May 5th is a date celebrated primarily in the US. Its

origin comes from Mexican-American communities in the American West as a way to commemorate the cause of freedom and democracy during the first years of the American Civil War. Today the date is observed in the United States as a celebration of Mexican heritage and pride.

Mexican food is fresh, full of

flavor and great anytime. This recipe is fast and easy and best of all delicious. Enjoy this fiesta of colour anytime of the year.

Mexican Couscous1 cup couscous, dry

1 teaspoon ground cumin

1 teaspoon salt

Fresh ground pepper

1 ¼ cup boiling water

1 clove garlic, minced

1 can black beans, rinsed

1 cup corn kernels

½ cup chopped red onion

1 cup chopped tomatoes

1 jalapeno minced

3 tablespoons olive oil

Zest from one lime

3-4 tablespoons fresh lime juice

Combine the couscous, cumin, salt and pepper in a large bowl. Stir in the boiling water and

seal bowl with plastic wrap and rubber band. Set aside for 15 minutes to absorb.

After couscous has absorbed the liquid, stir remaining ingredients into it. Add more salt and fresh pepper to taste and even chopped coriander for taste and colour.

May be served warm, cold or at room temperature.

No one really likes to budget do they? Many of us may like to start a budget and enjoy the large amount of savings or repayment

of debt that is optimistically forecasted. Sadly however, how many times does it end in a binge fest of dining out, or, grabbing that expensive treat that you feel like you deserve?

In truth, this article is inspired after consuming a few too many Easter eggs, and spending a little too much money during recent long weekends. Which oddly lead me to realise that budgeting is similar to dieting.

Although I am definitely not an expert in dieting, I do believe that one of the important things to avoid is starving yourself. Similarly, when it comes to budgeting this is an equally important first step. Avoid setting unrealistic low levels of spending, otherwise that ‘binge fest’ will be inevitable.

The Realistic Budget

It is all too common for us to be overly optimistic when preparing a budget. Therefore, here are a few quick steps to make your budget realistic:

• Analyse the money you have received and spent over the last three months. This will give you an idea as to what your natural spending pattern is really like.

• List all the money you expect to receive, and spend, in the next three months. Remember increase some costs i.e. power during the winter, interest rates.

• Compare your analysis from step 1 to your list in step 2. If your expected income is more than the amount you actually received in the last three months, then specifically list the date and reason for those additional amounts. If you don’t know the date and amount then are you really sure you are going to receive it? If your expected costs are less than the actual spent in the last three months then specifically identify which costs you plan to reduce, and ensure that they are not necessities i.e. rent, mortgage payments, power.

• Trim only a bit at a time, i.e. pick a few specific costs that can be reduced and focus on those specifically.

After this is done, you should be able to create a spreadsheet that will give you your budget for the next three months. You could stretch this budget out for a year, however, doing this can often make the budget more aspirational rather than realistic. Aim to achieve the first 3 months. then once done, adjust for the next 3 month period i.e. focus on some new costs to trim, and ensure that you have altered any amounts received or spent from the previous 3 month budget period accordingly.

Warning Indicators

Do not wait until the end of the 3 month period to see how well you met the budget. You should set indicators. These will give

you a quick guide as to your progress. Usually these indicators will be either a specific increase in your bank accounts or a decrease in debt. Alternatively, you can keep a limited amount available in an account or credit card each week. Once that money is gone then you know you are about to exceed the budget or you have exceeded your budget.

With the last two Official Cash Rate (OCR) increases,

it is anybody guess whether the trend will continue. At 3 percent the OCR is still pretty good; however, have you budgeted for the increase and the potential for more?

The Reserve Bank has said that “New Zealand’s economic expansion has considerable momentum, with GDP estimated to have grown by 3.5 percent in the year to March. Growth is gradually increasing in New Zealand’s trading partners, but inflation in those economies remains low. Global financial conditions continue to be very accommodating.

“Prices for New Zealand’s export commodities remain very high, though auction prices for dairy products have fallen by 20 percent in recent months. Domestically, the extended period of low interest rates and strong growth in construction sector activity are supporting the recovery. Net immigration continues to

increase, boosting housing and consumer demand. Confidence remains very high among households and businesses, and measures of investment and employment intentions are positive.”

So what does this mean for the future? Well by increasing the OCR they are attempting to keep inflation steady at 2 percent. Reserve Bank governor Graeme Wheeler stated that interest rates (property) need to be at a level where they don’t add to

demand so as to keep inflation expectations contained.

You are unfortunately too late for the super low rates of 2013, but it is never too late to lock it in something now and give you some security for your budget. Then your budget is established and you can get on and do the things in life that are most important.

ASB Chief Economist Nick Tuffley said, “It’s about trying to get the balance right, and

what we’re expecting from the Reserve Bank is, over the space of this year and next year, interest rates going up around about two percentage points. The rise eventually would bring floating mortgage rates from multi-decade record lows up to around 7.5 to 7.75 percent.”

So that said, with the NZ economy seemingly steaming forward now is the time to fix mortgages or rethink your existing structure. If your loan matures in say 2 or 3 years’ time, then I would recommend that you work out

what the payment would be if it was at that rate now. Then, start paying that payment now. This means that you have just increased that amount of principal you are paying the bank so that your mortgage could be paid off over a shorter term. Alternatively, it also means that when the loan matures you are already accustomed to higher payments and it won’t be such a shock.
