AUTUMN IN WINTHROP HARBOR
It’s hard to believe that we are once again transitioning from
summer to fall… but the good news is that autumn is a beauti-
ful time of year to be in Winthrop Harbor!
Residents and visitors of all ages are invited to visit our
wonderful Lake Michigan lakefront, where you will en-
counter breathtaking views from sunrise to sunset. Our
lakefront includes nature trails, wildlife and all that the
North Point Marina has to offer. If you enjoy walking, jogging
or bicycling, come to the lakefront for one of the most beautiful places to walk, jog or
bike in northern Illinois! For those who delight in nature photography, you’ll find
more than you can imagine to take pictures of, including spectacular views of sail-
boats, wildlife and so much more.
Autumn is also a time for volleyball and basketball leagues, check out the details on
page 3. With our beautifully kept parks, including the 38-acres of Village Park, you’ll
find fun for the whole family in Winthrop Harbor. Enjoy it all before winter sets in!
ANNUAL HAUNTED HOUSE
Get ready for the super-spooky, really scary, annual Haunted
House! The Recreation Department is in the planning stages of this
year’s Haunted House. Last year was a great success, and this year
will be even better! There will be 10+ scary rooms to go through, and
refreshments will be available for sale. Volunteers are needed to help
with the event. The Haunted House will be open the weekend of Oct.
18th/19th. A volunteer informational meeting will be held on
Monday, Sept. 23rd, at 6:30pm at the Schlader Recreation
Center. Information will be posted in the newspapers and website as it
becomes available. Don’t miss out on this family fun event!
KID’S HALLOWEEN PARTY
Kids age 10 and under… this party is for you! Our annual
Kid’s Halloween Party will be held on Saturday, Oct. 26th, at the
Schlader Recreation Center from 10am to 12 Noon, for all kids age 10
and under. Admission is only $3 per person. We’ll have a costume
contest for all age groups, with winners receiving a prize and ribbon.
There will be candy scrambles and a hayride around the park. Re-
freshments will be served to all, and all children will leave with a trick
-or-treat bag filled with goodies!

Water & Sewer Rate Revisions
The Village of Winthrop Harbor obtains its water supply from the Lake
County Water District (LCWD). Over the past few years the LCWD has in-
creased its rates to the Village, and the Village must now adjust its rates to
its residents accordingly. Ordinance 2013-O-17 was passed on Sept. 3, 2013
with the new rates applying to all bills issued on or after Sept. 15, 2013.
Full details of the new Ordinance can be viewed at Village Hall during busi-
ness hours, or any time on-line at www.winthropharbor.com. Following are
the new rates for water and sewer service:
For the first 5,000 gallons of water per quarter, the minimum charge
has changed from $11.00 to $13.00. For all usage in excess of 5,000 gal-
lons per quarter, the rate has changed from $4.02 to $4.65 per 1,000 gal-
lons.
The minimum charge for sewer has changed from $12.00 to $20.00 per
quarter. For all usage in excess of 5,000 gallons of water per quarter, the
sewer rate remains unchanged at 20 cents per 1,000 gallons.

LADIES VOLLEYBALL LEAGUE — Winthrop
Harbor Recreation is seeking teams for this year’s ladies
indoor volleyball league. The
season begins Thursday, Oct.
3rd, and ends in January.
Games will be played on
Thursday nights from 7-
10pm. Max number of teams
for the league will be eight.
Fees are $275 per team, spon-
sors are welcome. There will
be a one-time additional fee of
$10 per non-resident for the season. Games are played
with rally scoring system. Teams wanting to register or
those looking for more info, please contact Scott at 847-
746-3505. Spots will be filled on a 1st come, 1st served
basis.
WALK’N WALK’N — Looking for a way to stay in
shape this winter while staying indoors? The Schlader
Recreation Center will be open for walking from 8 to
10am on Monday through Friday. Use the gym to walk
and talk while you stay warm and dry! (the gym will be
closed on Sept. 2nd, and again Oct. 14th thru 21st.)
Are you a stay-at-home parent with young children,
looking for another way to get a little exercise? Begin-
ning Sept. 3rd, from 10-11 am on Mondays thru Fridays
adults are welcome to let the kids play in the gym while
the adults walk laps. The Recreation Department has a
few items for kids to play with, and toys/bikes brought
from home are also welcomed. (The Rec. staff is not re-
sponsible for supervising children.) This program runs
through the winter.
TEEN DANCE — As the kids begin school once again,
the Recreation Board begins the monthly Teen Dances at
the Schlader Recreation Center. The first dance of the
school year will be on Friday, Sept. 13th from 7-10pm.
Dances are for 5th-8th grade residents of Winthrop Har-
bor. All students must show their North Prairie school
ID. For those attending alternative or home schools, a
photo dance ID must be obtained from the Recreation
Department.
Regular school dress code is enforced at the Teen Danc-
es. Once a child enters the dance they are not allowed to
leave the building until 10pm unless a parent comes to
the door to pick them up. Admission is $3 per child, and
pizza & pop is available for purchase during the dance. If
you would like more information or would like to help
chaperone, please call the Recreation Department in ad-
vance.
ACTIVITY NIGHT FOR 3rd/4rd GRADERS— Fri-
day, September 20th, from 7pm – 9pm, the Schlader
Bldg. will be open to 3rd and 4th grade students who live
in the Village of Winthrop Harbor. Activities scheduled
for the evening will include music, various games (board
games/card games), open gym, and slices of pizza and
cups of soda are available to purchase for $1, and $.50.
Admission will be $3 at the door, and no one who enters
the building will be allowed to leave before 9pm unless
that child’s PARENT comes to the door to pick them up.
We ask that ALL parents picking up their child at 9pm
to please come inside and walk out with your child. This
is a Recreation Board sponsored event. If you would like
to be a chaperone, please call the Rec. Dept. in advance.

SKATE PARK OPEN THRU OCT. 31ST — The
Winthrop Harbor skate park remains open through Oct.
31st, free of charge. The skate park is unsupervised and
all participants skate at their own risk. Helmets and
other safety gear are strongly recommended. The ramp
areas are closed when wet. Bicycles are prohibited inside
the skate park. All skate park rules are posted at the
entrance gate to the park. Enjoy!
YOUTH BASKETBALL SIGN-UPS — Starting
Sept 30th and continuing
until Nov. 1st, registrations
will be accepted for this
year’s Youth Basketball
League in Winthrop Harbor.
The league is divided by age
groups, 1st grade through 8th
grade. League fees are $60
for Winthrop Harbor resi-
dents, and $70 for non-
residents. A sheet will be
given out at the time of reg-
istration, stating start dates and times for practices (end
of November), and games (start of January). 1st – 4th
graders will play on Saturdays starting at 9am, and 5th –
8th graders will play on Sundays starting at 1pm. All age
groups are co-ed, and each team will practice one night a
week from November through the end of the season,
which ends in March. Registrations will be taken at the
Schlader Recreation Center or the Village Hall from 8am
– 4pm Monday – Friday. Please call 847-746-3505 with

“Believe and you’re halfway there” Harry S. Truman
President Truman was known for many quotes, but his true lega-
cy was in the accomplishments achieved during his time in office.
He thought big things and worked hard to see them realized.
Whether planning for change at the national level, or in our case
for the village, believing that a shared vision founded in best in-
tentions can be realized through hard work is a must.
Since early spring a group consisting of members from the Vil-
lage Board, the Planning & Zoning Board and the Economic De-
velopment Commission has been working with a land planning
consultant to create draft codes and ordinances that are intended
to encourage development around our Metra stop. The work de-
rived from implementing a plan adopted by the village in 2005
known as the Station Area & Streetscape Plan that envisions
mixed-use development at the corner of Sheridan Road and 7th
Street and along 7th Street down to the train station. It imagines
creating a vibrant downtown corridor consisting of a variety of
uses from retail shops/offices to housing options and potentially
even a hotel/inn.
The effort in the past few months consisted of gathering input
from the working group and the community, giving us a chance
to work toward a plan that we all have had a chance to create
together. There will be more opportunities for public input in the
coming months when the new codes will go before the Planning
& Zoning and Village Boards for final consideration.

you see someone who you know is helping organize or run any of
the events in the village, from the Memorial Day Parade to Har-

Winthrop Harbor Lions Club The Winthrop Harbor Lions are in full swing this fall.
With three upcoming events, the Lions Club is continu-
ing its commitment to community service. Our first
event is Canine Companions for Independence,
which is on Tuesday, September 10 at the Schlader
Building at 6:30 p.m. If you’ve ever wondered about Ca-
nine Companions, now is your chance to really discover
what they’re about with a demonstration by dogs and
participants that have been trained through this organi-
zation. Canine Companions for Independence (CCI) is a
non-profit organization that enhances the lives of people
with disabilities by providing highly trained assistance
dogs and ongoing support to ensure quality partner-
ships. This event is free and open to all because we know
you’ll be amazed at what these well-trained dogs can do.

Our second event is our Spaghetti Dinner, which is
Saturday, September 28 from 5 to 7 p.m. at the Schlader
Building. Tickets are $6 in advance and $7 at the door,
and they can be purchased from any Lions member.
They can also be purchased at the following Lions busi-
ness Locations: Lion Peter Brush at Edward Jones 7th
Street, Lion Debbie Coan at American Family in the Pla-
za and Lion Chris Redic at State Farm Insurance on
Sheridan Road. Your support of our Spaghetti Dinner
will help us continue to help others. Thanks to business-
es and individuals, we have been successful in providing
assistance to children and adults in need of eye exams,
glasses and hearing aids. We have also sponsored chil-
dren attending Camp Lions and have sponsored local
sports teams. We also provide $3,000 in scholarships,
which are presented annually to Zion High School gradu-
ates in addition to the countless of other community ser-
vice we provide.
Our third event is Candy Days, which is Friday, Octo-
ber 11. Candy Days is the premiere fundraiser for the
services and programs provided to the hearing & visual-
ly impaired. Each year, we strive to raise more and more
money for our cause. Make sure you bring some extra
cash to donate, and we will see you on the roads in Win-
throp Harbor.
As always, please join us every Wednesday at BINGO at
the Schlader Building. Doors open at 4:30 p.m. and regu-
lar Bingo starts at 7 p.m. Recently added, Hot Dog Har-
bor provides our concessions so come on out, grab some
food and try your luck at Bingo.
If you love what we are doing, come to a meeting. We hold
public meetings at 7 p.m. at Stone Creek every fourth
Thursday of the month. We hope to see you there.
Winthrop Harbor AARP The Winthrop Harbor AARP Chapter #871 will provide a
video presentation at 1pm on Tuesdays, Sept. 17th and
Oct. 15th at the Community Center on 7th Street. There
will be National Geographic video presentations about our
national parks at both sessions. Refreshments will be
served. New members and guests are always welcome. For

Winthrop Harbor Toys 4 Our Tots It’s the time of year when we begin working on the Toys 4
Our Tots program. This is a volunteer program, funded
entirely by donations. With your help we can continue to
extend a hand to those in need during the 2013 Holiday
season. Please help us make this a joyous holiday for
those in need. All donations are greatly appreciated.
Anyone who would like to help with a donation can do so
by taking or mailing the donation to the Village of Win-

60098. Or you may drop off at the Schlader Recreation

Last year we were able to help over 30 families, including
over 70 children and several seniors. Over the coming

Village Notification System From time to time there is a need to notify residents of a
certain neighborhood, or the entire village, of an im-
portant matter of concern or safety. The Village Notifica-
tion System is one method used to quickly reach out to
residents and businesses by telephone, e-mail or even
SMS/text messaging. The system database is updated
quarterly using information from telephone service pro-
viders, which exclude unlisted numbers. Residents may
log-in to edit their entry in the database, to change or
add phone numbers, e-mail address and SMS numbers.

Avoid Becoming a Burglary Victim!
The Police Department reminds all residents and busi-
nesses that burglaries can and do occur at all times of
the day or night. Taking steps to avoid becoming a victim
of these property crimes can greatly reduce the likelihood
that these burglars will visit your home or business.
The single most important step you can take is to keep
doors locked on your home and vehicles. Next, do not
leave items of value in plain view in your vehicle. Never
leave your purse or wallet, a GPS unit or other items
where they can be seen through the windows. For your
residence, it’s smart to have exterior lighting on at night,
as most burglars prefer to work in the dark. Equally as
important, all residents are encouraged to call the Police
non-emergency line (847-872-2131) when observing sus-
picious people, vehicles or activity. We are happy to come
out to check on the situation to ensure everyone’s safety

Soliciting in Winthrop Harbor The Police Department would like to address
the issue of door-to-door solicitations for cash
which have been reported on numerous occa-
sions recently.
Per village Ordinance §117.01, paragraph (4)
the definition of Solicitor includes any person,
charitable organization or business entity en-
gaged in the act of soliciting “Seeking to obtain
gifts or contributions of money, clothing, or oth-

any charitable or non-profit organization, asso-
ciation, corporation, or project.” Full details of

§117.06 of the Ordinance provides for a Certifi-
cate of Registration which must be obtained by
any person desiring to solicit in the Village. Ap-
plication for the Certificate or Registration is
made with the Village Clerk, who submits the
application information to the Police Depart-
ment for review. It is important to note that the
issuance of the Certificate is not an endorse-
ment by the Village.
§117.04 of the Ordinance allows residents who
do not desire solicitations, in whole or in part, to
indicate such by posting one of three Notices at
their doorway. For your convenience these No-
tices are provided at right.
§117.05 states “It shall be the duty of every so-
licitor going onto any premises in the village
upon which a residence as herein defined is lo-
cated to first examine, if attached, the notice
provided for in §117.04 and be governed by the
statement contained on that notice. If the no-
tice states "Only solicitors registered in Win-
throp Harbor are invited", then the solicitor not
possessing a valid certificate of registration as
provided for herein shall immediately and
peacefully depart from the premises; and if the
notice states "Solicitation by distribution of
printed materials is not invited", then the solici-
tor whether registered or not, shall immediately
and peacefully depart from the premises and no
printed materials shall be distributed by such
solicitor; and if the notice states "No solicitors
invited", then the solicitor, whether registered
or not, shall immediately and peacefully depart
from the premises.
Any person violating the provisions of the Ordi-
nance may be fined $50 on the first offense and
$100 on subsequent offenses. The Ordinance
