POSITION VACANT- CASUAL SUPPORT OFFICER

The Cocos (Keeling) Islands Community Resource Centre Committee is seeking an enthusiastic, hard-working person for the casual position of Support Officer.

The successful applicant will be required to work two days per week (12 hours/week) and also assist in coverage of staff leave and illness and some Saturday’s.

Knowledge in computer programs such as Microsoft Office, Microsoft Publisher and MYOB is preferable, but not essential.

The position will commence in March 2017, with work days to be negotiated.

The Shire of Cocos (Keeling) Islands is seeking applications for the position of a Relief Casual Library Officer in the West Island Community Library.

Council is looking for a reliable person who has an interest in reading and books. The Relief Casual Library officer will be re-quired to relieve our library officers from 6:30pm to 8:30pm Monday evenings and on Wednesdays between 3:30pm – 5:30pm when necessary.

There is a family of Barn Swallows on Home Island. Barn Swallow have never been seen to nest in the Southern Hemisphere before but it looks like these guys are the first. These Swallows are found all over the world but are only seen as a rare visitors in Northern Australia. On Cocos we see them usually after a storm. They feed on flying insects so you see them in the air doing acrobatics as they catch flying bugs.

This Home Island family feed at the rubbish tip and their local name is BURUNG LAYANG which translates to KITE BIRD. During the day they are resting on the container barge when you can see them from the ferry. The blue and red one is the adult and the patchy ones are the juveniles. They were first seen at the start of November.

The Cocos Keeling Islands Tourism Association Inc is seeking applications from suitably qualified people for the position of a casual employee at the Visitor Centre. The position would be well suited to a team orientated person with a bubbly personality and a commitment to quality customer service. The successful applicant will distribute Visitor Centre Surveys during the check-in period to collect feedback from departing passengers. As passengers arrive on island Visitor Information will be handed out and you will be the primary point of contact for arriving passengers. The successful person needs to be available to work Tuesday afternoons and Saturday mornings to coincide with flight arrival and departures.

Use High-Efficiency Outdoor Lighting A typical 100-watt floodlight, if used for six hours a day, can consume up to $40 of electricity over the course of a year and produce upwards of 400 pounds of carbon dioxide, depending on where you live. For starters, replace those floodlights with compact-fluorescent versions-they're just as bright and use a quarter of the energy. Next, replace low-wattage halogen landscape bulbs with LED versions. They cut energy use by over 80 percent and can last for 10 years or more. Finally, install motion sensors on any nonessential lights. New versions just screw right into your existing light socket. Replace High-Use Indoor Lights with Compact Fluorescents or LEDs With high-quality light, sizes for almost any fixture and even versions that are dimmable, compact fluorescents have it all. They're more expensive than normal light bulbs, but between the energy savings and their much longer life spans, they pay for themselves in less than two years. And consider LED bulbs for non-dimmable circuits (especially for holiday lighting). They're true energy misers and will last for as long as you live in your house.

PROPOSED GONG GONG RESEARCH

As part of our ongoing commitment to the sustainable management of the Cocos (Keeling) Islands fish and marine invertebrate stocks, the

Department of Fisheries WA, aims to study the habitat associations and movement of Gong Gong (Lambis lambis).

This study will involve tagging 20 Gong Gong with acoustic transmitters and tracking their movement using an array of acoustic receivers

(listening stations).

The Department intends to install approximately 40 acoustic receivers in an area south of Home Island on the eastern side of the lagoon. Each

receiver will be marked by a reflective surface float and will be in place for approximately a year beginning in February 2017.

IMPORTANT

For accurate data collection, it is very im-portant that the acoustic receivers and tagged Gong Gong are not moved or inter-fered with for the duration of the study. If a tagged Gong Gong is found by fishers, we kindly request it be returned to the water where caught. The Department also urges residents to use caution when boating in the study area after February 2017 to avoid strik-ing the marked floats.

To prevent food poisoning at home: Wash your hands, utensils and food surfaces often. Wash your hands well with warm, soapy water before and after handling or preparing food. Use hot, soapy water to wash utensils, cutting boards and other surfaces you use. Keep raw foods separate from ready-to-eat foods. When shopping, preparing food or storing food, keep raw meat, poultry, fish and shellfish away from other foods. This prevents cross-contamination. Cook foods to a safe temperature. The best way to tell if foods are cooked to a safe temperature is to use a food thermometer. You can kill harmful organisms in most foods by cooking them to the right temperature. Cook ground beef to 160 F (71.1 C); steaks, roasts chops, such as lamb, pork and veal, to at least 145 F (62.8 C). Cook chicken and turkey to 165 F (73.9 C). Make sure fish and shellfish are cooked thoroughly. Refrigerate or freeze perishable foods promptly — within two hours of purchasing or preparing them. If the room temperature is above 90 F (32.2 C), refrigerate perishable foods within one hour. Defrost food safely. Don't thaw food at room temperature. The safest way to thaw food is to defrost it in the refrigerator. If you microwave frozen food using the "defrost" or "50 percent power" setting, be sure to cook it immediately.

Popular air-filled lounges great on dry land but dangerous on water

Air-filled lounges have been one of the must-have Christmas presents for 2016 after some heavy promotional social media and at pop-up stalls in shopping centres here in Perth.

They certainly seem like a super light and convenient seating option, but a number of photos and videos suggest the lounges can also be used safely in water. That’s certainly not the case! There were two near-misses over Christmas. In each case the lounge unexpectedly deflated - with the material clinging and nearly suffocating a man in one case and the lounge tangling around a young girl nearly drown her in the other.

Consumer Protectionagencies across Australia is now putting out a warning – whatever you do, don’t put these lounges in water thinking they’re safe and are a floatation device. They’ve been around since 2014, and although you can certainlyget frustrated learning how to inflate them (it’s not quite as quick and easy as on YouTube or during live demonstrations) there haven’t been any other safety issues.

We strongly recommend these lounges aren’t used in water. There have been far too many drowning deaths in Australia already this summer. If asking people to stop using these loungers on water saves even one life, it’s more than worth it.

Memang nampaknya pilihan tempat duduk yang ringan dan sesuai, tetap berberapa gambar dan video menunjukkan tempat duduk ini juga boleh digunakan dengan selamat di ayer/laut. Ini pastinya bukan kesnya! Ada dua hamper-kecelakaan dimasa Christmas. Dalam setiap kes tempat duduk ini kempes tidak disangkah-sangkah – dengan kain buatannya tegait dan hampir kelabaan orang dalam satu kes dan telilit dibadan pemuda perempuan dalam kes yang satu lagi.

These are short articles about legal issues that may interest you. They are not legal advice. You should always obtain individual legal advice for your situation.

There are a number of criminal offences associated with bad driving. This is the third article about these. The first article dealt with careless driving and dangerous driving and their applicable penalties and circumstances of aggravation. The second article dealt with dangerous driving causing bodily harm. You should read all 3 articles to understand the offences.

This article deals with:

dangerous driving causing death orgrievous bodily harm

reckless driving.

Another serious offence is dangerous driving causing death or grievous bodily harm. Note first of all that if you drive dangerously and cause someone’s death, you can only be dealt with by the District Court and not the Magistrates Court.

As talked about in the second article, grievous bodily harm is harm where there is, or is likely to be, a risk of death, or harm that is, or is likely to be, permanent. Examples of grievous bodily harm might be where the person nearly dies from their injuries or has a permanent disability, such as an amputation, or bad scarring, or brain damage.

The penalty for dangerous driving causing grievous bodily harm in the Magistrates Court is imprisonment for up to 3 years and a fine up to $36,000 and your MDL must be disqualified for at least 2 years. The penalty for dangerous driving causing grievous bodily harm in the District Court is impris-onment for up to 7 years and an unlimited fine and your MDL must be disqualified for not less than 2 years. If you cause death your penalty in the District Court is imprisonment up to 10 years and an unlimited fine and your MDL must be disqualified for not less than 2 years.

Once again, the maximum penalties are higher if you commit this offence in aggravating circumstances. And if you commit the offence whilst escap-ing pursuit by a Police officer, one of the circumstances of aggravation,you must serve a period of imprisonment of at least 12 months whether you are dealt with by the Magistrates Court or the District Court. The period of imprisonment cannot be suspended, so you must serve it immediately. If you are dealt with in the Magistrates Court for causing grievous bodily harm, the maximum period of imprisonment is 3 years. If you are dealt with in the District Court, the maximum period of imprisonment is 14 years for causing grievous bodily harm and 20 years for causing death.

Reckless driving is wilfully(deliberately) driving a motor vehicle in a manner (including speeding) that is inherently dangerous or in all the circum-stances, dangerous to the public or to any person. It is a more serious offence than the offence ofdangerous driving which we discussed in the first article.

If you drive at 155 km/hour or more, or you drive at 45km/hour or more than the actual speed limit, you are deemed to be driving recklessly.

There are 2 major differences between dangerous driving and reckless driving. One difference is that for reckless driving the Prosecution must be able to prove beyond a reasonable doubt that you were wilfully (deliberately) driving dangerously.

The second difference is that for you to commit an offence of reckless driving the driving does not actually have to be dangerous to the public or any person, so that no-one need be in the vicinity or at risk for you to have committed the offence.You have committed the offence if your driving is just inherently dangerous. An example might be that you are driving at 160 kms/hour in a very remote part of a forest at night where no-one is likely to be. Although no-one is at risk, the driving is inherently dangerous.

The penalty for a first offence of reckless driving is a fine of up to $6,000 and imprisonment for up to 9 months. Your motor driver’s licence (MDL) must be disqualified for at least 6 months. The penalty for a second offence of reckless driving is a fine up to $9,000 and imprisonment for up to 9 months. Your MDL must be disqualified for at least 12 months. The penalty for a third or subsequent offence of reckless driving is a fine up to $12,000 and imprisonment for up to 12 months. Your MDL must be disqualified permanently.

Once again, if your reckless driving occurred in aggravating circumstances the penalties are higher. If you drove recklessly whilst trying to escape the Police you must be sentenced to at least 6 months imprisonment, which cannot be suspended. The maximum period of imprisonment is 5 years.

Kesalahan kriminal berkenaan memandu ceroboh, memandu berbahaya dan memandu kasar - II

Ini adalah majalah-majalah pendek tentang perkara-perkara legal yang kamu mungkin berminat. Ia bukan nasihat legal. Kamu harus selalu mendapat nasihat legal untuk keadaan kamu.

Ada berberapa kesalahan kriminal yang berkenaan dengan driving berbahaya. Ini majalah yang ketiga mengenai perkara ini. Dalam majalah pertama kita bincangkan driving ceroboh dan driving berbahaya dan hukuman-hukuman yang

berkenaan dengan kesalahan ini. Majalah kedua mengenai driving berbahaya yang menyebabkan kecederaan badan.

Kamu seharusnya membaca semua 3 majalah-majalah ini untuk memahami kesalahan-kesalahan berkenaan.

Majalah ini menerangkan:

driving berbahaya yang menyebabkan kematian atau kecederaan badan yang parah

driving ceroboh.

Satu lagi kesalahan serious ialah driving berbahaya yang menyebabkan kematian atau kecederaan badan yang parah. Perhatikan yang pertama kalau kamu driving berbahaya dan menyebabkan kematian seorang, kamu akan hanya diurusi oleh District Court, bukan Magistrates Court.

Sepertimana dibicarakan dimajalah kedua, kecederaan badan ialah kecederaan dimana ada, atau berkemungkinan ada, risiko kematian, atau kecederaan yang, atau mungkin, kekal. Contoh kecederaan badan yang terok mungkin dimana seorang hampir mati daripada kecelakaan mereka atau mendapat kecacatan kekal, seperti amputation, atau bekas luka terok, atau kerusakkan ontak.

Hukuman untuk driving berbahaya menyebabkan kecederaan badan terok dalam Magistrates Court ialah penjara hingga 3 tahun dan denda hingga $36,000 dan MDL mesti di disqualify untuk sekurang-kurangnya 2 tahun. Denda untuk driving berbahaya menyebabkan kecederaan badan terok dalam District Court ialah penjara hingga 7 tahun dan denda yang tidak terbatas dan MDL mesti di disqualify untuk tidak kurang dari 2 tahun. Kalau kamu menyebabkan kematian dalam hukuman kamu dalam District Court ialah penjara hingga 10 tahun dan denda yang tidak terbatas dan MDL kamu di disqualify untuk tidak kurang dari 2 tahun.

Sekali lagi, hukuman maximum lebih tinggi kalau kamu lakukan kesalahan ini dalam keadaan yang memberatkan. Dan jika kamu melakukan kesalahan ini dimasa kamu melarikan diri dari opis Police, satu daripada keadaan yang memberatkan, kamu mesti dipenjara sekurang-kurangnya 12 bulan tidak kira diurusi di Magistrates Court atau District Court. Masa penjara tidak boleh ditunda-tunda, jadi kamu mesti jalankan penjara dengan segera. Kalau kamu diurusi di Magistrates Court untuk menyebabkan kecederaan badan yang terok, maximum masa penjara dialah 3 tahun. Kalau kamu diurusi dalam District Court, masa penjara paling maximum ialah 14 tahun untuk menyebabkan kecederaan badan yang terok dan 20 tahun untuk menyebabkan kematian.

Driving ceroboh ialah driving kereta/motor dengan sengajak secara sikap (temasuk speeding) yang sememangnya bahaya atau dalam semua keadaan, berbahaya terhadap umum dan orang. Ia adalah kesalahan yang lebih serious daripada driving berbahaya yang kami bincangkan dalam majalah pertama.

Kalau kamu driving sehingga 155 km/jam atau lebih, atau kamu driving 45km/jam atau lebih daripada batas deras (speed limit), kamu digelarkan driving ceroboh.

Ada 2 pembezaan yang besar diantara driving berbahaya dan driving ceroboh. Satu pembezaan ialah untuk driving ceroboh Prosecution mesti boleh buktikan tanpa keraguan yang kamu dengan sengajak driving berbahaya.

Pembezaan kedua ialah yang untuk kamu melakukan kesalahan driving ceroboh yang driving tidak semestinya berbahaya untuk umum atau orang-orang, jadi walaupun tidak ada orang dalam kawasan atau dalam risiko untuk kamu melakukan kesalahan ini. Kamu telah melakukan kesalahan kalau kamu driving berbahaya secara nyata sahaja. Contohnya mungkin yang kamu driving 160 kms/jam dalam kawasan yang jauh dihutan pada waktu malam dimana berkemungkinan tidak ada orang-orang. Walaupun tidak ada orang dalam risiko, cara kamu driving ternyata yang berbahaya.

Hukuman untuk kesalahan pertama untuk driving ceroboh adalah denda sehingga $6,000 dan penjara sehingga 9 bulan. MDL kamu mesti di disqualify untuk sekurang-kurangnya 6 bulan. Denda untuk kesalahan kali kedua untuk driving ceroboh ialah denda sehingga $9,000 dan penjara sehingga 9 bulan. MDL kamu mesti di disqualify untuk sekurang-kurangnya 12 bulan. Denda untuk kali ketiga dan seterusnya untuk driving ceroboh adalah denda sehingga $12,000 dan penjara sehingga 12 bulan. MDL kamu mesti di disqualify selama-lamanya.

Sekali lagi, kalau driving ceroboh kamu berlaku dalam keadaan yang memberatkan, dendanya akan lebih tinggi. Kalau kamu driving secara ceroboh selagi melarikan diri dari Police kamu mesti dipenjara selama 6 bulan sekurang-kurangnya, dan tidak boleh ditunda. Masa penjara maximum ialah 5 tahun.

SOUTH ISLAND SHELTER PROJECT This project is nearing completion and has been a work in progress for some time.

Kylie and Ash at Adventure Tours together with members of the Cocos Community made application for the South Island Shelter

project .Shire approval was given with CEO Peter Clark giving the thumbs up for a DI type structure, qualifying that it must be of the

same standards and workmanship as currently accepted at Cocos. Initially a small shelter was built using donated poles and parts of the

old RUMHA “BAR” RU at the Q Station.

Following a lot of lobbying for fundraising and help, this month saw the long awaited delivery of materials and the demolition of

Thommo’s BBQ shack where the roof was salvaged, the final structure was all ready to go

The whole lot of materials to complete the works were floated over to South Island. It all went well subject to losing a few logs and

Shack who was balancing the canoes, he fell off into the drink. We could not turn around and the tide was taking him to Africa. Luckily

he was picked up and rescued by Dave who was passing on his jet ski, also the lost logs, thanks Dave.

The shelter is of a high quality. Thommo through Thompson Construction donated roofing and structure materials, and Hendo’s ECM

provided freight, transport, poles and fixings teks and screws. The structure is built using the best materials - aluminium roofing, heavy

duty galvanised bolts, CCa timbers, Galv bracing, stainless steel TEK fixings and batten screws.

Volunteer labour from Thommo, Hendo, Chubbs, Shack, Russell, and Jacko was well received and required a whole day at the island

from high tide at 6.30am to the next tide at 6pm. Every one contributed. Many thanks to Phil Green for the loan of the pole digger - it

saved hours of hard labour.. Also thanks to Denise and KK for moral support and assisting with catering and pole digging (the old

fashioned manual way) and lifting out redundant poles the day before, when the boys were not there.

Some final finishing off is being planned, with lighting, solar and batteries by Jacko’s “Altronics” and a bamboo bar/servery /esky

stand by Russell, Thommo and helpers . The end result of all this will make this shelter a fantastic community meeting place.

There is need of a new water tank. The existing one thankfully donated by JCR will be a little too small for the expected patronage.

Any help here is appreciated. Also a toilet is planned for this year so that would be great!

Everyone involved who has donated their time, support and materials should be congratulated and thanked. This is a fantastic Cocos

people project that will enable the whole Cocos Community to enjoy a great shelter from rain and sun, and enjoy this fabulous part of

the island with comfort and safety for many years to come.
