montanore. Hecla also owns the Lucky FridayMine in Idaho, which is about 50 mi. (80.5 km) fromMontanore.“Hecla is the logical company to move the Montanore for-

ward, with its close proximity to Rock Creek, as well as itssimilar geology and scale,” Phillips S. Baker Jr., Hecla’spresident and CEO, said in a statement.The U.S. Forest Service has given its conditional approval

to the Montanore Mine, but the mine still needs a water pol-lution permit from the Montana Department ofEnvironmental Quality. DEQ Director Tom Livers has saidmine officials need to show the mine won’t degrade fivenearby creeks and the East Fork of the Bull River. The minealso needs a permit from the U.S. Army Corps of Engineers.Environmental groups filed a lawsuit arguing the Forest

Service ignored studies that found the Montanore Minecould drain groundwater supplies in the area, damaging thehabitat of federally protected bull trout.Mines Management estimates the Montanore deposit con-

tains 230 million oz. (6.5 million kg) of silver and 2 billionlbs. (907 million kg) of copper. The mine would disturb morethan 1,500 acres and remove up to 120 million tons (109 mil-lion t) of ore. Its entrance would be just outside the wilder-ness area — a rugged, remote landscape and one of a hand-ful of areas in the United States where the government isseeking to restore grizzly bear populations.

KETCHIKAN, Alaska (AP) A dam project to increasehydroelectric lake storage for three southeast Alaska com-munities is under way after officials sorted out issues relatedto water levels that hampered progress on construction.Crews encountered some difficulties beginning the project

due to a warm winter and wet spring that left water levelshigher than expected at Swan Lake near Ketchikan, KFSK-FM reported. While construction continues, the SoutheastAlaska Power Agency’s hydroelectric plant will continuegenerating power for Wrangell, Petersburg and Ketchikan.Eric Wolfe, SEAPA’s director of special projects, told the

agency’s board that the work would result in a 30 percentincrease of water storage at Swan Lake and also increasecapacity at SEAPA’s other plant at Tyee Lake near Wrangell.Crews with the Seattle-based construction company

Pacific Pile and Marine will be installing large panels alongthe top of the spillway at Swan Lake this summer.CEO Trey Acteson said the lake level had made it difficult

for crews to begin work.“I mean they’ve gotta build, put anchors on, put the safe-

ty walkways up, and these were all the functions that hadplanned to be taken at that time,” Acteson said.Acteson said Ketchikan Public Utilities didn’t initially

agree to buy more power in an effort to lower the lake socrews could begin work.A power sales agreement allowed Ketchikan and

Petersburg to use their own cheaper electrical sources beforepurchasing SEAPA electricity. SEAPA had asked KPU tobuy more from Swan Lake and use less of its local powerresources.Board member Stephen Prysunka said Wrangell and

Petersburg were on board with the project and voiced frus-tration.“What bothers me with this is that our community voted

overwhelmingly to support this project and to put our lot inwith this bond and to make sure that this project moved for-ward,” Prysunka said.Another SEAPA board member and KPU’s electric divi-

sion manager, Andy Donato, said the utility tried to helplower Swan Lake but also had to worry about its own busi-ness plan.“The unfortunate thing is, I think operating this utility or

KPU, KPU also has a business plan,” Donato said.The water levels in the lake have been lowered, but proj-

McMillen Jacobs Moves Earth to Move Water in ValdezIn the Chugach Mountains, about 1,310 ft.

(399 m) above the city of Valdez, Alaska,Hitachi excavators are helping to deliver sus-tainable solutions by working on a hydro-electric site.Four ZX470LC-5 excavators, a ZX50U-5

and a ZX85USB-5 are moving earth on theAllison Creek Hydroelectric project, whichis spearheaded by McMillen Jacobs. Theenvironmental, engineering and constructionfirm provides comprehensive technicalcapabilities on a wide range of waterresource, hydropower, dams, transportationand tunnel projects, using design-bid-buildand design-build delivery methods.McMillen Jacobs’ Hitachi excavators are

moving about 400,000 tons (362,873 t) ofearth for the project, which primarilyincludes creating a structure to divert waterfrom Allison Creek into a penstock that willcarry the water 7,000 ft. (2133.6 m) down amountain to a self-running powerhousecapable of producing 6.5 MW of electricityper hour for consumers.

Delivering EfficiencyAs a former operator, Cody Wilson,

McMillen Jacobs project superintendent,knows how equipment can make or breakproject progress, and he’s been pleased withthe Hitachi excavators’ performance.“The cab is comfortable for the opera-

tors,” Wilson said. “You sit in the cab 10hours at a time; you need to be comfortable.It’s little things, like if windows fog upbecause of vent placement, that really matter.Hitachi is very user-friendly and designedwell. When your operators are comfortable,they’re happy and they can work.”Along with other tasks, the ZX470LC-5

excavators are hammering rock, digging dirtand placing 171 sections of approximately40-ft. (12 m) pipe, which weigh about 9,600lbs. (4,354 kg) each, for the penstock. EachZX470LC-5 is outfitted with single steelgrousers for added traction in the mountain-ous terrain. “The 470 has good power,” said excava-

tion foreman Jacob Macial. “We’ve gottough conditions here in Alaska, and theHitachis can handle them.”The company used the ZX50U-5 to

remove about 1,000 cu. yds. (764.5 cu m) ofshot rock from the tunnel sill in order to burythe penstock pipe below grade of the 768-ft.(221 m) access tunnel. Wilson said the sizeof this tiny titan was critical for completionof the penstock work inside the 16-ft.-wide(4.9 m) by 16-ft.-tall tunnel. “It was the biggest machine we could fit

in the tunnel that could turn around,” Wilsonsaid. “The zero tail swing was crucial.”

Sustainable ProductivityIn addition to site work and construction

management for the project, McMillenJacobs is also managing more than 15 envi-ronmental plans — from avian protectionand water quality sampling to erosion con-trol and bear safety. Yes, it’s not unusual tocome across bears on job sites in Alaska.Along with bears, it’s also not unusual to

face challenges of tough conditions andremote site locations. And Hitachi dealerConstruction Machinery Industrial (CMI)understands how to best support customersup against the elements.“Working in Alaska is a challenge,” said

Travis Shelton, McMillen Jacobs projectmanager on the Allison Creek HydroelectricProject. “We keep a full-time mechanic onsite, and the CMI guys are good aboutresponding with product support.”Estimated to be completed this year, the

project is expected to save burning 700,000gal. (2,649,788 L) of fossil fuel and elimi-nate 12,000 tons (10,886 t) of carbon dioxideannually. Wilson said he’ll miss taking in thepanoramic views every day on site, but he’slooking forward to seeing the Hitachi exca-vators finish the project.“We’ve had good luck with Hitachi,”

Wilson said. “The reliability’s been verygood throughout this project.”

rAWLiNs, Wyo. (AP) increasingWyoming’s tax on wind generationcould derail a proposed 1,000-turbinewind farm in carbon county, a repre-sentative of the company behind theproject said.

“the discussion of increasing thetaxes on wind puts the project at risk,”roxane Perruso, vice president andgeneral counsel of Power company ofWyoming, said. “it’s another uncer-tainty. one that was unexpected, com-ing just after our announcement to startconstruction by the end of this year.”

Members of the Legislature’s Jointrevenue committee are discussingtwo proposals that would raise windtaxes. one plan would increase the taxper megawatt hour of wind producedin Wyoming, while the other wouldrequire wind companies to give up aportion of a tax credit they receivefrom the federal government.

the discussion comes as Powercompany of Wyoming continues toseek permits for its proposedchokecherry and sierra Madre Windenergy Project south of rawlins.

Perruso told the rawlins dailytimes that the prospect of higher taxesadds more uncertainty to the project.Perruso noted that Power company ofWyoming doesn’t have any customerslined up yet to buy the wind power tobe produced by the project.

“the decision by the revenue com-mittee to draft the two bills creates thequestion if we are going to take on thisadditional risk,” she said.

the downturn in the state’s mineralextraction industry has cost state cof-fers hundreds of millions of dollars,prompting the look at other sources ofrevenue.

“the simple truth of the matter isthat wind can’t make up for the lostrevenues in and of itself, and the factthat our wind project goes forward ornot has absolutely no impact on what is

happening with coal,” Perruso said. “infact, wind is a way for Wyoming todiversify its economy at the exact sametime it needs to do that very thing.”

oKLAHoMA citY (AP) renovations to the oklahomacapitol will reach $245 million after the senate gave finalapproval to a second bond issue to complete repairs to thenearly 100-year-old building.

the bill, approved 30-16, authorizes the sale of $125 mil-lion in bonds. the measure heads to Gov. Mary Fallin, whodescribed the plan as a “fiscally responsible, common-sensesolution.”

“A bond issue allows us to pay for repairs and renovationwithout draining large sums of money from other govern-ment priorities, like education and public safety,” Fallin saidin a statement. “Furthermore, 41 percent of the state’s bondindebtedness will come off the books in 2018, and over 86percent will be eliminated in the next 13 years.”

the Legislature approved a $120 million bond issue tobegin repairs in 2014, but senate President Pro tem BrianBingman, r-sapulpa, stressed the importance of having allthe funding lined up so the project doesn’t face costly delays.

“the funds for this building won’t be issued until they areneeded,” Bingman said. “these bonds will be issued infuture years.”

He assured members that previously discussed plans for areflecting pool, stone archway, and multi-level parkinggarage were not included in the final plans.

the first bond issue was enough to excavate the groundfloor, create a new basement-level public entrance, replacethe electrical, plumbing and mechanical systems in the base-ment and the building’s core, and repair its crumbling exte-rior. But project officials say an additional $95 million isneeded to extend renovations into the wings of the building,expand a loading dock, add stairwells to dead-end corridorsand make other interior repairs. Another $27.5 million isneeded for exterior work.

Manhattan construction was selected for the interior ren-ovations and Je dunn construction for the exterior work.

sen. J.J. dossett said he believes the capitol renovationsare worthwhile, but that he couldn’t support the project at atime when funding is being cut for public schools.

“once we can keep our schools open five days a week andeducation is fully funded, then i say yes,” said dossett, d-sperry.

CASPER, Wyo. (AP) A group of lawmakers is seeking to increase taxeson wind farms to put more money into education, which is mostly fundedthrough payments made by the declining coal industry.

The Casper Star-Tribune reports that the Legislature’s Joint RevenueCommittee discussed two proposals that would raise wind taxes. One planwould increase the tax per megawatt hour of wind produced in Wyoming,while the other would require wind companies to give up a portion of a taxcredit they receive from the federal government.

Lawmakers are looking to put more into an account largely funded bypayments made by coal companies that supports school construction andmaintenance.

Wind energy representatives say the increased taxes may stifle develop-ment of the wind industry in Wyoming.

Current Construction ActivityCrews are busy repairing steel girders includ-

ing welding of cracks in the webs. Existing gird-er diaphragms are being reinforced with steelplates at the upper web connections.The deck concrete surfaces are being rehabili-

tated and repaired with new reinforcing and con-crete patches where needed. The bridge decks arealso being resurfaced with new asphalt.Micro piles and reinforced concrete are being

installed on the south side of both bridges.New expansion joints are being installed at

both abutments of each bridge.Bridge railing and fencing are also being

repaired. Finally, new slope and ditch paving is being

done between the railroad tracks and the western-most abutments.Roadway improvements are limited to shoul-

der upgrades and new guardrail.

Heavy equipment on site includes hydro plat-forms, man-lifts, bulldozers, loaders, compactionequipment, asphalt pavers, backhoes, concretepump trucks, dewatering equipment (to remove

Alaska Spends $43M to Upgrade Dalton Hwy.

Leading construction industry organiza-tions are calling on Congress to make careertechnical education (CTE) a top policy prior-ity. In a letter to lawmakers coordinated byAssociated Equipment Distributors (AED)and delivered on April 18, 23 national asso-ciations urged members of the House andSenate to swiftly reauthorize and improveprograms designed to help train technicalworkers.The groups praised Congress for recentlypassing transportation and tax bills but saidthe difficulty recruiting workers threatenedto undermine the economic benefits. “By restoring near-term certainty to feder-al transportation programs and tax policythrough passage of the FAST and PATH Actsin late 2015, Congress has set the stage forgrowth in construction, manufacturing, andbusiness purchasing,” the letter said.

“However, as companies prepare to take

advantage of new opportunities, they areconfronted with a new challenge: a shortageof skilled technical workers.”The letter from construction, contractor,supplier and labor organizations highlightedthe stark findings of a recently-releasedstudy sponsored by the AED Foundation.That report, prepared by researchers at theCollege of William and Mary, found theequipment technician shortage is costingdealers approximately $2.4 billion per yearin lost revenue and economic activity. Citinga lack of “hard skills” as the top reason tech-nician positions are going unfilled, the studynoted that vacancies at construction equip-ment dealerships remain open for longerthan three times the national average.“The workforce challenges facing theconstruction equipment industry aren’tunique,” AED President & CEO Brian

The Dalton HighwayReconstruction project innorthern Alaska has under-gone several modificationsas a result of weather-relatedconditions. Initially begun in2015 with a $27 million con-struction contract awarded toCruz Construction, the scopeof the project encompassedreconstruction of the DaltonHighway from mi. post 401 to 414, with improvementsthat included raising the grade 7 ft. (2 m), replacing cul-verts and surfacing the gravel road. The project was soonextended south to mi. post 397 and the contract amountincreased to $43 million to cover the additional roadwayas well as repairs due to flooding.

The Dalton Highwayis considered vitalinfrastructure for thestate.

On May 25, James G. Murphy Co.held a liquidation auction inColumbia Falls for two long-time

Montana businesses. Floyd and SandyQuiram, of Quiram Logging, retired after 37years and Steve Settle of Settle Contractingretired after 26 years. More than 400 bidders attended the

event, both in person and online. Items up for bid included a 2015 Timber

Pro TL735C feller buncher; a 2014 JohnDeere 2154D processor; a 2006 DoosanDX300LC hydraulic excaliner; a 2003Timbco 445E leveling carrier; and a 1991Cat D5H series II TSK track skidder.
