Dear Applicant,Firstly, thank you for applying for this position. This is an exciting time for Rhondda Housing Association, as we move into a new phase of our development as an organisation. The role of Director of Operations is a new one, following the restructure of our Executive Management Team. Working alongside the Director of Finance and reporting to myself, we are looking for a person with the skills to help us achieve our vision. I am looking for someone with strong leadership skills and strategic awareness. The successful candidate will demonstrate both business acumen and a commitment to delivering social value in the services we provide. I am flexible with regards to candidates experience and the person specification invites candidates from both a housing or maintenance / asset management background. The key requirement is a leader who can oversee and ensure both teams work strategically and coherently to achieve the best possible results. We are well established – we formed in 1979 and continue to go from strength to strength. We are based in the heart of the Rhondda Valley and we pride ourselves on our trusted reputation and partnership work in the local area. We manage almost 1700 homes and provide a range of housing, maintenance and community services. We continue to grow and have an ambitious development programme which will see us deliver an additional 200 homes in the area over the next 2 years. As a smaller social landlord we focus on quality of life and regeneration by working with local people to increase opportunities and foster strong, vibrant communities. We are so much more than a housing provider – we have a strong focus on developing both homes and communities and we are committed to continuing to provide opportunities to our tenants to achieve their full potential. Our staff are very positive about working at RHA and we support our people wherever we can to ensure they have opportunities to develop. We already offer excellent flexible working arrangements. The Association manages almost 1,700 homes and we pride ourselves on the strong links and relationships that we have developed and continue to foster within the communities that we serve.

Job DescriptionPOST: Director of Operations

RESPONSIBLE TO: Chief Executive Officer

RESPONSIBLE FOR: Housing Services Manager & Asset / Maintenance Manager

SALARY: Circa £70,000 per annum

Purpose of the Post

To provide clear strategic direction and effective leadership for all operational areas of Rhondda Housing Association, leading our operational staff to deliver high performing, high quality services to our tenants.

Key Responsibilities

1. Leadership of our operational services ensuring that the association’s front-line teams work closely to provide high quality services to our tenants.

2. Overall responsibility for ensuring performance across operational functions is of a high level, overseeing service delivery and quality.

3. As a member of the executive management team, provide clear direction and organisational leadership with the required behaviours to support a culture which inspires excellence.

4. Demonstrate a commitment to the values and behaviours of Rhondda Housing Association at all times. Leading by example across the business and promoting the work of the association to stakeholders and partners.

Neighbourhood Services

1. Ensure that high performing core housing management performance is achieved, setting an exceptional standard of modern, tenant-focussed housing management techniques and disciplines.

2. Provide inspirational leadership for our Community Development team, actively engaging tenants and enabling the team to explore possibilities and facilitate creative engagement opportunities with our communities and tenants.

3. Lead the effective development and delivery of our floating support services to achieve a high-quality offer, proactively seeking opportunities for growth and new business

Maintenance and Asset Management Services

1. Leading on delivery of our asset management strategy, ensuring that our housing stock is strategically managed, maintained and improved to meet the changing needs of our tenants and the business.

2. Monitor and manage the operational performance of our maintenance and asset management programmes, contracts and services. Overseeing the delivery of value for money services, contract management and procurement to a high level.

3. Responsible for setting the strategic direction across housing services and maintenance teams to ensure strong communication between teams and value for money service delivery.

4. Work closely with management and finance colleagues to ensure robust budget setting and budget management is in place.

5. Work closely with Development colleagues to ensure a holistic approach to our new build programme and our longer term asset management requirements.

6. Responsible for the delivery of key performance targets across the maintenance team.

Organisational Leadership

1. Provide inspirational leadership by engaging direct reports and others in the realisation of RHA’s vision and values, so that everyone can clearly see how their role fits in to this.

2. Participate in corporate and leadership initiatives and activities taking collective responsibility for Executive Management Team decisions and leading by example.

3. Establish a committed, high-performing team by setting meaningful and stretching performance targets, monitoring and evaluating progress on a regular basis and providing feedback.

4. Responsible for the design and implementation of the operational services annual improvement plan

5. Work with HR to create mechanisms for identifying and nurturing talent and ensure that direct reports are managing and coaching teams effectively.

6. Ensure compliance in respect of governance and adherence to relevant statutory and

regulatory provisions at all times, managing risk associated with all areas within the operations directorate and maintaining effective working relationships with our regulator and other stakeholders.

7. Prepare, manage and control budgets while demonstrating commercial acumen and managing financial viability, identifying opportunities to improve operating efficiency or improve the use of our assets.

Health and Safety

1. Champion a health and safety culture throughout the organisation, ensuring compliance with all legal requirements and regulatory frameworks and RHA policies and procedures.

2. Support and lead by example with regards to the management and promotion of health, safety and wellbeing for employees, tenants and anyone impacted by the work of RHA.

3. Be aware of your own responsibilities under the Health and Safety at Work Act and other safety regulations, ensuring that safe working practices and procedures are adopted at all times.

Terms & Conditions

Salary:

The salary for this post is circa £70,000 per annum, depending upon experience.

Pension:

RHA is a member of the Social Housing Pension Scheme, and we offer a Career Average (CARE) defined benefit scheme. Our contribution is 10.10%, and employees contribute between 5% and 7%.

Holiday Entitlement:

25 days, rising to 30 days per year

Working Hours:

Our normal working hours are 36.5 per week, however the post holder will be required to work such hours, and at such times as are necessary to carry out their duties.

Probation and Notice Periods:

The probationary period for this post is 6 months, and can be extended to 12 months.

During the probationary period, the notice period on either side is 1 week. Upon successful completion of the probationary period, the notice period will be 3 months.

General:

This post will be based at our head offices - Ty Gwyn Newydd, 9 Compton Road, Tonypandy CF40 1BE. Travel may be expected across the borough, and elsewhere as necessary.
