• The deadline to submit information for The Hilltop Highlights is the 1st Friday of every month. Please email to: [email protected].

• Do you have a payment to make or a work order to submit after office hours? Please use the drop box located on the left side of the OCA Business Office. It is checked Monday through Friday.

• How do I submit a work request? Resi-dents can submit work requests by call-ing or visiting the business office or via email to one the email addresses on Page 2. Please understand that completion of a work request may take up to forty days. Each one must be coordinated and prioritized with the appropriate work group. We will respond to an emergency situation (e.g., sewer back-ups and exte-rior water leaks) within twenty-four hours.

• Are you moving? Do you have a neighbor who has moved or passed away? Please provide such information to Karen Wal-ter at the OCA Business Office at [email protected].

A Message From the Vice President

H ere we are in June already; it seems like the holidays were just a few

weeks ago, and now we are facing the busy months of summer.

The management and maintenance team continues to handle the important matters that come with a large property such as ours. We really are a small city here, and with that come many business issues that require constant vigilance. Just keeping up with the needs of the many community committees and executive board commit-tees such as agendas and minutes is a challenge in itself. Jamison and the maintenance team are still dealing with the numerous rain related issues, even though we seem to be past the heavy rain season.

The board also is keeping a brisk pace with the many challenges before us. Many of the members here are curious about the slope that failed on Vista Bella. By now you should see the repairs in progress. We realize that it has been well over a year now since the slope failed; however, even though the board has held many meetings and taken several actions to remedy the situ-ation, the wheels of progress grind ever so slowly. We will all rejoice when the plastic is gone, the slope secured, and the hillside planted again. Slope failures are very expensive for the community, so the major slopes in our community are being evaluated by ge-otechnical engineers in the expectation that we can avoid major repairs in the fu-ture. The landscape committee is also dili-gently working to improve the plantings on our slopes with the same goal in mind.

Our painting projects will continue in unit #9 for a few more months, and then unit #4 will be the next group of homes to be painted. The paint committee is already at work and will be holding open meetings for that process. This time around greater attention to making repairs to the exteri-

or of homes is being made so that the paint will look the best and our homes are in good order. Nothing refreshes the look of a neighborhood like new paint.

As Tom mentioned in former messages there is an increased focus on compliance issues by management and the board. Liv-ing in a planned community comes with ad-vantages but also restrictions and respon-sibilities. Part of the attraction of a planned community is the orderliness and the curb appeal that goes with it. When everyone abides with the By Laws and Rules and Regulations a neighborhood re-mains attractive and home values remain high. If these regulations are ignored, the look and the value of the community de-clines. With these interests in mind, com-pliance will be enforced to a higher degree going forward.

There is a process that goes with compliance issues. There is a courtesy letter, non-compliance letters, and notice of an oppor-tunity for a hearing. If an owner fails to comply after this process has been implemented, fines may be levied whether or not an own-

er responds. Our main objective is to gain compliance in the community, not collect fines; however they will be used to attain compliance. So a word to the wise; dust off those By-Laws and Rules and Regula-tions. If you need to make a change in or-der to comply it is better to do so before the letters start coming. For some compli-ance issues the community will be given no-tice in advance of a date when letters will be going out on a specific infraction, but not always, so become aware of how com-pliant you are. That also applies to your renters if you lease a property. Landlords

General Manager’s Update

T he administrative staff continues to support the various committees

by assisting with organizing and distrib-uting each of the committee monthly pack-ets, communicating to homeowners regard-ing their landscape, maintenance and archi-tecture requests, and other special pro-jects as needed.

We have a new receptionist, Rachelle Schillinger, and she is currently training on the various responsibilities of her position and settling in as a member of the OCA team.

Our accounting team is working to assist the Board and Management in strengthen-ing our collection of delinquent homeowner assessments. ACH (auto debit for month-ly assessments) is running very efficiently and we encourage more homeowners to sign-up for the method of payment.

The staff is looking forward to convert-ing one of the restrooms into a storage and computer room. This will allow for more office space and added organization.

Jamison Maurer and the maintenance team members continue to work on electri-cal rewiring on an as-needed basis throughout the community. In the month of April, the RV lot lighting was repaired. Drain cleaning and camera scopes continue to be a regular part of the maintenance work load. We continue to work on im-proved custodial service now that we have moved these tasks in-house.

I continue to support the Landscape Committee with their weekly site-inspections. The administrative team con-tinues their commitment to communicating the status of landscape requests by con-tacting owners through letters, e-mails and phone calls.

The area beyond the footprint of your home is common land and is not yours to use as you please, so keep that in mind when you place anything on the common ground. Planned community living may not suit all personalities and conformance may be difficult for some, but if we all work toward the goal of an attractive, orderly neighborhood we will all benefit and our home values will remain strong. Do you know that all trash receptacles must be stored out of sight, and appear only after 6pm the night before pickup and disappear by 6pm the day of pickup?

The Activities Committee has many fun events planned for the summer. Our POP (Party on the Plaza) has a major change – it starts Wednesday, June 7th. They will oc-cur every Wednesday 4-6 out by the pool and are a great way to spend a summer evening. Just bring your favorite snacks and beverages and enjoy the company of your neighbors. POP usually continues until the end of September.

The committee also has events planned for Fourth of July, Labor Day, and we can look forward to an ice cream social some-where along the way.

We truly live in paradise. Get out there and enjoy the summer!

Did You Know?

Juneteenth Juneteenth is the oldest known celebra-

tion commemorating the ending of slavery in the United States. It was June 19th 1865, after 2000 Union soldiers, led by Major General Gordon Granger, landed at Galveston, Texas, when Granger announced that the war had ended and that the en-slaved were now free. That was more than 2 years after President Lincoln had an-nounced the Emancipation Proclamation, but resistance in Texas lasted until Union forces arrived to enforce the law. Texas’ 250,000 slaves were jubilant.

The date has been celebrated since in a variety of ways within the African-American community. Popularity of the day waxed and waned until, on Jan. 1, 1980, Texas made Juneteenth an official state holiday. The successful passage of this bill marked Juneteenth as the first emancipa-tion celebration granted official state recognition.

Today, Juneteenth has been recognized as a state holiday or day of special recog-nition by 45 states plus the District of Co-lumbia. (States that do not recognize it are Hawaii, Montana, New Hampshire, North Dakota and South Dakota.) Institu-tions such as the Smithsonian, the Henry Ford Museum and others have begun spon-soring Juneteenth-focused activities.

Juneteenth celebrates African American freedom and achievement, while encourag-ing continuous self-development and re-spect for all cultures. The events of 1865 in Texas are not forgotten, for all of the roots tie back to this fertile soil from which a national day of pride is growing.

Oceana Senior Emergency Re-sponse Team (OSERT)

‘Helping You Prepare for Emergencies’

OSERT is taking a Summer break. There will be no meetings in June or July.

OSERT will, of course, respond if there is an emer-gency event.

Our next meeting will be August 16, 2017 at which time we will plan training and educational events for Oceana residents. We will continue to meet in the Computer Center, but the time for the meetings has changed to 6:30 p.m. Please join us. Bring your questions and ideas. Everyone is wel-come.

Activities Committee

O n June 7 we are off to Mrytle Creek. The bus leaves at 10:15 AM and returns at 3:30 PM.

We will stroll their botanical gardens, visit the but-terfly garden, the bird sanctuary, shop in the Farmhouse Gift Shop and lunch at the Café Bloom. In July we will see West Side Story and in August, it is a day at the Bernardo Winery. If you have an idea for a day trip, please let us know.

Trivia night is back every Monday at 7:00 PM. A Banjo activity may be coming to Oceana. Party on the Plaza or POP is starting now that summer is here. POP meets every Wednesday by the pool at 4:00 and is a bring-your-own drinks and snack to share. Coffee Klatch is starting up on Tuesday mornings in June at 10:00 by the pool. Bring a snack if you wish, have coffee and make new friends. If you have an idea for an activity, just show up at the monthly Activities Committee meeting and tell us about it.

Our weekly Coffee Hour each Thursday morning is going to see a few changes. We are try-ing to add a few new food items to the usual Do-nuts and Coffee offering. Every few weeks we will have Bingo or Trivia instead of the usual profes-sional entertainment. We are also asking you to rate the entertainment at the Coffee Hour. Do not worry we recognize a lot of you like the Coffee Hour as it is and the changes will come slowly.

T he House Directional signs for Unit 8 have ar-rived and are waiting installation. Getting them

put up may take a bit as there are a lot of signs. The signs for Units 9 and 11 are out for quote. Be-tween the quote, approval of the sign art and the manufacture of the sign it takes about a month. The sign requirements for Units 3 and 5 have been laid out and approved by the Unit Advisers.

After some investigation, it turns out that the idea of replacing the word “Unit” with “Village” is too costly. Between the impact on county maps and our own legal documents, the cost doesn’t warrant the change.

While we are still in the “House Directional” sign phase of the project and likely to stay there for awhile, some new requests have arisen. Requests have been made for both Stop Signs and “Not a thru Street” signs. Board approval of both Stop Signs and “Not a thru Street” signs will be request-ed.

N ow that the BOD has approved the paint col-ors for Unit IV, it’s time for all Unit IV home-

owners to meet with a Paint Committee specialist to help them fill out their paint request forms. Flyers will be posted in Unit IV to note the times for the specialist meetings.

With Units IX and IV on the road to completion it is time to start with our next unit.

The Website Committee has begun a major reor-ganization for easier use by residents of OCA. Our newest link is Upcoming Events, which lists sign-up activities held in our community and day trips around our area. You’ll find the activity times and dates for registration and fees, if any. Current News now shows the latest news about what’s hap-pening around OCA, including things like meeting changes, election results and other things that can change. We’ve made links to the monthly calendar and Hilltop Highlights available from all the pages with one simple click. It makes it so easy to see when that meeting or activity you want to go to is scheduled. Our new Forms link now has separate sections for Forms you can use and Governing Doc-uments that have information about the rules of our association. Most information for residents is now just a single click away.

Facilities Maintenance And Reserve Committee (FMARC)

The goal of FMARC is to make our community’s roads, walks, wires, pipes, buildings, and mecha-nisms function as well or better than as originally installed. To that end, we recommend work for painting, replacement and upgrade of parts and whole systems that make up the physical dimen-sions of where we live.

Landscape Committee

T he schedule for Landscape Committee meet-ings has changed. Starting in June we will

meet the 2nd Thursday of the month in the club-house auditorium at 6:00 PM. We made the change so more members can attend. The next meeting will be June 8.

A landscape binder is available in the library where you can review landscape packets in detail. The committee and Green Leaf have arranged for

the delivery of free mulch from Agriservice. They are located above the dump off Oceanside Blvd. Mary Matava, owner of the company, was very help-ful in working out this donation. The agreement will save us about $1,500.00 every 6 weeks.

If you note an emergency situation (e.g., a broken sprinkler head gushing water) call the emergency number at 760-757-3937. Otherwise, please use the green landscape service request form for gen-eral landscape maintenance and irrigation requests. Do not contact the workers directly for any special requests. Do not post signs with special requests.

Landscape service request forms are promptly processed by the business office. Urgent and/or irrigation matters are dealt with immediately. Standard requests are added to the landscape crew’s weekly schedule. We will notify all residents of the status of their landscape service request.

Representatives from Green Leaf and the Land-scape Group will continue to be available for Q&A in the card room of the clubhouse at 8:30am before the Board meeting each month. Your questions will be addressed and further information will be pro-vided at these forums.

The Board may, by resolution adopted by a majority of the number of directors then in office, create one or more committees, each consisting of two or more direc-tors, to serve at the pleasure of the board. Such committee, to the extent provided in the resolution of the board or in the bylaws, shall have all the authority of the board, except as indicated in Corporations Code §7212. A representative of Emerald Isle Golf Club gave a short update on the performance of the Emerald Isle Golf Club. The representative noted that the Oceana Putters is scheduled every Wednesday and is a good pro-gram for both beginners and advanced golfers. The jun-ior golfers program is also in place, there are currently two programs for juniors. It was announced that space for the Master Tournament being held on Sunday, April 2nd is limited. Lastly, the Grill continues to be popular with increased activity. HOMEOWNER COMMENTS

This time is designated for members attending the meeting to address business of the Association with the Board. During the Homeowner Forum / Comments time period, a three-minute time frame is set forth for each member who wishes to speak. Homeowner comments in-cluded:

to the meeting. Additionally, she noted that she wanted clarification on the Safety Committee Char-ter in order to update the OCATV.

• Unit 08/105 – This homeowner requested infor-mation on Town Hall Meeting dates for 2017. Secre-tary Charlie Wendt noted that there will be three or four meetings scheduled in the balance of this year.

PRESIDENT’S REPORT

President Tom Trompeter began his report by announc-ing the appointment of a new Committee Chair to FMARC. President Trompeter described the projects that the FMARC Committee will be working on for the balance of this year. President Trompeter noted that the Paint Sub-Committee will begin to plan colors for the next unit paint project. It has been recommended that Unit 4 should be the next unit to paint with Unit 2 following.

President Trompeter next, provided an update on some of the strategy and policy areas that the Board will be focusing on this year. Compliance and delinquencies are two areas that will become focal points for the Board.

President Trompeter closed by thanking homeowners for their volunteer time, he reminded owners that the community is always in need of volunteers.

SECRETARY’S REPORT

Secretary Charlie Wendt provided members with a brief summary of the January 25, 2017 Executive Ses-sion. Secretary Wendt informed members that the Board had met with a homeowner in order to hear her concerns regarding a prior architecture approval. The Board reviewed the General Manager’s Report, they dis-cussed delinquency, collections and litigation matters as well as personnel matters.

TREASURER’S REPORT

Treasurer Lynn Port presented a brief financial report for February 2017. The report included an overview of the Balance Sheet for February 2017 as well as the Statement of Income and Expenses and Cash Position Report. Treasurer Port noted that the 2016 audit will be scheduled with an anticipated April start date.

Resolved: To accept the Treasurer’s report with no action necessary.

EXECUTIVE SUB-COMMITTEE REPORT A. Activities Executive Sub-Committee

The Executive Sub-Committee submitted minutes for the Activities Meeting on March 7, 2017. In addi-tion to the approvals as outlined in the minutes, ap-proval was given for the appointment of Cara Frye as the lead volunteer for the planning of an educational luncheon series.

The Activities Executive Sub-Committee referred to the full Board for review and consideration the re-quest to approve carpet tiles for the card room in an amount not to exceed $2,900. It was further agreed to refer to the entire Board a recommendation for Maintenance Supervisor, Jamison Maurer to obtain bids to paint the card room.

Resolved: To accept the Activities Sub-Committee minutes and approved motions as presented. To fur-ther note the request for carpet and redecorating of the card was discussed in the Unfinished Business seg-ment of this meeting.

B. Architecture Executive Sub-Committee The Executive Sub-Committee submitted minutes

for the March 14, 2017, architecture meetings. The Architecture Executive Sub-Committee approved rec-

ommendations made by the Architecture Committee as noted on the accompanying Sub-Committee Minutes of March 14, 2017. Twenty-One homeowner requests were approved, one homeowner request was denied. The denied request was an emergency electrical installa-tion. Further compliance matters regarding this item were discussed in Executive Session. To note that white is the only color choice for garage doors as stated in policy established by the Architecture Com-mittee in January 2017 and further resolved by the Board of Directors as noted in the 1-25-17 meeting minutes. To note that the Architecture Guidelines will need to be updated to reflect this change.

Approved: Unanimous. C. Landscape Executive Sub-Committee

The Executive Sub-Committee submitted their minutes of the March 23, 2017 Sub Committee meet-ing. At the Sub-Committee meeting of March 23, 2017, landscape proposals in the amount of $5,450.00 were approved. The Landscape and Executive Sub-Committee further noted that it will be reviewing the Master Plan and anticipate submitting their recommen-dations to the Board by mid-April.

The Executive Sub-Committee forwarded to the Board for further consideration, the three-year tree trimming proposals and a newly revised plant palette. Upon a motion made by Vice President Joan Jeffery and seconded by Director Sheryl Jarrett:

D. FMARC Executive Sub-Committee The Executive Sub-Committee submitted their

minutes and the approved motions of the March 15, 2017 FMARC meeting, noting that only one member of the Sub-Committee was present therefore items need-ing approval were forward to the full Board for consid-eration of approval. Included were garage roof repair proposals as submitted by the Maintenance Supervisor, Jamison Maurer. (This item was further discussed for approval in Unfinished Business).

The Sub-Committee further requested that the Board review the Homeowner(s) response disputing the Association’s claim that the damaged fence which is dividing Unit 5-Houses 78, 79, 80, and 81, is a home-owner responsibility. The homeowner(s) are objecting to the Associations request to replace the fence and feel that this is an Association area of responsibility, further noting that the trees and bushes adjacent to the fence have contributed to its demise.

Resolved: To accept the Executive Sub-Committee request for approval of the minutes as submitted. To agree that Management will obtain cost and compari-sons to remove fence, fence and shrubs and will bring back to the Board in order to determine the next course of action. To further note action may include the Association completing all requested repairs and billing back to the homeowners. Approved: Unanimous.

GENERAL MANAGER REPORT:

The General Manager Patricia Orlando provide a brief report for the members. The reports gave monthly high-lights of the Landscape, Maintenance and Administrative areas.

Landscape-Service Request Update: As reported last month the landscape service request submissions have decreased. The General Manager continues to participate in the weekly site-inspections with the Landscape Vendor and the Landscape Committee. The Landscape Committee has re-instated their monthly meetings, notices have been posted in order to inform homeowners. Landscape meetings will be held on the fourth Thursday of the month at 11:00 am and are currently being held in the business office conference room.

Maintenance-Work Request Update: The maintenance team continues to receive a heavy amount of work orders due to rain related issues. These include anything from clogged storm drains, roof leaks, potential window and wall leaks. Work requests are being prioritized with all owners being contacted and advised of the status of their request. Additionally, the maintenance team is continuing to make sidewalk and cement repairs in various areas throughout the community.

Administrative Update: The office staff continues to support the various committees by assisting with the organization and distribution of each of the committee monthly packets. Continued and ongoing training is taking place, the next area of focus will be the implementation of a new database which will allow us to more easily han-dle and track the various homeowner and committee re-quests.

Homeowners were reminded that their requests and inquiries can be submitted to the business office by stopping in the office to complete a request form. Addi-tionally, they were informed that forms can also be found on the community web-site under the forms head-ing and there are specific e-mail addresses that be used to communicate requests or concerns.

UNFINISHED BUSINESS

A. Unit #9 Paint Project-Status Report The contract with Sal’s was signed on February 9,

2017 painting started on February 22, 2107. There have been some delays due to wet weather conditions and rain. Sal’s will continue to work closely with the Maintenance Supervisor and General Manager on the weekly scheduling and notification to unit 9 owners.

Chase Construction, has begun making wood repairs. Chase is continuing to meet with homeowners who have requested quotes for their needed repairs. The OCA business office will continue to coordinate and com-municate updated scheduling to owners.

Resolved: To note no committee action is necessary, update for information only.

B. Unit #9 Roof Proposals Maintenance Supervisor, Jamison Maurer, will be

scheduling time with FMARC Chair Steve Graves, in order to inspect and prioritize structural and roof re-pairs in Unit 8 & 9 garages as well as the balance of the carports and garages throughout the community. At this time FMARC has reviewed the request to re-roof the garages as outlined below. FMARC agrees that both vendor’s bids are reasonable and has recom-mended moving forward by obtaining the approval of the Board. It is noted in the chart below that the to-tal for MS Roofing is $17,950 and Bonsal Roofing’s total is $17,390.00. Board Members discussed the benefits of splitting the roofing needs between both contractors in order to continue obtaining competitive pricing. Upon motion by Director Mike Faulkner and seconded by Director Sheryl Jarrett:

Resolved: To accept MS Roofing as the preferred

contractor for 1A/#4&#5 and #9/#20 in the pro-posed amount of $6,982.00 and Bonsal for #9/#1,2,37 & 46 in the amount of $10,275.00.

Approved: Six in favor, one member abstained. Vice President Joan Jeffery abstained because her garage was being considered for approval.

C. Slope Repair Update The General Contractor, Ground Control, recently

communicated that it was more prudent to start the project in drier conditions with an anticipated 6-8-week schedule from start to completion. The final con-tract is pending signature by both parties. The project has been scheduled to start the week of April 17, 2017. Vista Bella will be used to access the slope and there will be heavy equipment in the immediate area.

D. Carpet Replacement Card Room & Decorating/Painting Recommendations As outlined in the Activities Committee Executive

Sub-Committee minutes, the Sub-Committee present-ed for review and consideration by the full Board, the Action Carpet and Floor Proposal of 3/9/2017 in the amount of $2,486.50 for the replacement of carpet in the card room using carpet squares. The Activities Sub-Committee is recommending approval of the carpet purchase and installation as presented in the Action Carpet and Floor Proposal in an amount not to exceed $2,900.00. The additional funds above the quote of $2,486.00 may be needed in order to replace the baseboard with like board. The Activities Committee and Sub-Committee is further requesting that the Board approval for Maintenance Supervisor, Jamison Maurer, to obtain bids for the repainting of the card room

stallation as presented in the Action Carpet and Floor Proposal, updating the baseboard in an amount not to exceed $2,900.00. Approved: Six members in favor, one member opposed. Director Mike Faulkner was op-posed to the motion.

E. Termite Treatment Proposals for Unit 9 There are multiple garages located in Unit 9 that will

require termite treatment prior to wood repairs and painting. Garages 25 & 26, (attached units) garages 34,37 & 40, (attached), and garage 35 will require treatment by tenting. Local treatment is needed for Garage 45 and 55. All Pest Control and Knock Out pro-vided competitive quotes. All Pest has the best pricing for the units that require tenting at a total proposed cost of $2,650.00. Knock Out provided the most com-petitive pricing for the local treatment at $385.00 per garage and an additional $100.00 for an additional top-ical preventative application. Upon motion made by Vice President Joan Jeffery and seconded by Director Sheryl Jarrett:

Resolved: To approve All Pest Control as the pre-ferred vendor for tenting treatment as outlined with six garages in total tented, for a cost of $2,650.00. To further approve Knock Out as the preferred vendor for local and topical treatment as outlined, approving garage #45 and #55 for this treatment.

A. Proposals for Exterior Wall Repair, Unit 9 #96 The homeowner submitted a work request reporting

that the bedroom wall which is cement and is the re-taining wall buried in the slope has shifted causing a visible crack on the interior wall. Appleton Design and Construction has inspected and recommends stick framing the wall and adding insulation and drywall. (The space behind the wall is backfilled with no access.) Up-on motion by Director Carol Finkas and seconded by Director Mike Faulkner:

Resolved: After consideration and a review of the proposed repairs as outlined in the Appleton inspection report and proposal, to approve Appleton’s proposal in the amount of $3,150.00. Approved: Unanimous.

B. Water Intrusion as Reported by Homeowners, Sta-tus Update

During the months of January and February the ex-tensive rains and wet weather conditions resulted in numerous homeowner request to investigate reported leaks, determine the source of the leak and further determine if the leak was an owner or association re-sponsibility. The spreadsheet that was provided in-cluded a listing of the homes that have ongoing investi-gations and or repairs.

Resolved: To acknowledge the update is being pre-sented for information only, no action necessary.

C. Three-Year Tree Trimming Proposal The Landscape Sub-Committee submitted the three-

year tree trimming proposals for Full Board review. The committee requested that the full Board review the various bids in order to determine the best course of action. While there were three bids provided, the Board was asked to consider the two lower bids which had been provided by Green Leaf and Gutierrez. The committee also requested that the full Board deter-mine if approval is best provided for the first year of the three-year plan or if the three-year plan should be approved in total.

D. Synchrony Bank CD Renewal, Apr. 25, 2017, $100,000

The Finance Committee, at their March 20, 2017, meeting recommended that the Board reinvest the Synchrony Bank CD of $100,000.00 in a 12-month CD. Board Members discussed this recommendation and additional options that they might consider. Upon mo-tion by Treasurer Lynn Port and seconded by Director Sheryl Jarrett:

Resolved: To hold any reinvestment into a CD at this time. To retain as cash until the Board can further investigate options. Approved: Unanimous.

E. Revised Collections Policy A copy of the revised 2017 Collections Policy was

presented to each member of the Board. There were no further recommended changes. As required by Civil Code, the proposed rule change will be mailed to mem-bers for a 30-day review and comment period before making the rule change. Secretary Charlie Wendt indi-cated that he had not reviewed the updated policy and would abstain from voting. Upon motion by Treasurer Lynn Port and seconded by Vice President Joan Jef-fery:

Resolved: To approve for mailing to Members for a 30-day comment period.

F Shredding Event-Cost for On-Site Event As requested by Vice President Joan Jeffery an

inquiry into the cost and requirements for an on-site community shredding event were obtained from the provider that the Association currently uses in the shredding of the business offices documents. There is a three-hour minimum for a shredding truck to stay on-site. The cost per hour is $300.00 for a total event cost of $900.00. During this period of time a truck can shred approximately 400 banker boxes of docu-ments. If the community has participation at the max-imum shred level of 200 boxes at a cost of $5.00 per box to the community members, this will cover the cost of the event and any staff payroll hours that may be required.

Resolved: To poll members through the use of sign-up sheets and announcements at upcoming coffee hour events in order to determine an interest level. If the interest level is high enough to obtain potential event dates from the vendor. To bring back to the Board for discussion and a final determination.

LITIGATION STATUS UPDATE

A. OCA vs. Jerry Altholz Trust-Discovery was not forthcoming, trustees, etc. attorney filed a motion because discovery was not forthcoming. Tenant pay-ing rent into a trust account. Rent covers more than is necessary for final judgement of assessments due.

B. OCA vs. Duke-We have an update from mortgage broker, reverse mortgage approved on contingency that all lien holders can be satisfied, waiting to hear from attorney on his time-line.

C. OCA vs. Casteel- added attorneys to the amended document, Conference on 4.14.17.

D. OCA vs. Pearce-added the franchise tax board as requested by the court. Amended on 3-16-17 case management conference on 4-14-17.

E. OCA vs. Link-at the direction of the court added franchise tax board and lender. Default package has been prepared will go before the court as soon as case management date has been set.

Pursuant to the Association’s established Collection Policy and in accordance with current Civil Code, the Board of Directors is actively working to collect on delin-quent accounts.

President Tom Trompeter provided a status update to the members on the current delinquency and collection matters. The Association has been having direct discus-sions with homeowners over non-payment of delinquent accounts. Procedures have been implemented with lead bookkeeper Glory Phillip making calls to delinquent mem-bers, partnering with the General Manager on larger de-linquency accounts and special member requests.

HOMEOWNER COMMENTS

• Unit 2/Home 66 – This member noted that there were dead limbs on trees left hanging in unit #2 near house #1. Additionally, this member comment-ed that the trash sheds are in desperate need of repair.

• Unit 7/Home #9 – This member congratulated the Board and Paint Committee on the Unit 9 paint pro-ject and indicated that the colors are looking very nice.

• Unit 8/Home 105 – Member Steve Graves introduced himself as the new FMARC chair and informed the homeowners that he will be providing updates in the monthly newsletter.

• Unit 8/Home 47 – This member questioned the Board’s recent policy change which allows for new garage door installations to be white as the only col-or option.

• Unit10/#31- This member noted the tree trimming that had taken place a number of years ago in the community and recommended that that vendor be considered for the upcoming trimming of trees throughout the community.

The committee continues to look for ways to keep costs down and improve the quality of living. We have recommended using solar energy to heat com-munity pools because it is green energy and saves on our gas bill. We are considering photovoltaic systems for common areas to offset our reliance on power from SDGE. Water is a big expense, costing around a million dollars a year, part based on meter readings, and part due to maintenance of all the conduits and equipment needed to bring in fresh water and carry away waste.

In FMARC we need volunteers with experience in the building trades, or people who are familiar with infrastructure. We need people willing to learn about these systems who want to know why we must spend so much money on them. This isn’t all nuts and bolts work. We also need people to enter data and take minutes. If you look around and see areas of neglect, areas that look tired, cracks in streets, water wasted, bare slopes that need at-tention you can have a say in what we do about those things. Volunteer, we need you.
