SynopsisSum up the situation of the Council – how far has it come, how far has it progressed, what evidence is there of change. If possible begin with an anecdote that demonstrates this change. - 300 wordsKasama Municipal Council has over the years undergone notable changes in its administrative structure. There has not been much change in the policy making body which comprises of mainly the councillors. However, as stated earlier, there has been a significant change in the administrative structure. From 2012, the Council has seen an increase in the number of women recruited by the local authority in various capacities. Further, the Local Government Service Commission has also deployed qualified female personnel that have filled up various positions such as Town Clerk, Director of Administration, Chief Administrative Officer, Procurement Officer, Senior Legal Officer and the Socio-Economic Planner.

The council has embarked on very many development Projects such as street lights, procurement of earth moving equipment’s and 98% of the town roads that were planned to be resurfaced have been done, and several other projects are being implemented

The Council has further enabled most of the female employees to advance in their studies. This is evident as three-quarters of employees currently sponsored by Council to advance in their studies are female. As at the start of the calendar year 2014, 10 women out of a total of 12 are being sponsored by the Council in various fields of study.

Unlike in the past, there has been consideration of gender equality and women empowerment in most of the policies formulated by the Council. For instance, in the allocation of land Kasama Municipal Council has resolved to allocate 30% of every land being given to women as first priority. The rest is then given to both men and women.

Mainstreaming of gender has been intensified in various programs and activities implemented by the Council. The current existing Area Development Committees (ADCs), Resident Development Committees have adequate

female representation. Further, women have also been trained in the communities in order to play vital roles in their communities. One significant example is the existence of Area Pump Minders (APMs).This evidence entails that there has been notable change in the operations of the Council as a result of awareness by

There are several gender workshops that we have carried out in collaboration with gender links

There was less female participation and representation in the Council before the intervention. This is evidenced by the number of female employees that have been recruited in the past one year. Last year, 27% out of the total number of employees was represented by females. Of the total number of employees at the Council this year, 28.57% is represented by women. This shows a slight increase in the number of women employed at the Council.

This entails that there has been a change after the intervention with regard to participation and representation of females in the local authority.

Formulation of policies aimed at improving women’s welfare

In the past one year a number of policies that are aimed to empower women. Among these includes 40% land to women.

Last year (2014) the Municipality was given 1000 hectares by His Royal Highness Chief Nkolemfumu. The 40% Land allocation policy will be implemented once issuing of that land begins. Currently, the land is being planned for.

The minutes of the Proceedings of the Council and its standing committees presented to Council on the 4th September 2013 under minute number KMC/C/292/04/13;

TWENTY PERCENT OF CONSTITUENCY DEVELOPMENT FUNDS BE ALLOCATED TO WOMENThe Town Clerk reported to Council that Councillor P.R Kauseni had moved a motion that twenty percent (20%) of Constituency Development Funds (CDF) be allocated to women’s income generating initiatives at least, the reason being that it would better their livelihood and improve household income and food security. This would reduce vulnerability of the people especially those who sold commodities like vegetables.

However, it was resolved that this should not be approved because women benefit from CDF through clubs.

The 2014 CDF received this year has attracted a number of applications from women clubs. Nevertheless, it is hoped that they

will finally be approved in full Council Meeting to be held on 21/04/2015.

KMC/C/294/04/13WOMEN BENEFIT FROM PUBLIC PROCUREMENT The Town Clerk reported to Council that Councillor P.R. Kauseni moved a motion that women to benefit from Public Procurement and be given 20% of the total procurement because women encountered a number of problems in such endeavours. This was in line with the SADC protocol that promoted equality in benefits by both men and women from public procurement system by 2015 as mandated.

It was resolved that the allocation of 20% of public procurement to women be approved.

The Council has continued to support women in the Kasama business district following the adoption of the government policy that twenty percent(20%) of the government procurement spend be awarded to businesses owned and managed by women. Kasama Municipal Council has made a deliberate effort to ensure that this is achieved.

The Procurement Officer says that:“As a woman heading the Procurement Section, I feel compelled to implement the government directive that 20% procurement spent in public institutions be awarded to women owned business. We have endeavoured to encourage the women to register their business with the Council and make deliberate effort to procure goods and services from them. This is espeacially evident when it comes to the procurement of stationary. Although our spend is limited, we have made it a must to source all our stationary requirements from businesses owned by women. As head of Procurement Section, I have concealed effort to address business women at formal gatherings and make them aware of the need to comply with the Public Procurement Guidelines and the requirements for permitting Businesses to supply goods to public institutions. What have been the main challenges? How have these been overcome? 300 words What have been the main challenges? How have these been overcome? 300 words The main challenges encountered by the Centre of Excellence in the execution of its duties include mainly the lack of capacity in terms of funds to carry out a number of activities. There are certain activities that require the Centre of Excellence to have resources in order to mainstream gender in most of the activities or programs. These

include activities such as sensitizations and capacity building activities in Kasama District, both rural and urban areas. Due to the vastness of the district, this has proved to be a major challenge as most of the places are not accessed as a result of the limitation in terms of resources.

The other notable challenges include the lack of materials and training manuals that are needed in the attempt to promote gender equality and empower women. Further, another obvious challenge has been the high illiteracy levels in the communities. This has turned out to be a constraint in that certain trainings such as orientations in Information and Communication Technologies (ICTs) have proved to be a challenge as a result of the low literacy levels.

There has also been a delay in the adoption of the action plan by the Council. This has in turn delayed a number of activities that have to be implemented in order to meet the set targets of the gender protocol.

In terms of executing the budget, there is high political influence which hinders implementation of gender related projects.

Gender inclusion is given least priority due to several reasons but notably cultural beliefs are the main factors; men naturally believe that they are superior to women.

Women have been empowered as a result of the Centre of Excellence work. One of the most obvious being capacity building of women in entrepreneurship skills. This has enabled some of the women in the community become financially independent thus reducing the levels of gender based violence.

Centre of Excellence work has resulted in obvious changes in power relations at household level. This is more evident as a result of the capacity building activities the Council has been involved in. This has resulted in changes in attitudes and changes in beliefs set up in society which have predominantly affected gender equality and empowerment of women.

For instance Zilla Malamba had this to say “I have been empowered by Kasama Municipal Council as it buys stationary from my shop. Even if I do not have what the Council needs, the Council gives me enough time to purchase what is needed. This has seen an increase in my sales and improved my finances at household level and my whole family benefits. Further, this financial empowerment has made me to be able to meet my day-to-day basic needs without depending

“The Legal Department at the Council was in the past years understuffed and lacked man power to implement certain legal duties hence making it inefficient and ineffective. However, the Local Government Service Commission sent two women specialised in legal services that have since changed the face of legal fraternity at the Council”.

Public participationHow have you involved the community in the COE work? What impact has this had? 200 wordsThe community has been involved in the Centre of Excellence work in various ways. One of the ways being that it has worked with gender based violence survivors through training and counselling. This has led to a significant positive change in the lives of most of the survivors as they have become economically independent while some have developed the good practice aimed at gender equality. Further, these survivors have also sensitized their counterparts in their respective communities and gradually there is a change in people’s attitudes in gender related issues. The community has further been involved in the COE work in that there is mainstreaming of gender in most of the local authorities programs that are/have been implemented. These include the selection and training of Village- Water Sanitation and Health Education groups which consist a number of women in the groups. Further, development sub-structures such as Ward Development Committees (WDCs) has seen the inclusion of females in these structures. These are important committees as they are closest to the people at the grassroots thus are a conduit between the people and development in a given area. In the selection of these committees in the various wards, the Centre of Excellence has ensured that there is significant female representation in the committees. Therefore, women are also elected for high positions in these committees thus enhancing public participation as a result of Centre of Excellence work.

As a COE we involve the community in most of the programmes that the Municipality does, we usually follow them where they are whenever possible so that we can work together to bring about positive change. The aspect of gender mainstreaming is core to achieving our positive desired results.

Hon. Kapambwe has this to say:“My people in Lusenga Ward have been imparted with knowledge on water and sanitation, as their Ward Councillor, I encourage the need for participation by both women and men so that together we can have clean water and became an Open Defecation Free (ODF) community”.

There are changes that have come about at policy level. Notably, these changes are as a result of COE work as the policies made have been in relation to the SADC gender protocol. These include local land ownership policy and women to benefit from public procurement.

KMC/PWDRE/130/03/15ALLOCATION OF LAND TO WOMEN

It was reported for decision of the Committee that two (2) letters were received from the Permanent Secretary and District Commissioner informing this Council on the recent communication from the Ministry of Lands and Natural Resources and Environmental Protection that Local Authorities should allocate 10% of land in addition to the 30% allocation in line with the SADC Protocol to women in our Districts for the Agricultural, Agro-Forestry, Tourism, Residential and Entrepreneurial development purposes.

In view of the above, the Ministry of Gender and Child Development intended to work closely in and around the cluster zone identified by the Ministry of Commerce, Trade and Industrial through the Citizens Economic Empowerment Commission (CEEC) to ensure that women economic empowerment was in line with viable economic ventures resulting in job and wealth creation.

Upon a proposal duly seconded,

Lesson learned and innovation What lessons have been learned in the COE process?

A number of lessons have been learnt in the COE process. These include; the importance of mainstreaming gender in local government the need to have a number of partners or stakeholders in order to efficiently mainstream gender in various activities and programs. the need to be pro-active as a Centre of Excellence so that we are on track in achieving the targets of the gender protocol. To intensify sensitization and awareness programs; this is due to the fact that the COE has realised the impact that sensitizations/awareness have on the change in attitudes of the community on gender related matters.

Another way to sustain the Centre of Excellence work is to become and remain pro-active. This can be done by having regular meetings with all relevant stakeholders.

COE work can be cascaded to other Councils through the use of ICTs in order that there is sharing of information to build capacities of sister Councils.
