Message from the Chair Peter Silverberg, IEEE-LSM, P.E. IEEE revels in numbers. I won’t copy all the mem-

bership numbers because you can get them from MGA if you ask. The point I want to make is that IEEE resembles a balloon with a slow leak. While 2018 is 1% above 2017 the general trend is to lose 2% a year.

I know that the readers of this message are the most likely to keep membership. You showed enough interest to at least peruse this page. IEEE needs you to reach out to wavering members and non-members to increase the population of this section. We can’t solve the global problem, but we can act locally. Turn to others around you can make a case for joining or staying. The biggest cohort that shows the most turnover is young. Many discussions have cen-tered on the transition from student to Member. Dues represent sticker shock. Also, losses continue for those who hold Member (or Graduate student) cards less than five years. They don’t see value in fighting traffic to hear talks outside the immediate job. The immediate reward for membership is hard for them to see. IEEE expends marketing ef-fort on technical publications and the insurance programs. It is a little harder to market a prediction – “Five years from now you will not be doing the tasks (job) you have today.” That is where the IEEE membership helps. By being active locally

or in a society, you develop a helpful network. By delivering talks to chapters, you gain confidence. By actually volunteering to organize meetings, you learn many skills most useful throughout a ca-reer. As for me, I get to see friends about twice a month without making long drives. I think that volunteering to promote a technical profession is fun; perhaps you can also see it my way. Short news

Center. There is a flyer in the Almanack for the International Microwave Symposium, June 10-15. We are providing student volunteers. Attendance is projected to be 10,000.

third Tuesday in June (6/19) at the Sheraton Uni-versity City Hotel. Kate McDevitt will need two cohorts to attend. If you want to advance from Member to Senior Member this is the time and place. Bring resumes and meet references. The other group is a cadre of references (Senior Mem-bers and Fellows) who know how to write. They are the helpful interviewers.

Right now, July and August look unsched-uled. Some of our chapters might hold meetings so watch your emails. There will be elections at the Region and Society and upper levels of IEEE late in the summer. The Section votes in October. En-joy your vacation time and keep sunscreen handy. Like the movement of the moon in its orbit, section meetings will start again September 19.

Intel International Science and Engineering Fair 2018 Awards Ceremony May 18, 2018

Pittsburgh, Pennsylvania Society for Science and the Public, in partnership with the Intel Foundation, announced Awards of the Intel International Science and Engineering Fair (ISEF) 2018. Student winners are ninth through twelfth graders who earned the right to compete at the Intel ISEF 2018 by winning a top prize at a local, regional, state, or national fair. Emilio Salgueiro technical interests are in

Computer Architecture, Performance, and Ca-pacity Planning of large complex computer sys-tems. He is Adjunct Faculty of Electrical and Computer Engineering at Temple University. He retired from Unisys Corporation after working very successfully as a Consulting Engineer for the System Analysis, Modeling and Measure-ment Performance Group. His area of expertise is in the private industry as well as Academia. As a Consulting Engineer Emilio worked in the Sys-tem Performance Analysis and Capacity Plan-ning. Manager in the System Analysis Modeling

and Measurement department and acted Director of Performance Engineering. Published MIPS ratings for all Unisys Mainframes. He obtained his academic education at the National Univer-sity of Mexico (BSEE and BSME 1980) and the Pennsylvania State University (ME ES, and post Master’s in AI 1990). He authored many proprie-tary papers, managed a multi-year research agreement with PSU and four+ years as Lecturer at the Pennsylvania State University, Malvern Campus

IEEE Accomplishments and Activities (S’74-M’78-SM’90) I have been an active volunteer for IEEE in multiple Boards and Committees. I currently serve as Region 2 Secretary; my participation in this po-sition provided me with broad acquaintance with IEEE Region 2 structure, understanding of organ-izational units at the regional and technical level. I also served on the IEEE-USA National PACE Committee representing Region 2 for many years, this provided me with good understanding of the IEEE-USA’s structure, nationwide IEEE-USA’s

organization units at the national, regional and technical levels. I am very proud of supporting ef-forts to serve member interests with more pro-grams, better communication and more opportuni-ties for professional development. I also served on the Philadelphia Section Executive Committee in various positions, Chairman, Vice Chairman, Treasurer and Secretary. In the technical area, I am proud to be co-Chair of the Computer Society.

Statement It is exciting to be nominated for R2 Director Elect during a time of change in our profession. Having worked at industry, academia, and served IEEE through multiple volunteer positions, has prepared me well for this role. Being retired from industry, gives me a great opportunity to serve better our Re-gion. I see great opportunities of growth for our region in the area of member retention, emphasis on high quality publications that meet the needs of practitioners, continuing education, and advocacy of the profession. Delivery of new benefits in innovative ways such as:

• Participation in the Industry Advisory Board

• Moderated panels and tutorials to allow members remain globally competitive

• Networking and Career opportunities to provide direct value to our members.

• Attract students at all levels on leadership and professional IEEE opportunities.

• Increase the number of volunteers from among our members by providing shorter, flexible and modular volunteer assign-ments.

• Region 2 needs a Director with the time, ex-perience and expertise to identify strategies that can broaden our base. I ask for your vote, support and involvement.

Region 2 – Director Elections – Candidate Bio and Statement BARRY C. TILTON, P.E., (Nominated by IEEE Region 2) Chief Technical Officer and Vice President of Engineering, Vricon Systems LLC Oakton, Virginia, USA http://www.barrytiltonieee.org

Barry Tilton is Chief Technical Officer and Vice President of Engineering at Vricon Systems LLC. He has over 32 years’ experience as an Elec-trical Engineer in the aerospace field, and is a Li-censed Professional Engineer. A 20-year veteran of the US Air Force, he had over 1000 flight hours as test director, and worked as Chief Engineer, Chief Scientist, and Program Director for the US Defense and State Departments as well as several international efforts with countries on five Conti-nents.

Barry earned his BSEE from USC and MSEE from Northrop University. He is a Senior Member of IEEE and AIAA, and a Fellow of the American Geographical Society. He was twice Chair of the IEEE Northern VA Section, and currently serves as the IEEE Region 2 Technology Policy Coordi-nator. Barry is married to the former Elaine Belen and has three children.

IEEE Accomplishments and Activities (M’86-S’89-M’90-SM’05) Barry C Tilton, P.E. is a Senior Member of IEEE, who has both been involved with (and served in positions of leadership in) the organization and community for over 33 years. He has been a mem-ber of IEEE since 1986, and has been involved as a member, author, conference attendee and thought leader in the AESS and GRSS for most of that time, in Los Angeles, Colorado and Virginia. Upon retirement from the US Air Force, Mr. Tilton became active in leadership of several technical activities and MGA efforts in Region 2.

He has been Treasurer, Vice Chair and Chair (twice) of the NoVA Section of IEEE, and was rec-ognized in 2010 as Volunteer of the Year. He Chaired the Joint NoVa/DC SSIT Chapter for two years. He has supported IEEE as representative to the Future Cities finals four times. He currently mentors the NoVa Section sponsored (and award winning) Oakton High School Robotics Club. He has been Region 2 Technology Policy coordinator for over 5 years, actively addressing Region con-cerns in technology management and regulation from his proximity to the National decision mak-ers.

Barry has served as Chair-Elect and Chair of the IEEE-USA Committee on Transportation and Aerospace Policy, where he took leadership roles in preparing the full technical programs for two successive IEEE-USA annual meetings. He has also run sessions at National and Region

gatherings on many occasions. Barry has also ac-tively supported the Government Affairs Commit-tee of IEEE-USA for several years.

Statement Greetings! I am honored to be a candidate for Di-rector-Elect of our fine organization. Working within my Section, the Region, and with IEEE-USA has given me critical opportunities to grow. If given the opportunity to lead the Region, I will focus on three qualities…Vision, Involvement and Passion. As the pace of change in our society accelerates, it is extremely challenging to succeed professionally when standards, policies and protocols are in con-stant flux. As leaders, we must have VISION – the ability to discern what changes will produce what results – and how to appropriately react and adjust.

Once the path forward is understood, we must be INVOLVED. It is not enough to take personal ad-vantage of change, it is our professional responsi-bility to help society adapt to the changes for the betterment of all. Finally, approaches to problem solving, outreach and community support must be infused with PASSION. Leading through change can be ex-hausting, and it is the passionate professional who will carry on - ensuring success. I look forward to meeting with your Sections and Chapters.

Region 2 – Director Elections – Candidate Bio and Statement Philip M. Gonski, P.E. (Nominated by IEEE Region 2) Project Manager Burns Engineering Philadelphia, Pennsylvania, USA

Philip M Gonski, P.E. has been active in both the volunteer and professional community in the Phil-adelphia Area. After graduating from the University of Illinois – Urbana, Philip started his career at Sargent & Lundy, LLC, designing new power plants. Among his notable projects were the design of a biodiesel power plant on the island of Oahu, and later the design of one of the largest combined cycle power plants in the world in Saudi Arabia. While working at S&L, Philip took evening courses in Energy and Power Engineering and

earned a Master’s Degree from University of Illinois-Chicago. Philip currently works at Burns Engineering in downtown Philadelphia as a project manager for in-dustrial and energy clients, with a focus on advanced microgrids. In his free time, Philip enjoys the Philadelphia arts, traveling the world with his wife and jogging along the Schuylkill River Path, which runs through the heart of Philadelphia.

IEEE Accomplishments and Activities (S’04-M’07-GSM’09-M’09-M’11-SM’14) Philip has been an IEEE member for the past 13 years and is a Senior Member. During this period, he has served in the following volunteer positions:

During this volunteer work for the Philadelphia Sec-tion, Phil was instrumental in developing a new website for the Section that was better able to represent the dy-namic nature of the region. During his tenure as IEEE Philadelphia Chair, the Section hosted multiple

Arduino and STEM outreach program, as well as the first IEEE WIE Summit. He also organized a career fair that saw approximately 15 companies in attendance. The event was well at-tended and led directly to several IEEE members gain-ing employment. In addition to IEEE involvement, Phil is active in other technical and outreach organizations and as been a vol-unteer at local science fairs and Future City competi-tions. His work in the IEEE and Professional community cul-minated in his selection as the IEEE Philadelphia ‘Young Engineer of the Year’

Statement Our Region has been incredibly fortunate to contain some of the most dynamic Sections, with dozens of quality conferences and professional events. These events, such as the IEEE WIE Forum, have been in-credible at providing for the networking opportuni-ties that are crucial to IEEE’s continued viability. My vision for the Region is one where both profes-sionals and academics can find value in their mem-bership. Perhaps the most critical, is for us to con-vince companies that there is value in sponsoring their employee’s membership. As an IEEE member who made the transition from student member to full

member, I know firsthand that justifying the personal expense of dues was difficult without corporate sponsorship. In fact, I am among those who did not renew their membership after graduation. Like any organization, we need a value proposition to our members. I would plan to continue and build upon successful events and help foster new initia-tives for professional development and networking. The choice to join IEEE must be a clear one, which can only occur through increased outreach programs.

IEEE Signal Processing in Medicine and Biology Symposium (SPMB18)

IEEE SPMB18 is a regional symposium intended to provide a highly interactive forum where bioengineering and signal processing researchers can collaborate on emerging trends in signal processing. We expect approximately 125 researchers to attend. We specifically encourage graduate students to attend and present their thesis or dissertation research. This is an excellent opportunity to network with leading professionals in your field and to form new collaborations.

Signal processing plays a vital role in applications ranging from medical electronics to data mining of electronic medical records. The enormous amounts of data that can be acquired from devices are enabling a new generation of technology based on big data. This symposium is intended to bring together a wide range of professionals interested in applications of signal processing medicine and biology. The symposium is sponsored by IEEE-USA, IEEE Region 2, IEEE Region 2 Philadelphia Section, Temple University, the Neural Engineering Data Consortium and NYU Polytechnic School of Engineering.

The symposium will consist of two plenary talks, two oral sessions and two poster sessions. Exhibits and demonstrations are encouraged as well. The 2019 American Control Conference will be held Wednesday through Friday, July 10–12, at thePhiladelphia Marriott Downtown, located in the heart of Center City, Philadelphia. Philadelphia isthe birthplace of American democracy, and the home to the creation and signing of theDeclaration of Independence and the Constitution. It is also the City of Brotherly Love andconsidered one of the most European-like cities in the USA, captured by the across-the-streetReading Market and little Italy neighborhood. The city features a cultural diversity of food (andalso the original cheesesteak), exhibitions, and museums for all tastes throughout the year, aswell as outdoor concerts and festivals during summer.

The ACC is the annual conference of the American Automatic Control Council (AACC), the U.S.national member organization of the International Federation of Automatic Control (IFAC).Society co-sponsors of the ACC are the American Institute of Aeronautics and Astronautics(AIAA), American Institute of Chemical Engineers (AIChE), American Society of Civil Engineers(ASCE), American Society of Mechanical Engineers (ASME), IEEE Control Systems Society (IEEE-CSS), Institute for Operations Research and the Management Sciences Applied Probability Society(INFORMS-APS), International Society of Automation (ISA), Society for Modeling & SimulationInternational (SCS), and Society for Industrial & Applied Mathematics (SIAM).

The 2019 ACC technical program will comprisepresentations in regular and invited sessions,tutorial sessions, and special sessions along withworkshops and exhibits. Submissions areencouraged in all areas of the theory and practiceof automatic control.

Call for Contributed Papers: Papers are invited in the form of regular manuscripts. There is noseparate short paper format. Papers must conform to the submission policy, detailed on theconference web page. All manuscripts should be written in English, be in a 2-column format, andbe 6–8 pages in length, with additional page charges applicable for pages 7 and 8.

Call for Invited Sessions: Invited sessions consist of 6 papers presenting a unifying themefrom a diversity of viewpoints. Proposals must clearly describe the motivation and relevance ofthe session. Proposals must be accompanied by full versions of each paper, which will beindividually reviewed together with the proposal itself.

Call for Tutorial Sessions: Tutorial sessions are a special category of invited sessions organizedto provide an introduction to a topic of interest. The format is structured around the main tutorialpaper (up to 12 pages) and talk (60 minutes) to bring the participants up to speed, followed bythree 20-minute presentations (with or without papers of up to 6 pages each) to give a picture ofthe state of the art. Tutorial sessions involving strong industry and academic collaboration arehighly encouraged.

Call for Special Sessions: Special sessions are focused events to spotlight emerging researchareas, funding opportunities, and other topics of broad interest to the conference attendees.Examples include industry-led, research sponsor-led, education-themed, and history sessions.

Call for Workshops: Workshops to be held prior to the conference are solicited on all relatedtopics. Proposals for workshops addressing novel control methodologies and nonstandard controlapplications, as well as workshops with strong tutorial value are encouraged.

Exhibits: Exhibitors are invited to showcase, demonstrate and market control-relatedpublications, software tools, prototypes, educational products, services, and jobs. Exhibits areopen throughout the conference to all attendees of the ACC.
