Dear Wolfsville Students and Families, It is an honor to begin my third year as the principal of Wolfsville Elementary School and welcome you to the 2019-2020 school year! This year we will continue our mission of providing our students an exceptional education built on a foundation of strong relationships and real world application of academic skills. We will continue to expand on our already successful practices and structures in order to ensure every student learns and grows during their learning journey at Wolfsville Elementary school.

We are a community school and welcome you to be an active part of every child’s education. Volunteers provide a wide range of supplementary assistance to students and staff. You can make a difference in our school and our student’s education through this service. If you are interested in volunteering, please contact the school at 240-236-2250.

INTRODUCTIONThis handbook is designed for students and parents of Wolfsville Elementary School. In addition to reading this publication, please refer to the Calendar Handbook of the Frederick County Public School System or www.fcps.org.

SECTION I—SCHOOL INFORMATIONThe Calendar Handbook of the Frederick County Public School System will be distributed to students on the first day of school and should be read carefully by parents. It is the official source of information.

ORGANIZATION FOR INSTRUCTIONClassroom teachers will be responsible for all subjects with supplemental assistance from other professionals such as the media specialist, literacy specialist, math/reading intervention teachers, special educator, speech therapist, and support staff. Art, music, and instrumental music will provide fine arts experiences which will expand upon various concepts being introduced in the classroom.

Physical education will provide activities that help to develop physical fitness and a sense of fair play. Library/media will allow students to explore literature and research through text and technological tools. All students in grades K-5 will minimally have art, music, and physical education two times a week and media once a week. Instruction will be provided by a teacher who considers the learning potential, rate, style, and setting for each individual student. To meet the different needs, teachers will use many techniques and methods through which all children may experience success. Students will be assigned to homerooms as well as flexible reading and math groups. Student progress is regularly reevaluated which may necessitate a change in placement.

MEDIA CENTER AND INNOVATION LABThe media center (library) is open to all Wolfsville students. Regular visits by class or reading groups are scheduled. At this time students may check out books, hear a story, or receive media instruction integrated with classroom topics. Students are expected to take care of library books, returning them to school in the same condition checked out. The Innovation lab (computer lab) is used regularly by each student. A networking system provides the opportunity for technological innovation and problem-solving exploration to challenge students and meet individual needs/interest. In addition, each classroom has technology for student daily use.

SUPPORT SERVICESSupport services include all personnel who provide special services to some students and consultation to classroom teachers. The following services comprise the area of support services; reading; math; specific learning disabilities; speech; psychological services; pupil personnel; CASS and the Frederick County Health Department.

COUNSELINGThe services of the school counselor are available to students, parents, and teachers. This individual works with students in the classroom presenting the objectives of the counseling curriculum. Help is available to parents and children who are working through a death in the family, divorce, or other related problems. The counselor works closely with the principal, teachers, and small groups of students. Parents who wish to utilize these services should contact the school counselor. In addition to this resource all students in grades K-2 will receive additional social emotional instruction this school year through the PATHS program.

ENRICHMENTExtension and Enrichment activities are provided in all grades by both teachers through a multi-age flexible grouping model. Students may receive advanced content and an accelerated pace based on their individualized learning path and achievement.

SECTION II—COMMUNICATING STUDENT PERFORMANCE PARENT CONFERENCES Parent conferences are scheduled for all parents in the fall. Spring conferences are scheduled as needed or per request.

* On days when students attend in the afternoon, school will begin four hours late (1:00), and lunch will not be served.

** On days when K-5 students attend in the morning, school will dismiss three and a half hours early (noon), and lunch will be served.

Additional conferences with your child’s teacher may be scheduled at a mutually convenient time for both you and the teacher. Please contact the teacher to arrange a mutually agreeable time. Conferences with the principal may be scheduled as needed.

REPORT CARDS/INTERIM REPORTSReport cards will be sent home at the end of the four grading periods, generally in November, February, April, and June. Your child’s teacher may also send home an interim report between the report card dates, indicating areas of strength and/or need for improvement, or unsatisfactory work. Please sign the interim and return it to the teacher within five days.

HOMEWORKHomework provides opportunities to reinforce learning and to practice skills. Some homework assignments are on-going, while some may be long-term projects.

Please, check your child’s homework daily.

You can help your son/daughter develop good study habits that are necessary throughout his/her school career. The following suggestions are offered:1. Set the expectation that your child completes all homework assignments.2. Establish a regular homework time.3. Provide your child with a quiet place to work.4. Invite your child to share his/her assignment with you. Your interest will reinforce the

importance of homework.5. Remember that homework is your child’s work, not yours. If your child is experiencing difficulty

with homework assignments, contact his/her teacher.6. Check the agenda before homework begins and sign the agenda every day after homework is

completed.

A reasonable amount of homework should be expected. Assigned homework will be approximately 15 minutes for first and second grade; 30 minutes for third and fourth grade; and 45 minutes for fifth grade. If your child cannot complete homework within a reasonable time, please contact the teacher to discuss possible adjustments.

SECTION III—SPECIAL SERVICESLUNCH PROGRAMThe cost of lunch for elementary children is $2.65. Breakfast is served daily for $1.60. Students buying meals will be able to pay cash daily or apply money to a lunch account. Checks for lunch accounts are to be made payable to Wolfsville Elementary School. For on-line payments visit www.myschoolbucks.com. Milk ($.60) and ice cream may be purchased. Prices for ice cream and snacks vary. Money on account may be used to purchase lunch, breakfast, milk, or snacks. If you do not want your child to use account for snacks please notify the cafeteria in writing. If children do not wish to buy a lunch, they may bring their own lunches and buy a half-pint of low-fat white, strawberry, or chocolate milk.

No CARBONATED BEVERAGES are to be brought to school. All children should either bring a lunch from home or buy a lunch from the cafeteria. Notifications of food allergies should be submitted in writing by the parent or guardian. A doctor’s certificate is to be submitted stating all restrictions. When approved by the Food Service Office, either water or juice may be substituted for milk. If your child has food allergies, please be sure the School Health Technician and the cafeteria manager are aware of these allergies.

Children, on occasion, may misplace their money and/or lunch from home. If this occurs, the child will be able to charge one lunch from the cafeteria. A charge slip will be sent home on that day. Please pay the charge as soon as possible. Parents are always welcome to join their children for lunch. We enjoy seeing you and having you share lunch with us! An adult lunch is $4.25.

STUDENT RECORDSSchool records are available to parents to inspect if requested. These may be obtained from the school office and are to be kept within the confines of the administrative area. The principal will furnish these for you and will interpret the contents if requested.

SCHOOL PICTURESDuring the school year Wolfsville contracts with a photographer to take group and individual pictures. Purchase of the pictures is optional.

SCHOOL STOREFifth grade students work the school store before school, during homeroom. School supplies such as pencils, erasers, crayons, folders, and journals may be purchased.

LOST AND FOUNDTo help alleviate the problem of lost articles, please label all clothing with your child’s name. Several times a year these items are put on display. At the end of the school year, all unclaimed items will be donated to a charitable organization. Lost and found is located on the bench in the foyer.

SECTION IV—BEFORE AND AFTER SCHOOL PROCEDURES ARRIVALStudents should arrive at school between 8:30 and 8:50 AM. Students are not to be dropped off before 8:30 unless a time has been “pre-arranged” with a staff member for a specialized program and that staff member will meet you at the door. No student will be allowed into the school until 8:30. All of our buses usually arrive by 8:50, our morning announcements begin promptly at 8:55. All students should be in their seats ready to listen and participate in the morning program promptly at 8:55. We will begin instruction as soon as announcements have ended. Students arriving after 9:00 AM will be counted as tardy and must report to the office in order to have his/her name removed from the absentee list and receive a tardy slip. Parents are required to remain in the front office to say goodbye in the office and are not allowed to accompany their children to class unless approved by the principal. This upholds our safety requirements and will help minimize disruptions to the student’s instructional day.

If you need to talk with the teacher, please call the school office and leave a message for him/her to call you during their planning period. Before-school time is an important time for teachers to finish up details for the day’s activities as well as use the time for valuable personal interactions with the boys and girls. Parents who wish to accompany children into the building should park in a designated parking space in the parking lot. Please do not park your car in the bus circle any time between 8:30 and 9:00. Parking in this area creates considerable problems for the bus drivers and creates a safety concern.

Parents who drive their children to school will want to foster independence by saying goodbye as the children are dropped off at the gym entrance curb. A staff member will be on duty to assist with getting your child out of the car. Parents should remain in the car. For the safety of our children, please stay in line, do not pull around any car and refrain from cell phone use while driving on school property.

DISMISSALCar Riders are dismissed beginning at 3:25 PM from the gym door. Students not picked up before 3:45 will be brought to the office. You will need to park your car and come in to get your child. Remember to send a note to school in the morning if they are not on our “Daily Car Rider” List. If you are picking up your child – you must get in line at the gym door. For the safety of your child – remain in your car – your child will be brought to you by a staff member as you proceed around the loop. Please be alert and watch for children at this time.

Bus students will be dismissed between 3:30 and 4:00 PM. Cars MUST NOT enter the bus circle between 3:00 and 4:00 PM. Parking in this area creates problems for our bus drivers and is a safety concern for our children.

Changes in transportation must be written in a note. Refrain from calling daily after 3:00 with changes to prevent end of the day confusion. Children cannot provide verbal directions as change.

TRANSPORTATION TO SCHOOLBUS RIDERSIn order to provide safe bus service, children are requested to be orderly on the bus. Parents/guardians should plan to be at the bus stop at least 5-10 minutes before the appointed bus stop time. We also encourage parents/ guardians to take a few moments to discuss the importance of your son/daughter being fully cooperative with the bus driver “every day and every way!” While on the bus, your child is under the supervision of the bus driver until he/she exits the bus. The bus driver’s primary duty is to transport children in a safe manner. Encourage your child(ren) to contribute to bus safety by adhering to the following:

Bus Safety Rules:On the school bus, we:1. Remain in seat at all times.2. Talk quietly.3. Keep hands and feet from bumping other students.4. Leave all gum, candy, and food in lunchboxes/book bags.5. Keep all objects inside the bus.6. Follow all directions given by the bus driver.

Riding the school bus is a privilege. This privilege may be temporarily denied or permanently revoked by the principal if the misconduct of any child jeopardizes the safe operation of the school bus or the safety of the children riding the bus. It is strongly encouraged for parents of K through Grade 2 students to be present and visible at the bus stop 10 minutes BEFORE the appointed drop off time. In the past, FCPS staff or bus drivers have verified an adult is present at either the school building or the bus stop before releasing the child. This process will no longer occur. It is the sole responsibility of the parent/legal guardian and FCPS cannot assume this responsibility. In accordance with Board of Education Policy 441 Transportation of Students, parents/legal guardians are responsible for the safety of their children from the time they leave the school bus or exit school property at the end of the day.

A fall and spring bus emergency drill is held each year. At this time, children are taught to use the Emergency Exit at the back of the bus. These drills are required by state regulation.

Children may ride a bus other than their regularly assigned bus only under emergency conditions. In such cases, the child must bring a note from the parent of each child involved. Notes must be approved by office staff. Switching of buses will not be allowed for social purposes, per a Department of Transportation regulation.

CAR RIDERSBus drivers have been instructed to unload from the middle of the driveway. For this reason, if buses are unloading in the driveway, you will want to unload your children at the gym entrance. Be very cautious as you enter or exit the driveway. With cars and buses entering and leaving the same driveway, it is imperative that each driver is extra careful to help ensure the safety of everyone.

DELAYED OPENINGSOn days that school begins two hours late because of weather conditions, students will not be allowed in the building before 10:30 AM. Supervision is not available prior to this time.

ATTENDANCE AND LATE ARRIVALSIt is important for all students to arrive by 8:55 AM. Even a five minute late student causes a disruption to a class already started on the day’s schedule. A note of explanation should accompany any late arrival. All tardy times are recorded. Daily attendance is important for academic success. While we understand when children must be out due to an emergency, an illness, or a school approved absence, we always miss them, and they miss important instruction.

Please refrain from scheduling appointments/vacations:March 9-13 MISA-Maryland Integrated Science Assessment- Grade 5April 29-May 22 (Testing Window), MCAP Assessment- Grades 3, 4, & 5

Steps to follow when absent:1. Parents must send a note stating the reason for an absence within two days of the child’s return.

Without a note, we must code the absence unlawful. A written note or email is required.

2. If your child cannot go out for recess or participate in physical education, please send in a signed note stating your request as well as the reason and how long (number of days) recess/PE is restricted. A doctor’s note is required for any restriction over 3 days for PE.

EARLY DISMISSALWe encourage you to make appointments (medical or dental) before or after school. Early dismissals are discouraged. However, an emergency may occur which requires you to check your child out of school early. Please try to limit early check-outs. All children must be signed out from the office.

Steps to follow for early dismissal:1. If you know about the early dismissal before the school day begins, send a note addressed to the teacher

explaining the reason and time. The teacher will then give the note to the office.2. Parents must come in the office to sign out their child. Please do not go directly to the classroom. Office

staff will contact the child’s teacher to have your son or daughter report to the office after they have been signed out on the parent log.

NOTE: For the safety of your child, our policy is to release a child only to a parent, guardian, or other authorized person listed on the Student Information Card. Exceptions to this policy must be approved by the principal. Any custody restrictions must be on file in our office. Only court ordered restrictions can be considered.

SECTION V—HEALTH AND SAFETYEMERGENCY INFORMATIONEach student must present proof of residency, proper immunization, and a birth certificate prior to entering school for the first time. A STUDENT INFORMATION FORM will be sent home at the beginning of each school year. Verify/correct the information on the form and return it as soon as possible. We must always have current emergency telephone numbers in the event your child becomes ill or is injured at school and requires your presence.

A Confidential Health and Emergency Information Form will be sent home at the beginning of each school year. Complete the form and return it to school as soon as possible. Care in the health room is limited to cleaning with soap and water and applying a bandage. In the event your child has a serious injury, a persistent illness, or an elevation of temperature at school, you will be contacted by telephone. Parents are considered to have primary responsibility for their children’s health. In view of this, it is imperative that we always have your current, correct address and telephone numbers, and two other adults to be called if we should not be able to reach you. Please notify us immediately of any change of address or telephone numbers. Unlisted numbers will be held in strictest confidence.

When children are sick enough to stay home, they are not able to do school work. Reading to or by your child or reviewing math facts are appropriate assignments when children are not well enough to attend school. Make-up work will be provided when the child returns to school. Our health technician, Melissa Holda, works 8:30 AM until 4:00 PM.

MEDICATIONSPRESCRIBED MEDICATIONS: To dispense at school, we must have ALL of the following…

(a) WRITTEN PARENT CONSENT (Part I-Authorization to Administer Prescribed Medication form);(b) PHYSICIAN’S STATEMENT (Part II -Authorization to Administer Prescribed Medication form);(c) PRESCRIPTION BOTTLE WITH LABEL - All medication must be brought to the office by an adult. Children should never have any drug in their possession on a school bus or on school grounds.

Any dosage changes must have written notification from the attending health care provider. Authorizations to Administer Prescribed Medication forms are available in the school office. Most Frederick County health care providers also keep these in their offices. It is a good idea to have your health care provider complete one of the forms at the same time he/she prescribes the medication. We request that you administer the first full day’s dosage of any new prescription.

NON-PRESCRIPTION MEDICATIONS will not be dispensed unless a health care provider has completed the Authorization forms for that purpose. Classroom teachers are prohibited from dispensing any medication, prescription or non-prescription. Medications will only be distributed through the health room.

HEARING AND VISION SCREENING: All kindergarten students will receive Hearing and Vision screenings as mandated by Maryland State Law. Notices will be sent to you prior to the screening. If the screening indicates a need for further medical examination, you will be notified immediately.

EMERGENCY SITUATIONS: In the event of an emergency which requires immediate medical attention, your child will be taken to the Frederick Memorial Hospital Emergency Room and you will be notified.

SPECIAL HEALTH PROBLEMS: If your child has any special health conditions (i.e., asthma, allergic reactions, food restrictions, diabetes, etc.), please contact the health technician with specific details, concerns, and directions for treatment. This information will be shared with the appropriate staff and a medical plan will be developed.

SCHOOL SECURITY PLAN - VISITORS To provide a secure environment, all non-FCPS Employees are required to show government photo identification which will be scanned into our RAPTOR system and wear an identification badge. All children that are removed from the building must be signed out on the appropriate Early Dismissal Log. Students will only be allowed to leave with those adults listed on their Emergency Card. You can help us by ensuring that your child’s emergency cards are up-to-date with emergency contacts and numbers. Additionally each family should have its own emergency plan. SECTION VI—GENERAL INFORMATIONSCHOOL VISITSParents are always welcome to visit the school and actively participate in the education of your child. Maryland State Law requires that all parents and other visitors report to the office, show photo identification and get a visitor’s badge before going to any part of the building. All staff has been asked to direct anyone without a badge to the front office. Remember for the safety of our students, staff and visitors – ALL doors are locked at ALL times. If you are volunteering, remember to sign in your time/hours on your volunteer sheet in the binder before you leave. Parents are encouraged to observe in classrooms. Prior notification should be provided for all observations. Respectfully, we ask you not to have an informal conference with the teacher while they are teaching or responsible for supervising students.

VOLUNTEER PROGRAMTo meet the individual needs of each child is a tremendous task. Each year most of our parents miraculously find a few extra hours to help our Wolfsville teachers in many ways. A friendly volunteer working to help students will help us succeed! In addition, teachers have lots of tasks that could use an extra set of hands to complete. You will receive a required presentation to view and an accompanying form to complete in order to become a part of our Volunteer Program. Please review all of the information and complete the form and return it to the school. Help your school staff, your child, and your community by VOLUNTEERING!

BIRTHDAYS Students may not distribute invitations at school unless every child in the class has been invited. FCPS endorses a no food policy. Non-food birthday treats (pencils, stickers, etc.) may be given to classmates if one is provided for all students in a class.

SCHOOL PARTIESSchool parties are held two times each year. Parents, in cooperation with the teacher, are encouraged to help plan the parties. Strict food allergy guidelines exist and will be provided by the teacher.

FIND OUT FIRSTStay informed:  Parent/Guardian email addresses provided to our school via your child’s Student Information Card are entered into the FCPS Student Information System and uploaded to the FCPS Find Out First (FOF) service to receive school and system-level email messages such as when schools are closing unexpectedly due to inclement weather or other emergencies. Your FOF record will automatically reflect your child’s school and grade level. From FOF you will receive instructions about how to log in to add a mobile phone number to get emergency-closing text messages. You will also receive instructions about how to sign up for system-level email such as calendar updates, newsletters, BOE action and more. If you change your email address during the school year, notify our school office so you will continue to get FOF emergency notices.

INFORMATION FLYERSMost school-based information will be electronic. However, a green Wolfsville folder has been provided for every student as an additional communication tool for paper items and student work. This folder will come home on Thursday evenings each week. Please check this folder for informational flyers throughout the school year. This will include PTA information, permission slips, classroom news, notices about activities in and around the area, picture notices, etc.

ITEMS NOT PERMITTED IN SCHOOL1. Valuable personal possessions and large quantities of money2. Cameras, iPods, computer games, etc.3. Carbonated drinks or glass containers4. Tobacco products5. Weapons (including pocket knives and look-a-likes)6. Drugs (illegal, over-the-counter, or prescription)7. Toys (including collectible cards, balls, etc.) These are only permitted with permission from classroom teachers and/or principal.

Although allowed, cell phones must be turned off and remain in the book bag during the school day and on bus.The school will not be held responsible for loss or damage.

DISCIPLINEIt is our responsibility to provide a safe and orderly environment for teaching and learning. In order for this to happen, it is expected that students will follow certain rules and show respect to all of the Wolfsville school community, students, school staff, visiting parents and volunteers. BULLYING/HARASSMENT/INTIMIDATIONA pattern of behavior or intentional negative actions (verbal or physical) that causes a student to feel uncomfortable, intimidated, or harassed is considered bullying — this includes cyberbullying. The Bullying, Harassment, or Intimidation Reporting Form is available in the main office and the counselor’s office. It is also available at www.fcps.org under “Forms”. This form may be completed by a student victim, parent/guardian of a student victim, close adult relative of a student victim or school staff member. It should be returned to the Principal.
