Hiawatha First Nation appreciates that the County of Wellington and MMM Group Limited recognizes the importance of First Nations Consultation and that your office is conforming to the requirements within the Duty to Consult Process. The correspondence Hiawatha First Nation has received is not considered meaningful consultation but rather information sharing. As per the Hiawatha First Nation Consultation Protocol, your proposed project is deemed to have little, if any, impact on Hiawatha First Nation’s traditional territory and/or rights. Dear Sir/Madam, The County of Wellington is commencing a Class Environmental Assessment (EA) Study for Gordonville Bridge, No. B014005, which is located on Wellington Road 14 in the Township of Wellington North, 0.4 km north of Line 6. The study area is shown on the attached key plan. MMM Group, a WSP Company, is conducting the study on their behalf. The Gordonville Bridge is a two span concrete T-Beam structure with a concrete deck over Four Mile Creek. The bridge was constructed in 1919. As part of a bridge inspection conducted in 2015, Gordonville Bridge was found to be in an advanced state of deterioration. The study is being conducted in accordance with Schedule B of the Municipal Class Environmental Assessment (October 2000, as amended 2007, 2011, and 2015) process. The study will confirm and document the existing structural deficiencies and identify alternative solutions, including rehabilitation or replacement of the bridge, and evaluate associated environmental impacts. Upon completion of the study, a Notice of Completion will be delivered to technical agencies and the public, and the planning process will be documented in a Project File and made available for public review. For your convenience, we have included an ‘Agency Comment Form’ that can be emailed or faxed to MMM Group. Please take a few moments to complete the form and fax or email it by December 19, 2016.

Hi Chris:
I did find the original estimate job #162440 that placed the two cables. Please see attached. This plan jives with the G-Tel
locates and show both cables placed on the west side through the bridge area at 1m off property line or about 11m off
edge of pavement. Netx is suppose to be based off of the original plats, so it is surprising Netx show one cable on each
side of the road. This plan doesn’t show the abandoned cables however.

Hi Frank, The County may have some interest in carrying out some vac truck test pits to verify the location and the depth of the two working cables along the west side of WR14. If these test pits are done, it would also be of interest to confirm the location of the three dead and abandoned cables. Would you have any old records or information from the 1992 construction that would generally point us in the right direction? Based upon the Bell Netx records, these abandoned cables could be located more within the road pavement structure / shoulders. Therefore, having a better handle on where to start with any hydro excavation investigation is appreciated. Thank you.

Happy New Year to you as well. I re-attached the Bell Netx records that I previously sent you. We only have two working
cables, the 100 pair and the 50 pair. G-Tel are showing the two Bell cables at 10.7 off road edge on the west side. Both of
these cables were placed on the same job back in 1992. I think what happened was they placed both of the cables on the
west side by the bridge and probably crossed over to the east side with the 50 pair cable farther north. The records were
never updated. Sadly “As Constructs” seldom come back to us to get properly posted and to keep our records more
accurate.
The S/L is the street line or property line.

between wildlife and aviation activities. One example would be waste facilities, which may attract birds into

guidelines for and uses in the vicinity of aerodromes, available at:

Hello everyone, The County of Wellington is conducting a Municipal Class Environmental Assessment (Class EA) Study for Gordonville Bridge (No. B014005), located on Wellington Road 14, in the Township of Wellington North, 0.4 km north of Line 6. As indicated in the attached notice, an Online Public Information Centre has been arranged to allow local residents and interested members of the public an opportunity to review and comment on the alternatives under consideration, the evaluation process, and the next steps in the study. Display boards will be made available to the public on the County website beginning Wednesday, October 11, 2017.
