There were 1,107 inquests held during the year on the bodies of deceased persons, n,u increase of 46 as co mpared wi th the previous yefLl'. III G9 cases death was attributable either directly or indirectly to intemperauce.

There hrwe been 554 inquiries for m iss ing friends during the yen.!', 2G5 of which have resulted success full y. 1' hese fig ures indude 77 cases reported from Great J3l'ita,in "nr! else\\' here beyond Australasia. 'i'here has ueen a slight increase in the total as compa.l'ed with the previous year.

The nm ount of work devolving upon th e P olice, outside the range of t he ir ordinary duties, is still increasing considerably, and so materiall y intel'fe l'es with th e latter as to give ri se to public complaint of the inattention of the Police to t heil' legiti ll1u,te work. Some increase has been provided to the Establi sh­ment-n,bout GO men- but wh en allowing for t he n,osence from duty under the Gener al Leave Itegulation for 14 days annually, t hel'e will not be mor e thnn :30 ::tdditional constables at disposal, a wholly inadequate number to provide for new stations and other requi rements, without t aki ng into consideration t he demand referred to above on account of extra d uties to be performed .

I may refer particularly to the work under taken for the Board of Health uncleI' the Health Act, Dairies Sn pervision Act, and Diseased Animals and }1:eat A ct.

At the same time I am fr ee to a,dmit that I cannot suggest u,ny means whereby effective machin ery . could be substituted for the present system without an enormously increased ex penditure; and I am happy to be a,ble to add that testimony is borne by the Departments i Ilterested, La the p rolllpt itude and efIiciency exhibited by the Police in carrying out the duties entrusted to them.

Proceedings have been taken by the P olice on behalf of the Public Inst ruction Department in 1,506 CfLses under the comp ulsory clauses of the Education Act, for neglect to send children to scll ool, and recovery of fees, &c., and cautions issued by them in 83 cases.

I append hereto a list of works in connection with buildings which have been completed during Lho year on behalf of the D epartment. [Appendix B. ]

Pending the erection of a central headquarters' station for offices, &c. , and for wh ich plans have hcell p repared, I was forced (with the Chief Secretary's sanction):to rent a building adjacent to my offiees for occupation by the detectives and for other purposes, t he accommodation in t he olel building oec upied being wholly inadequate. 'l'his enabled me to make better arrangements fO l' poli ce attenclance continu­ously, day and night, to r eceive and circulate reports and to nLtend to the telephones now connected nnd worked ou an improved system.

Ambulance instrnction continues to be imparted to members of the Porce, elasses being constnntly fOt'med under the direction of Doctor R. '\ ancleleur Kelly of the St. J obn's Ambulnnce Association. 1'he attendance is in all cases volunbwy, and tbe certificates awarded are entered on the reco rd of each member of the Force qualifyiug .

T he Poliee Band has made good progress during the yeur, and n ow ranks as one of the bes t equipped bands in the Colony. Public performances a re g iven periodically and uppuren tly mu ch appreciated. The services of the band have also been in m uch requ est for public c ll11,r itable objects in th o city nnd suburbs, and where the exigencies of police duty allowed of tllci r nttendance assistance has al ways been given.

The Police lWle Club continues to make fair pro<Yress. In addition to the fjuarterly co mpetit ions held by the members, which are well uttended, matches are occas ionally ar,'angecl with oti:er irnihr clubs. 'l.'hirtcen members were successful in ubt:1,ining pl'i~es nt the meeling of the N alional Ri ne A ssociat ion. There is also a P olice Swimming Club.
