Propose a new monthly meeting date/time:Commissioner Dicus would like to propose a new monthly meeting date and/or time. On a motion from Commissioner Dicus and seconded by Commissioner Garcia the monthly Civil Service Meeting time has been changed to 4:00 p.m. on the third Thursday of each month.

Approve the Minutes from the February 13, 2015 Conference Call with Changes:On a motion from Commissioner Garcia and seconded by Commissioner Hose the minutes from the February 13, 2015 Conference Call were approved with the following changes.

The Original Police Officer list from January 2015 meeting: 16 total applicants. 2 American/Alaskan Indian Males, 2Hispanic/Latino Males and 12 Caucasian Males. Update Police Officer list from the Conference Call in February 2015: 15 total applicants, 3 American/Alaskan Indian Males, 1 Hispanic/ Latino Males, and 11 Caucasian males.

The Diversity information for the Fire Department is as follows: Approximately 4 white males removed from the list in August based on either failing or for failure to attend the CPAT. So, 5 white males and 1 female have been removed from the list so far.

Left on the firefighter list for 2014-2016 are 3 females; 1 Black/African American; 5 Hispanics; 6 Asian/Pacific Islander; and 1 Native American.

I. SUMMARY:

Under direction of a Chief or Department Director, incumbent directs and administers all finance and accounting systems, reporting and financial programs, including budget preparation, financial analysis and cost accounting for a small to medium-sized department. May also be responsible for oversight and coordination of other administrative functions such as: grants & contract administration; inventory & asset management; auditing; purchasing; oversight of payroll & human resource-related issues and other administrative activities.

This is a senior management position requiring critical decision making skills and responsibilities necessary to inform, advise, and assist executive leaders and elected officials with policy and financial decision-making.

II. ELIGIBILITY REQUIREMENTS:

Qualified applicants must meet the following minimum eligibility requirements:

1. Graduation from an accredited four-year college or university with a Bachelor’s Degree in Accounting or Finance, or a directly related field plus eight or more years of progressively responsible and comprehensive professional experience in accounting/financial management. A Master’s degree level of education or professional certification (e.g. Certified Public Accountant) may be required at this level. Experience and education may be substituted, one for the other on a year-for-year basis with the exception of the supervisory requirement.

2. Knowledge of finance and accounting theory, including generally accepted accounting principles. Ability to perform complex statistical analysis and research methods used in budgeting, forecasting, financial analysis and financial modeling.

3. May require knowledge of the specific laws, ordinances and regulations governing financial operation of the City and experience in municipal accounting/auditing.

4. Basic typing skills and advanced knowledge of personal computer operation, including proficiency with office software applications such as MS Word and Excel and accounting programs.

5. Ability to communicate effectively with others, both orally and in writing.

6. Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.

III. APPLICATION PROCESS:

VI. METHOD OF SCORING AND RANKING:

An applicant’s final score will be obtained by adding the numerically scored portions of the selection process. Each behavior dimension will be rated separately on a 1-5 rating scale with 1 being the lowest and 5 being the highest. Scores will be totaled from the “raw” ratings, weighted appropriately, and converted to a percentage.

In addition, a preference eligible veteran or preference eligible spouse shall receive additional points consistent with Utah law.

SALT LAKE CITY FIRE DEPARTMENTFire Captain Promotional Process

2015

I. Purpose:This memorandum proposes an internal promotional process, application process, and schedule of events to establish the eligibility register for the Fire Captain position.

II. Eligibility:Must be a journey level Firefighter with EMT certification in the Salt Lake City Fire Department with a minimum of ten (10) years of service prior to the application deadline of April 17, 2015. If a firefighter has an Associate Degree (or higher degree) from an accredited college or university, he or she may test for promotion after completion of nine (9) years of service as a firefighter with the Fire Department.

Must have successfully completed Utah State Certification of Fire Officer I or have a Fire Science Degree, Associate’s Degree in Emergency Services, or Bachelor’s Degree in Emergency Services Administration from an accredited college or university prior to the application deadline.

III. Application:Applications will be provided and will be available Monday through Friday from 9:00 a.m. to 4:00 p.m. beginning March 16, 2015. Candidates may pick up the application from Mia Chase or Jennifer Sykes in the Public Safety Building on the 4th floor.

When an applicant receives the application, he or she will also select a day/time slot in which to complete the Management Exercise. Preferences of day/time slots for this exercise will be given to those registering the earliest. Applications must be completed and returned to Jennifer Sykes in Human Resources or Mia Chase in Fire Department Administration, no later than April 17, 2015 at 4:00 p.m.

IV. Reasonable Accommodations:Candidates may request a reasonable disability-based accommodation for any part of the examination process. Requests accompanied by medical documentation must be submitted to the Fire Department HR Representative at least ten (10) business days prior to the examination date.

V. Process:Phase I Written Examination and Management ExerciseThe combined scores from the Written Examination and a Management Exercise will serve as a “cut-off” instrument to identify the candidates that will advance to the next phase of the process. This “combined score” will exclude low-scoring applicants from participating in Phase II of the promotional process.

The Department anticipates approximately 20 candidates will be eligible to advance to Phase II of the process. The cut-off or “pass rate” will be determined by the above mentioned combined score. The department will consider natural breaks and department need in determining the exact number. Those candidates successfully achieving the “pass rate” will advance to Phase II of the promotional process.

In addition, the scores from both the Written Examination and the Management Exercise will be included in the successful candidate’s overall score.

Written Examination 15%The Written Examination has been scheduled for April 20, 2014 (Public Safety Building, 1st Floor Community Rooms at 10:00 AM). The examination is anticipated to last two to three hours. Reasonable accommodations will be made for individuals with disabilities as necessary. Requests for accommodations must be made to Human Resources at least one week prior to the examination date. Information regarding accommodations will be provided to the Commission as necessary.

The Written Examination will be derived from the following resources:

The Written Examination will measure the following behavior dimension: Administrative/Technical Competency

Management Exercise 15%All candidates participating in the Written Examination will be scheduled to participate in a Management Exercise. This exercise will be of the breadth and scope necessary for a successful Captain.

The Management Exercise will measure the following behavior dimensions: Management of Interpersonal Relations, Persuasiveness, and Oral Communication Skills

Examination and Exercise final scores will be sent via email to all department members on/before April 29, 2015. To preserve confidentiality, individuals will be only identified by a code number. Those advancing to the next testing phase will receive further process instructions. Phase II Assessment CenterPhase II of the process will consist of an Executive Interview, a Tactical Management Exercise, a Management Exercise, a Written Exercise, and Seniority. All rating panels will consist of at least three raters. Assessors will receive training prior to the assessment center.

Resume 5%Candidates will be required to provide a resume to the Interview panel members. There will be an established format, and documents outside the specified format will not be accepted. No cover letters will be permitted. The resume format will be available when the candidate picks up his/her application form.

The resume will measure the following behavior dimensions: Personal/Professional Development and Written Communication Skills

Interview 20%This will be a facilitated panel interview comprised of behaviorally based questions. The rating will be a “1 to 5” point anchored scale measured against specific performance dimensions.

The Executive Interview will measure the following behavior dimensions: Leadership, Commitment to Organizational Values, Management of Interpersonal Relations, Problem Analysis and Decision Making, and Oral Communication Skills

Tactical Management Exercise 20%This is a simulated practical exercise testing incident command and tactical knowledge. The exercise will be of the breadth and scope necessary for a successful Captain.

The Tactical Management Exercise will measure the following behavior dimensions: Administrative/Technical Competency, Planning and Organizing, Problem Analysis and Decision Making, and Oral Communication Skills

Management Exercise 15%The Management Exercise will be an exercise involving a complex Captains-level issue.

The Management Exercise will measure the following behavior dimensions: Management of Interpersonal Relations, Planning and Organizing, and Problem Analysis and Decision Making

In Box/Written Exercise 5%Candidates will utilize a computer to demonstrate his/her writing and computer skills.

The In Box/Written Exercise will measure the following behavior dimensions: Problem Analysis and Decision Making, Administrative/Technical Competency, and Written Communication Skills

Seniority 5%In accordance with established practice, seniority will be calculated at .25 for every year of service up to a maximum of 5.0 points, and will be factored into the total score upon completion of the entire process.

VI. Scoring for the Assessment Center & the Executive Interview:Each dimension will be rated separately on a 1–to-5 scale with 1 being the lowest and 5 being the highest. Ratings may also include a checklist of total points possible. Scores will be totaled from the "raw" ratings, weighted appropriately, and converted to a percentage.

VII. Rater Training:Raters for all phases of the process will receive comprehensive training and practice prior to conducting any official rating.

Under the direction of a Police Deputy Chief or the Fire Technology Manager, coordinates the implementation, operation and maintenance of police or fire technology systems, programs, and equipment including, mobile data computers and networking devices, radio modems, portable radios, pagers, mobile phones, 911 phone equipment and related software. This is a highly skilled position requiring technical and operational abilities.

II. ELIGIBILITY REQUIREMENTS:

Qualified applicants must meet the following minimum eligibility requirements:

1. Graduation from an accredited college or university with a bachelor’s degree in Computer Science, Electronics or other closely related field with one (1) year paid experience providing technical support. Education and experience may be substituted on a year-for-year basis.

2. Proficiency with computers and computer software used to collect and tabulate data. Ability to train staff in the use and application of various software programs.

3. Ability to communicate effectively, both orally and in writing with police or fire department personnel and individuals from diverse agencies and backgrounds.

VI. METHOD OF SCORING AND RANKING:

An applicant’s final score will be obtained by adding the numerically scored portions of the selection process. Each behavior dimension will be rated separately on a 1-5 rating scale with 1 being the lowest and 5 being the highest. Scores will be totaled from the “raw” ratings, weighted appropriately, and converted to a percentage.

In addition, a preference eligible veteran or preference eligible spouse shall receive additional points consistent with Utah law.
