1. Position Purpose » To increase the likelihood that Koori offenders sentenced to mandated Community

Correction Orders (CCOs) successfully complete the orders.

» Facilitating outcomes where Koories with outstanding fines meet their fine obligations.

» Provide community education regarding the justice systems, processes and obligations.

2. Key Responsibility Areas Local Justice Work» Work with Community Correctional Services (CCS) to support Koori offenders to complete

their Community Corrections Orders.

» Support Koori offenders to comply with other conditions of their Community Corrections Orders – including supporting referrals to other relevant agencies, discussing consequences of non-attendance, providing reminders of upcoming community work requirements and encouraging positive relationships.

» Work with Sheriffs to assist Koori offenders to successfully resolve their fines and warrants.

» Support Koories to understand their options for resolving outstanding fines and warrants with the Sheriff’s Offices.

Community Education» Assist the Sheriff’s Office and Community Corrections Services to further its understanding

of the local Koori community and issues that impact on it.

» Undertake secondary functions to support Koori offenders to reduce their offending and the likelihood of breaching the Community Corrections Order.

Position Description

» Contribute to successful completion of governance and reporting requirements of the Local Justice Work Program.

3. Occupational Health & Safety Responsibilities» Make sure that any hazards, incidents (including near misses) and injuries are reported

immediately to your supervisor.

» Cooperate in relation to activities taken by the organisation to comply with OH&S legislation.

» Participate in consultation, meetings, training and other health and safety activities.

» Take reasonable care for your own health and safety and the health and safety of others in the workplace.

4. Accountability and Extent of Authority» The position is responsible contributing to improved justice outcomes for Koories throughout

seven municipalities including Casey, Dandenong, Cardinia, Frankston, Mornington Peninsula, Carnegie and Warrigal.

» The freedom to act is governed by clear objectives and/or budgets with frequent prior consultation with the Coordinator Community Based Services and a regular reporting mechanism to ensure adherence to plans.

» The employee is accountable for the quality, effectiveness, cost and timeliness of the programs, projects or work plans under their control and for the safety and security of the assets being managed.

» The employee has authority to sign routine correspondence. Anything of a contentious nature is to be referred to the Coordinator Community Based Services.

5. Judgement and Decision Making » In these positions, the objectives of the work are usually well defined but the particular

method, technology process or equipment to be used must be selected from a range of available alternatives.

» The work may involve solving problems, using procedures and guidelines and the application of professional or technical knowledge, or knowledge acquired through relevant experience.

» Guidance and advice would usually be available within the time required to make a choice.

6. Management Skills » The position requires skills in managing time, planning ahead and organising one's own

work so as to achieve specific and set objectives in the most efficient way within resources available and within a set timetable. The incumbent will also require the ability to think strategically whilst completing day to day tasks.

7. Interpersonal Skills » Tact, discretion and confidentiality.

» Well-developed verbal and written communication skills and presentation skills.

» Ability to identify, discuss and positively resolve problems and complaints.

» Capacity to work with and contribute to a team.

» Ability to network with counterparts at other organisations to discuss specific matters.

8. Specialists Skills and Knowledge » Knowledge and understanding of contemporary justice issues facing Aboriginal and Torres

Strait Islander people.

» Ability to use a computer and Microsoft software.

9. Inherent Physical Requirements » Ability to communicate clearly both face to face and by telephone.

» Ability to read computer screens and printed documents.

» The incumbent must be able to drive a vehicle in order to travel to Council buildings throughout the municipality, including areas where access to public transport is difficult or non-existent.

10. Qualifications and Experience » Tertiary qualification in community services, justice or similar and/or relevant experience.

» Proven relevant experience working with Aboriginal and Torres Strait Islander clients.

» The employee must have knowledge of Aboriginal Justice Agreement Phase 3 and be able to provide clients with guidance and support.

» Current Australian Driver's Licence.

11. Specialist Skills and Knowledge» Demonstrated experience working with Aboriginal and Torres Strait Islander clients.

» Demonstrated understanding of Aboriginal Justice Agreement Phase 3 and to be able to provide clients with guidance and support.

» Proven understanding of the local aboriginal community.

12. Conditions of Employment » Conditions of employment are as per the City of Casey Enterprise Agreement, Casey’s

policies and procedures and the letter of offer.

» Hours – The position is part-time, hours and days will be negotiated with the successful applicant.

» Tenure – This is a limited tenure role until 1 September 2019. The position is not permanent and there is no guarantee of ongoing employment.

» Special Conditions - Only Aboriginal and Torres Strait Islander people are eligible to apply for this position. They are exempt under the special measures provision of S12(1) of the

Equal Opportunities ACT (VIC)’. Standard clause for identified is: ‘This is an Aboriginal Identified Position; Aboriginal and/or Torres Strait Islander people are strongly encouraged to apply’.

» Health Declaration - The preferred applicant is required to complete a Health Declaration form and return it to the Occupational Health and Safety Co-ordinator (Human Resources Department) prior to commencement.

» Location – The position will be located at the Aboriginal Gathering Place in Doveton. There will also be time spent at Community Correctional Services in Dandenong and Frankston.

» Criminal Records Check - This position is subject to the successful applicant having a satisfactory Police Check prior to commencement at Council’s expense and then as regularly as the position requires as per Council Policy.

» Working with Children Check – This position is subject to the successful applicant having a satisfactory Working with Children Check prior to commencement, and then as regularly as per legislative requirements.

» Driving Licence – The incumbent must hold a Current Driver's Licence which allows them to drive a council owned vehicle, including a 12 seater bus within Victoria.

» Transport – Employees are expected to use Council-owned vehicles including car and 12 seater bus whenever practical and reasonable to do so, for work-related travel. In the event that an employee uses a privately-owned vehicle for work-related travel, Council recommends that the vehicle be comprehensively insured and the insurance company notified that the vehicle is being used for work-related travel. If an employee using a privately owned, comprehensively insured vehicle for work-related travel is involved in an accident they may be eligible for reimbursement of the insurance excess. Vehicles not comprehensively insured will not be eligible for reimbursement.

» Recreation Leave - Annual leave must be taken at times that are mutually agreeable to both employee and employer, within twelve months of it falling due.

» Sick Leave - A medical certificate may be required for any absence and must be provided for sick leave exceeding three working days or absence on the working day before or after a rostered day off, annual leave or public holiday.

» Multiskilling – The employee may be directed to carry out any duties within the limit of his/her skills, competence and training, provided that such duties do not promote a narrowing of their skill base.

» Risk Management – employees are responsible for taking all reasonable steps to ensure they are aware of the inherent risks associated with their work and for taking appropriate action to minimise or eliminate such risks.

» Employment Status - Prior to commencement of duties the successful applicant must provide proof of permission to work in Australia.

» Probation Period - In accordance with Federal Government legislation, a six month Probation Period applies.
