WelcomeThe City of Vancouver has received an application to rezone 5050-5080 Joyce Street from C-2C (Commercial) District to CD-1 (Comprehensive Development) District, to permit the development of 30-storey mixed-use building.
The proposal includes:
• 256 residential units;
• Commercial uses at grade;
• A proposed floor space ratio (FSR) of 14.48
• A building height of 88.4 m (290 ft.); and
• 139 underground parking spaces.
This application is being considered under the Joyce-Collingwood Station Precinct Plan.

A. Zoning regulates the use and development of property in the city through bylaws approved by City Council. Zoning is informed by Council policies, initiatives, or directions based on goals for the future of the city and its neighbourhoods.
Q. What does zoning regulate?
A. Zoning regulates the use of a site (retail, residential, office, etc.) and the characteristics of buildings on a site (height, floor area and other physical aspects of the development).
Q. Who makes a decision on rezoning?
A. City Council makes the final decision on whether to approve, modify, or refuse a rezoning application. City staff review applications and make a recommendation to City Council.
Q. How is zoning changed?
A. A property owner or developer/architect working on behalf of a property owner will make an application to rezone a site. A developer starts the process with an enquiry to the City.
Staff give the applicant advice, but no formal position is provided. After an application is received, Rezoning Centre staff seek input from various City departments, the public, and advisory groups of Council such as the Urban Design Panel, Vancouver Heritage Commission, etc.
The application is then evaluated by Planning staff, taking into consideration
the input received from the various departments, the public and advisory groups. A report is written which provides a comprehensive analysis of the application and a recommendation that it be referred to a public hearing.
Council then hears from the public and makes its decision on the application. The final step for Council is enactment of the zoning bylaw. This occurs after the applicant has fulfilled required bylaw conditions.
Q. What is the relationship between policy, zoning, and development permits?
A. • Policy sets broad goals for a community. It can also provide location and types of housing, shopping areas, neighbourhood centres, and a vision for a particular area.
• Zoning sets the use and regulations on any given parcel of land.
• A development permit grants permission for a particular development in accordance with the zoning.

An application is formally submitted and the rezoning process begins.

Joyce-Collingwood Station Precinct PlanPlan OverviewThe Joyce Station Area Plan is over 25 years old. The Station Precinct Review was launched in fall of 2014 to combine a land use update with TransLink’s planned upgrade of the Joyce-Collingwood Station.
The Joyce-Collingwood Station Precinct Plan area is compact, focuses on lots within two blocks of the Joyce-Collingwood Station and is approximately 30 acres in area. It represents a very small part of the original larger Joyce Station Area Plan boundary and the broader Renfrew-Collingwood community. The study area is bisected by the east-west SkyTrain guideway and is generally framed by Wellington Avenue on the north, Euclid Avenue on the south, Rupert Street to the west and Ann Street to the east.

5.1.1 Allow mixed-use buildings including towers up above a four-storey building base on sites next to the SkyTrain station where a minimum frontage of 132 ft. is achieved (suggested tower locations and height limits indicated on the map).
5.1.2 Ground floor uses are required to be local-serving retail and services.
5.1.3 Choice of use is permitted above the ground floor, which may include local-serving retail, service, office, or residential.
5.1.4 For residential uses, require acoustic mitigation from environmental noise (including road and SkyTrain noise) to ensure livability.
5.1.5 Allow for a larger retail space to accommodate a neighbourhood-scale grocery store (7,500 to 10,000 sq. ft.), where practical.
5.1.7 All buildings fronting Joyce Street should include a distinct four-storey building base to create a human-scaled shopping street and allow for sunlight penetration to the street.
5.1.8 Upper floors of towers must be shaped to create distinct building identity.
5.1.9 Provide building breaks along the Joyce Street frontage to create mid-block pedestrian access and semi-public outdoor spaces as indicated on the map.
5.1.10 Limit vehicle crossings and remove existing crossings where possible on Joyce Street to prioritize pedestrian movement.
The Joyce-Collingwood Station Precinct Plan was adopted by Council on June 28, 2016. The Precinct Plan provides guidance on future change around the station.

The Joyce-Collingwood neighbourhood is relatively well-served by community amenities. While residents have access to a range of facilities, some facilities will require renewal. During its lifespan, the Joyce-Collingwood Station Precinct Plan will:

Implementation and Community InvolvementImplementation of the Joyce-Collingwood Precinct Plan and the Public Benefits Strategy will include City-initiated rezonings and ongoing collaboration with community based groups.
Site-by-site rezonings by private developers will be a key driver of Plan implementation. Over the years as rezoning applications come forward for review by City staff and consideration by City Council, the City will liaise with the key community stakeholders who will be asked to provide advice on the consideration of community amenity contributions. Decisions about the CAC allocation for this project will be framed by the approved Public Benefits Strategy. Community advice on public benefits will be factored into the staff review and will be presented to Council for its consideration aspart of the rezoning process.
Council prioritizes the amenities and infrastructure needed around the city and makes them a part of the City’s Capital Plan, which budgets for long-term investments. This is the main source of funding for public amenity improvements.
Funding for Public Benefits
DCLs are charged on any new development in the city and are determined by the size of a development. These augment the capital budget. DCLs are used to pay for parks, childcare centres, non-market housing and engineering infrastructure. They are limited in how they can be spent.
CACs are negotiated from rezonings, and are used to pay for a wider range of amenities and public benefits as part of the planning considerations in a rezoning.

As part of the Joyce-Collingwood Station Precinct Plan, Council approved a Public Benefits Strategy to provide strategic direction for future investments in the community. The Public Benefits Strategy envisions future projects that renew existing amenities and infrastructure as well as projects that address current gaps or demands anticipated as population grows. The Joyce-Collingwood Public Benefits Strategy includes:
• Target 20% affordable housing (plan includes opportunities for 30%)
• Provide a 27 space childcare facility
• Improve pedestrian connections and public realm
• Improve existing parks and plan for additions
• Renew Collingwood Library (location TBD)
• Funds for CNH Annex
• Utility upgrades
• Heritage Density Transfers

The Community Amenity Contribution (CAC’s) from the rezoning of 5050-5080 Joyce Street is estimated at approximately $4 million.
The application is proposing to construct the pedestrian walkway to the south of their development site as part of the CAC proposal. The decision on how to spend the balance of the CAC contribution will be made as part of the rezoning process.

SkyTrain Upgrades
TransLink is upgrading the Joyce-Collingwood Station, improving the BC Parkway (pedestrian and bicycle pathway) beneath the SkyTrain guideway, and planning for a 41st Avenue B-Line service.
Phase 1 of the station construction is set to begin shortly. Phase 1 will involve expanding the east station house (improving accessibility, safety and lighting) and expanding the plaza.
Phase 2 is the long-term vision for the station which will be completed at a future date. Phase 2 will involve adding a bus loop east of Joyce and upgrading the BC Parkway to connect it across Joyce.

Connections
Joyce Street and Vanness Avenue Intersection
Improving the safety and simplicity at this intersection is a key goal, particularly with the long-term plan for the SkyTrain station, bus loop and BC Parkway.
The City is exploring ways to improve the north-south experience for pedestrians on Joyce Steet.
To achieve this, the preferred option is to close the lanes north of the station on Joyce Street to motor vehicles in order to:
• Provide street continuity and minimize conflicts with pedestrians; and
• Repurpose the lanes for public open space and improve pedestrian connectivity in the station precinct.
Closing the lane east of Joyce Street requires opening the lane to Payne Street to vehicles to maintain vehicle circulation.
