Minutes of Transmission scheme progress Review Meeting (TRM)held on 17th April, 2018 at WRPC, Mumbai

The meeting to review ongoing transmission projects in Western Region

was held on 17th April 2018 at WRPC, Mumbai and the list of participants is

placed at Annexure-1.

Member Secretary, WRPC warmly welcomed the participants in the

meeting. He stated that in line with the decision taken in 34th TCC/WRPC

meeting, the TRM meeting is being conveyed on regular basis to closely monitor

& review the progress of ongoing transmission projects in WR. He stated that

the issue of poor participation in last TRM meeting which was held on

09/10/2017 was flagged during 35th WRPC meeting and after detailed

discussion, 35th TCC/ WRPC suggested the constituents to ensure sufficient

participation in the TRM meetings.

Member Secretary, WRPC also stated that during the discussion in this

meeting, the status of progress of ongoing transmission projects related to

Transmission lines, Sub-stations, ICTs, Reactors etc. would be taken and

review of progress would also be made. He further stated that apart from the

reviewing the status of ongoing projects, the other associated issues like

Railway crossing works, ROW related issues, other constraints etc which are

decelerating the planned progress of transmission schemes shall also be

discussed & matter will be addressed at appropriate forum to resolve the

issues. He also mentioned that the deviation in completion target is a matter of

great concern as it may result into idle capital investment of the stake holders.

This happens due to number of factors and one of the major factors

contributing delay in completion of transmission projects is non-readiness of

downstream network. He therefore requested all the utilities to ensure timely

completion of downstream networks so that there is no unnecessary delay in

completion of projects. He informed that CEA is also monitoring the progress of

ongoing transmission projects nation-wide.

He informed that many new Transmission elements at 220 kV, 400kV

and 765 kV level were added to the grid till March 2018. Many Transmission

line projects are under construction at 220 kV, 400kV and 765 kV level in

Western Region. 6262 Ckt-Km , 12345 MVA transfer Capacity, 3588 MVAR Line

Reactors Capacity, 1550 MVAR Bus Reactors, and STATCOM of 675 MVAR at

Solapur & Satana S/s Capacity added from April 2017 to March 2018 in WR

grid. He stated that there are several 765 kV Transmission line are coming in

Western Region.

He also informed that progress of transmission line projects planned by

CEA and CTU are normally in line with the anticipated commissioning dates,

however sometimes there is considerable delay in the completion of

downstream transmission line due to several constrains. This may cause

difficulty in the evacuation of Power and sometimes might limit the

Transmission capability of the existing network. Therefore it is important to

ensure the completion of STU planned downstream networks as per the

timeline of whole project. He also informed that inter regional line of 400 kV

and 765 kV, play crucial role in strengthening of the National Grid and

therefore delay in completion of the same is undesirable. The construction of

several crucial inters regional transmission line projects such as WR-NR, WR-

ER, WR-SR viz. HVDC 800kV Raigarh-Pugalur (Western Region

Portion)(WR_SR), LILO of 765kV S/C Satna - Gwalior T/L at Orai S/S(WR-NR)

and 765kV D/C Banaskantha - Chittorgarh (Part-I) T/L (under green corridor)

(WR_NR), are under progress & expected to commission within targeted date.

He also informed that in line with the Renewable energy target set by

GoI, several Renewable energy generation projects are coming in the Western

Region. Evacuation of this large quantum of renewable energy would become

one of the crucial tasks in near future and therefore new Green corridors are

up coming in the Western Region.

He appreciated the presence of almost all the Transmission agencies in

the meeting unlike last TRM wherein participation was poor due to which many

issues could not be discussed in that meeting. He requested all the agency to

ensure same participation in future TRMs

He once again requested all representatives to actively participate in

meeting, so that issues can be resolved amicably.

With the above opening remarks, he requested Superintending Engineer (Opn),

WRPC to take up the agenda items for discussion.

I Status of progress of ongoing transmission schemes/lines:

Superintending Engineer (Opn.), WRPC stated that the progress of

ongoing transmission schemes under construction which are being executed by

GETCO, MPPTCL, CSPTCL, MSETCL, PGCIL, Adani transmission, Sterlite

transmission & Essar Transmission would be reviewed regularly under

following categories:-

a) Progress of transmission schemes associated with evacuation and system

strengthening scheme for CTU connected Generating Station including

IPP.

b) Progress of interconnected transmission schemes (downstream network)

associated with PGCIL Sub-station and other transmission agencies.

c) Progress of transmission schemes and system strengthening schemes set

up through TBCB projects.

d) Progress of Intra-state transmission schemes.

e) Review of progress of ongoing transmission schemes/lines planned in

Standing Committee meeting.

f) Review of progress of ongoing transmission schemes/lines under green

corridor projects.

SE (Opn), WRPC requested EPTCL to update the present status of

construction of 400kV D/C Mahan Sipat transmission line.

EPTCL( Essar Power Transmission Company Ltd)Representative from EPTCL informed to the forum about the progress of

construction of 400kV D/C Mahan Sipat transmission line. He stated that out

of total 37 route km length of this transmission line, stringing work for the 10

route km is in progress. He further informed that all the required resources

have been mobilized to ensure completion within time. However he informed

that they are facing severe ROW issues for which local administration support

has been taken. He ensured that the 400kV D/C Mahan - Sipat line would be

completed by the end of June 2018.

SE (Opn), WRPC requested ATIL (Adani Transmission India Ltd.) to update

the present status of construction of 400/220 kV Morena sub-station.

ATIL (Adani Transmission India Ltd.)

Representative from Adani Power (ATIL), informed that 400/220 kV Morena

sub-station was planned to complete in March 2018 but considering the pace

the ongoing work, the project is anticipated to be completed in the month of

May, 2018.

SE (Opn), WRPC requested POWRGRID, WRTS-I and WRTS-II to update the

present status of construction of various ongoing transmission schemes

/projects of WRTS-I

POWRGRID, WRTS-IRepresentative from POWRGRID, WRTS-I intimated that target date for LILO of

Lonikhand-Kalwa at Navi Mumbai GIS-JSL/LS Cable would be September

2018. He also intimated that there is severe RoW in construction of 400 KV

Wardha-Aurangabad Line (Upgradable to 1200 kV Voltage Level Regarding

progress of 800 kV Raigarh-Pugalur (Western Region Portion), he informed that

WR portion will be completed by March 2019, earlier against the original target

date of September 2019. He stated that LILO of Korba- Budipadar -CSEB CKT

at 400/220kV Raigarh S/S is still pending. Representative from CSPTCL

informed that he would convey the message to their managements for early

charging. Representative from POWRGRID, WRTS-I also raised the concern of

downstream network at 400/220 kV Pune SS (Talegaon). In reply, MSETCL

representative informed that there is severe ROW issues associated with the

downstream line. Regarding Navi Mumbai 2x315, 400/220 kV downstream

network, MSETCL representative informed that tenderisation is under process.

SE(Opn), WRPC requested all concern STU to take up the issue of delay in

completion of downstream network with their top management so that

constraints can be removed and completion timeline of downstream line of the

STUs can be ensured to match with completion timeline of associated CTU

network In case of severe ROW, STUs could take the help of local

administration of their States to resolves ROW issues amicably among the

stakeholders.

POWRGRID, WRTS-IIGM, POWRGRID, WRTS-II intimated that the Green Energy corridor projects

will be ready as per the scheduled date of October, 2018. However, the

charging of these corridors depends on the readiness of the renewable power in

Bhuj area. He also intimated that renewable power generation in Bhuj area is

not expected before October, 2018. He intimated that the charging of the Green

Energy corridor projects may take longer time than the expected i.e Nov 2018

or further. He raised the concern of downstream network of STU with PGCIL

S/S.

After detailed discussion as recorded above, SE (Opn), stated that the updates

related to ongoing transmission schemes/ projects of STUs is required to be

obtained. For this purpose, he requested all representative to give updated

status one by one highlighting constraints, deviation, anticipated date of

completion etc.

GoaRepresentative from Goa electricity department intimated that the state

department has appointed M/s RECTPCL as PMC Consultant for execution of

the 220KV D/C line from 400KV Colvale substation to 220KV Tuem substation,

220KV D/C line from 400KV Colvale to 220KV Substation at Saligao, 220KV

D/C line from 220KV Cuncolim substation to proposed 220KV GIS substation

at Verna, 220KV D/C line from proposed Sub-station at Verna to the existing

sub-station at Kadamba Transmission lines. Tender is floated on EPC basis.

He also intimated that M/s RECTPCL has been appointed as PMC Consultant

for carrying out the work at 220/110/33KV Gas Insulated Sub-station (GIS) at

Tuem sub-station, 220/33KV Gas Insulated Sub-station (GIS) at Saligao,

220/110/33KV Gas Insulated Sub-station (GIS) at Verna.

MSETCLRepresentative from MSETCL intimated that LILO on 220KV Bhugaon to

Warora–I line for 400KV Warora S/S is facing severe RoW constrains. He also

intimated that work to be carried out under police protection.

He informed about the status of the progress of MSETCL downstream networks

and the same is attached here with as Annexure – A.

MPPTCLRepresentative from MPPTCL informed the status of the progress of the 400kV

and 220kV transmission lines. He also informed about the progress of the

400/220kV and 220/132kV S/S in Maharashtra. Further, he intimated the

status of the downstream transmission line associated to the 400kV Alkud S/S,

400kV Kudus, 220kV Nagewadi S/s, 220kV Loni Deokar s/s. The same is

updated and attached here as Annexure A.

GETCORepresentative from GETCO intimated that few transmission lines are facing

severe RoW problems which are 220kV D/C Gavasad - Salejada line, 400kV

D/C Mundra-Zerda Line No. 1 (Package-III), 220kV D/C BECL - Botad line etc.

He also informed about the status of the transmission lines and the same is

updated and attached here as Annexure- A.

STERLITERepresentative from STERLITE intimated that the 765KV Khandwa 1&2 Line

Bays with 765/400KV 2X1500 MVA Substation at Khandwa and 3X80MVAR

Line Reactors at BDTCL , Dhule are scheduled to be commissioned by July,

2019. He also intimated the status of Progress of Ongoing Transmission

Schemes is updated and attached here as Annexure- A.

stream lines emanating from ISTS Substation intimated the status of progress

2011 Sep'17 In line with decision of 41st meeting of Standing Committee Meeting heldon 21.12.16, joint site visit was carried out on 07.04.2017 by CEA, CTU &MSETCL for ascertaining the implementation feasibility of 220 kV outletfrom 400/220 KV GIS Navi Mumbai POWERGRID Substation. Inmeeting, MSETCL said that due to ROW issue, it is not possible for themto lay 220 kV Line and same to be included in proposed modified TS forproviding ISTS 400 KV feed to NaviMumbai(to be implemented throughTBCB route). Accordingly, the implementation of transmission system,which includes 400 KV ISTS feed and laying of new 220 KV Lines for400/220 KV GIS Navi Mumbai connection needs to be expedited.
