EDITORIAL

A change in the editorial policyof the AFF magazine has beenapproved at the recent meeting ofthe Board of Directors of theAsociacion Filatelica de Filipinas.

Starting this year, the AFF willbe published quarterly, instead ofbi-monthly, as it has been issuedheretofore. The Board of Direc-tors has been constrained toadopt this measure, in view of thevery limited time with which mem-bers of the editorial staff have todedicate on the AFF.

This change, however, does notmean that the AFF is beginningto dig its own grave. On thecontrary, further improvementsare being done by those respon-sible for the edition of it. Theycontinue to do within their poweras they have been doing hereto-fore, to maintain the AFF on thesame level as with other standardphilatelic magazines, but theirtime.

We wish to make it known toour fellow members and readersthat members of the editorial staffof the AFF are all businessmen,whose time are largely absorbedby their businesses which are en-tirely outside of the hobby. Ap-

parently, they are only able and sogenerous enough that they keepon collaborating with this maga-zine during their spare time.

Likewise, let it be understoodthat ever since the inception ofour official organ, members ofour editorial staff are not paideven a single cent, in spite of thefact that at the present time, theAFF pays contributions acceptedfrom either local or foreign writers.

In this connection, we wish tostate that although the membersof our editorial staff are unremu-nerated, they are too proneenough and willingly cooperateto carryon the publication of thismagazine, sacrificing their sparemoments, and even their health.This, as every unselfish collectordoes, they do just for the sakeof fun. Fun is bringing membersof our Association and readers ofthe AFF close together, and thefostering of a more friendly spiritin the interest of stamp collecting.

We hope our fellow membersand readers of the AFF as well,will see their way clear, as to theimperative change in the edito-rial policy of this magazine.

A REVIEW OF SCOTT'S 1939 P. I. LISTINGSIncrease In Prices Noted

Philippine Stamps Now Fully I!lustratedLike in former years, revision of the catalog values in the Scott's Standard Postage

Stamp Catalog, has been pretty well scattered along the two different regimes-Spa-nish and American-altho majority of them have been done in the latter. Outstandingamong the upward revisions of the Spanish regime are the No.4, from $50 to $25 (mintanol used) to $60 and $25; the famous error CORROS (No.4) from $300 to $150 wasincreased from $400 to $150. The "Habilitados" have had all their share of the re-vision, from No. 25 to 38. The "fiscals" for postal use have been revised upward,too, honorable mentions, being Nos. 112, 11.5, 118 (hoth a and b), and ll3a has beengiven a price for the first time. And what's more, it's listed at $100.

Stamps under the American dominion t.hat. have been revised, start with the dollarvalues of the PHILIPPINES surcharge. They are as follows:

Among the later issues, the Madrid-Manila varieties have been boosted; the Samp-son (red) from $200 to $250; the violet from $250 to $3COand the 26c perf. 12 from$250 to $300. The Ifl-peso is now priced from $200 to $250, hoth mint and used.

Incident allv, the rise of the Madrid-Manila series has been consistent and hasalmost doubled in the last four years. Excluding varieties, the following comparativequotations gives an idea of the rapid increase for the complete set of this issue: 1936,$382; 1937, $423; 1938, $475, and 1939, $525.

Other important price advances noted are the coil stamp (326), from $1.50 mintto $2.1)0; the Legislative set (mint), from $11.70 to $13.05; the L. O. F., I peso, from$4 to $6; the higher values of the imperforates have all been increased substantiallv.For J peso, from $10 to $15; 2 pesos, frcm $8 to $10; 4 pesos, $20 to $25, and 10 pesos,from $40 to %40. The 18c Pagsanjan in the pictorial set., continues its steady rise,now being listed at $10, this having been quoted at $6.50 in 1937 and $8.50 in 1838.

Another important revision in t.he 1939 Scott,s Catalog is the listing of prices forused copies of the fallowing series: Arnacal, Commonwealth Anniversatry, "Common-wealth" overprints of 1936-37 and the Eucharistic Congress stamps.

The 1935 Clippers continue in their spectacular "power dive" which started in1937, and looks like t.hey have not touched the bottom yet. In 1937, on their firstlisting, they were quoted at $1 and $1.50 for the 10 and 30c, respectively. And in1938, both were priced at 75c each, making a downward trend to 50c both, mint andused, or V3 and Yz of their 1937 prices.

A further notable revision in the Scott's Catalog are Philippine stamps in theway of illustrations. Illustrations of these Islands' stamps will undoubtedly enhancethe collecting interest on the adhesives of the Philippine Islands.

Interpreting the joys of airmailcollecting, the First Philippine Air-mail Exhibition which was held inManila from February 17 to 19 andsponsored by the Philippine Air MailSociety, Chapter 13 of the AmericanAir Mail Society, eventually came toa successful end.

The doors of the exhibition werethrown open to the public at 4 p. m.on February 17, with Secretary ofPublic Works and CommunicationsMariano J. Cuenco, officiating. Se-

cretary Cuenco cut the ribbons at theportals of the exhibition, symbolizingthe opening of the first airmail showof the Philippines .

Accompanying the Secretary ofPublic 'Works and Communications,were Director of Posts Juan Ruiz,Superintendent of Posts Jose Pilapil,and officers and members of the ex-hibition. The postal authorities wereushered around the exhibition halls,and items that arrested their curiosi-ty were fully explained.

Exhibits depicting the progress ofaviation and the growth and develop-ment of the air mail services of theentire world gave the postal author-ities a comprehensive idea of man'sconquest of the air and the poten-t.ialities and joys of airmail collect-ing. The postal authorities werehigh in their praise at which the

first airmail exhibition of this coun-try was opportunely conceived andduly carried into effect. "This isthe kind of exhibition we need as itshows the progress of our countryin relation to other civilized coun-tries," Secretary Cuenco declared.

One hundred and eighty-two framesof valuable and interesting exhibitswere conspicuously displayed with anappraised value of 1r200,000, market.

Philippine Air Mail Society, and oneof the outstanding airpost collectorsof the world, exhibited 108 frames,portaying desirable covers-from theinception of the air mail, down tothe last thrilling items carried by thethe modern Clippers.

Strong in the gems of aerophilate-ly, Mr. Bruggmann's classics of theworld added verily to the galaxy andsense of value of his exhibits. Hiscomplete collection of the pioneerand historical covers of the Philip-pines which was never shown in anyphilatelic exhibition, was displayedfor the first time. Wholly, Mr.Bruggmann had displayed more than4,000 much coveted covers, and whichaccording to information obtained,they comprised only one-fifth of hisairmail collection.

quality of his exhibits, Mr. Brugg-mann's collection was meritoriouslyawarded the Grand Prize. And copedvirtually all the First Prizes in eachcompeting section. Two SpecialAwards, out of the four specialprizes given by the exhibition, werelikewise awarded to Mr. Bruggmannon his Zeppelin and Indian exhibits.

Other outstanding exhibits, werethose of Mr. Jesus Cacho, presidentof the Exhibition and the PhilippineAir Mail Society. In one frame Mr.Cacho assembled a complete collec-tion of the well-known "BrokenWing" of the Madrid-Manila issue,one of the three sets known in exis-tence. In another frame, he ex-hibited a block of sixteen of the16-centavos red Sampson of the sameissue, with a catalog value ofr20,OOO. Shown on the same blockwas a "Broken Wing" of the samestamp and denomination, and theonly one of its kind. Which varietyis still unpriced according to theStandard Airpost Catalog. Entriessubmitted by Mr. Cacho, however,were entered not for competition, asany of his items were debarred perthe rules and regulations, as his col-lection was awarded the GrandPrize at the FEPEX in 1937. Sub-mission of his few items at the air-mail exhibition was made for noother motive than an urge to extendthe spirit of cooperation.

Alice Mascufiana-Bruggrnann, 8,youngest member of the PhilippineAir Mail Society, who made her re-cent debut in airrnailand, exhibitedthree frames, consisting of rocket,balloon and pigeon posts. Adjudgedas the best, in an additional compet-ing group, her rocket post collectionwon for her the Special Award (goldmedal) on this extra section.

Mr. Charles Blum, another mem-ber of the PAMS and one of theoldtime collectors of these Islands,entered five frames, comprising co-vers franked with airposts of theworld, in complete sets, which col-lection was awarded one of the ThirdPrizes (bronze medal) under Sec-tion 4-Rest of the World.

An array of attractive and meri-torious exhibits from foreign coun-tries were likewise represented. Ar-resting much attention were entriessubmitted by Mr. Claude V. Downesof New 'Zealand, which verily formedcomplete collections of the "SamoanClipper", New Zealand flights, and adiligent assembly of the Empire AirMail scheme. Profusely illustratedand well written up, his collections

were housed and displayed in sixlarge volumes. Mr. Downes wasawarded the Special Prize (goldmedal) for his collection of the "Sa-moan Clipper," and won likewise theSecond Prize (silver medal) for hisentries under Section 4-Rest of theWorld.

Mr. L. B. Gatchell of New York,submitted entries which consisted acomplete collection, illustrating thedevelopment of airmail service ofthe United States. With compre-hensive write-ups, Mr. Gatchell's ex-hibits had been awarded SecondPrize (silver medal) under Section2-United States of America.

Mr. Ernest A. Kehr of RichmondHill, New York, entered a completecollection of the Egyptian airposts,including errors and varieties, and agalaxy of scarce pioneer and interest-ing historical covers of Egypt. Ela-borately illustrated and with pains-taking- write-ups, the collect.on ofMr. Kehr was awarded one of theSecond Prizes (silver medal) underSection 4 - Rest of the World.

Mr. Norman Hill of England exhi-bited rare pieces of the Empire AirMail, Zeppelin items, glider and cat-apult covers, as well as rocket andballoon post, which won the ThirdPrize (bronze medal) in Section 4-Rest of the World.

Mr. K. N. Woodward another ex-hibitor from New York, whose en-tries consisted of a collection of thepioneer flights of Venezuela and er-rors and varieties of the airposts ofthat country was awarded a bi-co-lored Certificate of Merit (15" x 21")

Mr. Basil G. Challis of New Guineasubmitted a fine collection of NewGuinea flights, which was likewise a-warded a Certificate of Merit.

There was a host of other attrac-tive exhibits, but to comment on all ofthem here, space would not warrantin this magazine. However, a com-plete list of entries is published else-where in this issue, as well as a listof all the winners.

Owing to the extraordinary quali-ty of the exhibits entered underSection 4-Rest of the World-thejudges decided to award two secondPrizes and two Third Prizes and aSpecial Prize in this section.

Of vital interest to the success ofthis exhibition, was the due coope-ration extended by the local postalauthorities. The Manila Post Officehandled the application of the officialcachet of the exhibition, togetherwith the official cachet of the Bu-reau of Posts on First Day covers.

A temporary small post-office wasinstalled at the premises of the ex-hibition, where the two commemora-tive airmail stamps issued in honorof this exhibition were sold to thevisiting public.

Other phases of attraction, to agood measure, were attributed toloans made by the Bureau of Aero-nautics. At the entrance of the air-mail show a two-meter propellermade of Philippine hardwood wasdisplayed. Other loans from thesame bureau were a large wall map,showing a legend of all air routes ofthese Islands, frames of differenttypes of planes and other items rele-vant to aviation.

Booths for dealers were also in-stalled, and four Manila dealerswere accommodated. They were, Ro-gelio de Jesus, Manila Stamp Co.,T. L. Lim and Jorge Inocencio.

Bi-colored souvenir sheets portray-ing the officers, seal and the premi-ses of the exhibition were distributedto every person who visited the air-mail show.

For three days, people from allwalks of life came to visit the ex-hibition. According to the registerof the exhibition, 5,062 persons hadattended, disregarding those whocame in and stepped out unmolested.

There was much enthusiasm at-tached to the exhibition that severalrequests for an extension had beenreceived from the public. Wishing,however, to live up with the timeset, with much regret all requestswere not entertained.

On the last day of the exhibition,announcement of the winners wasmade. But the distribution of prizeswas held at a rather belated date(March 5), at the headquarters ofthe Philippine Air Mail Society, atthe Plaza Hotel. This was due tothe fact that for some unforseen cir-cumstances, the engravers were un-able to have the medals ready ontime.

At any rate, a gathering was madeat the PAMS' headquarters in themorning of the designated date. Mr.Jesus Cacho, president of the Exhi-bition and the PAMS as well, openedthe meeting and explained its pur-pose, and gave a brief retrospect ofthe exhibition. Before concluding histalk, Mr. Cacho expressed his sincereappreciation on behalf of the exhibi-tion, to all those who had wished andcooperated to the success of this firstairmail show of the Philippines. Mr.Cacho was then given a roaring ap-plause.

Coming to the distribution of pri-zes, the President ordered the Secre-tary to read the names of the win-ners. As each winner's name wasannounced and his prize duly handed,there always followed a congratula-tory big applause. Foreign winners,who on account of physical impos-sibility and local winners as wellwith their inability to attend, werelikewise tendered the same courtesyafter their names had been read andtheir prizes duly set aside.

What culminated the highest pitchof applause during the distributionof prizes, was a surprise given bylittle Alice Mascufiana-Bruggrnann,who after receiving her Special Prizeon her rocket post exhibits, with asweet little voice and with an Ame-rican accent, delivered a short extem-poraneous philatelic speech. YoungAlice said, "Gentlemen: I wish tothank you all for this honor youhave given me in awarding thisbeautiful prize, and I hope this willencourage boys and girls of my ageto collect stamps. I thank you."

Concluded with the distribution ofprizes, all those who attended wereushered to long adjoining tableswhich were all set for a big luncheon.

After lunch, a bourse was held.And lasted until late in the after-noon. Then, as the day began towane, one by one departed for theirhomes, carrying a consoling memo-ry-that the FIRST PHILIPPI~EAIRMAIL EXHIBITION, carne to asuccessful end.

THE PHILIPPINE AIRMAIL EXHIBITION ISSUE

Philately has scored anotherachievement in the Philippines.

For the first time in the postalhistory of this country, on February17, 1939, the Bureau of Posts, Mani-la, issued a set of commemorativeairmail stamps in honor of a phila-telic exhibition-the first PhilippineAirmail Exhibition, which was con-ducted under the auspices of thePhilippine Air Mail Society, Chapter13 of the American Air Mail Society.

Like all Philippine airmail com-memoratives, the stamps issued bearthe character of a surcharge. Thesestamps are known as the PhilippineAirmail Exhibition issue and con-sists of two values, namely, 8 cen-tavos and 1 peso, and surcharged onthe 26-centavos old issue (Scott 298and 10-pesos new issue (Scott 431),respectively. The legend of the sur-charged reads: "FIRST-AIRMAILEXHIBITION-Feb. 17 to 19, 1939-8 CENTAVOS" (and "1 PESO"on the higher value) in four lines.It has the semblance of the ARNA-CAL surcharge, and the words "AIR-MAIL EXHIBITION" are inscribedin semi-circle. The surcharged on the8 centavos is in black, and the 1 peso

in red. Total issue for each value,are: 200,000 for the 8 centavos and30,000 for the 1 peso. Both were is-sued in sheets of 100 subjects each.At a glance, total issue of the latter,would, to all appearances, seem outof proportion to the former. But thefollowing circumstances will explain.

Originally, an airmail miniaturesheet was proposed for this issue,the design of which, was prepared bythe writer. Together with a resolu-tion passed by the Philippine AirMail Society, it was duly submittedto the Philippine Postal authorities

on December 9, 1938. This miniaturesheet was made up of three values-8 centavos, 20 centavos and 1 peso.Incorporation of these three valueswas intended for the following airmail necessities: 8 centavos for thepresent airmail charges within thePhilippines; 20 centavos for registrypurposes in and outside of the coun-try; and 1 peso, for the regular Clip-per rate, from the Philippines to theUnited States.

In the resolution submitted to thepostal authorities, a sufficient issuewas likewise requested, leaving thequantity at the discretion of the gov-ernment; at the same time the print-ing of the sheets be made at eitherthe Bureau of Printing and Engrav-ing at Washington, D. C., or at theBureau of Printing of the Common-wealth Government. Simultaneous-ly, it was petitioned that in the eventthe time will not warrant the print-ing of the miniature sheets in ques-tion for release on February 17(opening day of the exhibition), theoverprinting of three current stampswith the three aforementioned valuesbe considered with the followingover-print: "FIRST-PHILIPPINEAIRMAIL EXHIBITION-1939."

After due deliberation and consi-dering it futile to have the miniaturesheets on time, the postal authoritiesdecided to surcharge only two valueson stamps without the overprint"Commonwealth", and went on theselection of stamps and the prepara-tion of the surcharge in the mean-time. However, the lack of sufficientstocks on hand without the over-print, and considering it would be anatrocity to surcharge any other Phil-ippine commemoratives, sent thepostal authorities into a slight head-ache.

Meanwhile, believing on the phila-telic traits of stamp collectors, thepostal authorities requested Mr. Je-sus Cacho, president of the Philip-pine Airmail Exhibition, for an opi-nion on the matter. By way of asuggestion, Mr. Cacho accordinglymade mention of stamps of severalissues. But unfortunately all stockson hand were small. Mr. Cacho wenteven as far as to suggest the sur-charging of the 4 centavos (1935issue) without the overprint "Com-monwea lth " of which there were am-ple stocks for surcharging the 8 cen-tavos. But the postal authoritiesdeemed it not advisable, lest racket-eers might get wise by surchargingmint copies of this value, thus caus-ing considerable loss to the govern-ment coffers.

In view of this difficulty, Mr. Ca-cho further suggested that the 26centavos old issue and 10 pesos newissue be surcharged with 8 centavosand 1 peso, respectively. To thisthe postal authorities gave a con-curring opinion, as there were suf-ficient stocks of the 26 centavos atthat time, but the 10 pesos.

Originally, it was intended to sur-charge the 26 centavos with the twovalues (8c and 1 peso), and what acalamity it would have been, but alittle exercise of common sense cou-peld with Mr. Cacho's suggestion, theday was saved for stamp collecting.Thus, altho stocks of the 10 pe-sos were very low at that time, andconsidering it the only eligible deno-minarion for the 1 peso surcharge, the"die was cast" for the 8 centavosand the 1 peso values. And this ex-plains, the issue of 200,000 and30,000 for the 8 centavos and 1 peso,respectively.

Consideration was also taken intoaccount as to the limited issue of thelatter. The postal authorities wereprompted to take this step, taking theVON GRONAU and F. REIN com-memoratives as a matter of basis.Both of which, were issued with30,000 for their higher values. Itwas further contended that the VONGRONAU and F. REIN stamps weresold by the Bureau of Posts for se-veral years (about 5 years) untiltheir destruction recently, notwith-standing, the VON GRONAU and F.REI!', commemorative events of in-ternational importance. Moreover,further basis was also made on si-milar issues released by foreigncountries on philatelic exhibitions ofthis nature, taking also cognizanceof the fact that the Philippine Air-

mail Exhibition was merely a nationalevent. Hence, the limited quantityof 30,000 for the 1 peso.

Collectors will likewise observe thatplate numbers on the 26 centavoswill seldom be seen, as according toBenjamin Mogul, postal inspector andone of the three supervisors in theprinting of these stamps, all platenumbers on this denomination werevirtually detached, due to interrup-tions made by the borders of thesheets in the printing of the sur-charge. Nevertheless, the 1 pesobear their original plate numbers.

Sale of these stamps was placed tothe public on February 17, at theManila Post Office. It was original-ly scheduled to release these com-memoratives at 8 o'clock in the morn-ing, but at the request of collectorswho wanted to take advantage of theManila-Baguio daily airmail servicewhich closes at 6 :30 a. m., the Bu-reau of Posts 'advanced the sellingtime at 6 a. m. Which much to thesurprise of the postal authorities,men and women, boys and girls, andeven ladies, jammed the PhilatelicSection at 4 o'clock in the morning!waiting for the release of these newcommemoratives.

Prior to the first-day sale of thesestamps, the Philatelic Section of theBureau of Posts, accepted reserva-tions, but were limited to 500 sets toevery person. (Believe it or not, Ihave only one set in my album).This wise step was taken by the pos-tal authorities so as to curb specula-tion on the part of speculators andstamp syndicates. As a matter offact, some dealers posted reservationsfrom 2 to 3,000 sets, and there waseven a European dealer who wasquoted as saying to buyout 90% ofthe total issue. However, in spite ofall these bright prospects for quicksale to the government, the Bureauof Posts turned them down. Towhich collectors might 'as well send

. a national vote of congratulations tothe Philippine postal authorities.

This present manifestation or ra-ther a commendable cooperation onthe part of the local postal authori-ties, indicates 'a very healthy sign ofphilatelic "social justice" in thePhilippines. It can also be affirmedas an encouragement and the main-tenance of the standard of philatelyin these Islands to a high plane.That, however, if it will be set intopractice from time to time. And,hope it will-and always.

Wishing therefore to curb anyspeculative aspect on this issue, the

Bureau of Posts issued an order tothe effect that only 50 sets shouldbe sold to every person on the firstday. (Persons who did not make re-servations prior to February 17).Notwithstanding this limited quanti-ty for each person, the unexpecteddemand for these stamps were sogreat, that the 1 peso value was VIr-tually sold out by 4 o'clock in theafternoon, leaving only straightedges,which are still for sale at the localPhilatelic Section at the presentwriting (March 11).

Despite this unprecedented demand,American collectors will be able toget sets of these stamps, still at face,as altho with a limited quantity,stamps of this issue were sent to thePhilippine Resident Commissioner atWashington, D. C., for sale at thePhilatelic Agency.

First-day sale of these adhesivesreached the highest peak of FD salesof Philippine commemoratives. Itamounted to 23,000 pesos, which brokeall commemoratives' record. This isaccording to Amando Marquez, chiefof the Philatelic Section, Bureau ofPosts.

Again, it was the first time in thepostal history of the Philippines inwhich the Bureau of Posts applied twocachets on first day covers. The firstcachet, however, W'aS applied onlyon covers not flown. This cachet isworded: "COMMONWEALTH OFTHE PHILIPPINES-BUREAU OFPOSTS - FEB. 17, 1939 - FIRSTDAY SALE-FIRST AIRMAIL EX-HIBITION STAMPS - OFFICIALCACHET" and circular in form, witha flap on the lower left and right-hand sides. The second cachet and designed bytile writer was the one submitted bythe Philippine Air Mail Society tothe postal authorities for applicationon covers flown to all air' routes ofthe Philippines. This cachet togetherwith the former were applied oncovers flown to the following points:

Manila- BaguioManila-ParacaleManila-NagaManila- LegaspiManila- IloiloManila-CebuManila- BacolodManila-Davao, andManila-San Francisco,

which, by sheer coincidence, the Clip-per mail for the States was closedon the evening of February 17-dateof the first day sale and opening ofthe Philippine Airmail Exhibition.

Centering of the stamps of thisissue is one regret which collectorswill meet. This is generally rue toall Philippine adhesives, includingthose of the United States. Never-theless, this issue can be con ideredas one of the greatest accomplish-ments of the Philippine Air MailSociety in the first year of its life,and under whose auspices, the firstPhilippine Airmail Exhibition wassuccessfully conducted and culminatedinto a marked success. ,

CALLING ALL COLLECTORS OF THE PHILIPPINESIt is encouraging to note that during the last ten years the hobby of stamp col-

lecting in the Philippines has grown tremendously. The philatelic press and com-munications coming to us from foreign lands have shown that there is a growing in erestfor collecting Philippine stamps in other countries. Prompted by these inspiringfacts and being eager of serving the best interests of philately and of thosedevoted to it, the Board of Directors of the Asociaci6n Filatclica de Filipinas has de-cided to keep a register, to be known as the PHILATELIC G IDE OF THE PHIL-IPPINES, wherein to enter the names of all stamp collectors in the Philippines togetherwith their respective addresses and other pertinent information concerning their col-lection. The purposes of this Guide are to make a survey of the extent and qualit yof the philatelic hobby in the Philippines in its actual condition, and at the same timeto obtain accurate information on which to base actions on the many inquiries receivedby the Association about collectors in the Philippines or about stamps for exchange,purchase or for sale.. Usefulness of this Guide to local and foreign collectors will depend largely on thecompleteness of the list of collectors in the Philippines and the importance and accuracyof the information regarding their collections therein contained.

Isabella II, queen of Spain from1833 to 1868, was born on October10, 1830 in Madrid, the eldest of twodaughters of Ferdinand VII by hisfourth wife, Maria Cristina. Wefind this unfortunate queen depictedin the first stamp of the Philippines,1854; her likeness adorned our postaland fiscal stamps until 1870 whenthe installation of the provisionalgovernment in Spain her effigy be-gan to be smeared by the bane of allPhilippine collectors, the overprint"Habilitado por la Nacion."

Isabella was three years old whenher father died-and it was at thistender age that her troublous careerstarted. Soon after Ferdinand'sdeath the first Carlist war started-this internecine war was so calledbecause it was promoted by the sym-pathizers of King Ferdinand's bro-

ther, the Infante Carlos, who 'wantedto sit him in the throne on thestrength of the salic law excluding fe-male descendants from the successionto the throne. This contention how-ever, was ilegal and unfounded inas-much as the salic law had been out-lawed in Spain long before queen Isa-bella was born. The salic law wasnullified bv King Ferdinand's ownfather, Carlos IV bv the PragmaticRescript of 1789 and this action was

duly ratified by the Spanish Cortesin the same year.

The war proved to be an ominousstart for Isabella's tragic reign. Theregency had been given to her mo-ther until she was ten years old butthe aged Maria Cristina abdicated infavor of premier Espartero. Courtintrigue from the part of the Carlistsand a conspiracy soon relieved Es-partero of the power to be succeededby Xarvaez_ But, he too, had togive it up-the undercurrent of sel-fish ambitions both within and with-out the court were boring the veryfoundations of the Spanish throne.As a last resort the queen was de-clared of legal age on' Nov. 8, 1843when she was barely 13 years old.The gigantic task of ruling a trou-bled nation proved to be too heavya burden for her fragile shoulders.The premiers succeeded each otherin quick succession 'and men from themost varied political aspirationswere in turn asked to take the reinsof the government.

In 1846 Isabella married her firstcousin Francisco de Asis, son of theInfante Francisco de Paula, her fa-ther's youngest brother. Some histo-rians say that this marriage was ar-ranged by the corrupt camarilla ofthe queen to render her childless, orif she did become a mother, that heroffspring suffer the consequences ofconsanguineal matrimony. This, how-ever, may be pure conjecture, andyour narrator has been unable toverify this fact from the three en-cyclopedias that have been consulted.In 1852 an attempt against thequeen's life took place which was thegovernment's cue to renew with vi-gor its campaign against its enemies.The campaign finally gave way tothe military uprising of 1854 headedby General O'Donnell, which wasended two years later by a coup deetat. The power see-sawed betweenthe victors and the vanquished for atime and the poor queen was tornbetween the warring factions. Shewas also being assailed from withinher own court her brother in law,the duke of Montpesier sided withthe house of Savoia in the latter'sfight to end the temporal power ofthe Pope after Isabella had given hersupport to the Pope.

In 1866 General Serrano, the re-cipient of many of the queen's fa-vors sided with the revolutionistPrim in an effort to overthrow Isa-bella's government and after twoyears of fighting the rebels she wasforced to abandon her throne andwas exiled to France (Sept. 26 1868).In 1870 she formally abdicated herthrone in favor of her son AlfonsoXII.

Thus ended the tragic career ofSpain's second Isabella, and althoughher reign may be criticized for itsmany mistakes these were mostly'made by her pernicious clique or"camarilla" of advisers who workedmore for their own selfish intereststhan the good of the country. In thequeen's favor stand out her magna-nimous heart as is witnessed by hermany charities and by her pardoningMontemolin, General Elio and Colo-nel Cavero, the very men responsiblefor the insurrection of the Rapitawhich tried to overthrow her.

After her flight to Paris thestamps depicting her effigy wereoverprinted with "Habilitado porIaNacion" by the provisional Govern-ment until 1870 when the new stampswere issued. (These will be the sub-ject of our next article.)

It is not only in the stamps of thePhilippines that queen Isabella hasbeen remembered by this country.In the very city of Manila and acrossthe plaza from the historical churchof Malate stands a monument to her

memory. Also, one of the most wellpreserved gates of the wall of Intra-muros was named, after her. It fa-ces the Pasig river leading out toMagallanes drive.

Don Gabriel M. de Ubago, AFF63, one of the oldest collectors of thePhilippines, passed away on January22, 1939. Death came to him at theage of 57. He is survived by hiswife, Dona Marcela de Ubago andfive children.

Born in Manila on September 13,1881, Don Gabriel was one of themost active collectors of the Philip-pines. He was one of the grandold men of the Asociacion Filatelicade Filipinas and of philately in theseIslands. Don Gabriel will be remem-bered by all who knew him for hismany philatelic achievements. Hewas one of those responsible for theawakening of the postal officialsfrom their lethargic slumber that fedPhilippine collectors the same stampsfor over twenty-five years. It wasthrough his organized efforts withthe late Don Jose Castafier that theMadrid-Manila, the Legislative issueand the L. O. F. were issued by thepostal authorities in two years time.Likewise he worked for the issuanceof the F. Rein, Von Gronau andArnacal surcharges.

In his philatelic activities, he wasone of the organizers of the Asocia-cion Filatelica de Filipinas and thePhilippine Air Mail Society, havingheld positions in the former in thecapacities of president and treasurerfor several years. It was under hisincumbency as president of theA. F. F. when the AFF magazinecame into existence. He was a regu-lar contributor to the AFF, havingwritten the "Commemorative Issuesof the Philippines," and publishedby installment under Gamaruba ashis pseudonym. Don Gabriel wasalso the president of the FEPEX,the first Far Eastern Philatelic Ex-hibition held in the Philippines in1937. At the time of his death, hewas one of the executives of theAyala y Cia., Manila, P. 1. Thepassing of Don Gabriel was indeeda great loss to Philippine philately.

cist of the U. S. Quarantine Officein Manila and first director of thePhilippine General Hospital died ofheart diseas on March 5, 1939, in hisresidence at 604 Vermont Street,Manila, at the age of 67 years. Sur-viving him is his wife, Mrs. Encar-nacion Delmoral-Comfort.

41 years ago, with the first Ameri-can settlers, as a pharmacist. Hewas named director of the state hos-pital when it was organized in 1908,a post he occupied for several years.After occupying a number of posi-tions, he was appointed chief phar-macist of the U. S. Quarantine Ser-vice, Manila. Because of a paralyticstroke, he sought retirement, but in-stead the Philippine Government pen-sioned him.

Being one of the American old-timers in the Philippines, Mr. Com-fort was an old guard of philately inthe Islands. He was an old memberof the Asociacion Filatelica de Fili-pinas, he being one of the foundersof it, and his loss was greatly feltby all his colleagues. At the timeof his death, he was also an old mem-ber of the A. P. S., as witnessed bythe number of his membership--5021. He was also a member of thePhilippine Air Mail Society. Hedied a 33rd degree Mason of theGrand Lodge of the Philippines inwhich he was elected once the headof it.

WORLD'S LARGEST CLIPPER REACHES MANILAMakes Record Trial Flight

Forty-one and a half tons of fly-ing power-the new super-clipper ofPan American Airways, largestcommercial airplane in the world,slid gracefully into the waters ofManila Bay at two o'clock in theafternoon of March 2, marking ano-ther dramatic step in the conquestof the air.

The 7-passenger Boeing Clipper,on a shakedown flight from theUnited States to the Orient, succeededin conquering the world's widestocean and at the same time clippingseven hours and 27 minutes from theoriginal flying time between Califor-nia and Manila.

As spacious as a five-room house,the new clipper made the trans-Pa-cific crossing in the unofficial recordtime of 52 hours and 20 minutesactually spent in the air, as com-pared with the 59 hours and 47minutes actual flying time requiredby the China Clipper on her trial-blazing flight to the Philippines onNovember 29, 1935.

Captain William A. Cluthe, com-mander of the airliner, gave Manilaone of the finest views it has everhad of a clipper in flight. He pulledher down to the limit of safety inaltitude and came over Pier 7 atabout 700 feet, then he nosed her outalong the bay shore.

The huge aircrapt roared over thebay from the east by south majesti-cally and apparently slowly, due toher great bulk. She came over Ma-nila, passed beyond the western con-fines of the city, banked slowly,pushed her altitude down where thethousands of watchers from thestreets and roof tops could see herclearly and headed along the bayshore toward her base at Cavite.

Every roof top in the bay area wasfilled with people and along the Lu-neta and Dewey Boulevard carswere parked as thousands cranedtheir necks to get a glimpse of the"flying hotel."

When the plane was west of thenaval radio towers at Cavite, shecould plainly be seen from Manilaroof tops in the bay area, CaptainCluthe slowly nosed the ship downand when he touched water it wasplainly discernible by watchers inManila because there was a cascadeof white foam from either side of thesun-garnished, gleaming hull.

The thousands who flocked to thePAA base at San Roque, in Cavite,were thrilled as Captain Cluthebrought down the big ship to a fea-ther-like landing. A 25-mile wind

.was blowing at the time and it tookalmost an hour of laborious efforton the part of the clipper crew andground personnel to pull the big shipto the dock. The official time whenthe clipper was finally tied to thedock was 2 :56 p. m.

After the party of observers andmembers of the crew had landed,United States High CommissionerPaul V. McNutt and Rear AdmiralGeorge J. Meyers, commandant ofthe 16th Naval district, went aboardand inspected the ship. With themwere Miss Louise McNutt, Mrs. Me-yers and Lieutenant-Commander J.P. Rockwell, the Commissioner's aide.

In approaching the matter underconsideration I am impelled to includein my remarks certain observationsof a personal nature, in the belief

that, aside from the economic andother practical considerations, thereare certain sentimental phases whichare pertinent to its discussion.

On ovember 29, 1935, the daythe China Clipper arrived in Manila,completing the first commercial flightover the Pacific Ocean, I was one ofthose fortunate enough to participatein that memorable event. I happenedto be in a choice position from whichto view the flying boat as it camegliding to a perfect landing on Phil-ippine waters. I was only a few yardsfrom where it finally anchored. Itwas indeed a magnificent and unfor-gettable spectacle. Everyone wasfilled with emotion and admiration.

many miles out over the sea, and wewatched it gradually and majestical-ly approach the city. Soon it washovering over Manila, and then in anincredibly few moments it glideddown on the serene waters of Mani-la Bay amid the cheers and plauditsof thousands of our people. Truly itwas an historic event-a moment oftriumph and pride for Americans andfor America as a nation. It was anachievement comparable to the greatdiscoveries of past centuries.

The China Clipper, incidentally,was under the command of Capt. Ed-win Musick, whose untimely death is

one of the great losses to commercialaviation.

The success of thc Pan-AmericanAirways in spanning the Pacific de-monstrated to the world the tremen-dous possibilities of transoceanic com-mercial aviation. It has proved that

what had been considered a practicalimpossibility only a few years agocould be successfully accomplishedthrough proper scientific study andthorough preparation. Moreover, itfurther demonstrated the great Ame-rican pioneering spirit to forge aheadin the conquest of the air regardlessof the cost or risks involved.

\Ye in the Philippines were proudof that event. We had done allwe could to encourage it. The clipperlanded on what we are pleased tohave given in the Pan-American Air-ways as an air-base franchise.

In discussing the service whichthe Pan-American Airways has ren-dered through its trans-Pacific air-lines, may I for a moment digress tomake what seems to me to be a signi-ficant point?

As is well known, Manila Bay isaccustomed to merchant ships flyingthe flags of all nations. British,Japanese, Norwegian, and Danishships all usually newly built, andequipped with the latest types ofDiesel motors and other up-to-datemachinery and appliances, are con-stantly in our waters. They renderreasonably convenient accommoda-tions and facilities to the public.

On the other hand, I am con-strained to make the observation that,with the exception of a few steamers,most of the American ships whichenter the bay are antiquated, builtduring the war in an emergency, andgenerally lacking the equipment andfacilities to place them in a compe-titive position with the modern fleetsof other nations. I am not unmind-ful of the strides which you are nowmaking under the guidance of theUnited States Maritime Commission.We look forward to the day whenyour American ships will view withthe merchant fleets of the world.

But in striking contrast to thepresent maritime situation is the un-questionable supremacy of the Uni-ted States in trans-Pacific air trans-portation. The United States standsunsurpassed. It is a peer in thisenterprise of the air. Its accomplish-ment in providing excellent servicefor passengers, mail, and light cargo,maintaining a steady schedule forseveral years and an enviable recordof safety and competent supervisionis a matter of international discus-sion. It seems, therefore, inconceiv-able that the United States would failto support any reasonable proposalfor the improvement, development,

and expansion of a project in whichit has no rival.

From a practical and businessstand-point the Pacific air service,such as that rendered by the Pan-American Airways, may be viewedfrom three angles, the humanitarian,cultural, and commercial.

As to the humanitarian service,I have in mind unforseen national ca-lamit:es, such as floods, epidemics,earthquakes, or other disaster. Im-me:!iate shipments of medical sup-plies, serums, and food by clipper tothe distressed areas would be vitalto the prevention of unnecessary suf-fering and loss of life and property.This is of inestimable value. Itssignificance will be more fully ap-preciated if we visualize for a mo-ment the pitiable plight of a nationin distress, unable to obtain imme-diate relief through lack of speedytransportation facilities.

The cultural benefits derivedfrom this service are no less signi-ficant. Newspapers,. periodicals, mo-tion pictures, advertising material,and other media of education andinformation can now be sent over-seas through the air service. Theresult is that American cultural con-tacts with the Philippines and theOrient are being drawn closer toge-ther.

The commercial advantages ac-cruing to the United States and thePhilippines are too innumerable tocatalog. I shall attempt to mentiononly a few.

Not long ago cable or radio com-munication was used almost exclusive-ly by business firms at considerableexpense. Now the air service is avail-able at much less outlay. Where itwas impossible to communicate de-tailed messages through the cable or

. the radio, it is now convenient andpractical to convey them through theair mail. As a businessman in thePhilippines, I can and do appreciatewhat this has meant commercially tothe two countries.

Trade transactions in generalare greatly facilitated by the quickdelivery of shipping documentsthrough the air mail. The consigneeis thus given ample time in which toarrange for banking credits and thedisposal of the merchandise.

With the facilities of trans-Pa-cific service, American and Philippinefirms are now enjoying the same ad-vantages as Europeans, who are fa-

vored by the fast air transportationfrom Hongkong to Europe, establish-ed by the English and Dutch air lines.American commerce and trade in thePacific, with the Philippines as theeastern air terminal, has thus re-ceived a new impetus for further de-velopment and expansion.

At this point I wish to dwellbriefly upon the benefits which indi-vidual classes of business derive fromthe Pacific air service.

To machinery and supply houses,the saving in time accomplished isall-important, inasmuch as it makesit possible for them to secure en-gineering data, blueprints, advertisingcopy, and even spare parts, which areso essential to the servicing of suchequipment. In some cases the feasi-bility of shipping machinery by airexpress has resulted in a saving ofseveral. weeks of operation.

In the textile industry the factthat samples can now be sent by airis responsible for moving Americanmanufacturers closer to the Philip-pine market, making it practical forthem to compete profitably with Ja-panese and other exporters, who hadmade deep inroads into the textilebusiness 111 the Philippines. In theold days it was necessary for Ame-rican textile manufacturers to sendsamples to the Philippines by sur-face transportation, which requiredapproximately 4 weeks in transit.

With respect to the embroideryindustry in the Philippines, air trans-portation is proving indispensable.Shipments of sample embroideriesmay be made from those samples,and shipped to the American marketsso as to be available before the swift-ly changing styles have depreciatedthe value of these embroideries Therehas been a very extensive and profit-able use of the air express and air-mail service by the textile and em-broidery trades in both countries.

To sum up briefly, the air-mailservice has been a boon to the ef-ficient and practical conduct of mo-dern business in the Pacific, not onlyin providing for quicker transmissionof business correspondence and com-munication but in drawing closer thecultural and social ties of these twocountries. To the humanitarians,culturist and industrialists, the airservice has placed the Philippineswithin easy reach for the dissemina-tion of American culture and ideas,and the expansion of American tradeand commerce.

This air service has become a prac-tical necessity to all. It is a by-word for dependability. It has lite-rally shrunk the Pacific and made theworld much smaller. The tremen-dous advantages of bringing the peo-ples of these widely separated areastogether in closer contact and under-standing cannot be measured in termsof dollars and cents.

Gentlemen of the committee, asrepresentative of my government, Ivoice the sentiments of our 15,000,000people when I strongly endorse andsupport the program of developmentand expansion of the facilities of thetrans-Pacific air service.

I cannot stress too strongly thcdesirability of urging the expansionof this splendid service which has pro-ven its usefulness and which has be-come indispensable to our peoples.Its achievements in the past, as wellas the future, are, and will be, asource of honor and prestige to theUnited States. As Filipinos, we too,are justly proud of the successfulculmination of this gigantic enter-prise, and bask in the reflected lightof your glory.'''

The Transportation Board is rc-ported ready to recommend the re-duction of airmail rates in the Phil-ippines. A first-class mail matterbetween Manila and points with air-mail service--Iloilo, Bacolod, Cebu,Davao, Legaspi, Paracale, Naga, andBaguio--now pays a minimum of1".08 or four times the ordinary rateof 11".02. In the United States, thecorresponding schedule is $.06 forairmail or only two times the ordi-nary mail rate of $.03.

Trans-Oceanic airmail service iscorrespondingly higher, to be sure.The minimum charge between thePhilippines and America is rl.OO, al-though the same matter can be sentto London via Hongkong for only>.48.

Cheaper airmail should be espe-cially important to the Philippines inview of the necessarily slow ordi-nary mail service between the va-rious islands. A rate double the or-dinary schedule, as is the case in theUnited States, should be sufficient.

It is also understood that the Boardwill recommend subsidies for mailcontracts which, after all, is the onlyway properly to compensate the air-lines.

Newspaper columns and radio pro-grams devoted to the entertainmentof postage stamp collecting as wellas expensive trade exploitations allcombined to stimulate interest in thishobby, yet these were never half soeffective in swelling the ranks ofhinge-lickers as the organized pro-paganda and publicity campaignslaunched by the Post Office Depart-ment of the United States.

Because he was formerly a sales-man and Chairman of the New YorkState Boxing Commission, PostmasterGeneral James A. Farley knows notonly the value of planned promotion,but is also familiar with the meansby which it can be released to bestadvantage.

In philately Mr. Farley envisioneda lucrative source of revenue so helost no time in cultivating it. Whenhe took office in 1933 there werefewer than one million people inAmerica who regarded a postagestamp as anything except a cause oflingual distaste. To-day the Phila-telic Division estimates (from thenumber of annual orders received)that there must be at least ten mil-lion men, women and children whocollect stamps for either pleasure orprofit. .

The striking methods throughwhich this startling number of en-thusiasts was boosted are almost asincredible as the financial bonanzathey have dumped into the erstwhileempty coffers of the post office de-artment.Mr. Farley became Postmaster

General in March, 1933. In April thefirst stamp of his regime was issued,and like many other three cent ad-hesives that preceeded it, the New-burgh Peace stamp had a sale ofslightly more than seventy millioncopies.

This may have seemed like a largequantity to some postal executives,but to Mr. Farley-who was accus-tomed to million dollar gate receiptsat boxing matches-it representedbut a small fraction of the numbersthat could have been sold if they'dbeen properly advertised.

The Publicity Division was put towork and the second emission sold362,152,200 copies. Even that salewas deemed short of potentialities sothe exploitation program was step-ped up for the next commemorativeissue.

The N. R. A. stamp made its ap-pearance on August 15, 1933 as apostal tribute to the National Reco-very Act, which has since been de-clared unconstitutional by the Su-preme Court. Its vignette depicts a

farmer, a business man, an industrialworker and a feminine employee,striding side by side in a symbol of"common determination."

The means employed in stimulatingthe sale of this special adhesive typi-fy the high pressure methods of thecurrent postal administration.

ing of the new stamps as they cameoff the press. These were distri-buted to, and published by, nearly allthe newspapers in the land. Thescheme helped the sale of the stampsin a small, but unsatisfactory mea-sure. Criticism of the stamp's de-sign suddenly crashed the news co-lumns. Such trivial suggestions asthe reference of the scyth in thehand of the farmer to Russian Com-munism, or the fact that the busi-ness man's face resembled PresidentRoosevelt's found space on frontpages. One article (written by oneof Mr. Farley's Californian consti-tuents) pointed out that the apronworn by the industrial worker wasidentical to those made in the Soviet.'

Ridiculous? Pal try?Perhaps, but they succeeded in

arousing public interest in the stampsto such an exten that thousandsof non-collectors swarmed to stampwickets to buy the N. R. A. issuesimply to see what all the commentwas about.

The sales of this issue consequentlywere catapulted to 1,978,707,300 co-pies. And at three cents each, thatrevenue goes a long way in changingthe ink's color on the Post OfficeDepartment's ledger.

Special, unnecessary stamp emis-sions were released on the slightestpretext. In the eighty-six years thatpreceeded Mr. Farley's administra-tion 107 different commemorativestamps had been issued in the UnitedStates. In the five years that he hasheld office so far Mr. Farley has al-ready issued 101 varieties in additionto the ordinary ones. And each oneis accompanied by publicity and bal-lyhoo to help boost sales. Often thecriticism does much discredit the re-putation of the government artistsand printers who produce the ad-hesives, but as long as sales conti-nue to boom the P. M. G. is wellpleased, for dollars are more usefulthan praise in effacing the deficit towhich his department was formerlyaccustomed.

Singly none of these several issueswould have created new collectors,but the combined publicity had abeneficial effect upon stampdom. Agreat many average citizens werepersuaded to buy the stamps aboutwhich they read scrap items in thenews either out of sheer curiosity orout of a mistaken idea that a stampthat aroused such dispute must ne-cessarily become a rarity of tomor-row.

When some of these average citi-zens found themselves with a few dif-

ferent stamps they unconsciously be-came aware of the stamp collectingurge. The determination to buy notonly all future issues, but some of theobsolete ones besides, became sowidespread that for a short time areal boom hit the stamp trade.

The rush for the older designsdoes not sell current stamps so inorder to compete for the collectors'philatelic allowance Mr. Farley ismaking stamps just fast enough todrain that budget, leaving very littlefor the hobbyist to spend with a le-gitimate dealer.

Now having aroused an interest inthe hobby, Mr. Farley and his sub-ordinates are doing everything intheir power to retain and even de-velop the good will of the philatelicfraternity. The Post Office Depart-ment, therefore, is anxious to parti-cipate in almost every philatelicevent, whether it be national ormerely local. The executives visitclub meetings, conferences and so-ciety dinners, ever stumping for thenew stamps which have just come offthe press or which are just beingprepared for issue.

And hand press on which U. S.stamps are printed is sent to nearlyall stamp exhibitions to arouse an in-terest in the manufacture and (ulti-mately) in the purchase of stamps.

Four of the largest shows duringthe past few years have been honoredby the issuance of special miniaturesheets of stamps. The exhibitioncommittees were thrilled to be soimportantly acknowledged by the U.S. Government, while the Post Of-

fice was more than pleased to f indan excuse to make labels which net-ted them $1,127,207.84.

The "big city" trade is well in handso a promotion program is now un-der way to educate men, women anachildren in rural communities to thefascination of postage stamp collect-

ing. A special truck has been builtin which a large and interesting dis-play of U. S. stamps and picturesfrom which stamp designs were co-pied, are mounted. Under the super-vision of postal employees, this truckwill visit small towns to demonstratehow postage stamps aid in recreationas well as in the better understand-ing of the country's history.

Though the motives of the PostOffice Department are obviously sel-fish, the work it is doing to arousethis interest in the hobby has somebeneficial effects on philately. Thisprogram has made millions of men,women and children stamp conscious.In a few years many of them willundoubtedly develop into true phila-telic students and advocates.

Though, for the moment, they arebeing glutted with the idea that onlymint U. S. commemoratives areworth while, they will soon learn thatother fields can offer fuller satisfac-tion at less expense. It is pleasingto note that even today the numberof novices who formerly confinedthemselves to issues of America havefocused their attention to suchstampic groups as British or FrenchColonials; Jubilee and Coronationsets; European nations or subjectcollections such as ship, bird or ani-mal stamps.

Indeed philately of America-yea,the world-may be happy that theUnited States SPost Office Depart-ment has assumed the costly role ofPhilatelic Promoter.

The last three named are largerin size, their dimensions being 24mm.x 34mm. The 3d. and 6d. airmailsstamps have been already been with-drawn from sale and no doubt the1/6 stamps will also soon become ob-solete as there is no use for it.

Talking of aim ail stamps it looksas if all the predictions of airmailstamps replacing ordinary ones hascome to nought, for quite the op-posite is happening. The airmailstamps are being withdrawn and or-dinary ones are being now used onairmail correspondence. Especiallyis this noticeable within the BritishEmpire where the introduction ofthe "all up" airmail has revolution-ized the mail transportation.

ew Zealand has now withdrawnthe 1d., 3d. & 6d. airmail stamps andthe ordinary 1Vzd. K.G.VI. stamp isbeing used to prepay the airmailpostage to England. Similarly Egypt

is not printing any more airmailstamps and is using up all the avail-able supplies even as postage dues.The New Guinea airmails are withthe exception of the £2.- and £5.-stamps obsolete now but it is notknown yet whether they will be re-placed by a new airmail series orwhether the existing ordinary stamps(bird of paradise design) will re-place them.

New Zealand is celebrating nextyear her first centenary and alreadya set of stamps ranging from theIhd. to 1/- values is in the courseof preparation and will be issuedlater on this year to mark the event.

Preparations for the centennial ex-hibition to be held in Wellington arewell under way. All the famous vi-sitors, invited by the Government astheir guests will be presented with acomplete set of New Zealand stampsand special albums for these setshave been ordered by the New Zea-land Government from the well knownfirm of G. F. Rapkin, London. The1938 N. Z. Health stamp made itsappearance as usual on October 1and will be withdrawn from sale notlater than February 28. Unlike the1936 & 37 stamps the 1938 issue wasprinted in England by Messrs. Brad-bury, Wilkinson & Co. but in themain layout it follows upon the linesof its predecessors. British Solomonand Gilbert & Ellice Islands havenow joined the ranks of all the othercolonies with long sets of attractivepictorials stamps with the KingGeorge VI viguette.

Another new issue from the SouthSeas comes from Tonga where threestamps (ld., Phd. & 2Vzd.) appearedon October 12, 1938 to mark the20th. anniversary of Queen Salote'sAccession to the throne. Althoughthe stamps are beautifully producer!by Messrs. Thos. De La Rue & Co.,of England, the portrait of theQueen is not at all flattering andonly the limitation of space which didnot permit for an adequate repre-sentation of a full length portraitcan be blamed for this.

TO COMMEMORATE 100 YEARS OFPOSTAGE STAMPS

A Reuter dispatch on March 28,states that as the year 1940 marksthe centenary of the introduction ofpostage stamps into Britain, the Bri-tish Postoffice will issue commemo-rative stamps of halfpenny, three-pence-halfpenny and twopence-half-penny denominations. Designs willbe asked from 30 artists and bodiesrepresenting the art industry of thecountry. Judges for the value andappropriateness of these designs alsowill be appointed.

HE GOT HIS WAGES IN STAMPS

Stamp collectors at a sale atHarmers, Bond-street, 'IN., decidedwhat wages a Dutch engineer, whoworked in the Canary Islands, rc-ceived.

The engineer was paid in SpanishNationalist Government money whichhe could not take out of the country.He decided to exchange it for a col-lection of air mail stamps issued bythe Franco Government between 1936and 1938. He got £600 for them.

Somewhere in the nineteenth cen-tury staid old Spain was rocked bythe appearance of "The ude Co-quette" painted by a man who hadbecome famed far and wide as one ofthe most talented artists born inSpain. Before the time of this dar-ing nudity, another Spanish artisthad dared to paint the Virgin Maryin an embroidered petticoat for whichhe was punished and heavily fined.But never before in the history ofSpanish art, perhaps with the excep-tion of Valesques' celebrated "Mirrorof Venus" had the rigid and austereconventions of Spain been broken.These conventions were openly castasunder by one, Francisco de Goyay Lucientes who painted the beauti-ful and shapely Duchess of Alba,famed for her wilful caprices and to-tal disregard for the conventions ofthe day. Perhaps her youth hadmuch to do with her carefree actionsbut nevertheless the thirteenthDuchess of Alba, Dona Maria del Pi-lar Teresa Cayetana de Silva Alva-rez de Toledo, brilliant in court af-fairs was practically ignored by hermelancholic husband, the Don JoseAlvarez de Toledo, eleventh Marquisde Villafranca, who spent most of histime in playing moody airs on thepiano and indirectly encouraged herplaying with fire as it were. Shemarried him in 1773 at a very earlyage and had many intrigues ,:,,~ichincluded for four years the spiritedand bold Goya.

Strange as it may seem, this manborn of humble peasant parents ina little village near the old city ofSaragassa on March 30, 1746 arousedan unsaited desire in the attractiveDuchess and she became infatuatedwith him. This man, who as a youthspent his spare time in drawing witha crude stick of charcoal on the wallsof the town church was selected bythe Duchess to paint her portrait.Previously his artistic talent hadbeen discovered by the village priestand at the age of twelve young Goyapainted a curtain for the church al-tar and from then on his artisticcareer progressed rapidly. His ori-ginal and attrac~i,-:e l?aintin~s ex-pressed his bold SPIrit, hIS craving forfreedom and his frank feelings wereportrayed in artistic. re~lections . ofeveryday life. works of. Goya who was promptlyappointed official painter of the ro-yal court ... and his eventual meet-ing with the Duchess.

Goya painted a number of portraitsof the Duchess who thanked him withdaily offerings of delicacies on silverdishes from her own table. TheDuchess' sittings became more andmore intimate as time went on, un-til word, via the court gossips,reached the unsuspecting Duke ofAlba that his illustrious wife wasposing 'absolutely nude' before theartist Goya!

"I'll paint his picture in his ownblood," roared the enraged husband,but as in the case of most intriguesGoya heard of the threat in timeand when the usually mild manneredbut now hot tempered and fumingDuke came bursting into Goya's stu-dio he found neither his unconven-tional wife or the suspected' portraitof her in the nude... instead heglared upon an apparent surprisedand bewildered painter putting thefinishing touches to a beautiful can-vas of the equally gorgeous Duchessin a reclining pose, but attired in acolourful flimsy toreador's costumeof fine silk. The story behind thisis that upon hearing of the Duke'svow for vengeance Goya hid the nudepainting and worked all night creat-ing another of the Duchess, this timein costume. Another story has itthat when the jealous Duke present-ed himself at Goya's studio, flankedby Alguazils and police, the Duch-ess was there innocently posing butproperly clothed. This latter paint-

ing, La Maja Vestida (The ClothedCoquet) hangs beside the daring LaMaja Desnuda. in the Prado museum.(These gorgeous paintings were im-prisoned until 1912 in a cabinet noirin the academy of St. Ferdinand be-fore they were released to the Pradofor exhibition). It is the one andonly, the original La Maja Desnudawhich appears on the 1930 stamps ofSpain, smiling cynically and witheyes aglow.

This issue though two years latein appearance, commemorates the onehundredth anniversary of Goya whobecause of the scandal between himand the Duchess was exiled by theKing and ordered to leave Madrid.The lovely but unfortunate Duchess'was also exiled by the angry King.She died in the prime of her youthin 1802... rumour has it that shewas poisoned.

Relaxing from :L situation thatkept his nerves tense Goya turnedhis talents to rudiculing those of thecourt. He was partly deaf and su-premely disgusted with life afterthis tragic experience. . He had seenmuch and learned more while at thecourt, and these vices and follies heetched and ridiculed with pen andbrush to the best of his ability, whichwas sufficient. In spite of this in-direct revenge, his work' still retainedtheir magic originality and usuallythe characters portrayed were thefirst to buy his masterpieces-for theywere just that, be they serious orfantastic. The Duchess of Alba, whoGoya had so daringly painted in thenude was now fantastically depictedas flying through the air accompa-nied by a band of winged witchess.This painting also appears on astamp of this famous Goya Comme-morative issue.

As has been said before Goya wasdaring, had nerve, and ignored con-vention. Nothing proves this betterthan this historical fact... In 1807

when Napoleon's armies were cast.,ing a bloody shadow over the nationGoya worked for him politically, andwhen Napoleon crossed the Pyreneesintending to crown Joseph Bonaparteas King of Spain, then Goya servedas court painter to the conqueror.Shortly after Bonaparte and theFrench were repulsed and the Bour-bons restored to the throne, Goyawith grave nonchalance took the oathof allegiance to the newly crownedKing who received him with the re-mark: "Goya, you deserve exile-in fact you deserve hanging, but"and here the new King smiled, per-haps recalling the Duchess of Albaincident, "you are a great artist andI will forget everything." That state-ment took in more territory thanhad the King merely said, "I forgiveyou." For to forgive is a mild thing,but to forget is most generous.

Twenty years latter, in 1827, theKing commanded the painter, Vin-cente Lopez to paint Goya's portraitThis portrait, reproduced on thestamps of Spain's Goya Commemo-rative issue, vividly reveals the oldGoya his stormy life, worry, age, dis-illusionment is plainly revealed onhis face. Indeed it is a portrait ofa very cynical old man that Lopezpainted.

Poverty and suffering marked thelast years of Goya's life. Half blindand totally deaf he died a year af-ter the King honoured him by havinghis portrait done. On April 16th1828 at the age of 82, Goya, one ofthe most original artist who everlived passed away at Bordeaux,France.

Now that my story is finished itis interesting to reveal that actuallythere is some mystery as to whetheror not the naked Venus reclining onthe silken couch is the Duchess. Themodel pictured, as you can judge byexamining your Goya adhesives, showsa short, small woman, full breasted,well rounded figure with a short neck.Surely this is not a portrayal of ro-yalty! According to legend theDuchess was very graceful of figure,elegant and charming. Further re-ports have it that a girl of Madrid,by the name of Madrilena, posed forGoya 111 all the virgin beauty of herhealthy nudity and also attired in aMaja a popular costume used by allclasses of society at the close of theeighteenth and into the nineteenthcentury). Furthermore it has alsobeen said that the Duchess of Albahad only a friendly interest in Goya,born of her artistic love and as anavenue of protection and sympathetic

understanding. This might be true,because it has been recorded that theDuke did ignore his beautiful wife.Yet it has been gossiped that theDuchess was actually Goya's mis-tress. My third book, to be publishedsoon, on philately, deals exclusivelywith the investment side of the hob-by. Many stamp collectors have pro-tested this sort of writing; have con-demned the trend. Yet stamp in-vesting is here to stay, say what youwill. I am primarily a journalist,and report-in articles and books-the trends of the times. Hence thisthird hobby book of mine.

From all appearances stamp invest-ing will continue. I believe it tho-roughly. In my book I say some-thing about airmail stamps. Here, Idesire to say more. And, I desire toadd that if one collects the properairmail issues, in the correct condi-tion, profits will be realized in thefuture.

Those who bought the stampshonoring Graf Zeppelin flights, letus say, between the 1928 and 1936today possess-especially in flowncovers-really worthwhile items.

Not that all airmail issues aregood property for an investor, forthey are not, by any means. Butthere is an astonishingly good num-ber which are splendid to preserve.

I do not refer only to the "classics",either. These are, generally, beyondthe means of the average collector.I am particularly referring to theaverage airmail stamps; many ofthem can still be reasonably pur-chased. Those who bought airmail is-sues in 1928, properly do not regret ita decade later. In 1949 there will bemany collectors who will not regrethaving made certain airmail stamppurchases in 1939.

As I see it, a long-time investmentis the best insurance, and assuranceof profits. Ten years from now ma-ny airmail issues which we may rea-sonably pick up, are going to start go-ing - if they have not then alreadygone-out of sight, in so far as priceis concerned. If you have any doubts,compare 1929 prices with prices of

1939 from reliable sources and thestandard catalogs. You may possiblybe astonished at some of the pricerises.

Deliberately, therefore, I hazardthe frank statement that in general,airmail stamps are a good invest-ment, although there are certain air-mail issues which, ten years hence,are going to be prized possessions.Comparing the past ten years, thenext ten will more than duplicatethis.

I would advise collectors to payattention to complete airmail sets,when possible. I would especiallysuggest South America, the Philip-pines, as the foremost fields for air-mail stamp investments. I say thatGerman airmails for the special zep-pelin flights are in the same cate-gory. There are other airmail issuesalso, but let each collector figure outfor himself those which seem the bestfrom the investment angle. I ammerely making a few suggestionshere to illustrate my point.

As far as contemporary stamps go-covering the "modern age" from1920 to 1939, I believe there are moreairmail stamps worthy of preservingfor investment than regular postage.In many instances semi-postals aresplendid; there are numerous com-memoratives also worthy of the in-vestor; but the airmail stamp takes,it seems to me, first place. I speaknot merely of flown covers, whichusually are splendid property; Ispeak mostly, here, of the individualairmail stamps, both used and un-used. The collector should himselfdetermine in which condition it isbest to save such adhesives.

But the airmail stamps are an in-vestment; you may not realize a for-tune--I expect no one to-but cer-tainly, indisputably, one will makea profit from airmail stamp invest-ments, properly and rightly pursued.

Advertising is a silent salesman. Let the A. F. F. beyour salesman. Advertise in it.

THE 6c BLUE AND CARMINE AIRMAILSTAMP OF THE U. S. A.

On May 14, 1938, the 6c blue andcarmine airmail stamp was firstplaced on sale at Dayton, 0., and St.Pet.ersburg, Fla. On the next day,May 15, 1938, it went on sale atWashington and elsewhere through-out the country.

Early in the afternoon of May 15.Charles J. Demuth, who was seekingplate number strips, and Lester L.Hoffman, who intended to mail FirstDay Covers, stopped in at a Brook-lyn, N. Y., Post Office to fill theirrequirements. The clerk had a new-ly opened package which he turnedover to them to make their selectionof well centered stamps. While look-ing over the sheets they discoveredthat the bottom 40 sheets were with-out the horizontal perforations. Theyreturned the balance of the packageto the clerk and paid for the sheetsretained without comment.

They at first had little idea of theimportance of their find, and im-mediately placed several pairs on theFirst Day Covers they had withthem and broke three sheets in all,part of which they gave away assouvenirs, to friends and acquain-tances.

In doing this, they naturally con-tacted many outstanding specialistsin United States stamps, and fromthem they began to realize the im-portance of their find. As soon asthey became aware of this, Mr. De-muth was delegated to take tempo-rary charge of the situation and hecalled at the office of Stamps and in-formed the editor that he had madea very important find, possibly themost sensational since the 24c air-mail invert. He was unprepared,however, to divulge the nature of hisfind, but promised that when he didtell the full story complete. FromStamps' office he visited Geo. R. M.Ewing who is an outstanding specia-list in United States stamps and hein t.urn called up the editor to as-sure him that the find was really ofconsiderable importance but was nota stamp with inverted center whichthe editor had been led to believe

from the comparisons made with the24c invert.

Several months later Mr. Hoffmanset out to market the stamps and hecalled upon several dealers includingF. W. Kessler, and Nicolas Sana-bria. Mr. Sanabria reported the findto Ralph A. Barry, stamp editor ofthe Herald-Tribune, and in the Sep-tember 3rd issue of that newspaper,first mention was made of the find.The find was also mentioned on twoor three occasions in connection withthe national broadcast of "Calling AllStamp Collectors," which is releasedevery Saturday over WEAF and theNBC-Red Network.

This naturally stimulated consider-able interest on the part of bothdealers and collectors, and finally theowners decided to turn over full con-trol of the entire lot to the Econo-mist Stamp Company, Inc., 87 NassauSt., New York, N. Y., who are nowmarketing them in cooperation withEmil Bruechig, F. W. Kessler, andNicolas Sanabria.

The find consists of 40 sheets,with 50 stamps to each sheet, perfo-rated vertically and imperforatehorizontally. Twelve combinations ofplate numbers are involved. To ob-tain a full set of positions in blocksof four it would be necessary to buymore than one sheet as some of theblocks overlap. A complete set, how-ever, would comprise top, center, andbottom double strips of 10. A fullset of positions would include the

. two plate numbers at the top, a setof the four arrows, and the centerblock.

Much speculation has been indulgedin as to how these got out of theBureau of Engraving and Printing,and to do them justice it must berealized that they were working threeshifts a day in order to get stampsprinted and delivered on time. Oneplausible explanation is the methodbv which such sheets are perforated.The work is done on two separateperforating machines. One machineputs through the vertical perforationswhile the other puts through the

horizontal perforations. From thesecond machine, they are taken tothe wrapping table and wrapped intobundles of 100 to be shipped to thepost offices.

After they had been through thefirst perforating machine they wereevidently put to one side to be car-ried to the second machine and the

theory is that they remained thereduring the lunch hour and then wereinadvertently carried from the firsmachine directly to the wrappingtable without having gone to the se-cond machine. Since these got out.however, precautions have been takenso that such a mistake could nohappen again.

And, within the heart of aman, who has dedicated much of hislife in the interest and promotion ofAerophilately, once more the immor-tality of those simple words hasfound a room. That man is now old.And that old man, is Mr. WalterBruggmann, Life Honorary 'presidentof the Philippine Air Mail Society(Chapter No. 13 of the AmericanAir Mail Society), Honorary Mem-ber of several foreign philatelic so-cieties, and the managing editor ofThe Airmail Digest. Mr. Brugg-mann, generous as ever as he is inthe dissemination of our hobby, nowoffers an annual award on Aerophi-lately-the first of its kind in thehistory of this particular line of ourhobby.

Taking the spirit this annualaward offers, it will be given to theauthor of the best article or meri-torious work written on Aerophila-tely during the year. It will startthis year, and will be known as theWALTER BRUGGMANN AWARDfrom time to time. It will be of-fered throughout the life of this oldman-Mr. Walter Bruggmann. Weare, only mortals. But, mortals aswe are, "some work of noble note,may yet be done."

The Walter Bruggmann Award willnot be an exclusive prize for articlesor aerophilatelic works publishedonly in The Airmail Digest. In fair-ness to all and with the practicalend in view of stimulating the hobbyof Aerophilately, selection of the bestaerophilatelic work will be made fromall those published during the year,in all philatelic magazines and pe-riodicals of the world.
