Since 2014, the Larry J. Siegel Graduate Fellowship for VictimologyStudies (through the Darald and Julie Libby Foundation) hasrecognized an exceptional graduate student in the field ofvictimology, by providing $5,000 to support original research. We areso grateful to Larry Siegel and Terry Libby for supporting graduatestudents and graciously providing the opportunity for the Larry J.Siegel Graduate Fellowship. We are excited to announce that the 2019 recipient of the Larry J.Siegel Graduate Fellowship for Victimology Studies is Ellen (Ellie)Gutowski, a doctoral student in the Counseling Psychology programat Boston College. The Fellowship will support her project entitled"Coercive control in the courtroom: Litigation abuse and itscorrelates". We will recognize Ellie and the other DOV award winners at ourgeneral meeting in November. A short abstract of Ellie's work isbelow:

At the highly vulnerable time of separation, many survivors of intimate partner violence (IPV) enter intofamily courts in search of protection for themselves and their children. However, they may instead bemet with profound and ongoing distress, as well as legal determinations that place them in danger. Asmany survivors – particularly those who are mothers - have no choice but to engage in the family court

system to address matters such as divorce and child custody, this legal institution serves as animportant gatekeeper to safety and justice. Thus, it is critical to understand why survivors repeatedlyreport such - often extreme - negative experiences. In this study, I propose that litigation abuse is an

overlooked, yet critical mechanism through which survivors and their children are harmed during familycourt processes. To shed light on this issue, I will undertake a largescale, quantitative study on

litigation abuse: or, abusers’ use of court processes to enact coercive control. This study’s aims arethreefold: 1) to establish a measure of litigation abuse; 2) to explore the mental health and economiccorrelates of litigation abuse for survivors; and 3) to investigate whether harmful court responses –defined as responses from legal decision-makers that cause distress - moderate the relationship

between litigation abuse and survivors’ mental health. This study will be instrumental in paving the wayfor further research and policy efforts on litigation abuse – a highly important phenomenon that is sooften missed. Pending IRB approval, with the generous support of the Larry J. Siegel Fellowship for

Victimology Studies, I am eager to begin data collection this summer.

Discussion of the Division of Victimology began in 2010 between Bonnie Fisher and Robert Jerin. Apetition was drafted and circulated at the 2010 American Society of Criminology annual meeting.With the required signatures, Bonnie Fisher, together with Robert Jerin, drafted the Division ofVictimology’s by-laws and submitted the necessary materials to the American Society of CriminologyExecutive Board at their mid-year meeting in April 2011. The first annual meeting of the Division ofVictimology took place at the 2012 American Society of Criminology annual meeting. This meetingwas attended by over 50 individuals. Since 2012, the Division of Victimology has grown and now hasover 200 members. The Division has been actively working with publishers to develop a peer-reviewed victimization journal. The history of the DOV was compiled by Brittany Hayes.
