challenge to use these cards. I am hopeful that all board members will rise to this challenge. However the mission to increase membership cannot just lie with a few all must do their part. The conference was also enjoyable and entertaining. The Saturday night dinner and show was a nice time. Executive Hoes is to be commended on a fine conference. The hospitality rooms were lively and I think that all who attended had a very nice time. Please plan to attend next. For the past several months Executive Hoes and I have been expressing concern that once the election was over that pension reform would be brought to the fore front. As promised Governor Quinn has done just that. The time for speculating, talking, and complaining is over. I implore all members to call their legislators, writer letters, attend meetings and help sign up members to the association to increase our lobby power. Some of you remember fighting for these pension rights many years ago and it is incumbent upon us to educate the young people in law enforcement that the fight is now theirs.

Greetings fellow Illinois Police Association members. I hope you all had a safe and happy holiday season this year. With winter upon us I hope you all weather the cold and snow. I doubt we will get the respite we had last year but only time

will tell. The 2012 Annual Conference recently concluded and I want to take this opportunity to thank each and every member who attended this year. Our numbers were down but those that attended were active participates. There were many new ideas discussed and decisions were made. The proposed by-law change concerning election to office was passed and much legislation was discussed. Also passed was a temporary reduction to new member’s dues down to $20.00. I urge ALL MEMBERS to get out now and sign up new members. At the December Executive board meeting all board members were provided four membership cards from Executive Director Hoes and a

customize an investment program that would best fit our needs. He explained that he is able to provide portfolios by having access to many leading investment programs, in addition to individual stocks and bonds that would increase the assets of the Association. After much discussion, the board voted to go with the Investment Counsel, Inc and Mr. Roman, starting the first of the year.

Affect the first of this year, Millers First Casualty Company, will no longer be working with the IPA, as they went out of business. President Benson and I meet with Mrs. Roxanne Dean, Assistant Vice President of California Casualty. I talking with her she stated that she would be interested in working with the IPA and providing us with various types of insurance. Her company is an affinity based auto and home insurance provider, a national company, a proven group marketer for public safety associations, provides only property and casualty insurance lines, has exclusive group auto insurance rates, not available to the general public, has customize coverage for law enforcement officers and has guaranteed satisfaction. The cost of the policy would be based on the type of coverage you have. The board approved in having the California Casualty Company come on board with the Association. This is a great benefit that we will offer our members. More information will be placed on the IPA web site.

Another benefit that we are offering our membership stating the first of this year is from the Kairos Group. This group, at no cost to the Association, will be providing free information and will be providing First Responder with sound health care related educational material and medical communications associated with the many prevalent disease state affecting our members. Their goal is clear and focused to create programs and materials that concentrate on the clinical relevance of pharmaceutical health care brands. The Kairos Group is a trusted partner with its clients and continues to work closely with Law enforcement leaders in distributing relevant health care information related to a broad product base that treats the most prevalent chronic conditions affecting individuals and their families. All of this information is free to the Association and will be placed on the IPA Web Site.

For the past several months, I have been trying to negotiate a contact with a group calling themselves, “CZ Driving Horses, Inc”, reference to the sale of the Sherwood

Youth Camp. The Sherwood Youth Camp Board of Directors has accepted a bid from this group of $815,000.00. We are now waiting to hear back from their attorney Mr. Douglas Mustain, of Galesburg. The group is in the process of working with the Knox County Zoning Board in changing 17 different zoning ordinances. They will not approve that contact unless these changes are approved by the zoning board, so we are still waiting.

The 2013 conference is set for September 27, 28, 2013 at the Clock Tower Resort and Conference Center, Rockford, Ill. Rooms rates are $85.00 per night for either single or double. Hospitality rooms will be $50.00 per night and hot plates will be allowed. For the younger members, the restaurant in the hotel is called the “Tilted Kilt Pub”. I hope this will bring in a lot of the younger members to the conference.

Remember this is an election year. Anyone wishing to run for an office on the State Executive Board should have his or her letter of intent into the main office no later than March 22, 2013. Any letter received after this date will NOT be accepted and you will have to be nominated off of the conference floor in September. The nominating committee will be meeting before the State Executive Board in April and will announce their recommendations from the letters received.

President Benson has been working hard in promoting the Association during his first year in office and because of his hard work, 2013 should be a good year for the IPA.

I want to thank everyone for your support and hope that everyone will sign up a new member at the discounted rates. Let’s see if we can double the membership for 2013.

Edward W. Hoes Executive Director Illinois Police Association On behalf of myself and the office staff, I want to start by wishing everyone a Happy New Year and I hope that everyone had a Happy and Safe Merry Christmas.

The up coming year should be a year to remember. Starting at the first of the year, new membership dues for the up coming year of 2013, is only $20.00 (down from $35.00) for both Active and Associate members. The change in lowering the membership fees were voted on by the delegates attending the 111th Annual Conference last September. At the conference, I made a pledge that I would take it upon myself to do a massive mailing to all of the law enforcement agencies within the State, advising them that we are having a membership drive, explaining to them as to what the Association is all about and asking them to join this great organization at a discounted rate of $20.00. Over 1,200 letters were sent out. All we can do now is to sit back and see who joins. I’m asking all of you to contact the office and ask for membership cards and to go out and sign up as many new members you can for the low rate of $20.00. Next year, (2014) the dues will go back up to $35.00 for new members. The most important piece of legislation that everyone should be concerned about is on our Pensions. The State is taking a good look at taking away our annual 3% increase, rising the retirement age up to 67 years of age and to control the pension through the State. Each and every one of you should be calling and writing your legislators telling them to leave our pensions along. These changes would affect not only the newly hired, but the active and retired members of law enforcement.

President Benson and myself have attended several conference’s this past year and we have brought to the Executive Board several new ideas that we feel will benefit not only the members of the Association but the Association itself.

At the Executive Board meeting in December, a presentation was presented to the board about changing our investment group. For a number of years, the Association has had Primerica as the organizations Investment Group. Introduced at the board meeting was Mr. Robert Roman, Owner/President of Investment Counsel, Inc. Mr. Roman and his group have over 520 clients that he personally manages and is licensed in 17 states. Mr. Roman made a presentation to the board about to how he would be able to

I attended the Mid States conference with Executive Director and found it to be both informative and educational. Hopefully we can use some of the ideas and information we gleamed from this event to help the Illinois Police Association. In closing I can only say that I will continue to work hard for the Illinois Police Association in the upcoming year. I have no doubt that Ed Hoes will be devoting his very best to improving the association. Help us in helping the Illinois Police Association. As an organization we have accomplished much over the past 112 years. If we work together we can accomplish even more. Thanks for all you do and I hope to see many of you in the near future. BE SAFE. The December 4th, 2012 Executive Board Meeting was called to order by President Randy Benson at 9:30AM with the Pledge of Allegiance to the Flag and a moment of silence for all of our departed brothers and sisters. Executive Director Ed Hoes read the roll call of officers. Excused were: Vice Presidents Mike Perry, Chris Surdel and Past President Ray Holman. Absent were Chairpersons, Brian Kuratko, Keith Chrastka and John Hassenstab. A motion was made and seconded to dispense with the reading of the minutes from the August Executive Board Meeting. Motion passed. Attorney’s Report: Ed Pacilli reported that he has been working with Director Hoes in negotiating out a contract with a group who are interested in purchasing the Sherwood Youth Camp. Talks have been going on for some time and a final decision might be forth coming. Finance & Contracts: Director Hoes read the report he received from Brud Hall of Primerica. There being no questions, a motion was made and seconded to accept the report as read. Motion carried. Director Hoes advised the board that since there has no new activate investments from Primerica in years, he has spoken with President Benson about bringing in a new Investment Group. President Benson introduced Mr. Robert J. Roman, Owner/President of Investment Counsel, Inc since 2003, who presented the board with various proposals he thinks would help our Association is bringing in more growth with our investments. After Mr. Roman’s presentation and discussion from the Board, the Board voted and passed to change our financial group from Primerica to Investment Counsel, Inc. This change will take place sometime after the first of the year. Legislative Report: Director Hoes reported that the main piece of legislation going on is about our pension system. He advised the board that it time that everyone get involved and notify their legislators and let them know about how they feel about losing our pensions. It’s now or never to voice their opinion. Conference Report: Director Hoes reported that the 112th Annual Conference will be held on September 27th and 28th of September 2013 at the Clock Tower Resort and Conference Center, Rockford, Illinois. Room rates are $85.00 per night, plus tax for either single of double. Hospitality rooms, (of which there are three) are $50.00 per night. Hot plates will be allowed. To make room reservations, contact the hotel direct at 81-229-4025. To reserve a hospitality room contact Ms. Nicole White at 815-229-4572. Ed reminded everyone that this is an election year so tell your friends and make your reservations early. Don’t wait till the last minute. Ed advised the board that new at the hotel is a new restaurant called “the Tilted Kilt Pub” for our young members. A motion was made and seconded to accept the report. Motion carried. Death Benefit Report: Past President Jimmie Rogers reported that there were 31 claims presented to the committee. 27 of the claims were paid, 4 at $400.00 and 23 claims paid at $600.00 for a total of $15,400.00. 4 claims were denied for various reasons. Motion made to accept the report as given. Seconded and motion passed. Constitution & By-Laws Report: No report Magazine Report: No report Sherwood Youth Camp Board of Directors Report: Director Ed Hoes reported that he has been talking with a group called CZ Driving Horses, Inc, about the possibility of purchasing to the Sherwood Youth Camp. The Board of Directors has agreed to accept a bid of $815,000.00 for the purchase of the camp. The buyers are represented by the Law Firm of Douglas Mustain, Galesburg, Illinois. The group is in the process of working with the Knox County Zoning Office in re-zoning the camp for various activities. Until the re-zoning is approved, we will not have a definite answer whether the camp is sold or not until sometime after the first of the year. Motion was made and seconded to accept the report. Motion carried. Membership Report: Ed Hoes read the report for Vice President Mike Perry. Mike stated that he had visited several departments about joining our Association. Mike stated that he hopes to attend the Divisions throughout the State representing the Board and talking to them about signing up new members.

Director Hoes reported that he had taken it upon himself as he stated that the Annual Conference in September and mailed out over 1,200 letters to all of the law enforcement departments in the State advising them about the Special Members fee of $20.00 for new members. It has cost the Association about $2,000.00 so far for the printing, postage and handling. (This does not include the hours spent by the Director and two other members who did all of the mailing) Ed handed out letters and membership cards (4) to each of the Board members in attendance at the meeting as asked that they go out and sign up a new member. At the April board meeting a roll call of officers will be read to see who signed up new members. Everyone has to get involved. A motion was made and seconded to accept the report as read. Motion carried. Special Members Report: No report Public Relations/Awards Report: Hoes read a report that he received a letter from Sgt Dan Shanahan of the Des Plaines Police Department nominating Officer Dave Kerfman for the IPA Life Saving Awards. The committee recommended that Officer Kerfman receive the Life Saving Award from the IPA. After some discussion, the board made a motion to accept the recommendation of the committee. The motion was seconded and passed. A motion was made and seconded to accept the report. Motion carried. Shoot Committee: Vice President Idleburg reported that the first shoot for the fiscal year, 2013 was held on September 19, 2012. Total income received from this shoot was $578.56. Effective the first of the year, Shoot Secretary Jody O’Guinn will be resigning from the committee. A meeting will be held in the near future with the members of the Shoot Committee to talk about the upcoming shoots and to find a replacement for Jody. A motion was made to accept the report. Seconded and passed. Law Enforcement Memorial Report: No report Special Olympics Report: No report Scholarships Report: The Director reported that all applications should have been in the hands of the Division Chairpersons by November 1st. Their drawings should have been done at the November Division Meetings and the name of the winners should be in the hands of the IPA office no later than December 15th. Old Business: None New Business: Director Ed Hoes reported that Miller First Casualty is no longer representing the Association Ed advised the board that he has been in contact with a group of California Casualty, who is interested in offering our members various types of insurance such as auto insurance, property and casualty and customizes coverage for peace officers. After some discussion, the Executive Board made a motion and seconded the motion to go with the California Casualty Group. Director Hoes will follow up with the group and have more information for the board at the next board meeting. Ed Advised that board that this is an election year for both the Division level offices and for the State Executive Board. Anyone wishing to run for an office on the Executive Board should have their letter of intent in the IPA office by March 22, 2013. The nominating committee will meet before the April Executive Board meeting to make their recommendations. If your letter of intent in received after the March 22nd, dead line, he or she will have to run off the floor at the Annual Conference in September. President Randy Benson called the 111th Annual Conference of the Illinois Police 3moment of silence for all of our departed brothers and sisters. Chief Robert Williams, of the Springfield Police Department welcomed our members to this year’s conference. President Benson appointed the credentials and resolutions committees. Executive Director Edward Hoes read the roll call of officers. Quorum present. Director Hoes introduced Ms Megan Bennett, of an organization called Blue For Life, Incorporated. This group helps law enforcement officers and their families in their time of need because of a sickness or death of a law enforcement officer. Blue of Life’s mission is to provide a police officer’s family with financial support that if anyone should get seriously ill, have a catastrophic injury or death. This is not only for the police officer but for his family too. More information about Blue For Life will be on the IPA Web-Site and in the Official Journal. The second guest speaker is Mr. Richard Blass of “ICOPS”, Illinois Counsel of Police. Mr. Blass talked about joining up with the IPA and providing legal advice and legal defense for all of our members. Mr. Blass handed out booklets reference to “ICOPS” and this too will be on the IPA web-site. For information contact the IPA office or our web site. President Benson gave his opening remarks to the members and welcomed everyone attending this year’s conference and gave an update as to his activities that he has done doing the past year. Vice Presidents Surdel and Idleburg gave their reports as to what the have done to promote the Association during the past year. Attorney’s report: Attorney Ed Pacilli reported that during the past year, he has been working close with Director Ed Hoes in the sale of the Sherwood Youth Camp. Pacilli stated that we have a group of interest who might be interested in purchasing the grounds. A bid has been accepted by the Camp Board of Directors and a contract has been signed, but the board is now waiting on the buyers and their demands. More information will be given at the next Executive Board Meeting. Pacilli has also been working with Mr. Blass, of “ICOPS” in getting the IPA members and the members of “ICOPS” to join forces and work together in getting the memberships up. There being no further discussion, a motion was made and seconded to accept the report as given. Motion carried. Legislative Report: Director Ed Hoes reported on the bills that the Executive Board on to either support, oppose or to monitor. The following bills as still in the Rules Committee: HB148, Concealed Carry, HB 1392, Prohibits Cities and Municipalities on Ticket Quotas. Bills that have passed both the Senate and House are: Eavesdropping Law, HB 4081, and Mandatory Training for the Coroner, HB 5635, and Mandatory Training for Recruits on Elderly Abuse, HB 5098 and the Use of Money for DUI Funds, HB 5021. A number of bills pertaining to the Public Labor Arbitration and Public Relations Acts are all in the Rules Committee. And bills that the board opposes are: Handgun Registration, HB 5831, and Percent Surcharge on Ammunition, HB 5167 and HB 6122, Allocation of Money from Traffic Surplus Fund. Ed advised the members that if there are any bills that the membership thinks to Association should look into, support, oppose or monitor to contact him at the office. Ed also advised the membership that the Illinois Constitution Amendment 49 is coming up for a vote again this November, which is in reference to our Pensions. Ed asked that everyone vote “NO” in passing the Amendment. The membership agreed that we should spread the word to our members asking them to vote “NO”. A motion was made and seconded to accept the read as read. Motion carried. Death Benefit Committee Report: Past President Jimmie Rogers reported that there were 88 claims presented to the committee for their action. 84 were paid, 11 at $400.00, 1 at $572.00 and 72 at $600.00 for a total of $48,172.00, Only 4 claims were denied for various reasons. A motion was made and seconded to accept the report as read. Motion carried. Competitive Shoot Report: Vice President John Idleburg reported that during the past year, there have been 596 total shooters including workers and re-fires. 9 new members have signed up along with 12 renewals. The shoot committee has been working well with Secretary Jody O’Quinn and that the committee has stayed within the allotted budget. Plans are already in the making for next year’s shoot. Sherwood Youth Camp Board of Directors Report: Executive Director Ed Hoes reported that he has been working with a group who might be interested in purchasing the camp. More information will be available at the next Executive Board Meeting. Ed stated that the logging at the camp has just about come to a stand still. Damage has been occurring at the camp and President Benson and Past President Ken Thomason have been making the necessary repairs. The Knox County Sheriff’s Department has been making

routine patrols in the area and if anything is found, that they are notifying Randy Benson. Motion was made and seconded to accept the report as read. Motion carried. Audit Committee: Roman Hrynewycz reported that the committee meet at the office in August, went through the books and everything was found to be in order. Director Hoes, report that copies of the Audit done by the Association’s CPA and financial reports done by Primerica , are available at the side table for anyone’s review. A motion was made and seconded to accept the report as read. Motion carried. Public Relations Report: No report Constitution and By-Laws Report: Past President Jimmie Rogers reported that there was just one proposed by-law change submitted by Past President Ray Holman. Article 5 “Officers and Elections. Section 1, Paragraph D. Eligibility for Elected Office. Now reads: Only Active members shall be eligible for election to office in the Association. Ray wants is to read: Paragraph D. Eligibility for Elected Office. (1) The positions of President, First Vice President, Seconded Vice President and Third Vice President will only be filled with an Active member where he or she has a minimum of five (5) years as an Active member and a minimum of four (4) years on a Division board. (2) The position of Executive Director will be only filled by an Active member where he or she has a minimum of five (5) years as an Active member and four (4) years on a Division board and a minimum of two (2) years on the Illinois Police Association State Board. The effective date of this bylaw if passed would be upon passage. The committee voted to Adopt. After much discussion, a motion was made to “Adopt” this by-law change. Motion was seconded and motion carried. A motion was made and seconded to accept the report as read. Motion carried. Conference Report: Director Hoes thanked the members who came out to this year’s conference and for all of the gifts that everyone brought for the ladies and men’s’ program. Ed stated that he has not set up a date or location for next year’s conference as of yet. The information will be announced that the Executive Board meeting in December. Motion made and seconded to accept the report. Motion carried. Special Membership: No report Membership: Director Hoes that Membership Chairman Vice Perry have attended several golf outing in which he handed out membership cards and brochures. Perry also reported that he has spoken with the Emerald Society of Illinois and at the Berwyn Police Department. Membership is down and we need everyone’s help in signing up new members. Director Hoes reported that the Illinois Chief’s Association had a membership drive where they lowered their membership dues down and were able to sign up several new members. Ed suggested that the IPA do the same for the up coming year of 2013. Ed threw it out to the delegates and suggested that we lower the dues for new members, both Active and Associate to $20.00 for the next year. Motion was made and seconded to lower the dues for New memberships, both Active and Associate to $20.00 for the up coming year, 2013. Motion carried. Ed will sent out letters to the various police departments throughout the State informing them of our membership drive and ask them for their support. Past President Sue DaRif stated that she would help Ed with the mailings. A motion was made and seconded to accept the report. Motion carried. Law Enforcement Memorial Report: Chairman Bob Madura reported that this year’s services were held May 3rd, in Springfield. Two current and four historic names were added to the memorial. IPA President Benson gave the invocation at this year’s service and Bob Madura had the honor of reading the names at this year’s memorial. Bob reported that this year’s attendance was down from the previous years and asks that everyone try and attend the memorial and pay honor to our fallen officers. Motion was made and seconded to accept the report. Motion carried. Scholarship Committee Report: Director Hoes read the names of this year’s scholarship winners. The names are listed in the “Official Journal”. Applications for the 2012 Scholarships are in the August issued of the Journal. Please read over the applications and submit the applications to your Division Chairman by December 1st. anyone having questions, should contact Mike Jackson, Chairman of the Scholarship Committee. Motion made to accept the report, seconded and carried. Official Journal Report: Director Hoes reported that at the August 7th, Executive Board meeting, it was voted to increase the cost of receiving the “Official Journal” in the mail from $10.00 to $20.00 because of the cost of postage and handling. The motion carried. Effective starting in 2013, to receive the “Journal” from the office, the cost will now be $20.00. (This pays for the entire year of the “Journal”.) Old Business: Director Hoes asked the members about the discussion we had at the beginning of the conference, reference our Association joining up with “ICOPS”. There was a discussion but no decision was made on whether we should join forces with them. Ed stated that we are looking for new benefits to give are members and be affording them legal advice and legal representation, that might help in signing up new members. After much discussion, a motion was made and seconded to go into partnership with “ICOPS” and offer our members these benefits. Motion carried. New Business: None For the good of the order: Sgt-at-Arms Bob Nichols reported that he will be running for 3rd Vice President of the Illinois Police Association next year. He would appreciate everyone’s support in his election. Bob is the current Chairman, of the Blackhawk Division as well as the State Sgt-At-Arms. Mr. Jason Shaw, of the Blackhawk Division stated that he would be running for the position of State Sgt-At-Arms at next year’s annual conference and is looking for everyone’s support.
