Public Services• Continued City Hall renovations:  The new flooring was installed in the basement along with cabinets

and built in desks.  Existing furniture that was in storage was brought back to City Hall and the new conference room tables arrived.  The first phase of the project is nearing completion and the schedule for moving offices next week is as follows:

• Tuesday – Move HR into their new space on the first floor (basement).• Wednesday – Move City Manager’s office and Finance into their new space on the fourth floor. 

The Mayor moves back into his office on the main floor.• Thursday – Move Planning and Zoning & Inspections into their temporary offices in the basement

of the Creamery building.• The next phase of the project which consists of renovating the entire third floor will begin on

Monday, April 30.• Along with City Manager, attended the Handley Library Board meeting to request their endorsement of

a funding request of $750,000 to the Handley Board of Trustees to pay for one half of the cost of the HVAC replacement and structural repairs needed in the Handley Library.

• Attended the Policy Board meeting of the Metropolitan Planning Organization (MPO) where the updated Transit Development Plan was presented. This plan will be presented to City Council at a future work session.

• Along with Mayor, Vice Mayor, Councilor McInturff, Councilor Willingham and City Manager, staff attended the groundbreaking ceremony at the Museum of the Shenandoah Valley for their new trail network. The City applied for state funding and will oversee construction of the trails which will be integrated into the Green Circle Trail as a spur trail.

Emergency Management

• Picked up and programmed State Radio Cache for use during Apple Blossom. • Finalized Communications Plan for Apple Blossom • Reviewed obsolete radios with purchasing for surplus auction. • Attended INSIGHT Citizen’s Academy graduation.

Parks and Recreation• Continued maintenance of HVAC throughout War Memorial Building . • Continued to obtain bids for replacement of roofs on ancillary buildings in Jim Barnett Park damaged

by Winter Storm Riley. • Held Volleyball Hat Tournament at John Handley High School. • Began distribution of Summer 2018 Activity Guide. • Hooked up outside water at Timbrook house for community gardeners. • Met with Weekend in the Park organizers to determine fence placements. • Met with Boy Scout about Eagle Project. • Attended INSIGHT Citizen’s Academy graduation. • Hosted Customer Appreciation Day on Friday.

Zoning and Inspections

• Completed: • 96 building permit inspections and issued 56 building permits ($635,066 valuation) • 9 new business reviews (7 certificates of business, 2 certificates of home business) • 106 code enforcement inspections and initiated 25 new cases

• Removed 4 signs from the public right of way (YTD-44). • Attended Planning Commission meeting. The Commission held a public hearing on CU-18-166 pertaining

to a request for a deviation for fence standards at 260 Parkway Street. The Commission forwarded the item on a vote of 4-2 (Eaton and Wolfe dissenting) with a favorable recommendation.

Old Town Winchester (OTW)

• Attended Virginia Main Street Regional Rev Up training. • Began posting Greatness Program Videos to promote OTW brand. • Continued notification of Farmers Market vendors and recruitment for the Summer Midday Market.

Continued promotion of the markets. • Received 2018 ArtScape banners from Shen Arts for installation. • Reviewing poster designs for upcoming events. • Finalized and submitted VA Main Street quarterly reports. • Finalized design and ordered table tent cards promoting OTW Shopping, Traipse and the Farmers

Markets. • Attended First Night Winchester’s Annual Meeting.

Economic Redevelopment

• Held public input session for enterprise zone boundary amendments. • Attended the Southern Economic Development Council Meet the Consultants conference. • Attended the Business & Education Summit at Lord Fairfax Community College. • Met with investors and business owners potentially interested in Winchester. • Participated in a conference call for regional Comprehensive Economic Development Strategy.

Winchester/Frederick County Tourism

• Launched the Tourism Ambassador program with two trainings - Old Town on Tuesday and Middletown. Attending organizations ranged from restaurants to attractions to realtors. Another round of trainings will be available in early September prior to the peak fall tourism season.

• Presented to the Winchester Area Newcomers Club. • Held Tourism Board meeting; main focus was discussion of the recently completed perception and

awareness study. • Continued 2018 Visitor Guide distribution this week. • Attending the STS Connections tourism conference in South Carolina.

Planning

• Staffed the April 17th Planning Commission Meeting. The Commission held one public hearing (front yard fence at 260 Parkway) and forwarded the case to City Council recommending approval on a 4-2 vote. The commission also authorized administrative site plan approval for the following projects:

• SP-18-190  Museum of the Shenandoah Valley Phase II. New entrance roadway, parking lot, event lawn and fitness trail system at 901 Amherst Street.

• SP-18-211  W. Leicester Townhouses LLC. New construction townhouses at 116-118 West Leicester Street.

• SP-18-246  Valley Health Cancer Center. Parking expansion at 400 Campus Boulevard.• SP-18-290  Shenandoah University. Building addition at 1775 North Sector Court.

• Attended the April 18th MPO Policy Board meeting to discuss the draft Unified Planning Work Program (UPWP) for the upcoming fiscal year.

• Attended the NSVRC board meeting and MSV Trail groundbreaking ceremony.• Staffed the April 19th BAR meeting where 3 new cases and 1 old case were considered. One of the new

cases involved conceptual review of a partial demolition and new addition at 225 E. Boscawen Street.

Support ServicesInnovation and Information Services (IIS)

• Completed HR document imaging request for creation of electronic filing for job application documentation.

• Visited water treatment plant for discussion on managing their systems backups to the City’s network and assisted Public Utilities with watershed data.

• Continued efforts regarding formal policy creation for disaster recovery – worked on handbooks for Passive (table top exercises) and Active Testing of plan requirements.

• Worked on hard drive destruction procedure and acquiring quotes. • Met with Commissioner of the Revenue and Treasurer staff concerning field size project and next tasks

for Personal Property. Discussed creating an online business license application and renewal process. • Configured wireless access point at the Creamery building, and configured wireless access point for 4th

floor of City Hall. • Reduced the number of paths for CoW wireless networks and fixed known issues with Mobiles SSID. • Revised Apple Blossom detour map. • Assisted Winchester Police with crime scene evidence using GPS location mapping.
