Our Three Minutes of Fame speaker was David McWhorter, our Past President. David has been in Rotary 7 years and likes to stay involved. He and his wife, Lynley, recently traveled to Seale for his nephew’s wedding. Dave enjoys Fantasy Football and is reluctant to menon that Nathan Barbera is in last place. Rick passed around a get well card for Bruce Glasscock, who injured his hip. Olin Jaye introduced our guest speaker, Judge Keith Self. Keith Self has served as the Collin County Judge since January 2007. Self is a fiſth-generaon Texan who graduated from Tascosa High School in Amarillo in 1971. Appointed to the United State Military Academy at West Point, he graduated in 1975 and served on acve duty for 25 years. Self served as an Army Infantryman, Master Parachust, and Green Beret. He is a graduate of the US Army Ranger Coin County is Growing!

School and the US Army Command and General Staff College at Fort Leavenworth, Kansas. He served in multiple tactical assignments with the 82nd Airborne Division; Special Forces Group (Airborne) Europe; and the 4th Infantry Division. Self also served in multiple military-political assignments: 1) The US Embassy in Cairo, Egypt 2) The Joint Staff J-3 in the Pentagon 3) The US European Command J-3, coordinating the US/Israeli military exercise and training program 4) NATO Military Headquarters, Supreme Headquarters Allied Powers Europe. He served in Afghanistan for a short time in 2002, then deployed with Central Command to the Persian Gulf for the invasion of Iraq in March, 2003. When he flew back to Florida, his wife, Tracy, was waiting for him. Keith and Tracy have been married for 42 years. Keith has served as the Collin County Judge for over 10 years.Judge Keith Self spoke about housing, transportation, taxes, and efficiency in a rapidly growing Collin County. Bad News: From 2000 to 2016, the population has

grown from 462,000 to 940,000; a 91% increase, or 4+% a year. We now get 73 new residents per day. By 2040, our population is expected to more than double to 1.9 million. With an increasing population, prices of existing and new homes are also increasing. The March 2017 price of a single family home (sfh) was $384,000, up 14% from 2016. Surprisingly, Collin County was 51% vacant land in 2015 and only 17% sfh.

More bad news: More people mean more vehicles. Since 2010, the population grew by 157,000 and vehicles grew by 118,000. Unfortunately, our highways did not grow at the same rate. 82% of commuters drive alone to work and the average commute is about 28 minutes. As a comparison, the average US commuting time is 25 minutes, Dallas is 21, and Ft. Worth is 22. The main highways now carry a heavier load. Between 2010

and 2015, traffic on 75 increased 22%, the Tollway increased 38%, and 121 increased 11%.

Good news: TXDOT and NCTCOG (North Central Texas Council of Governments) have developed a Roadway Action Plan for Collin County. Planned improvements include widening 75 in Allen, improving the 75 & 190 interchange, and a McKinney bypass for 380. There will also be another ring road north of 121.

More good news: Collin County is very efficiently run. Our tax rate per $100 valuation is $.192. There has not been a tax increase in the past 25 years and there have been 8 tax rate cuts in the past 10 years. Dallas County’s rate is $.243. Because our tax base keeps increasing, we can collect more funds with a decreasing tax rate. In 2011, the base was $72 billion and the rate was $.24 per $100 valuation. In 2017, the base was $124 billion and the tax rate was $.192. Collin County won the Distinguished Budget Presentation Award for their 2015-2016 Budget.If you live in Plano, there are four parts of property taxes: Taxing Unit Rate Average TaxCollin County .192 $ 629 City of Plano .469 $1,319 Plano ISD 1.439 $4,596Collin College .080 $ 271 Total 2.180 $6,814The average Collin County property tax has ranged from $565 in 2007, to $525 in 2012, to $629 in 2017. The 2017 budget has Taxes as the source of 62% of total revenue of $340 million, followed by Fees & Charges. Reserves make up 11% of Revenue. These Reserve funds must be carefully spent on capital improvements such as roads to maintain our AAA bond rating. Expenses of $381 include Public Safety (20%), Debt Service (17%), and General & Administrative (13%).Political news from Keith Self’s presentation and web-site: http://www.keithself.com/Judge Keith is not running for re-election in 2018. “Commissioner Chris Hill resigned his seat on Thursday, October 26, in order to run for the office of County Judge, as required by state law. Chris decided that he would not “holdover” as commissioner for an extended period. After resigning, a “holdover” continues to get paid until a replacement is named, as allowed by state law.

Many weeks ago, Sam Grief told us about the Battle of the Bras, a fundraiser for local breast cancer warriors. The results were: 20 Plano firefighters were models/dancers and Sam was the MC. They raised $15K in the auction and $10K from T shirt sales. The record for a single bra (Sam’s $3K last year) still stands. The firefighters did an outstanding job and have been invited back next year!

We need members to: 1) help at the Hendrick Golf

Tournament on November 13 at Gleneagles (see Nancy Humphrey); sponsors include Huffines Chevrolet,

2) hand out food for Minnie’s Food Pantry on November 18 at 8:30 AM at Plano Senior High (we should have 6,000 pounds of food),

3) come to the District 5810 Rotary Foundation Festival on November 18 at the Grand Hyatt Hotel at DFW airport (registration at 5:30 PM), and

4) come to the Holiday party on December 6 at the Haggard Party Barn and bring a child’s coat for the police to distribute. The Plano East Club is sponsoring a Field of Honor exhibit in memory of veterans and first responders. Information is at www.planofieldofhonor.org.
