Minutes of 20th WRPC meeting held at Indore on 18.05.2012
MINUTES OF 20TH MEETING OF WESTERN REGIONAL POWER COMMITTEE HELD ON 18TH MAY 2012 AT INDORE
The 20th Western Regional Power Committee meeting was held on
18.05.2012 at Indore preceded by the TCC meeting on 17.05.2012. The above
meetings were hosted by MPPTCL.
The list of participants for the 20th WRPC meeting is enclosed at Annexure-1
(a) and the same for the TCC meeting is enclosed at Annexure -1 (b).
Shri Umesh Rautji, MD, MPPTCL, welcomed Shri Ajoy Mehta, Chairman,
WRPC/ MD, MSEDCL and all the delegates from the various power sector utilities of
WRPC. He stated that MPPTCL was glad at the privilege of hosting the 20th WRPC
meeting at Indore, and hoped that members shall have a pleasant and comfortable
stay.
Shri Mohammed Suleman, Secretary(Energy), Govt. of Madhya Pradesh
welcomed Shri Ajoy Mehta, Chairman of WRPC and all the delegates present.
Sharing the experiences of power sector performance in Madhya Pradesh with the
delegates of WRPC, he informed that subsequent to the reform process initiated
since the Electricity Act 2003, the transmission losses in MP system had come down
considerably. The voltage profile in MP system was very good and efforts were taken
by MP Power utilities, particularly in ensuring the availability factor of the shunt
capacitors at high levels, which contributed to good voltage profile even during the
rabi season loads. The availability factor of Transmission system of MP was also
maintained above 99% most of the time.
He informed that Madhya Pradesh is aiming to meet a challenging target of
supplying 24hrs electricity to every household by early 2013 and supplying at least
8hrs uninterrupted power supply to the agriculture sector and still maintaining
commercial viability. This implies increasing power supply, increasing revenue
realization and reducing the system losses. An important aspect is to project the
demand accurately. He informed that in the past few years’ efforts were taken to
constantly refine the demand prediction and the actual demand met and narrow the

differences and this has led to demand projections very close to the actual. Efforts
are being undertaken to reduce system losses and increase the revenue and over
the years and the results are encouraging.
He wished all participants very pleasant and comfortable stay at Indore &
successful for the meeting.
Shri Ajoy Mehta, Chairman, WRPC/ MD, MSEDCL thanked Shri Mohammed
Suleman, Secretary (Energy), Govt of Madhya Pradesh for sharing his experiences
of the challenges in the MP Power System. He further welcomed heads and
representatives of various power utilities of Western Region and participants in 20th
meeting of WRPC. He thanked Shri Mohammed Suleman, Secretary (Energy) and
the MPPTCL team for hosting the WRPC meeting and making excellent
arrangements for the conduct of meeting and comfortable stay of the participants.
He stated that prices of power are going up due to various factors. Hence as
WRPC forum there is a strong need to explore and find ways to increase the
efficiency in power systems so that gradient of cost rise is decreased. The reliability
of power systems must be very high. Consumers who pay for power shall not be in a
mood to listen to the problems of the power utilities, and hence power utilities will
have to focus on increasing reliability of their system. The factor of environment has
also to be taken seriously. Small changes in temperature/weather cause drastic
changes in demand quantum, making it challenging for the power system engineer
to forecast the power demand at that time. With the growth of private sector in power
system, the public sector utilities must continue to maintain consumer satisfaction by
rising to such technical challenges. He stated that the fundamental nature of the
WRPC forum must be focused to find answers to improve the overall efficiency from
engineering point of view.
Chairperson, WRPC thereafter requested Member Secretary I/c, WRPC to
take up the agenda items for discussion.
Member Secretary I/c, welcomed CHAIRMAN WRPC for the year 2012-13 - Shri
Ajoy Mehta, IAS, MSEDCL & requested him to preside over the today’s meeting. He

ITEM No.1: CONFIRMATION OF THE MINUTES OF THE 19th MEETING OF WRP COMMITTEE
The Minutes of 19th meeting of WRP Committee held on 10.02.2012 at Navi Mumbai
were sent to the members vide letter No. WRPC/19th WRPC Mtg./AS/2012/1967
dated 1.03.2012. POSOCO, WRLDC vide letter dated 26.04.2012 requested

modification on Item No.25.1.2 pertaining to Voltage Collapse Prediction Relay as
follows:
The second paragraph of MOM is as given below:
"A brief description of necessity of these relays is enclosed at Annexure-25.1.2.1.
The approximate cost of each relay works out to be Rs 5 Lakhs. WRLDC proposed
to install 10 such relays at strategic locations in WR. The total estimated cost is
worked out to Rs 50 Lakhs"
May be replaced with
“A brief description of necessity of these relays is enclosed at Annexure-25.1.2.1.
The approximate cost of each relay works out to be Rs. 30 Lakhs(Rs.25 Lakhs
hardware + Rs.5 Lakh software) at CPT Mumbai Airport. It is proposed to install 10
such relays at strategic locations in WR. The total estimated cost is worked out to
Rs. 3 Crs at CPT Mumbai Airport."
The above modification was agreed by WRPC.
No other comment on the minutes has been received.
With the above modification, the minutes of 19th WRP Committee were confirmed. ITEM No.2: CENTRAL ELECTRICITY REGULATORY COMMISSION
(UNSHEDULED INTERCHANGE CHARGES AND RELATED MATTERS) (SECOND AMENDMENT) REGULATIONS 2012.
1) MS I/c WRPC informed the WR Power Committee that CERC vide
notification dated 05th March 2012 have issued second amendment to Central
Electricity Regulatory Commission (Unscheduled Interchange Charges and Related
Matters) Regulations, 2009 and now referred to as Central Electricity Regulatory
Commission (Unscheduled Interchange Charges and Related Matters) (Second
Amendment ) Regulations, 2012.
2) The major changes in this amendment w.r.t. regulation 2009 as tabulated

2) MS I/c WRPC informed the WR Power Committee that as per the new
regulations there is a change in the treatment of the infirm power injected
into the grid by a generating unit during testing and prior to COD of the
unit where the main fuel used for such generation (as specified in the
Schedule “A” of the Regulation) is required to be furnished by WRLDC
from the date of effect of these regulations. The matter was discussed in
the 61st CCM where WRLDC agreed to provide the above data.
3) Further he informed that as per the new Regulations, the charges for Inter-
regional UI Exchanges between the two asynchronous regions are
required to be computed by the respective Regional Power Committees,
based on UI rates as per the frequency of the respective Region and the
amount to be settled for the inter-regional exchanges shall be average of
the UI charges computed for the two regions by way of such inter-change.
Accordingly WRLDC is required to provide the frequency of SR also. The
matter was discussed in the 61st CCM where WRLDC agreed to provide
the above data along with UI data.
4) Further MS I/c WRPC informed to the WR Power Committee that a writ
petition no. 8509 & 8510/2012 dated 31.03.2012 was filed by Tamil Nadu
in the High court of Jurisdiction of Madras and the Hon’ble High Court of
Madras has ordered a stay on the Unscheduled Interchange Charges and
Related Matters (Second Amendment) Regulations, 2012 and on (First
Amendment) of Central Electricity Regulatory Commission (Indian
Electricity Grid Code) Regulations, 2010.
WR Power Committee noted the changes incorporated in the amended UI & IEGC regulation. The UI and IEGC regulations which were in force prior to the above amendments would continue till stay is vacated or any other direction of the Hon’ble High Court are received.
ITEM No.3 Requirement of additional Reactors:

1) Member Secretary I/c , WRPC stated that in the 33rd Standing Committee on
Power System Planning in WR held in October 2011, for containing high voltages
during off-peak conditions in Western Region following ten reactors were
recommended and approved in the 19th WRPC meeting subsequently.

It was decided in the above SCM that WRPC along with WR constituents
would carry out study to assess the additional reactive compensation requirement
including sizing of dynamic compensation in Western Region network.
2) He further informed that the necessary studies were carried out by WRPC
Study Group and a meeting of the Study Group of WRPC along with CEA
and POWERGRID representatives was held on 16.04.2012 at WRPC
Mumbai.
3) To curtail the high voltages to some extent, the WRPC Study Group
recommended additional reactors at 17 locations using the principle of
sensitivity and judgment based base case and data furnished by PGCIL.
4) The matter was discussed in the 34th SCM and out of the list of 17 reactors
proposed by WRPC Study Group, reactor of 125 MVAR at
Aurangabad(MSETCL) was dropped, 125 MVAR at Gwalior(PGCIL) was
recommended, at Jetpur 63 MVAR was proposed instead of 125 MVAR
and at Damoh 80 MVAR was proposed instead of 125 MVAR.
5) Further at Itarsi considering space constraints, two 50 MVAR existing
reactors would be removed and used as spare for WR and two 125 MVAR
reactors installed instead.
6) With the above changes the final list of additional 17 (seventeen) nos. 400
kV bus reactors recommended by 34th SCM is as follows:

WR Power Committee agreed to the above. ITEM No.4: SIGNING OF PPA/TSA FOR RGPPL POWER (FOR 5% ALLOCATED
CAPACITY) AND ITS SCHEDULING
1) MS I/c WRPC informed the WR Power Committee that the matter was
discussed in the 19th WRPC meeting held in February 2012 wherein Goa
Electricity Department had intimated that they were in the process of
opening the LC with RGPPL and MSETCL would be able to complete the
formality by mid-March 2012. Goa had requested RGPPL to schedule
power from 1st March 2012 pending opening of LC as above.
2) Subsequently Goa Electricity Department vide their letter
No.101/01/CEE/Tech/23 dated 09.04.2012 intimated that the requisite
formalities were completed. Accordingly, WRPC Sectt. vide letter
WRPC/Comml-I/6/Alloc/2012/3567 dated 09.04.2012 intimated entitlement
details to WRLDC to facilitate scheduling of RGGPL power to its
beneficiaries commencing 1% portion of the RGPPL power allocated to
Goa w.e.f. 10.04.2012.
3) Subsequently, MSETCL vide letter no MSETCL/CO/C.E.-STU/Goa/T-
057/5452 dated 19.04.2012(copy enclosed at Annexure-4) intimated that

Electricity Department, Goa has opened an LC for three months only (up
to 30th June 2012) and opening a revolving LC is needed.
The matter was discussed during the WR Power Committee meeting where RGPPL
representative also informed that revolving LC is required to be opened in favour of
RGPPL by Goa so that there will be no problem in future.
WR Power Committee suggested continuing the scheduling of RGPPL power to Goa as present LC is valid up to 30th June, 2012 meanwhile MSETCL and RGPPL may take up the matter of opening of revolving LC with Goa Electricity Department. ITEM No. 5: EVACUATION OF POWER FROM KORBA STPS-III OF NTPC.
1) MS I/c WRPC informed that in the matter of evacuation of power from Korba
unit 7 of stage III of NTPC station after declaration of commercial operation
(COD) of the unit till commissioning of the identified 400 kV Raipur-Korba D/c
line, Hon’ble CERC vide para no 32 of order dated 6.9.2011 in petition no
122/2011 has directed as follows:

“In view of the foregoing discussion, we have come to the conclusion that the
petitioner is bound by the terms and conditions of the BPTA and the Implementation
Agreement signed by it with the CTU. However, after allocation of power from
Korba-III by Government of India, Ministry of Power to the western region
beneficiaries and execution of PPAs by the petitioner, the western region
beneficiaries have become long term customers by operation of Regulation 2(1)(m)
of the Connectivity Regulations. The long term customers have right to schedule
power on long term access from Korba-III on the available spare capacity and such
scheduling shall have priority over the medium term open access and short term
open access. The ATS for Korba-III was declared under commercial operation with
effect from 27.6.2011. Consequently, scheduling of power from Korba-III for the
period from 21.3.2011 to 26.6.2011 on the existing transmission capacity shall be
deemed to have been made on long-term access. The energy and UI accounts shall
be revised and settled accordingly. “

2) He further stated that in the 18th WR Power Committee meeting held on
1.10.2011, WRLDC had agreed to refund whatever charges collected by
WRLDC from all the constituents on account of short term scheduling of
power from Korba-III.
3) In order to implement the above order of Hon’ble Commission, WRLDC have
submitted the 15-minute block-wise data viz DC of unit no 7 of Korba-III,
entitlements of beneficiaries of Korba-III, their Long-Term schedules from
Korba-III and related data necessary for preparation of revised energy and UI
accounts data on 08.02.2012. Accordingly, the REAs have been revised on
30.03.2012.
4) The revision of UI is under examination as on examination of the revised
REAs it was observed that the revised schedules submitted by WRLDC
remained unchanged and there would not be any change in
payable/receivables on account of this for the above period. Hence the
revision of UI A/c’s was not issued.
5) MS I/c WRPC informed that in the 61st CCM, while discussing examination of
the revision of UI, beneficiaries expressed that during few occasions they
were unable to revise the schedules since the schedules were treated as
STOA and any revision of the requisitioned schedules would not have been
effective before expiry of a minimum period of two (2) days and not from the
fourth time block as in case of LT schedules. Conversion of STOA schedules
of beneficiaries to LTA schedules without any change in schedules due to
revision of DC (as available in LTA schedules) have deprived the
beneficiaries to avail the benefit of revision of schedules due to revision of DC
which otherwise would have been available had the schedules been treated
as LT schedules.
6) He informed that the Commercial Committee suggested forming of a small
group comprising of members from constituents, NTPC & WRLDC who would
look into such instances and the practicability of implementing post-facto
revision of schedules and give its recommendation accordingly.
7) The group met on 14.05.2012, and it was decided that NTPC would submit
following data for the period 21.3.2011 to 30.6.2011 for revision of schedules,

(i) date and time of tripping of Korba-III unit
(ii) declared date and time of restoration of the unit
(iii) actual date and time of restoration of the unit
(iv) DC prior (at the time of tripping)
(v) DC after restoration (at the time of restoration of the unit).
NTPC agreed to submit the data within two to three days. On receipt of data the
same would be circulated to the beneficiaries for validation. The validated data
would then be submitted to WRLDC for revision of schedules.
During the WRPC meeting WRLDC and PGCIL representatives informed that a
petition has been filed with Hon’ble Appellate Tribunal against the above order by
PGCIL. Committee expressed the view that since there is no stay on Hon’ble CERC
order, the CERC directives could be acted upon so that the dues are settled.
MPPMC requested to issue the revised UI account in defined time frame preferably
before next WRP Committee meeting to be held in September 2012, which was
agreed by the WRP Committee.
WR Power Committee discussed the matter and recommended that as per CERC order, revision of UI A/c’s shall be carried out by WRPC on receipt of revised data from WRLDC.
ITEM NO.6: CERTIFICATION TO NTPC FOR THE DEEMED GENERATION DUE TO GAS SHORTAGE AT ITS KAWAS & GANDHAR GAS BASED POWER STATIONS FOR THE PERIOD PRIOR TO AUGUST 1996
Background: The issue was discussed in the 19th meeting of Commercial
Committee of WREB held on 30.01.1997. The extract of the minutes of 19th
Commercial Committee Meeting confirmed in 20th Commercial Committee Meeting is
as below.

“WREB stated that for the past period, for which there was no data with WREB, the data would be collected from NTPC. SEBs had no objection for the collection of data. ”

The issue was also deliberated in 28th CCM and it came for deliberation during 114th
WRE Board meeting held on 22.11.2000 at Mumbai while deliberating, deemed
generation benefit to NTPC for non-availability of gas and disincentive payable by
NTPC for Gas Power Stations (GPS). The same is reproduced below:

Member Secretary, WREB stated that the matter to pass on the disincentive credit, if any, to WR beneficiaries for NTPC's Gas Power Stations beyond 31.3.98 as per the decision of CEA was taken up during 28th Commercial Committee Meeting held on 25.7.2000. During the meeting NTPC were requested to pass on the disincentive to WR beneficiaries as above. NTPC did not agree to pass on disincentive until deemed generation due to gas shortage was certified for the entire period up to 31.3.98. It was clarified to NTPC that as per the decision of CEA, the deemed generation benefit on this account could not be permitted for the period prior to 1.8.1996 until the SEBs agreed to it. The issue was deliberated in the meeting and the WR beneficiaries did not agree to this. Further, the beneficiaries expressed that the inclusion of disincentive amount as income by the NTPC was resulting higher amount of Income Tax recovery from them by NTPC. NTPC vide letter no 01:CD: 202 dated 2.9.2000 had again requested beneficiaries to agree for allowing the deemed generation benefit due to non-availability of gas for the period prior to 1.8.1996.
Member Secretary, WREB further stated that the matter of permitting the deemed generation benefit prior to 1.8.96 due to shortage of gas in respect of NTPC gas stations was discussed in the TCC Meeting. TCC agreed to permit deemed generation benefit for the period from 1.8.96 to 31.3.98 and requested NTPC to pass on disincentive credit beyond 31.3.98 to the WR beneficiaries as per CEA guidelines. NTPC still insisted permission of deemed generation benefit prior to 1.8.96 also based on data available with NTPC, which TCC did not agree.

GM (Commercial), NTPC stated that CEA had in principle decided to extend deemed generation for low gas supply vide their letter 29.11.95 and modalities of deemed generation certification were finalised vide CEA letter dated 27.7.96. It was subsequently clarified by CEA vide their letter 29.1.98 that this benefit will be available only up to 31.3.98. For implementing this decision of CEA, certification by WREB for deemed generation due to gas shortage was necessary. As the modalities for certification were finalised in 1996 necessary details regarding the station generation and gas availability were sent to WREB from 1.8.96 onwards. Based on these details WREB had compiled deemed generation and had forwarded to CEA for issue of necessary deemed generation certificate. However, for the period, prior to 1.8.96 these details were not available with WREB and it was clarified by CEA that certification can be made by WREB based on details submitted by NTPC provided SEBs agreed to it. The required details were available with NTPC for both Kawas and Gandhar GPS. NTPC requested the beneficiaries to agree for deemed generation certification for the period prior to 1.8.96.
The issue was discussed in detail. Member (Adm), GEB stated that the SEBs cannot be made responsible for sharing the loss incurred by the NTPC for non-supply of gas to it from the agency with whom NTPC had the gas supply-contract. GM (Comml), NTPC requested that loss of generation due to non-availability of gas for the period prior to 1.8.96 could be quantified by WREB based on the data available with NTPC. Chairman MSEB stated that this exercise could be done to visualize extent of loss to SEBs but the quantification thus made shall not be treated as certification unless Board gives concurrence to the same.

The loss of generation due to short supply of gas was calculated by WREB in
respect of Kawas GPS and Gandhar GPS for the period 01.08.1996 to 31.03.1998
and communicated to GM Division CEA by WREB.
NTPC had submitted its data on the deemed generation on account of non-
availability of gas for the period till 31.07.1996.

The representatives of the WREB visited the NTPC’s generating stations of Kawas
and Gandhar on 06.12.1999 and 07.12.1999 for verification of the data furnished by
NTPC.
After verification of the data at NTPC’s generating stations by WREB, the following
was intimated by WREB to GM division CEA vide letter dated 31st December 1999:-
(i) For the period 1992-93, deemed generation certification for Kawas
GPS is not required as the station got performance award.
(ii) The loss of generation for the period April 1993 to July 1996 in respect
of Kawas GPS and March 1995 to July 1996 for Gandhar GPS, the
verified data was available with WREB.
Discussion: MS I/c WRPC informed that CEA vide letter No.1/WR/Cor/GM-12/273
dated 26.03.2012(enclosed at Annexure-6.1) have intimated that the matter
regarding certification to NTPC for the deemed generation due to gas shortage at its
Kawas & Gandhar gas based power stations for the period prior August 1996 was
discussed by the Authority at its special meeting held on 19th March 2012 and
decided that the data received by WRPC secretariat from NTPC for loss of
generation due to shortage of gas for the period prior to August 1996 be placed again in the next WRPC meeting before submission to CEA for certification.
He informed that the matter was discussed in the 61st Commercial Committee
Meeting, and the constituents were requested to give their observation on data
placed at Annexure-6.2 of the CCM agenda. GUVNL, MSEDCL, MPTRADCO and
CSPDCL consented for the above data and accordingly the data for loss of
generation for the period April 93-March 94, April 94-March 95 and April 95-July 96
for Kawas and for the period April 94-March 95 and April 95-July 96 for Gandhar was
consented by the Commercial sub-Committee.
During WRP Committee meeting MS I/c WRPC informed that in the TCC meeting
held on 17th May 2012 constituents have agreed to the verified data part for loss of
generation and TCC had recommended that while forwarding the verified data to
CEA, comments of constituents shall also be communicated to CEA.
Chief General Manager Commercial, MP Power Management Corporation Ltd. stated that at the time of commissioning of Gandhar Power Station NTPC had taken commitment from all the constituents for 80% minimum take off of gas. The prime

responsibility of arranging the gas rested with NTPC so if there was no gas at all there is no question of deemed generation as the responsibility of arranging the gas rested with NTPC. Chairman, WRPC stated that it is a contractual agreement between various constituents and emphasized that WRPC as a forum has no business to get into a contract and pass any comments on the contract. If NTPC so desires it may seek a certificate on deemed generation only to the limited extend that whether technically the machine was available or not when gas was not available. As a neutral body they may get that but, while issuing such a certificate, the WRPC must put a very clear legal rider that this in no way shall impact the contracts between various constituents. No one should pass comment on a contract rather, one can best say that there was no gas and this is the loss in generation technically. WRPC Committee consented for forwarding the verified loss of generation
data in respect of Kawas & Gandhar Gas Power Station for the period prior to
August 1996 to CEA with a very clear legal rider that this in no way shall impact
the contracts between various constituents.
ITEM No. 7: LILO of 220kV Raigarh(CSPTCL) - Budhipadar(ER) line at
400/220kV Raigarh(PG) and LILO of Korba-Budhipadar 220kV S/C line (owned by CSPTCL) at Naharpalli 220kV S/S (WR)
Background: The following proposals were discussed by the Standing Committee of
ER on 8.02.12 :
1. There are 3xS/C 220kV lines between Korba(E) and Budhipadar(ER), one circuit
owned by PGCIL and two circuits are belong to Chhattisgarh (CSPTCL). One of the
CSPTCL’s circuit was already LILOed at 220kV Raigarh S/S (CSPTCL) forming
220kV Budhipadar-Korba(E)-Raigarh(CSPTCL) line. The present proposal is for
LILO of 220kV Raigarh (CSPTCL)- Budhipadar section of the Budhipadar- Korba(E)-
Raigarh (CSPTCL) line at 400/220kV Raigarh(PGCIL), which would provide 3rd
220kV inter-connection between Raigarh (CSPTCL) – Raigarh (PGCIL) (one 220kV
Raigarh (PG)- Raigarh (CSPTCL) D/C already exists) to ease the over loading in the
220kV Raigarh (CSPTCL) - Raigarh ( PGCIL) section.
2. Chhattishgarh (CSTPCL) in WR proposed for LILO of 220kV Korba(E)-
Budhipadar S/C (second line of CSPTCL) at Naharpalli CPP (2x45MW+
1x80MW=140MW) of M/s Monnet Ispat and Energy Ltd (MIEL) as an interim
arrangement for evacuation. When their approved 220kV Naharpalli CPP – Raigarh
(CSPTCL) D/C line would be completed, the proposed LILO would be removed to
restore the 220kV Budhipadar - Korba(E) line. OPTCL representative stated that in

case of LILOing the line at Naharpalli, the existing 220kV Budhipadar- Tarkera D/C
line would be over loaded, and they were not agreeable for the said LILO. ERLDC
participant suggested that the Korba-Raigarh(CSPTCL) section of the same 220kV
Budhipadar- Korba(E) circuit, which is proposed to be LILOed at Raighar(PG), may
be further LILOed at Naharpalli, the line diagram is enclosed at Annexure -7.
Accordingly, it was opined that the views of the ER constituents could be taken up
with CSPTCL and WRPC.
Member secretary, ERPC, vide letter dated 25.04.2012 have intimated the above
position to WRPC Secretariat to discuss the same in ensuing WRPC meeting.
The issue of LILO of Korba(E)-Budhipadar circuit which is already LILOed at 400/220
kV Raigarh (PG) at Naharpalli has been referred to standing committee of system
planning of CEA.
TCC Discussion:
In the TCC meeting, Member Secretary, WRPC intimated that as per the discussion
of 34th SCM held on 9th May, 2012 LILO of 220 kV Korba(E)-Raigarh (CSPTCL) at
Naharpalli was dropped by CSPTCL and LILO of 220 kV Raigarh(CSPTCL)-
Budhipadar at Raigarh(PGCIL) was agreed.
WRLDC stated that there were several system constraints in that region and
accordingly the following points may be taken into consideration:
(a) If LILO at 220 kV Raigarh(CSPTCL)-Raigarh(PGCIL) is agreed, then
additional ICT at Raigarh(PGCIL) is required, else it will endanger system
security.
(b) Possibility of taking the power to newer substation like Raita may be explored.
(c) 400 kV Korba-Birsingpur line should be put in operation, so as to make the
system in that area (n-1) compliant.
(d) ER concerns were also agreed by WRLDC
MS, WRPC stated that the limited point is to inform the TCC/WRPC of the decisions
taken in the 34th SCM. Any further exploration may be taken up in the next SCM.

PGCIL stated that Naharpalli proposal was dropped by CSPTCL and LILO at
Raigarh was agreed. However in view of operational issues, the matter can be
discussed again in the next SCM.
WRPC discussion:
MD, CSPTCL intimated that the apprehension of power rushing to 220 kV circuits
and above is not correct as Monet is a consumer and most of the power would go to
132 kV network. He requested that this may be also discussed in TCC again. MS I/c
WRPC informed that Naharpalli portion was dropped by CSPTCL in the
SCM(Minutes of which are yet to be received. However if CSPTCL have any
rethinking and operational issues as pointed out by WRLDC, the issue may please
be referred again to SCM and outcome can be put up to next TCC/WRPC.
WRP Committee noted as above. ITEM No. 8: ENERGY TRANSACTION BETWEEN WR & SR. SRPC vide letter SRPC/SE-I/2011/8478-79 dtd. 25.10.2011 have indicated amount
payable/receivable on various energy transactions done during October 2001 to
December 2002 between WR and SR. WR Constituents were requested vide WRPC
letter No WRPC/Comml-I/4/Corr/2011-1750 Dtd. 11.01.2011 to intimate the status on
liquidation of dues. Committee felt that other WR constituents may work out their
dues and forward the same to WRPC at the earliest, before convening a meeting
with SR constituents.
The views expressed by members in the 60th CCM were communicated to SRPC
vide letter No. WRPC/Comml-I/ABTREA/2012/330 Dtd.19.03.2012.
A meeting of Western Region & Southern Region constituents to discuss the
outstanding payment position in respect of energy transactions between WR & SR
for the period prior to December 2002, was held at Mumbai on 10th April 2012.
The brief outcome of the discussions and decisions taken in the meeting are as
follows :
1) It was decided that the period of amounts payable/receivable from
October 2001to December 2002 be divided into three time frames viz.
Outstanding upto August 2001(during this period Maharashtra was

nodal agency for WR & Andhra Pradesh was nodal agency for SR),
September 2001 to July 2002(during this period transactions took place
bilaterally) and August 2002 to December 2002 (during this period
transactions took place through PTC).
2) Upto August 2001 when Maharashtra & AP were nodal agencies for
WR & SR respectively a letter of MSEB was circulated giving the status
of the payable/receivable account in respect of WR-SR transactions for
reconciliation. It was informed by AP representative that the account
was reconciled in 2005 with MSEB and the signed reconciled
statement is available with them. The same would be made available
within a fortnight to other constituents. The signed statement of MSEB
will be treated as final settled statement for that period.
GUVNL representative informed that the accounts between MSEB &
Gujarat for the above period have been settled bilaterally. Pondicheri
representative informed that there is no due (payable or receivable) to
be settled for the above period by Pondichery. AP representative
informed that they had paid Rs 19.44 Crore reflected as receivable
which is to be confirmed. It was decided that the settlement of
accounts for the period be taken up from these signed reconciled
account statement.
3) For the period October 2001 to August 2002.
GUVNL representative informed that an excess amount of Rs
10,57,227/- had been paid by GUVNL to TNEB. TNEB agreed for the
same and agreed to take care of this amount in final settlement.
Pondichery representative informed that the data of GUVNL is not
matching with their data for Nov.2001(import energy not matching) and
May-2002 (export energy data not matching). GUVNL representative
informed that they would check the data.
4) PTC was the nodal agency for the period August 2002 to December
2002. It was felt that PTC be involved to resolve the settlement of
transactions took place during the above period. Tamil Nadu
representative furnished the details of payment of @32lakhs made to

PTC which were required to be paid by PTC to MP. However MP
representative told that they have not received the amount.
After settlement, the balance amount was required to be passed on to
Power Grid towards reduction in transmission charges of respective
regions. It is therefore required to confirm with PTC whether the
balance amount left out with PTC was passed to Power Grid.
5) Status of accounts prepared by individual constituents was circulated
during the meeting and the same is enclosed at Annexure- 8.1
6) Constituents were requested to cross check the data (their
consolidated data in respect of payables/receivables with their
counterparts data) enclosed at Annexure- 8.1 . In case the accounts do
not tally with the counterparts the details of such payable receivable be
compiled by respective constituents and sent the same to WRPC and
SRPC, so that the figures regarding payables and receivables would
be firmed in the next meeting, which will be held in last week of May
2012.
It was intimated that accounting with respect to Gujarat & SR constituents has been
settled. For the period when MSETCL was nodal agency for WR constituents & AP
was nodal agency for SR, the statement has been finalised by AP & MSETCL. As
regards to transaction done through PTC the data is yet to be received from PTC.
WRP Committee noted the above developments and recommended for calling a meeting with SR constituents once the receivable and payable figures are frozen and after conformation from PTC about passing on the balance amount to PGCIL.
ITEM No. 9: WIDE AREA MEASUREMENT SYSTEM (WAMS) IN WR Background: In the TCC meeting held on 9.02.2012 and 19th WR Power Committee
meeting the issue of WAMS in WR was discussed. During TCC meeting GM,
WRLDC, POSOCO had intimated that the estimate of 74.138 Crores, would be
raised to approximate Rs 85.64 Crores include communication costs of Rs 11.5

Corers which was not accounted earlier in the estimate. TCC had recommended that
WRLDC shall require to appraise Hon’ble CERC regarding the status of WAMS
Project and the cost estimates through a petition for directives in the matter.
WR Power Committee discussed the matter in 19th meeting held on 10.02.2012, GM
WRLDC,POSOCO explained about the necessity to implement the system in view of
essential nature and complexities involved in day-to-day interconnected grid
operation and is highly advantageous in carrying out activities of monitoring and
analysis of the grid operation. He stated that with the consortium backing out,
estimates being gone much higher on account of additional requirements
recommended by the WAMS group, the funding for the full estimated amount from
PSDF may not be possible. Upon query by the Committee, WRLDC intimated that in
other regions the pilot WAMS facility is being implemented by the RLDCs through
CAPEX plan funds of concerned RLDCs.
The Committee on deliberations resolved that the implementation of the WAMS
facility in the region is an important technical requirement and should be
implemented. GM WRLDC upon query by the Committee intimated that the WRLDC
would be willing to implement the facility in Western Region on similar lines. The
Committee therefore further resolved that the WAMS system may be implemented
by WRLDC through CAPEX funds and upon suggestion by MPPTCL and other
members further resolved that in this implementation process by WRLDC there shall
be no duplication of the facility at any of the locations where WAMS systems would
have been already implemented.
The 19th WR Power Committee had approved for implementing the WAMS Project in
the region by WRLDC through WRLDC CAPEX fund on lines of the above decision
of the Committee.
TCC Discussion: MS I/c WRPC informed the WR Power Committee that a Joint
Meeting of all the five Regional Standing Committees on Power System Planning
was held on 5.03.2012 at Power Grid Corp. of India Ltd., Gurgaon, for firming up the
‘Unified Real Time Dynamic State Measurement (URTDSM) scheme as part of
Smart Transmission Grid development.

On query from Member Secretary (I/C), WRPC during the said meeting, PGCIL
representative informed that the WR WAMS project will be integrated effectively in
URTDSM project on all India basis as stated in the Joint Standing Committee
meeting.
WRLDC informed that two PMUs at Raipur and Bhadrawati have been installed
under the pilot project and additional five to seven PMUs would be installed through
the WRLDC CAPEX fund.
WRPC Discussion: WRPC noted the above TCC discussion. CLD, TPC stated that Mumbai islanding is
very important and as such PMUs for Mumbai should also be included in the
scheme. It was agreed that MSETCL shall examine inclusion of Mumbai for PMU
placements and revert back.
CE, GETCO stated that a copy of the petition of unified WAMS petition filed by
PGCIL should be made available to WR constituents. It was informed by PGCIL that
the petition would be available on CERC web site.
WR Power Committee noted that the WR WAMS project will be integrated effectively in URTDSM project on all India basis as stated in the Joint Standing Committee meeting and also noted installation of PMUs by WRLDC. Further it was decided that MSETCL shall examine inclusion of Mumbai for PMU placements and revert back.
ITEM No. 10: REVIEW OF CRISIS MANAGEMENT PLAN(CMP) OF MINISTRY
OF POWER MS I/c WRPC informed that Chief Engineer (DMLF), CEA vide letter dated
27.04.2012 have intimated that need for regular monitoring of the contingency plan
to ensure the readiness of various utilities in handling the crisis situation was
emphasized by MOP and conducting mock drills by various utilities was discussed.
CEA have advised to conduct at least one mock drill during a quarter by creating
emergent situations to which the plant/installations are vulnerable and furnish the
report to CEA.

Also, CEA is revising the document of CMP of power sector to be submitted to MOP
by June 2012 and requested Member Secretary to advise the utilities (including
private sector) to forward their views/suggestions to CEA for incorporating in the
revised document.
The matter was discussed in the TCC and TCC recommended that a group of WR
constituents & CEA representative would be formed to finalise the modalities for
carring out the mock drill in the sensitive plans & installations etc. Regarding the
preparation of draft CMP by CEA to be submitted to MOP, constituents were
requested to give their comment/suggestion.
WRP Committee noted as above. ITEM No. 11: PROCUREMENT OF COMMON SOFTWARE PSS/E BY PGCIL
MS I/c WRPC informed that PGCIL vide letter dated 26.03.12(copy enclosed at
Annexure – 11) have intimated that since 1995 CEA, POWERGRID, NLDC and
RLDCs had been using PSS/E software for carrying out various basic and advanced
level power system studies. Implementation Committee for PoC and PGCIL had felt
necessity to have common software platform and recommended the procurement of
PSS/E software so as to facilitate seamless data exchange and enable capacity
building exercise of all the stakeholders. Member (PS), CEA have also
recommended procurement of PSS/E software for members of the Implementation
Committee. Vide letter dated 16.11.2011 POWERGRID proposed to procure the
latest version of PSS/E having modules for load flow, short circuit and dynamics
through its internal resources for all the utilities in the power sector. POWERGRID
requested that nomination of nodal officer to deal with the other aspect related to
software, such as acceptance of receipt , training, signing of license agreement etc.,
in the proper format be submitted by utilities.
During the TCC, PGCIL informed that a total of five licences’, two licenses to STU,
two to SLDC and one to State Regulator instead of total three earlier proposal shall
be considered. Further WRPC was also to get one license. PGCIL have informed
that these shall be supplied by PGCIL on no chargable basis.

Further details of Nodal officers to receive above software from the constituents may
be communicated to PGCIL at the earliest since procurement is at advance stage.
WRP Committee noted that five licenses shall be supplied by PGCIL free of cost as mentioned above and requested constituents to forward the details of concerned nodal officers to PGCIL for necessary action by PGCIL.

14.3 Salaya TPP Essar Energy Ltd.(600MW) has been synchronised on
22.02.2012.
14.4 Unit-1 (45 MW)of BLA Power Pvt Limited at Narsinghpur MP has been
synchronised on 24.02.2012.
14.5 CGPL Mundra UMPP(800MW), has been synchronised on 25.02.2012.
14.6 Mihan TPP(246 MW), Maharashtra, has been Commercial operation
declaration since 29.02.2012.
14.7 Jindal Steel & Power Limited DCPP Plant At Dongaramahua Unit- 4 (135 MW)

intimated that fifth unit of 500MW of Khaperkheda has been put into
Commercial operation w.e.f. 16.04.2012.

ITEM No.15: DECLARATION OF TRANSMISSION ELEMENTS INTO COMMERCIAL OPERATION BY PGCIL
15.1 PGCIL vide letter WRTS-I:COMML:NGP/1120 dtd. 10.03.2012 (copy
enclosed at Annexure- 15.1) have intimated that part of 400kV Korba-Birsingpur TL
(under WRSS-II Set “D” -LILO take off point for Vandana Vidyut TPS) from Location
No.176/0 to Birsinghpur (MPPTCL) has been commissioned successfully and is in
operation from 29.02.2012. Accordingly, the monthly transmission charges of entire
Korba-Birsinghpur Transmission line under WRSS-II Set-D will be payable from
01.03.2012 by concerned DICs as per CERC (sharing of Inter-State transmission
charges & losses) regulation 2010.
MPPTCL vide letter No. 07-05/SG-8A/571 Dtd.15.03.2012 (copy enclosed at
Annexure 15.1(a)) have intimated that 400kV Balco-Birsingpur line was charged and
synchronized on 29.02.2012 at 16:14hrs, whereas 400 kV Korba-Birsingpur line was
idle charged from Korba end on 29.02.2012 only. The line was not synchronized at
Birsingpur end as line reactor at Birsinghpur end has not been commissioned by the
PGCIL so far. Hence this line cannot be treated as commissioned successfully and is
in operation. Since only 400kV Balco-Birsingpur line is operationalised w.e.f.
29.02.2012 and asking for monthly transmission charges of entire Korba-Birsingpur
transmission line from 1st March 2012 by concerned DICs does not seem to be
justified, and hence 400kV Birsingpur-Korba line may be excluded for computing
monthly transmission charges.
In the 61st CCM it was opined that Charging of the line from one end only cannot be
treated as line synchronization for COD of a line .A line is required to be charged and
synchronized with established power flow for treating the line as commissioned and
only thereafter it can declared under commercial operation. Further all the set of
elements associated with it be put in service and the line is made available for
wheeling the power commercially.

The Commercial sub-Committee opined that PGCIL may declare the line into
commercial operation w.e.f. the date of synchronization by putting all set of elements
associated with it in service when line is commercially available for wheeling the
power.
PGCIL informed that the line without reactor was ready by 01st of March 2012 and
the line was ready along with reactor by 01st of April 2012.
It was informed by WRLDC/PGCIL that 400 kV Korba-Birsinghpur line along with the
reactor was first time synchronised from both the end and carried a load of around
30-40MW on 03.04.2012.
It was decided that the line can be treated as fully commissioned on 03.04.2012, and the COD shall be taken from 1st of May, 2012 as per the regulation (i.e. from the 1st day of the next month).
15.2 PGCIL vide letter no. WRTS-I: COMM: NGP/1120 dated 01.03.2012 (copy
enclosed at Annexure -15.2) have intimated that 765 kV Seoni-Wardha Ckt.-II
transmission line under WRSS-II Set-A has been put into regular operation in WR
and the same will be under commercial operation w.e.f. 01st March 2012.
Accordingly, the monthly transmission charges of this element will be payable w.e.f.
01st March 2012 by concerned DICs as per CERC (sharing of Inter-State
transmission charges & losses) regulation 2010.
15.3 PGCIL vide letter no. WRTS-I:COMML:NGP/1126 dated 01.03.2012 (copy
enclosed at Annexure-15.3) have intimated that the following assets under Mundra
Transmission system have been successfully commissioned and declared under
commercial operation w.e.f. 01st March 2012,
765 kV bays at Seoni & Wardha for 765kV Seoni-Wardha Ckt-II TL.
765kV bay for Bus Reactor at Wardha.
Establishment of 765/400kV S/S at Wardha with 3x500MVA ICT-I
765/400kV 3x500MVA ICT-III at Wardha along with bays.
Accordingly, the monthly transmission charges for above assets of Mundra
Transmission system will be payable from 01st March 2012 by concerned DICs as
per CERC (sharing of Inter-State transmission charges & losses) regulation 2010.

In the 61st CCM, MSETCL representative informed that as per their studies there
was no requirement of ICTs at Wardha S/S. The ICTs at Wardha S/S are
unnecessarily increasing the losses in their system. MSETCL was advised to take-up
the issue with Standing Committee.
15.4 PGCIL vide letter No. WR-II/VDR/COML /1645 dated 04/06.03.2012 (copy
enclosed at Annexure-15.4) have intimated that 400kV D/C Mundra-Limdi
transmission line has been charged and synchronized successfully on 29.02.2012
and put into regular operation. With the charging of 400kV D/C Mundra-Limbdi line
as above, contingency arrangement of 400kV Bhachau-Limbdi line is discontinued.
Accordingly, the monthly transmission charges of the above transmission element
will be payable from 01st March 2012 by concerned DICs as per CERC (sharing of
Inter-State transmission charges & losses) regulation 2010.
15.5 PGCIL vide letter No. WRTS-I:COMML:NGP/1145 dated 02.04.2012 (copy
enclosed at Annexure-15.5) have intimated that following elements under WRSS-XI
have been put into regular operation in WR and the same will be under commercial
operation w.e.f. 01st April 2012.
• 765/400kV Bilaspur Pooling Station(Near Sipat) along with LILO of Sipat-
Seoni-Ckt.I with 3x80MVAR Switchable Line Reactor, 3x80MVAR Bus
Reactor.
• 765/400kV, 1500MVA ICT-I&II.
• LILO of 765kV Sipat-Seoni-II at Bilaspur S/s along with associated bays
• 240MVAR Switchable Line Reactor for Seoni_II at Bilaspur S/s alongwith
associated bays.
• Circuit-1 of 400kV Mouda-Wardha D/c line along with bay at Wardha
• 765/400kV 3x500MVA ICT-II at Wardha along with bays.

line bay & 125MVAR Line Reactor at Indore (MPPTCL) on 31.03.2012as per the

Western Region held on 21st Oct.2011 at NRPC. And 19th meeting of WRPC held on
10th Feb.2012. The same has been put into regular operation w.e.f.31.03.2012.
15.7 PGCIL vide letter No. WR-II/VDR/COML /2436 dated 03/04.04.2012 (copy
enclosed at Annexure-15.7) have intimated that 400kV, 63MVAR Bus Reactor along
with associated bays at 400/220kV Shujalpur S/s has been charged successfully on
31.03.2012 and the same has been put into regular operation w.e.f. 31.03.2012.
It was informed by WRLDC/PGCIL that 400 kV Korba-Birsingpur line along with
the reactor was first time synchronised from both the end on 03.04.2012 & 30-40
MW was flown in the line.

GUVNL representative intimated that the tariff for the line at sl.no 6 i.e. LILO of 400
kV Kalwa - Lonikhand 2nd Ckt (MSEB) at Pune (PG) was included in the tariff of
PoC for the period April 2012 to September 2012 and Reliance is getting tariff of this
line from April 2012 i.e. planned date of COD. However the line is not ready till date.
Therefore the tariff collected by Reliance for the above line should be refunded with
interest.
It was intimated that the inclusion of the transmission elements in PoC tariff is being done by NLDC and the refunds would be governed by the procedure laid down in the PoC regulations.

Frequency: During months of January, February March & April 2012, the grid operated in the
IEGC frequency range of 49.5 Hz to 50.2 Hz for 89.66 %, 95.33 %, 95.18 % and
93.68 % of time respectively. The frequencies below 49.5 Hz were from 2.3% to 5.23
% of time during January to April 2012. In higher frequency regime, system
frequency remained above 50.20 Hz for 5.11 %, 1.81 %, 2.52 % and 3.94 % of time
respectively in January, February, March & April 2012. The monthly average
frequency was 49.85 Hz in January 2012, 49.84 Hz in February 2012, 49.85 Hz in
March 2012 and 49.90 Hz in April 2012.
There was no occasions when instantaneous frequency touched 48.8 Hz during
January to April 2012. The detail of frequency profile for the months of January to
April 2012 is placed at Annexure-18.1(a).

Demand : The maximum unrestricted demand of Western Region was 41753 MW, 42818 MW,
42388 MW and 39757 MW in January, February, March & April 2012 respectively, as
compared to 41315 MW, 42060 MW 42398 MW and 41249 MW during the same
months last year respectively. The region faced capacity shortage in the range of
1800 MW to 6200 MW (peak deficit of 4.50 to 14.83%) respectively during these
months. The per day energy requirement during January, February, March & April
2012 was 835.64 MUs, 869.87 MUs, 836.41 MUs and 829.27 MUs respectively. The
details of unrestricted peak demand, demand met and energy requirement and
availability are as furnished at Annexure-18.1 (b). 18.2 Voltage Profile 18.2.1 Overall voltage profile had been satisfactory during the period under review.
However, instances of low and high voltages beyond the IEGC specified operating
range were observed at some of the EHV sub-stations in the region. Minimum
voltage of 378 kV was noted on 14th January 2012 at 400 kV Gwalior substation.
Higher voltages in the range of 423 kV to 437kV were noted at Asoj, Kasor, Indore,
Dhule, Karad, Bhilai, Jetpur, Bina, Nagda, Itarsi, Khandwa and Gwalior substations.
To contain high voltages WRLDC resorted to opening of lightly loaded EHV lines on
certain days. The detail of voltages at important 400 kV and 765 kV sub-stations for
the months January 2012 to April 2012 is placed at Annexure- 18.2.1. In order to
control incidences of high voltages during low load periods, installation of reactors at
following locations as planned by various utilities is in the process as per following
schedule:

ITEM No. 18.2.2 : IDENTIFICATION OF NON-ISTS LINES CARRYING MORE
THAN 50% INTER STATE POWER: The matter was discussed in the earlier CCM and WRPC meetings and following
possible approaches were identified for adopting in determination of these non ISTS
lines:
1) Average Participation method 2) Use of with & without approach 3) Hybrid Methodology 4) Identifying on the basis of displacement of power The above proposed approaches were discussed in the Study Committee meeting
held on 13th January 2012 and it was felt that results of the 4th approach be
circulated amongst the constituents. The first and third methodologies are known
and were used for determining the PoC charges. The second method does not seem
to be practical solution for the above issue.
In the 19th WRPC meeting Committee suggested that WRPC Secretariat may
prepare a draft approach paper which will indicate the non-ISTS lines through the
load flow study using at least two approaches which may be circulated to the
constituents for perusal and comments. Necessary study is under progress.
It may be informed that the matter was also discussed during third Validation
Committee and Hon’ble CERC representative was of the opinion that an unified
approach is required be adopted for identification of these lines and also CEA may
be involved to arrive at the unified approach.

and results will be forwarded to constituents for their comments/suggestion in a
fortnight time.

18.3 AUFLS Performance. The month-wise details relating to performance of AUFLS scheme in Western
Region during the period January 2012 to April 2012 in terms of quantum of load
relief obtained and number of occasions the UFR operated is at Annexure-18.3.
WRP Committee noted as above. ITEM No.19: ANTICIPATED POWER SUPPLY POSITION IN WESTERN
REGION FOR THE PERIOD FROM MAY 2012 TO JULY 2012
The anticipated power supply position in the region for the period from May 2012 to
July 2012 is at Annexure-19. The period under consideration consist of Summer
season and beginning of Monsoon season. The demand during the month of May
will be peak & will start decreasing from 2nd week of June 2012. The anticipated
regional demand is likely to vary between 39420 MW to 42850 MW and the capacity
shortage will around 11.60 %. In terms of energy, the unrestricted requirement is
expected to range from 24500 MUs to 27380 MUs with regional energy deficit of the
order of 5.40 % to 6.20 %. The anticipated Peak demand shortage of 550 to 700
MW in Gujarat, 40 to 50 MW in Chhattisgarh, 3600 to 3800 MW in Maharashtra, 260
to 810 MW in Madhya Pradesh, 45 to 55 MW in Goa, 40 to 50 MW in DD & 20 MW
to 35 MW in DNH is likely to prevail.

BUILDING
In the 18th WRPC meeting, it was decided that the available amount in R & M Fund
may be transferred to PGCIL who shall maintain a separate account and till R & M
contract is finalized the funds be kept in a FDR and interest earned may also be
credited to this R&M fund after deduction of taxes at source etc. The funds

accumulated at WRPC Secretariat's account i.e. Rs.47207494/- +50/- (RTGS
charges) have been transferred to PGCIL on 22.02.12.
During TCC meeting held on 09.02.2012, PGCIL intimated that tendering for the
subject work had been initiated and technical bids were opened. PGCIL vide letter
No. WRTS-I/ENGG/WRPC/2012/561 dated 18.04.2012 ( copy enclosed at
Annexure-20 ) have intimated that after evaluation of the successful bids, the
evaluated amount of the L-1 bidder is Rs.88268045 including other charges as
shown in PGCIL letter dated 18.04.2012 is 11.17 % above the estimated cost.
Superintending Engineer(Comml. & Ser.), WRPC stated that the meeting of sub-
committee on R&M was held on 17.05.2012 at Indore. The sub-committee on R&M
has recommended following for approval of the WRP committee:-

deleting (1) curtain with decorative rods, (2) planter box (18”x18”) and (3)

earlier approved cost of Rs 7,75,29,481/- i.e. 9.96% higher. This includes
estimated 10 % price variation, which was not included at the time of
preparing cost estimates.
4. Further fund requirement on account of increase in cost may be called in third
installment.
Western Regional Power Committee gave its approval for revised cost
and its sharing by members. PGCIL may take up the renovation work at WRPC.
Superintending Engineer (Comml. & Ser.), WRPC informed that subject matter
of setting up of disaster recovery centre of CEA at WRPC, Mumbai was also
discussed in the sub-committee on R&M. The Sub-Committee observed that WRPC
building does not have sufficient space as well as infrastructure and structural

strength for a DR site and cannot host DR Centre; Member Secretary (I/c) WRPC
may identify and suggest any space within the compound but outside the existing
building considered under R & M for creation of DR Centre for which expenditure of
any civil/ electrical work is to be met by CEA.
Western Regional Power Committee agreed with the observation of the Sub-
Committee on R&M.
ITEM No. 21 : PROPOSAL FOR DAMPING CONTROLLERS IN HVDC
GM, WRLDC intimated vide letter No WRLDC/OS/1517/12 dated 03.05.12 that on
several occasions oscillations have been reported from Ramagundam (NTPC)
Generating station whenever the power flow from western region to southern region
through HVDC Bhadrawati was increased to 900MW and above and were also
appears probably on WR side but not reported. Electromechanical oscillations need
to be properly damped out for secured operation of power system. For that the mode
of oscillations need to be identified through proper analysis. However oscillation
modes were not known due to non-availability of the required higher sampling rate
data with the existing infrastructure.
In March 2012, two PMUs have been installed (one at Bhadrawati and other at
Raipur on 400 kV Bhadrawati-Raipur circuit 1) along with a PDC at WRLDC Mumbai
as a demonstration test project. Now high resolution data @ 25samples/sec is being
recorded at WRLDC through PDC. From the analysis of PMU data, it was evident
that oscillations are clearly captured when the HVDC power order is increased to
900MW and oscillations are prominently observed at Bhadrawati end. Oscillations
(intra-plant mode 1.2Hz to1.953Hz) were observed in WR grid which indicates that
these oscillations were not damped out by the existing HVDC controllers of
Chandrapur- Padghe HVDC at Chandrapur and TCSCs at Raipur.
GM WRLDC requested the following:
1) To monitor the modes of the oscillation and actions taken by the Damping
controllers at 500 kV Chandrapur-Padghe HVDC (MSETCL) and Bhadrawati
HVDC (PGCIL) and TCSC at Raipur (PGCIL)

2) Then based on the above necessary actions to damp out oscillations can be
taken
3) MSETCL stated that PMU data observed by WRLDC may be shared with
them so that they can take up with ABB (the manufacturer)
4) PGCIL informed that TCSC was commissioned to damp inter area oscillations
between WR and ER
5) GM WRLDC clarified that while several oscillations are getting damped out,
1.2 – 1.9 Hz are persisting for some time.
6) SE(O), WRPC informed that as per the information made available to them
during grid disturbance and transient stability studies conducted during the
analysis of the disturbances, TCSC was initially tuned to damp out 0.5-0.7 Hz
inter area oscillations between ER and WR only when the quantum increases
beyond 20 MW and further it was modified to 0.3-0.5 Hz during regional
interconnections with NR. As such 1.2 – 1.9 Hz was unlikely to be damped by
TCSC. He further requested to bring this to the notice of OCC or Study
Committee as it was appropriate forum than SCADA committee.
It was decided that WRLDC shall share the above data of oscillations observed
by them with MSETCL and PGCIL and actions of the above controllers at that
time shall be studied before deciding the further course of action.
MSETCL assured WRLDC that whatever appropriate action is required on HVDC
Chandrapur-Padghe shall be taken.
WRP Committee noted as above. ITEM No. 22: AUTOMATIC METER READING OF ENERGY MEATERS
GM, WRLDC intimated vide letter No WRLDC/OS/1517/12 dated 03.05.12 that in
11th WRPC meeting held on 25th September 2009 at Raipur, it was agreed by all the
members that Automatic Meter Reading (AMR) need to be implemented in WR
considering rapid growth in transmission system and generating stations . During the
discussions it was suggested by the members that initially at 3-4 locations the AMR
scheme shall be installed at free of cost and based on the experience the decision
for implementation of the same for all locations will be taken later on.

In line with the above decision M/s KalkiTech had done a pilot project at Seoni S/S of
POWERGRID. Before this M/s BPL had also done a pilot project at Seoni S/S.
AMR is need of the hour and all other regions have already gone ahead with
implementation of the same. It proposed that the AMR project may be implemented
in WR by POWERGRID for all the locations presently metered by WRLDC and used
in Energy Accounting by WRLDC/WRPC.
GM, WRLDC intimated that ER constituents authorized PGCIL to procure the AMR
and the cost would be borne by constituents. The modalities of sharing the cost are
under consideration. The ER/NR model can be followed by WR for funding.
TCC Chairperson shared some of the practical difficulties experienced by Maha
Discom during/after implementation of AMRs for the benefit of TCC especially
communication issues involved in AMR & requested for taking into consideration
while implementing the AMR in the WR grid.
TCC recommended that PGCIL shall prepare a draft proposal and revert back.
WRP Committee decided that the agency/constituent requiring such facility shall include the funding of the facility in their ARR.
ITEM No. 23: MEMBERSHIP OF WRPC
23.1 Government of India, Ministry of Power under the provision of Section 2,
Subsection 55 of the Electricity Act 2003 vide its resolution F.No.23/1/2004-R&R
dated 25.05.2005 and subsequent amendments dated 29.11.2005 and 9th May 2008
published in the Gazette of India established the Western Regional Power
Committee in place of erstwhile Western Regional Electricity Board.
23.2 Shri Ajoy Mehta, IAS, CMD, Maharashtra State Electricity Distribution is
Chairman of WRPC for the year 2012-13 and Shri U G Zalte, Director (Operation)

24.1 Procurement of RTUs for SSP : GM, WRLDC stated that the cost of
the SSP project is being shared by the WR constituents. Since SSP is an important
generating station in WR, data is required to be acquired from this station through
SCADA for which two nos of RTUs are to be installed. However due to
administrative issues NCA is unable to provide these RTUs. Member NCA stated
that the RTUs were required to be provided under ULDC scheme. However SSP
have been left out. PGCIL representative stated that the RTUs can either be
procured on deposit payments by constituents or the same can be included in one
of the WR-II transmission project.
TCC deliberated on the above issue and recommended for installation of two RTU’s
at SSP and PGCIL may include these RTUs in one of their WR-II transmission
project and the cost be pooled in PoC.

24.2 AMC for Video Projection at SLDC and WRLDC:
TCC recommended that WRLDC can go ahead with AMC of video projection at
SLDC & WRLDC with OEM Barco(Germany) till new ULDC scheme is implemented.

24.3 Metering schemes for Mauda and Vindhachal Stage IV : It was clarified
that Metering and data collection requirements at Mauda and Vindhachal
