It appeared as if the children of Israel were trapped. With the moun-tainous region that flanked each side of them, the Egyptian army behind them, and the Red Sea in front of them, there was no direction to move. What had appeared to be a com-plete success in leaving the land of bond-age now seemed to be a complete defeat. They were “trapped,” or so they might have thought.

Isn’t it amazing that when things don’t go the way we think they should, when the programs or people don’t meet up to or live up to our expectations, that we begin to think that failure to our overall dream is imminent? More often than we would like to admit, it is at these strategic crossroads that victory or defeat usually takes place. It is in those crucial moments of contemplative thought that our faith must ignite.

It is these situations that literally drive people to seek after God in prayer! God’s man, Moses, did exactly that. Moses knew that this whole evacuation of Egypt was a God thing. He knew what he had heard from on high, and in faith at the right time they had made their move. But now, camped by the water’s edge, the situ-ation looked bleak. Even so Moses’ faith did not falter. He proceeded to call out to the Lord. Even though there were oppos-ing voices calling for their retreat, Moses said…Exodus 14:13…unto the people, Fear ye not, stand still, and see the salva-tion of the LORD, which he will shew to you to day: for the Egyptians whom ye have seen to day, ye shall see them again no more for ever.

14 The LORD shall fight for you, and ye shall hold your peace. What a statement of faith! The very next verse gives us the answer as Moses then hears from on high.

Exodus 14:15 And the LORD said unto Moses, Wherefore criest thou unto me? Speak unto the children of Israel, that they…“GO FORWARD!” (em-phasis is mine)

Throughout the scriptures you will find that our God is always compelling His people to GO FORWARD! At the onslaught of judgment upon Sodom and Gomorrah, the Lord told Lot and his family not to look back. When Abraham sent his servant to find a wife for Isaac…Genesis 24:5 And the servant said unto him, Peradven-ture the woman will not be willing to follow me unto this land: must I needs bring thy son again unto the land from whence thou camest?

6 And Abra-ham said unto him, Beware thou that thou bring not my son thither again. Abraham had no intention that Isaac return to the place where he had come from. And God Himself has no intention for any of us to return to where we came from. All of us need to continue to “GO FORWARD” in living and trusting the Almighty for the greater benefit in serving Him!

The Lord was so emphatic about “GOING FORWARD” that when He instructed the prophet Ezekiel about the vision of the temple, the Lord said…Eze-kiel 46:8 And when the prince shall en-ter, he shall go in by the way of the porch of that gate, and he shall go forth by the

way thereof.9 But when the people of the land

shall come before the LORD in the sol-emn feasts, he that entereth in by the way of the north gate to worship shall go out by the way of the south gate; and he that entereth by the way of the south gate shall go forth by the way of the north gate: he shall not return by the way of the gate whereby he came in, but shall go forth over against it.

I believe the “course” that the Wis-consin District is following does not permit us to return to how it was, but we must continue “GOING FORWARD,” witnessing the mighty hand of God upon us as He adds to the Church daily.

The only time God instructs His people to go back is when He is re-ferring to them coming “back” to Him; coming back to Him, getting in right relationship with Him, so that they can once again keep “GOING FORWARD.”

Brothers and Sisters in Christ, God has His hand upon us. This is His

“district” and we are His people. When the unforeseen seems to deter us, and con-fronts us with challenges that we did not anticipate facing, that’s the time when we need to put our shoulders to the plow and keep “going forward” in JESUS name!

All of us are on a victory march that will last until the trumpet sounds, and time will be no more. Keep marching, Church, keep believing, keep trusting, and reach-ing forward for those things that only God can and will supply. His Church is victorious, and His Church continues “GOING FORWARD.”

WDN: Tell us about your background.BRO. PARKER: I was born in Rich-lands, North Carolina and graduated from Richlands High School in 1969. Also in 1969 I joined the US Army where I had my Basic Combat Train-ing at Fort Bragg, North Carolina. I was stationed in Germany from 1984-1989. Sis. Parker had already received the Holy Ghost then (in WI Dells) and had been witnessing to me, so when we signed up for military housing and found tracts from the local church in our mailbox we started attending. It was a year later, in September of 1985, that I received the Holy Ghost and was baptized.

After 28 years of military service, I retired from the US Army in 1998, with the rank of Command Sergeant Major, the highest rank that an enlisted member of the service can obtain. During the last five years of my military career I served as the Senior Enlisted Advisor for the Army on Okinawa. In addition to mili-tary responsibilities during that time, I pastored the First United Pentecostal Church of Okinawa, Japan, and served as the Asia Military District Coordina-tor from 1996-2009. I’ve authored three books which are titled, “Developing the Man in the Mirror,” “A Reflection of the Man in the Mirror,” and “If God Be for Us, Who Can Be Against Us?” My wife and I served as missionaries from 1996

RUFUS PARKER - Section 4until 2009, ministering to the Asia Mil-itary Ministries and Japan. We now live in La Crosse where we pastor Calvary Apostolic Church.

WDN: Tell us about your family.BRO. PARKER: My wife Pamela and I met in La Crosse in 1976. We have been married for 34 years. We have three wonderful children and nine awe-some grandchildren.

WDN: Do you have any interests/hob-bies?BRO. PARKER: I love studying the Word of God. There is nothing more exciting to me than obtaining enlight-enment and understanding of God’s Word. I also like to play golf whenever I can.

WDN: Have you ever witnessed a mira-cle? Please tell us about it.BRO. PARKER: I always tell people I’m the biggest miracle that I’ve seen because I know who and where I was in my life before I became a born-again Christian. For God to deliver me from the sins and mess I was in is the biggest miracle that I’ve seen.

On one occasion in Okinawa, I as-sisted the military hospital chaplains with their patients’ visitation and prayer. I was visiting the children’s ward one day and a little girl was there with an IV to restore her from dehydration. I asked her when she would be going home and she told me the doctor had said that once the solution was all done she could go (the bag was still about a quarter full) but, she said, because it was dripping so slowly it would probably be tomorrow. I said to her, “Let’s pray and ask Jesus to take it all away really fast.” She took my hand and I said a simple prayer, “Jesus, take away this solution so she can go

God is doing great things in Section 4! I’m hearing testi-mony after testimony of God’s awesome power and outpour-ing of His Spirit. We, at Riv-erside Apostolic in Marsh-field, have seen four filled with the Holy Ghost already this year! What a great beginning! What I want to share with you, however, is a testimony from House of Faith in Tomah. Pastor and Sis. Plowman in-vited Bro. and Sis. Fraser from DePere to come speak to their congregation February 16th & 17th, and this was the re-sult (submitted by Tanya Agu-inaga):

We were blessed to have Bro. and Sis. Fraser for our Gatekeeper and Virtuous Women’s meeting Saturday, February 16th. At the Vir-tuous Women’s meeting, Sis. Fraser shared with us their tes-timony about their son-in law Michael who doctors consider brain-dead after complications from a routine surgery. We all felt God in the midst as she shared that it’s not just having faith but being faithful. Bro. and Sis. Fraser tag-teamed as he continued to share their journey with their son-in law. As Bro. Fraser was ministering to the ladies, he felt he needed to share with us what he had prepared for the men’s Gate-keeper’s meeting: “Making, Baking, Breaking Bread.” He shared how we like to come to church to receive bread but

we aren’t in the kitchen mak-ing bread; that we need bread makers in the church. Bro. Fraser shared a story that was supposed to be funny, but tears were running down his face (and down mine; there were more ladies with tears run-ning down their faces as well). He started, “Who will help me plant my garden? Who will help me plant my garden? No one will help me plant my garden,” and ended with, “Who will help me eat my garden? Who will help me eat my garden? Everyone will help me eat my garden.” If there was one thing I believe God was trying to get across, it is that our pastors and their wives cannot be making, bak-ing and breaking the bread for everyone; we need to be mak-ing and baking bread by be-ing faithful in our relationship with God. I personally felt my burden for the souls in our city grow stronger and a renewed strength to keep going.

Sunday morning, Febru-ary 17th, there was an amaz-ing presence of God. Bro. Fraser talked about the “Four Anchors of Faith: Promise,

Purpose, Prayer and Power.” If we don’t have these anchors this world will toss us to and fro. The Lord never said that storms wouldn’t come, but if we hold on to these anchors, God will see us through! We need to remember His promise and purpose for our lives and then we need to stay prayerful in all things and the power of God will be there! After Sun-day morning service Moses Aguinaga (who was filled with the Holy Ghost at Midwinter Camp South) got baptized in the saving name of Jesus! Then, during the prayer and worship following the bap-

tism, Thomas Plowman was filled with the Holy Ghost!

Sunday night worship ser-vice was great. Jacob Plowman sang a special, and during the song the children in the second and third row entered into the presence of God like never be-fore! The Head Pastor ( Jesus) was in the house! Bro. Fraser never made it to the pulpit to preach that night; God took over and extended to us liber-ty, freedom and restoration in the Spirit. I am still amazed by all God did that weekend. I am awestricken by a Perfect, Amazing God!”

The next day, Superintendent John Putnam opened the morning session with a powerful re-visitation of the need to be born again and produce spiritual off-spring. The day in which we live presents many challenges, but he reminded us that God made a way for us to participate in the miracle of the new birth and will con-tinue to do so. He warned against relying upon religious activities and risk enter-ing into a state of “spiritual menopause” where we stop producing. He said we

must keep the main thing the main thing. And the main thing is that we allow the Word of God to be made flesh within us so that we do not just read a “BREAD” program, but become doers of the Word, not hearers and readers only. We must let the light shine that the world will see our good works and glorify our Father, for as many as are led by the Spirit of God be-come the sons of God.

On Thursday and Friday, February 7th and 8th, Parkway Apostolic Church was host to another exciting Winter Camp. The theme of the conference was making the Word of God become flesh. Guest speakers were Wisconsin Superintendent John Putnam, Rev. Carl McLaughlin, Pastor of United Pentecostal Church of Euless (Texas), and Rev. Jimmy Toney, Pastor of Lexington Tabernacle (Ken-tucky).

The first night competed with a snowstorm that limited attendance. But it did not stop the anointing upon Rev. Carl McLaughlin with a message entitled “No Walking on the Roots.” He encouraged the Apostolic Church to not allow the world to walk in and trample upon the heritage passed on to it through the sac-rifice of our forefathers. He said we must be prepared to build a fence around our hearts and minds to preserve the truth of one God, baptism in the name of Jesus, gender distinction, and standards of sepa-ration and holiness so that they can be passed on to the next generation. First of all credit needs to go to Pas-tor Hook and the Revival Committee for all of their hard work and efforts. All three of the Mid-Winter Camps were successful and we appreciate it!

Mid-Winter Camp started out with the great gift of music ministry that God has given to Sister Darlene Boyte. The presence of the Lord was there immediately. Each service was led by such an anointing of prayer and we were all ministered to. Prayer for each pastor and their families was greatly felt and appreciated!

God orchestrated the preaching of Pastor Putnam, Pastor McLaughlin and Pastor Woodward. Each year we always get the perfect match of speakers. Their messages flowed together as if they were planned together. But of course they were - by God.

Pastor Putnam spoke to us about “The Miracle of the New Birth.” It’s a miracle that we were all born, and we celebrate this every year. He stated that most importantly, as I Corinthians 15:45-49 says, “We are born in the im-age of the earthly, we shall also bear the image of the heavenly.” To get to heav-en we all need the miracle of the new birth! We also need to continually reach out to the lost!

Pastor Raymond Woodward spoke “To the Generation Following.” In so-ciety there is a generation gap. There is a difference that happens between each generation. We as the church cannot have a generation gap. There are four main generation gaps: Builders had radio, Boomers had TV, Busters had computers and Bridges have Internet.

We are not four generations. Our con-cern needs to be one generation: a solid one for Christ. God is the generation of godly. God will have a church from one generation to the next. Take your heri-tage and live it out, don’t just tell stories of past generations. Do something with your own walk with God. Pastor Wood-ward also spoke on the “Word Made Flesh.” He preached about “I Am.” Laws were passed that the name of God couldn’t be used for 300 years. No-body used the name of God until Jesus was born. John’s gospel was so amazing. Jesus used His own name. When His name was used miracles happened. The greatest revelation we have is that we know whom we worship! It’s a privilege

to follow and know who He is. Pastor Carl McLaughlin spoke to

us about “No Walking on the Roots.” The fact is that pastors need to preach fences around the church. We need to stand upon the giants (our elders). Re-lationship with our roots should never be trampled on. The torch has been handed to this generation. Jesus wants a wall around His church. Don’t let the gate open. Don’t let backsliders talk about your church, pastor, etc. Get rid of those relationships. Don’t let your roots get damaged. If great trees need a fence around them to protect their roots, certainly we all need fences. YOU’RE NOT WALKING ON MY ROOTS.

MWC TESTIMONIES

Mid-Winter Camp has always been a very special time for me person-ally and for our church. There is something extraordinary about a group of saints from the “north woods” of Wisconsin making their treks across the northern half of the state to come to a Mid-Winter Camp meeting when it is 30 degrees below zero outside. The anticipation of God doing something great is felt in the air from the moment you enter into the church building. We have enjoyed Mid-Winter North for a few years now and each year it seems to supersede the last when that should seem impossible. Many of our northern churches are spread out far and wide, so to be able to enter together to worship and fellowship for two days is a tremendous blessing. For my-self, this has strengthened my sense of community and has allowed valuable moments when pastors and ministers from other churches have prayed for me or spoken a word into my life at the altar. This year our services were powerful and I found myself not wanting Mid-Winter Camp to end. I am thankful for the opportunity that the Wisconsin District provides for us to be so immensely blessed by excellent preachers, musicians, and leadership. I can sincerely say that Mid-Winter Camp has been life-changing for me every single year.

Friday, February 8, 2013: the weather report was Cloudy with Chance of Fish. Yes, really. We had a spiritual fish fry, but not before the preliminary event of An-gel vs. Jacob. In one corner: Reverend Don Rogers; in the other corner, a white-robed angel (a.k.a. Reverend Rob Jadrnicek.) These men wres-tled with one another across the front of the sanctuary, and up and down the aisles, with all the earnest passion of the ancient patriarch and his heaven-sent companion. Bro. Rogers shouted, “You’ve got something I want!” and “I want my inheritance!”

The fighting intensified until the “angel” touched the hip of his opponent, gave him a blessing, and uncer-emoniously pitched Bro. Rogers into the cool waters of the baptismal tank. Then, Reverend Marshall Newble took up the exhortation that the Church must wrestle and travail to see the manifesta-tion of the supernatural. This seemed the theme of the night, as each speaker called on us to pray and pay the cost of revival and the miraculous. We watched a good fight, we worshipped with energy and joy, and then we were fed

from the Word by a man with a figurative fishing pole and a weather gauge: Rever-end Jimmy Toney from Lex-ington, Kentucky.

Ezekiel, Chapter 47, he told us, contained a proph-ecy of the Dead Sea being brought back to life and brimming with fish. This will happen in the natural, but the churches in Wisconsin will also see a multitude of spiritual fish. Having read a true story he knew had to be preached, Bro. Toney told us of a small town in Australia that sits more than five hun-dred miles from coastal wa-ters. Yet, a seemingly impos-sible event occurred during a storm. For two days, fish fell upon the town “in a heavy hail.” Cloudy with chance of fish! Meteorologists reasoned that there must have been a waterspout powerful enough

to suck thousands of fish out of the ocean. They were car-ried by upward winds into freezing elevations, and even-tually dropped over land.

This is an allegory for the coming rains of fish that will drop in great numbers into our boats - into our churches. In Luke, Chapter 5, said Bro. Toney, we see Peter frus-trated and weary after a long night of fishing without re-sults. But the Lord’s weather forecast was cloudy with chance of fish! Jesus told Pe-ter to let down his “nets,” a word Bro. Toney emphasized as “nets - plural.” Though un-certain his obeying the Lord at this point would make a difference, Peter obeyed, and suddenly, he had more fish than he could handle, having to call for help from partners in another boat.

God wants our churches

so full of fish, said Bro. Toney, that pastors and congrega-tions will need to work to-gether to disciple them. This forecast - this prophecy will come true when we have the vision that it is God’s will for our churches to grow. Then, “it will be a normal Sunday, and all of a sudden, fish will start to fall from the sky!”

Along with Bro. Toney’s encouraging promises he warned that the Bible speaks of “clouds without water, driven about by the wind.” He said our pastors must preach doctrine, needing to recall that Deuteronomy 32:2 says doctrine shall drop as the rain. It is doctrine that “helps the tender herbs to grow,” said Bro. Toney, and it will “never hurt growth.” He also warned against the “evil” of unbelief, saying “we can’t be apostolic and not have miracles.”

Finally, Bro. Toney said the great harvest of fish the Lord wants to send us will help us accomplish His Kingdom work, but only if we use the right lure - that thing called “love,” which has the power to make those fish jump willingly into our nets - plural.

“The Egotistical, Self-Cen-tered and Pompous God That We Serve.” Once we get past the title, there is a powerful principle that will release the glory of God. Simply put, that principle is “It’s all about Him,” because He will not give His glory to another. Yet God is love. For the sake of His great name, He defers His anger (Isa. 48:9) to sanctify it (Ezk. 36:22), and if we honor Him,

He will sanctify Himself in us (Ezk. 36:23). We do not have to be highly skilled; we do not have to be a great orator. Our abilities, intel-lect, popularity, skills, and competence are not needed for God to demonstrate the power of His Spirit through us. We just have to have the love of God in us and want to see Him glorified above all else. God then does the rest. If Jesus is lifted up so that people see His love in us, then they will see the glory of God, because God is love.

It is dependence upon God that releases the supernatural because we have come to the end of ourselves and finally recognize that it is all about Him. In the end, God stands by His Word and heals, saves, revives; not because of our righteous deeds, but because of His great name.

The morning session concluded with Rev. Carl McLaughlin speaking on “Holy Ghost Rhythm.” When the rhythm of the weak is in cadence with the strong, anything that comes

against him becomes subject to the one with whom he is in rhythm. Every spirit in hell becomes subject to the Church when it is in rhythm with God. It does not matter the adversity. The stronger takes the weaker to places it has never been. There will be low tides in the Spirit, but if we stay in rhythm with the Lord, we will rise with the current.

home. Amen.” And when we opened our eyes I told her to look...the solution was all gone!

On another occasion, God told me to pledge $1000.00 to a church building program. I didn’t have the money, but I pledged it as God had told me. The next week I was in a men’s conference and the superintendent was addressing all the guests at the conference. As a visit-ing missionary, I was one of the guests he was introducing. As he began to talk again to the men present, he stopped and turned back towards me, and said, “Brother Parker, the Lord just told me that I am supposed to take up an of-fering for you, and if I heard the Lord correctly, it is supposed to be $1000.” He had no knowledge that I had made the pledge the Sunday before. He had all the men pass by and put an offer-ing in a coat they had spread out on the floor. When it was all done the to-tal was $2,149. I sent the $1,000 that I pledged to the church and the Lord told me to hold on to the other $1149. A week later I was in another service and ten young people needed the funds to go to youth camp; the cost was going to be $100 each. The Lord said to me, “You send them.” Now I had $149 left. A few weeks later I was in another ser-vice and there were ten young people that were having a youth banquet and the cost was $15 each. God said, “You pay for them.” So after all this, I only ended up giving a $1.00 offering. What a mighty God we serve!

WDN: What do you enjoy about being presbyter?BRO. PARKER: I enjoy seeing what God is doing in our District and what is going on in all the churches within Section 4 and throughout Wisconsin. Working with great men and women of God within the District is awesome. Plus, getting to see men and women stepping forward to become ministers of the gospel is exciting for me.

Mid-Winter Camp brought winds of refreshing in a time of need. The preaching, fellowship, and corporate worship drew the majesty and splendor of our incomparable Jesus. Having attended all three camps gave us a special reminder that a message from the Living Word can be re-preached and yet re-preached again and will provide new insights and special revelation each time it is opened.

January winds were blustery and it was cold outside in Eau Claire, but inside the Holy Ghost was burning bright and warm! During Mid-Winter Camp North, the preaching of the Word was rich and vibrant, ministering to those present both as a collective church and as individuals. Our District theme for 2013 is “The Word Made Flesh – In Our Lives, In Our Families, In Our Churches,” and that is what Mid-Winter Camp North was all about to me. It was a time of the Word once again becoming alive and real in my life. It is always wonderful to see others from my District and to spend time together in worship and hearing the Word ministered. What a tremendous way to begin the year of 2013!

We are fighting the good fight of faith against the enemy of our souls on a daily basis. I see Mid-Winter Camp as a time to rearm, refit, and reconstitute the frontline battle soldier with the Word of God and the things he needs to be successful in the battle. Hooah!

WDN: What is your vision for Wis-consin?BRO. PARKER: My vision is the same as our District Superintendent, Brother John Putnam: To have over 200 churches and preaching points within our District by 2020, and to see churches and preaching points in every county, city, and township throughout our great state.

WDN: Please share with our readers a nugget of wisdom.BRO. PARKER: In the word “suc-cess” is the letter “U”. Therefore, if you

are going to obtain success in anything that you do, it must begin and end with you. The Lord told Joshua:

“This book of the law shall not de-part out of thy mouth; but thou shalt meditate therein day and night, that thou mayest observe to do according to all that is written therein: for then thou shalt make thy way prosperous, and then thou shalt have good success” ( Joshua 1:8). If we want to have suc-cess, we must stay in the Word of God.
