BACKGROUND
This report is one of a suite of reports commissioned by Volunteer Now as part of a legacy
project for Building Change Trust. The reports provide an overview of academic and statistical
research about volunteering in Northern Ireland from 1995 to date. They provide an evidence
base for organisations involving volunteers to plan their work and for government in supporting
volunteers.
INTRODUCTION
The Northern Ireland Census 2011 included a question on ‘voluntary work’:
Q28: ‘In the past year, have you helped with, or carried out any voluntary work
without pay?’
While this may not be the best question about volunteering ever asked on a survey, it has
produced some of the best answers – in terms of high-quality information on the
demographic characteristics of volunteers and their geographical distribution, particularly in
new local councils.
This report is a secondary analysis of data tables produced by the Northern Ireland Statistics
and Research Agency (NISRA), some of which were publicly available and some of which
have been created especially for this project. We are most grateful to officers of NISRA for
their generous help.
The information set out below is based on counts of responses and has not been tested for
statistical significance.
This report sets out three types of information:
• Headline participation rates for volunteers (those who ‘carried out voluntary work’) as
a proportion of the population (‘all usual residents aged 16 and over’)
• Participation rates for volunteers for each demographic characteristic
• Participation rates for volunteers in each of the new local councils.

1. Headline volunteering
In Northern Ireland, 15% of all usual residents aged 16 and over volunteered in the last
year. Prior to March (2011) rates of volunteering were highest in Fermanagh and Omagh
and lowest in Antrim and Newtownabbey; Armagh, Banbridge and Craigavon; Derry and
Strabane; and Mid Ulster; with those in Belfast; Causeway Coast and Glens; Mid and
East Antrim and Newry, Mourne and Down about average for the country as a whole.

2. Volunteering by age
‘Age’ is people’s age at their last birthday.
People aged 16 to 24 volunteered at the highest rate; and those aged 75 and over, at the
lowest. People aged 25 to 34 volunteered at a much lower rate than those aged 16 to 24.
The rates for those aged 25 to 34 and over curved up and then down, with a mini-peak
for those aged 45 to 54.
The largest variations in the rates of volunteering by age among local councils were for
those aged 45 to 54, 55 to 64 and 65 to 74; and the smallest, for those aged 75 and over.
People aged 16 to 24 living in Belfast and Lisburn and Castlereagh had the highest rate
of volunteering; and those living in Mid Ulster, the lowest. People aged 25 to 34 living in
Belfast had the highest rate; and those living in Armagh, Banbridge and Craigavon; Derry
and Strabane; and Mid Ulster, the lowest. People aged 35 to 44 living in Fermanagh and
Omagh had the highest rate; and those living in Derry and Strabane, the lowest. People
aged 45 to 54 living in Fermanagh and Omagh had the highest rate; and those living in
Belfast and Derry and Strabane, the lowest. People aged 55 to 64 living in Fermanagh
and Omagh and Lisburn and Castlereagh had the highest rate; and those living in Derry
and Strabane, the lowest. People aged 65 to 74 living in Ards and North Down and
Lisburn and Castlereagh had the highest rate; and those living in Derry and Strabane,
the lowest. Finally, people aged 75 and over living in Ards and North Down; Lisburn and
Castlereagh; and Newry, Mourne and Down had the highest rate; and those living in
Armagh, Banbridge and Craigavon and Mid Ulster, the lowest.

3. Volunteering by age and sex
Women had a higher rate of volunteering than men. This was the case in all local
councils and in all age bands except for people aged 65 to 74 in Armagh, Banbridge and
Craigavon; Causeway Coast and Glens; and Derry and Strabane; and for people aged
75 and over.
Women’s rate of volunteering was highest in Fermanagh and Omagh; and lowest in
Derry and Strabane. Men’s rate was highest in Ards and North Down, Fermanagh and
Omagh, and Lisburn and Castlereagh; and lowest in Antrim and Newtownabbey;
Armagh, Banbridge and Craigavon; Derry and Strabane; and Mid Ulster.
The gap between women’s rate of volunteering and men’s was largest in Fermanagh and
Omagh and smallest in Belfast and Derry and Strabane; and it was largest for those
aged 16 to 24 (especially in Fermanagh and Omagh; Mid Ulster and Newry, Mourne and
Down).

4. Volunteering by ethnic group
The population of Northern Ireland is ethnically homogeneous. Only 1.5% of the
population is non-White – a total of only 21,583 people aged 16 and over. These were
unevenly spread across local councils, with, on the one hand, the largest concentrations in
Belfast (one-third of the total) and Lisburn and Castlereagh and Antrim and
Newtownabbey (together around one-fifth of the total) and, on the other hand, the smallest
concentrations in Fermanagh and Omagh and Mid and East Antrim.
People from the Other, Black and Mixed groups had much higher rates of volunteering
than those from the White and Asian groups. Within groups there were some quite large
variations – between White people and Irish Travellers and between African/Caribbean
people and Other Black people.
There were also variations in groups’ patterns of volunteering among local councils. Asian
people had the highest rate of volunteering in Fermanagh and Omagh; and the lowest, in
Mid and East Antrim. Black people had the highest rate in Lisburn and Castlereagh and
Newry, Mourne and Down; and the lowest, in Armagh, Banbridge and Craigavon. People
from the Mixed group had the highest rate in Belfast; and the lowest, in Armagh,
Banbridge and Craigavon. Finally, people from the Other group had the highest rate in
Fermanagh and Omagh; and the lowest, in Antrim and Newtownabbey.
We have excluded figures in cases where the cell size is less than 30. Given the small
numbers of respondents, particularly at local council level, the figures for non-White
groups should be viewed with a degree of caution.

5. Volunteering by religion or religion brought up in
People from other religions had the highest rate of volunteering, followed by Protestants1
and then, with the lowest rate, by Catholics and people with no religion.
People from other religions had the highest rate in all local councils; and people with no
religion had the lowest rates in all local councils except for Belfast; Causeway Coast and
Glens; Derry and Strabane; and Newry, Mourne and Down.
There were also variations in different religious groups’ patterns of volunteering among
local councils. People from other religions had the highest rate of volunteering in
Causeway Coast and Glens; and the lowest, in Armagh, Banbridge and Craigavon.
Protestants had the highest rate in Fermanagh and Omagh and Newry, Mourne and
Down; and the lowest, in Derry and Strabane. Catholics had the highest rate in Ards and
North Down and Fermanagh and Omagh; and the lowest, in Armagh, Banbridge and
Craigavon. Finally people with no religion had the highest rate in Derry and Strabane;
and the lowest, in Antrim and Newtownabbey; Armagh, Banbridge and Craigavon; and
Mid Ulster.

6. Volunteering by health and disability
‘General health’ is health in the twelve months prior to Census Day (27 March 2011).
People in very good health had the highest rate of volunteering; those in very bad health
had the lowest rate; and there was a clear downward trend between these end points on
the scale.
‘Day-to-day activities limited’ refers to ‘any health problem or disability (including
problems related to old age) which has lasted or is expected to last at least twelve
months’, and it has two levels, ‘a little’ and ‘a lot’.
As with general health there was a clear correlation between the limitation (or not) of day-
to-day activities and rates of volunteering. People who had no limitations had the highest
rate, followed by those who were limited ‘a little’ and then, with the lowest rate, those who
were limited ‘a lot’.
Among local councils the patterns of volunteering by limitation of day-to-day activities
were very similar, but there were some differences in scale. People with no limitations
had the highest rate of volunteering in Fermanagh and Omagh and the lowest, in Antrim
and Newtownabbey; Armagh, Banbridge and Craigavon; Derry and Strabane; Mid and
East Antrim; and Mid Ulster. Those with ‘a little’ limitation had the highest rate in
Fermanagh and Omagh and Lisburn and Castlereagh; and the lowest, in Derry and
Strabane. Those with ‘a lot’ of limitation volunteered at pretty much the same rate in all
local councils.

7. Volunteering by highest educational qualification
There was a marked association between people’s achievement of higher educational
qualifications and their rate of volunteering: the higher the level of qualifications, the
higher the rate of volunteering. There was a substantial difference between the rates of
those who had the highest qualifications and those who had no qualifications (greatest in
Belfast).
Among people with Level 4 and above qualifications, those living in Fermanagh and
Omagh volunteered at the highest rate; and those living in Derry and Strabane, at the
lowest. Among people with Level 3 qualifications those living in Belfast and Fermanagh
and Omagh volunteered at the highest rate; and those living in Derry and Strabane, at
the lowest. Among people with Level 2 qualifications those living in Fermanagh and
Omagh volunteered at the highest rate; and those living in Antrim and Newtownabbey
and Belfast, at the lowest. Among people with Other qualifications those living in
Causeway Coast and Glens volunteered at the highest rate; and those living in Mid
Ulster, at the lowest. Among people with Apprenticeship qualifications those living in
Fermanagh and Omagh volunteered at the highest rate; and those living in Belfast, at the
lowest. Among people with Level 1 qualifications those living in Fermanagh and Omagh
volunteered at the highest rate; and those living in Antrim and Newtownabbey and
Belfast, at the lowest. Finally, among people with no qualifications there was very little
difference across local councils.
Among local councils variations in the rates of volunteering were largest for people with
Level 2 qualifications, Other qualifications and Apprenticeships; and smallest for people
with no qualifications.

8. Volunteering by economic activity
People aged 16 to 74 who were economically active volunteered at a higher rate than
those who were economically inactive.
Within these main categories of economic activity/inactivity there were wide variations in
rates of volunteering. Among the economically active, full-time students volunteered at
the highest rate; unemployed people, at the lowest; and self-employed people (full-time
and part-time), at a higher rate than employed people (full-time and part-time). Among
economically inactive people students again volunteered at the highest rate; and those
who were long-term sick or disabled, at the lowest.
Among local councils there were also variations in rates of volunteering. Of people who
were economically active those living in Fermanagh and Omagh volunteered at the
highest rate; and those living in Antrim and Newtownabbey; Armagh, Banbridge and
Craigavon; Derry and Strabane; Mid and East Antrim; and Mid Ulster, at the lowest. Of
people who were economically inactive those living in Ards and North Down and Lisburn
and Castlereagh volunteered at the highest rate; and those living in Derry and Strabane,
at the lowest.
Of employed people (full-time and part-time) and full-time students those living in
Fermanagh and Omagh volunteered at the highest rate. Of self-employed people (full-
time and part-time) those living in Belfast volunteered at the highest rate.
Of economically inactive people, who were students those who volunteered at the
highest rate lived in Lisburn and Castlereagh; of people who were retired those who
volunteered at the highest rate lived in Ards and North Down and Lisburn and
Castlereagh; in both case those who volunteered at the lowest rates lived in Derry and
Strabane. Of people who were looking after home and family, those who volunteered at
the highest rate lived in Lisburn and Castlereagh; and at the lowest rate, in Belfast and
Derry and Strabane. There were only slight differences in the distribution of volunteers
who were long-term sick or disabled.

9. Volunteering by National Statistics Socio-economic Classification (NS-SEC)
People who were in higher and lower managerial, administrative and professional
occupations and full-time students volunteered at around three times the rate of those in
routine occupations and those who had never worked/were long-term unemployed.
People in higher managerial, administrative and professional occupations living in
Fermanagh and Omagh had the highest rate of volunteering; and those living in Antrim
and Newtownabbey, the lowest. People who were full-time students living in Fermanagh
and Omagh had the highest rate; and those living in Armagh, Banbridge and Craigavon;
Derry and Strabane; and Mid Ulster, the lowest. People in lower managerial,
administrative and professional occupations living in Fermanagh and Omagh had the
highest rate; and those living in Derry and Strabane, the lowest. People in intermediate
occupations living in Fermanagh and Omagh had the highest rate; and those living in
Antrim and Newtownabbey; Ards and North Down; Belfast; Derry and Strabane; and
Lisburn and Castlereagh, the lowest. People who were small employers and own-
account workers living in Fermanagh and Omagh had the highest rate; and those living in
Derry and Strabane, the lowest. People in lower supervisory and technical occupations
living in Fermanagh and Omagh had the highest rate; and those living in Antrim and
Newtownabbey and Mid and East Antrim, the lowest. People in semi-routine occupations
living in Fermanagh and Omagh had the highest rate; and those living in Antrim and
Newtownabbey and Belfast, the lowest. People in routine occupations living in
Fermanagh and Omagh and Newry, Mourne and Down had the highest rate; and those
living in Belfast, the lowest. Finally, people who had never worked/were long-term
unemployed living in Ards and North Down had the highest rate; and those living in
Armagh, Banbridge and Craigavon; Belfast; Derry and Strabane; and Mid Ulster, the
lowest.
In all local councils except Fermanagh and Omagh, people in higher managerial,
administrative and professional occupations had the highest rates of volunteering. In
Lisburn and Castlereagh full-time students had the highest rate; and in Antrim and
Newtownabbey and Belfast they had the highest rates jointly with those in higher
managerial, administrative and professional occupations. In all local councils people in
routine occupations had the lowest rates; and people who had never worked/were long-
term unemployed had the second-lowest rates except in Derry and Strabane, Fermanagh
and Omagh, Mid Ulster and Newry, Mourne and Down, where they had the lowest rates
jointly with those who had never worked/were long-term unemployed.
Please note:
• The National Statistics Socio-economic Classification (NS-SEC) is a measure of
employment relationships and conditions. It is based on people’s occupations –
whether employers, self-employed or employees; whether in a supervisory position;
and the size of their workplace. It provides coverage of the population as a whole, as
it includes students, people in occupations not stated/not clearly described and
people not classifiable for other reasons. It is based on households, with the
household reference person defined as the person responsible for owning/renting

and accommodation (and in the case of joint householders, the person with the
highest income; and in the case of equal incomes, the oldest person).
• All full-time students are treated as full-time students, whether they are economically
active or not.
• ‘Long-term unemployed’ people worked last in 2009 or earlier.

10. Volunteering by marital/civil status
People who were single and married/living in a same-sex civil partnership volunteered at
double the rate of those who were widows/surviving partners in a same-sex civil
partnership.
Among single people those living in Belfast and Lisburn and Castlereagh volunteered at
the highest rate; and those living in Armagh, Banbridge and Craigavon; Derry and
Strabane; and Mid Ulster, at the lowest. Among people who were married/living in a
same-sex civil partnership, those living in Fermanagh and Omagh volunteered at the
highest rate; and those living in Derry and Strabane, at the lowest. Among people who
were separated those living in Ards and North Down and Fermanagh and Omagh
volunteered at the highest rate; and those living in Belfast, at the lowest. Among those
who were divorced/formerly in a legally dissolved same-sex civil partnership those living
in Fermanagh and Omagh volunteered at the highest rate; and those living in Armagh,
Banbridge and Craigavon, at the lowest. Finally, among those who were
widows/surviving partners in a same-sex civil partnership those living in Ards and North
Down, Fermanagh and Omagh and Lisburn and Castlereagh volunteered at the highest
rate; and those living in Belfast, at the lowest.
While people who were widows/surviving partners in a same-sex civil partnership had the
lowest rate of volunteering in all local councils, there were some differences in the
highest rates for the other types of marital/civil status. People who were single had the
highest rate of volunteering in Belfast and Lisburn and Castlereagh; people who were
married/living in a same sex civil partnership and people who were single had joint
highest rates in Antrim and Newtownabbey, Derry and Strabane and Lisburn and
Castlereagh; and people who were married/living in a same sex civil partnership had the
highest rates in the remaining local councils.

11. Volunteering by dependent children
As with people’s marital/civil status their household composition – that is, the presence or
absence of dependent children (‘a person in a household aged 0 to 15 [whether or not in
a family] or a person aged 16 to 18 who is a full-time student in a family with parents’) –
had an impact on their participation in volunteering.
Overall and in all local councils but Belfast, people with any dependent children in their
households volunteered at a higher rate than those who had no dependent children,
(although the difference in rates between those with no dependent children and one
dependent child was in some cases small); and the greater the number of children, the
greater the rate of volunteering. Belfast was exceptional in that people with no dependent
children, two dependent children and three or more dependent children volunteered at
the same rate and those with one dependent child volunteered at a slightly lower rate.
Of people with one, two and three or more dependent children in their households those
living in Fermanagh and Omagh volunteered at the highest rate; and, inter alia, those
living in Belfast, at the lowest. Of people with one dependent child those living in Antrim
and Newtownabbey, Derry and Strabane and Mid Ulster also volunteered at the lowest
rate. Of people with two dependent children those living in Armagh, Banbridge and
Craigavon; Derry and Strabane; and Mid Ulster also volunteered at the lowest rate.
People with no dependent children volunteered at similar rates in all local councils.

12. Volunteering by provision of unpaid care
‘Care’ is ‘any unpaid help or support to family members, friends, neighbours or others
because of long-term physical or mental health or disability, or problems related to old
age’. The provision of ‘care’ may be considered to be a proxy for informal volunteering,
although on the one hand the definition of ‘care’ is wider than the usual definition of
informal volunteering, as it includes help to family members, and on the other hand it is
narrower than the usual definition of informal volunteering, as it excludes help for
reasons other than long-term physical health, mental health, disability or problems of old
age.
People who provided 1 to 19 hours of unpaid care per week volunteered at around twice
the rate of those who provided no care and those who provided 20 or more hours of
unpaid care per week.
Of people who provided 1 to 19 hours and 20 or more hours of unpaid care per week
those living in Fermanagh and Omagh volunteered at the highest rate; and those living in
Belfast, at the lowest.
