Larry asked me to bring you up to date regarding Saunders Supply and thepentachlorophenol (PCP) situation.

Russnow Kane, the consultants, is finalizing a plan for removal of thecontaminated soil and ash from the Saunders Supply property and possibleplacement In an approved landfill. The consultant has had an EP toxicitytest performed on the material as well as water from observation wellslocated on the property. The results of the testing and their letterare attached for your information. Also, attached is a copy of a letterfrom Gene Sludyla asking for a ruling from the Health Department as towhether or not the excavated material can be placed in a landfill. Currentlywe are awaiting a reply from them. Upon a reply from the SDHS Russnow Kaneand Associates will develop a final clean up plan which will be reviewed by us

This is in regard to the ground water clean up project at,5aunders Supplyin Suffolk. Enclosed is my letter to the Health Department and theirresponse in regard to the type of disposal required for the ash andcontaminated sand to be removed from the ash pit contamination sourceat Saunders Supply. The Health Department indicated that the waste isnot hazardous and that it can be disposed of at a local sanitary landfill.We support the Health Department's position. When the waste• lr~taken toa sanitary landfill it should be all placed in an isolated cell and a recordkept as to the precise location on the landfill site.

Prior to you proceeding with your clean up effort, please provide us witha plan fn regard to the depth of sand material to be removed from thecontamination source, the landfill to he used for disposal, and the detailsas to the clean up of the ground water such as the operation of the recoverywell.

Dear Darius:

Saunders Supply Company (VA-121) was investigated as a potentialhazardous waste site. This facility was assigned as a first prioritypreliminary assessment to be investigated by the Virginia State HealthDepartment.

A site visit and information search, was conducted during the week__ofAugust 5, 1984.

During the facilty visit Mr. P. D. Howell, Jr., past owner of the firm,represented the firm. The facility is an active wood preserver located inChuckatuck, Virginia. Land where the -facility is located was originallyagricultural. Operations started in 1964 with the use of pentachlorophenol asthe wood preserving chemical. The use of pentachlorophenol continued to 1584.In 1974 chromated-copper—arsenate use was initiated In addition to PCP as thechemical preservative.

The State Health Department files show the site to have a shallowgroundwater contamination problem that was discovered and investigated in1982 (Appendix A). The problem was somewhat defined and mitigated bymonitoring well Installation and sampling, contaminated soil removal, chemicalprocess changes, surface water sampling, and a contaminant recovery system.

However, potential problems still exist on site and need to be addressed.The most Important are:

1. With the use of pentachlorophenol for ten years the presence ofassociated 2,4,6-tri and 2,3,4,6-tetra-chlorophenols and theirvariety of contaminants including Hepta and Octa-chlorinateddlbenzo-p-dioxin along with Isomers of chlorinated dibenzofuransshould be investigated.

2. Open=pentachlorophenol sludge holding tanks are still on site.Soils surrounding these tanks are stained and discolored. Half-f-illed 55-rgallon drums" containing pentachlorophenol sludge(approximately 6) were on site. Holding tanks, contaminated soil,and partially filled drums should be removed and disposed byapproved methods and regulations.

3. Godwins Millpond is now owned by the City of Suffolk and used as theCity's primary drinking water supply. Historical information showedthat Saunders Supply discharged untreated process waste water toGodwins Millpond. A GC/MS scan together with an inductively coupledplasma emission spectrometer scan is warranted at the City's rawwater intake and finished product water sampling points (PAC isadded in the final floculation stage). Presently data of thisnature does not exist (See Appendix B).

In addition, the information found" in the files (Appendix C) showedrecommendations were made to remove contaminated, soils (pentachlorophenolconcentrations of 6.9-71 mg/1) off site and disposed of in the Holland Landfill(VA-177) on the results of .the Extraction Procedure test. Use of the EP testin this case is not acceptable since pentachlorophenol, total phenol-orderivatives are not quantified in this analysis.

An apparent leaching problem was observed near the northeastern corner of yourpropery adjacent to Chuckatuck Creek; a reddish, oily-smelling substancewas seeping from the stream bank into the creek. A sample was collected andanalyzed for oil. The analysis showed that #2 fuel oil was present; however,the concentration was very low, and did not appear to warrant immediateconcern. Additional observations and sampling in this area will be made in thefuture to determine whether a real problem develops. Small concentrations ofPCP were also detected in the creek, and in Godwin's Mill Pond.

$From the data collected to date,it is obvious that A real (jroundwater problemexists, and that the effects of the problem are spreading beyond the area ofthe immediate, source of contamination. After considerable study and discussionof this matter, it is the_cQncensus of the staff that the problem w i l l only .get worse unless the source of the contamination is eliminated. Whileleaching through the waste-burning pit may be eliminated by covering the .area with concrete, the fluctuating grpundwater level may s t i l l come intocontact with the contaminated soil beneath the ground surface, and the problemwould continue. At this time we highly recommend that you obtain the servicesOf a geotechnical consultant to study the problem and offer economic*f'ronmentally acceptable solutions to mitigating the PCP problem. We are

Attached please find results of the EP Toxicity Test performed on asample of ash from Saunders Supply Company; Chuckatuck, Virginia.It is believed that the ash represents the "worst case" and that the .contaminated sand beneath the ash would exhibit lower values werethe same procedure performed. Also attached are results of water ,samples from the monitor wells and pumping well.

As we have discussed, Mr. Gulavich of the Virginia Department of Health,Division of .Solid & Hazardous Waste, indicated that the ash and sand did notcome from that part of the wood treating process which produces hazardouswaste. Further, following your conversation with Mr. Guiavich you informedme that if the level of arsenic and chromium were less than 5 mg/I followingthe EP Toxicity Extraction, that the material would be considered non-hazardous.

Thus, we request that Saunders Supply Company be allowed to disposeof the material in a local, conventional sanitary landfill rather #than bearthe expense of transporting it to South Carolina. Should you have any' •questions or wish to discuss this further please feel free to contact meat anytime.

The following course of action was proposed by Art Russnow: The sourcematerial would be removed from the waste burning pit to a depth of about2-2 1/2 feet, based upon visual observation of the soil color and condition.The material would be transported to a hazardous waste site in South Carolina(J & L Industries have been contacted for an estimateon the cost for this).A test well would then be constructed and pumped to determine the feasibilityof using a recovery well to pump and treat the contaminated groundwater.If the test well shows favorable results, the recovery well would be constructed.

The treatment method would involve carbon or fuel oil absorption of the PCP,with oil/water separation if fuel oil is used. The fuel oil could then bereused by Saunder's in their wood treatment process. The treated groundwaterwould be pumped to make-up water storage tanks for use in the wood processing.The recovery well would be used permanently by Saunders as a process watersu-pply. The posslblity of discharging to the creek was also discussed, butIt was agreed that this was to be avoided if at all possible. Permitting wouldbe required for this option, involving the problem of determining the appropriatelimits for the discharge. The figure of 1 mg/1 was discussed as being thecalculated safe concentration for human health (drinking water), while theavailable data shows chronic toxicity to certain fresh water aquatic life atas little as 3.2 ug/1. 1 mg/1 was the agreed upon value for delineating thearea of groundwater contamination.

Art Russnow will contact this office to report when the waste-burning pitmaterial will be removed and when the test well will be pumped so that staffmembers can be present. The staff agreed to check on discharge and ambientstream limits for PCP, 1f any.
