PLANANNUAL PARISH MEETING 2013

What is a Neighbourhood Plan?

O Localism Act 2011 introduced new rights & powers to allow local communities to shape new development by preparing neighbourhood plans.

O Prepared by parish councils on behalf of & with the local community.

O Finished product would be a document setting out what the local community wants future development to look like.

Local contextO Leeds City Council needs to find land

for about 70,000 new homesO Thorner NP will need to conform with

Leeds ‘Core Strategy’ & national planning policy

O Major development not expected in Thorner – not sustainable

Why have a Neighbourhood Plan?

O Opportunity for local community to shape future development

O Will be legally binding on planning officers when considering planning applications – previous plans have been advisory only

O Areas with a NP can receive money for each new property built, which can be used for the benefit of the community

What could the Plan include?

O Local housing need – e.g. affordable housing, housing for older people

O Design principles – to preserve the village character

O Proposed sites for developmentO Specify areas to be protected from

development, e.g. green spaces & footpaths

O Plans for community facilities & leisure areas

What CAN’T the Neighbourhood Plan do?

O Stop development – it means the community can shape development, not prevent it from happening

O Contravene national planning policy – couldn’t build large supermarket - unsustainable

How do we develop the Neighbourhood Plan?

O Neighbourhood area designated √O Set up steering group of local volunteersO Community engagementO Prepare the plan in consultation with

communityO LCC check for legal complianceO Six week consultation periodO Checked by independent examinerO ReferendumO NP adopted by LCC

What next?O Recruit more volunteers for steering

groupO Initial community engagement:• review Village Design Statement• gauge community’s vision for Thorner

O Apply for fundingO Get support from Leeds City CouncilO Aim to complete plan by early 2015
