NARRATIVE OF EVENTS - 1969

As 1969 began, t h e USS KITTY HAWK was enroute t o P e a r l Harbor p r i o r t o h e r s i x t h WESTPAC deployment and f o u r t h combat c r u i s e . The s h i p was under t h e command of Captain John F. DAVIS, USN,with At tack C a r r i e r A i r Wing ELEVEN (CWW-ll), under Commander Sy lves t e r R. FOLEY, USN, embarked.

A f t e r a r r i v i n g i n Hawaiian waters on 3 January, CVW-11 conducted warm-up t r a i n i n g on 3 and 4 January. During n igh t c a r r i e r q u a l i f i c a t i o n s on 4 January, an E-2A of VAW-114, p i l o t e d by LT Paul BUEHLER wi th LT Van A. STAYTON as co -p i lo t , bo l t e r ed r i g h t of c e n t e r l i n e and s t r u c k a parked F4B. The E-2A sus t a ined damage t o t he r i g h t o u t e r wing panel and a i l e r o n and was d ive r t ed t o NAS Barbers Poin t f o r recovery.

KITTY HAWK a r r i v e d i n P e a r l Harbor t h e morning of 5 January. De- p a r t i n g P e a r l t h e next a f te rnoon, t h e s h i p commenced i t s pre-deployment Operat ional Readiness Inspec t ion , an evo lu t ion which l a s t e d t h r e e days. The evening of 8 January saw the KITTY HAWK r e t u r n t o P e a r l Harbor f o r las t-minute p repa ra t ions before depa r t ing t h e next day f o r WESTPAC. A ceremony was he ld on the hacgar deck t h e morning of 9 January i n which the KITTY HAWK and CW-11 were avarded the P r e s i d e n t i a l Unit C i t a t i o n f o r "except iona l ly mer i tor ious and he ro i c s e r v i c e from 23 December 1967 t o 1 June 1968." The award was presented by Admiral John J. HYLAND, USN, Commander i n Chief , U.S. PACIFIC FLEET.

The a f t e rnocn of 9 January the KITTY HAWK and he r t h r e e des t roye r e s c o r t s were underway f o r Subic Bay. On 15 January KITTY HAWK changed ope ra t iona l c o n t r o l frora COMFIRSTFLT t o COMSEVENTHFLT, a t which t ime Captain.J. .F. LIAVIS, CO USS KITTY HAWK, assumed the r e s p o n s i b i L i t i e s of Commander Task Group 77.3. The t a s k group r e f u e l e d from the USS CHEMUNG (AO-30) i n t he a f te rnoon of 16 January. The s h i p moored a t Leyte P i e r , NAS Cubi P o i n t , Subic Bay, Ph i l i pp ines on 20 January and embarked Vice Admiral R. W. COUSINS, USN, Commander Task Force 77, and h i s s t a f f .

On 25 January; KITTY HAWK was underway f o r two days of type t r a i n i n g p r i o r t o a r r i v i n g on Yankee S t a t i o n f o r s p e c i a l opera t ions . Two m i s s i l e s were f i r e d a g a i n s t an AQM-37A drone on 26 January during a SAMEX on t h e - Phi l ipp ines Mis s i l e F i r i n g Range J u l i e t t . The f i r s t m i s s i l e , an RIM-2E3, f i r e d from System 1, was dec lared a m i s s i l e f a i l u r e by F l e e t M i s s i l e Systems Analys is and Evalua t ion Group (FMSAEG). The second, a n RIM-2DE, f i r e d from System 3 , was a f a i l u r e due t o shipboard equipment.

KITTY HAWK a r r i v e d on Yankee S t a t i o n the morning of 28 January and commenced combat opera t ions . On 15 February the s h i p l o s t he r f i r s t a i r c r a f t and crew i n combat. An A7A of VA-105 p i l o t e d by LTJG William Cl in ton NIEDECKEN f a i l e d t o r e t u r n from a n igh t combat mission over LAOS and was presumed t o have impacted i n t h e t a r g e t a rea . The p i l o t was subsequent ly dec lared missing i n a c t i o n .

On 23 February, following an arrestment with a PC-1 f a i l u r e , an A7A of VA-105 s l i d over the por t deck edge, coming t o rest a t the por t catwalk. The p i l o t , LT G. D. PERRIMAN who had e j e c t e d a s h i s a i r c r a f t went over the deck edge, was re turned s a f e l y aboard by helo-.

The f i r s t l i n e period-ended 28 February and KITTY HAWK departed Yankee S t a t i o n and a r r ived a t Subic Bay on 2 March. Af te r nine days i n por t , KITTY HAWK was underway on 10 March f o r CARQUALS and type t r a i n i n g enroute back t 4 9 a n k e e S ta t ion .

A separa te Ship ' s 3M o f f i c e was es t ab l i shed i n the pxecutive Department i n March. Under the d i r e c t i o n of the Executive office^, a major e f f o r t -&as been made t o improve preventive maintenance procedures throughout the sh ip , wi th p a r t i c u l a r emphasis placed on t r a i n i n g and indoc t r ina t ion of personnel.

The second l i n e period began on 13 March 1969. On t he f i r s t day of s p e c i a l opera t ions , an F4B of VF-114 was l o s t near the s h i p due t o s tarboard engine o i l pressure f a i l u r e and p o r t engine flameout. The p i l o t , LTJG Kenneth J. ODEN, and the RIO , LTJG Ernest L. BRAZIL, e j ec ted s a f e l y and were picked up by the s h i p ' s he l i cop te r and re turned t o the ship.

On 22 March, another F4B of VF-114, re turning from a BARCAP mission, sus ta ined nose gear f a i l u r e on a n igh t recovery. The p i l o t , LTJG Michael W. MC COY and the RIO, LTJG Roy L. MC CREADY, egressed on deck without 'Enjury. Also on 22 March a fiews team from WCST-TV of San Diego was received onboard the ZfITTY HAWK t o f i l m a documentary on the San Diego - based c a r r i e r .

An A6A from VA-65 was downed by AAA over LAOS on 3 Apr i l , The p i l o t , LCDR E. G. REDDEN, and bombardier/navigator, LT J. F. R I C C I , d jec ted s a f e l y and were picked up by he lo and taken t o Nakhon Phanom, hailan and, p r i o r t o re turning t o the ship. ---I.- -

,Completing her ~ e c o n d l i n e period on 4 Apri l , KITTY HAWK headed f o r Gubi Point. Enroute on 5 Apr i l , t he HAWK f i r e d her s i x t i e t h missile, which successful ly in te rcep ted an AQM-37A drone i n a r e a KILO i n the South China Sea. A s the HAWK neared Subic e a r l y the morning of 6 A p r i l , an Eas te r Sunrise Service was held on the Hangar Bay with over 600 men at tending.

Arriving a t Cubi Point on 6 Apr i l , KITTY HAWK remained i n por t n ine days conducting maintenance, upkeep and supply replenishment. An MB-5 f i r e t ruck equipped with l i g h t water was loaded aboard, and crew t r a i n i n g was accomplished during t h i s period. It was nbt necessary t o u t i l i z e the MB-5 during 1969, but i t was a welcome addition to the HAWK" aircraft ffre- f i g h t i n g capab i l i ty .

On 15 Apr i l the HAWK was underway f o r Hong Kong, a r r i v i n g the re the morning of 16 Apr i l f o r a scheduled six-day R&R v i s i t . The an t i c ipa ted s t a y the re was c u t shor t , however, by the EC-121 shoot-down by the North

Koreans. Ear ly on 17 A p r i l a f t e r l e s s than twenty hours i n Hong Kong, KITTY HAWK w a s underway, r e tu rn ing t o Yankee S t a t i o n t o resume s p e c i a l

On 28 A p r i l an A7A from VA-37 experienced a rough running engine and power f a i l u r e immediately a f t e r launch. The p i l o t , CDR J. R. TAPPAN, VA-37 COY e j e c t e d s a f e l y and was picked up by t h e s h i p ' s h e l i c o p t e r and r e tu rned aboard.

On 29 A p r i l t h e Commanding O f f i c e r took time but t o c u t a cake commemo- r a t i n g the KITTY HAWK'S e igh th b i r thday . Captain IBLVIS presented t h e f i r s t p i ece t o the l a s t remaining member of t h e shi$s o r i g i n a l crew, ~ u n n e & Mate Xiss i leman Fi- t biass 8 . 6. LYON. "Plank 0wnerff LYON was aboard KITTY HAWK i n 1961 when she w a s commissioned i n Ph i l ade lph ia and s e t s a i l under he r f i r s t Commanding O f f i c e r , now Vice Admiral BRINGLE, Commander of t h e SAENTH FLEET.

A p r i l 30 saw the l a r g e s t one-day expendi ture of ordnance i n t h e combat zone during the c r u i s e , 215 tons.

On 2 May an A7A from VA-105 was downed by enemy g roundf i r e whi le on a combat mission over LAOS. The p i l o t , LCDR W. J. M. O'CONNOR, e j e c t e d s a f e l y and was rescued by h e l i c o p t e r and taken t o Danang, South Vietnam, enroute t o t he HAWK.

While ope ra t ing i n t he Tonkin Gulf on 8 May, t h e KITTY HAWK unexpectedly rece ived a Chinese fisherman aboard f o r medical t reatment t o h i s thumb, which had been crushed by a motor on h i s junk. A des t roye r w a s c a l l e d f o r h e l p once t h e acc ident occurred, and a KITTY HAWK h e l i c o p t e r f l ew the man from the des t roye r t o t he sh ip where the t i p of h i s thumb was amputated by one of t he s h i p ' s doc tors . The fisherman was re turned t o h i s junk a f t e r t reatment .

On 10 May t h e t h i r d l i n e per iod was completed, and KITTY HAWK headed no r th t o take he r t u r n wi th Task Force 71 o f f Korea. On 16 May, a f t e r two days of opera t ions i n t h e Eas t China Sea, KITTY HAWK a r r i v e d i n Sasebo, Japan, f o r t he f i r s t of t h r e e v i s i t s t he re . A f t e r a nine-day upkeep period i n p o r t , t he s h i p was underway on 25 May f o r TF 71 ope ra t ions on Defender S t a t i o n . KITTY HAWK depar ted Defender S t a t i o n on 27 May and a r r i v e d i n Sasebo on 28 May f o r a seven-day i n p s r t per iod. Leaving Sasebo on 5 June, t he sh ip condacted r o u t i n e t r a i n i n g ope ra t ions f o r 10 days i n t he Okinawa ope ra t ion a r e a , a s we l l a s i n t h e Eas t China Sea on Defender S t a t i o n .

On 10 June a n RIM-2E3 and an RIM-2D6 were f i r e d on t h e Okinawa a r e a m i s s i l e range. The former achieved a 32-foot miss d i s t a n c e and w a s dec la red a success by t h e F l e e t M i s s i l e Systems Analysis and Evalua t ion Group, whi le the l a t t e r was eva lua ted a s undetermined.

Departing the Okinawa a r e a on 15 June, KITTY HAWK headed f o r Sasebo and an i n p o r t per iod from 16 through 24 June. During t h e per iod from 25 t o 28 June the HIAWK was enroute back t o Yankee S t a t i o n , a r r i v i n g t h e r e on 29 June, a f t e r conducting type t r a i n i n g i n t h e Okinawan area .

On 3 J u l y , an F4B from VF-213 was l o s t c l o s e aboard the s h i p p r i o r t o recovery, probably due t o c o n t r o l malfunct ion. The p i l o t , LT S c o t t J. SHIELDS, and R I O , LTJG Ross G. BENN, e j e c t e d s a f e l y and were re turned aboard by the s h i p ' s helo.

On 7 J u l y an, EKA-3B of VAQ-131 was damaged when i t was backed over t he deck edge by a f l i g h t deck crew tow t r a c t o r d r i v e r who was a t tempt ing t o load t h e a i r c r a f t onto a c a t a p u l t . The plane s u f f e r e d a broken wing- s p a r , a cracked k e e l , and damage t o an engine, t he f u e l drogue assembly and the bomb bay.

On 10 July, CTF 77 Change of Command was he ld on the f l i g h t deck. VADM M. F. WIESNER, USN, r e l i e v e d VADM R. F. COUSINS, USN, a s COMCARDIV 5/CTF 77.

Typhoon "TESS1' caused the KITTY HAWK t o move south of Yankee S t a t i o n t h e evening of 10 J u l y t o avoid being t rapped i n t h e Tonkin Gulf. S p e c i a l ope ra t ions were resumed on 11 J u l y and cont inued u n t i l t h e 14th.

On 15 J u l y whi le enroute t o Subic Bay, t he KITTY HAWK hosted the U.S./ Ph i l i pp ine Mutual Defense Board. The v i s i t , sponsored by RADM D. L. KAUFFMAN, Commander U. S. Naval Forces, P h i l i p p i n e s , included t o u r s of t h e s h i p and a Naval A i r F i r e Power Demonstration by KITTY HAWK'S A i r Wing ELEVEN. Those i n the pa r ty included RADM KAUFFMAN and GEN. R. R. YAN, Chief of S t a f f of t h e Armed Forces of t h e Ph i l i pp ines and o t h e r no tab le U.S. and Ph i l i pp ine m i l i t a r y o f f i c i a l s .

Arr iv ing a t Subie Bay on 16 J u l y , t he per idd 16 t o 20 J u l y was spent i n upkeep and i n conducting a mining e x e r c i s e i n Binanga Bay. KITTY HAWK depar ted Subie f o r Hong Kong on 20 Ju ly . The f i r s t sur face- to-sur face m i s s i l e e x e r c i s e by the s h i p was conducted 21 J u l y us ing an RIM-2E5 a g a i n s t a K O W configured AVR t a r g e t . This f i r i n g r e s u l t e d i n a d i r e c t h i t on the t a r g e t .

KITTY HAWK a r r i v e d i n Hong Mong on 22 J u l y f o r a scheduled six-day R&R v i s i t . Leaving Hong Kong a day e a r l y on 27 J u l y i n o rde r t o evade Typhoon KITTY HIAWK headed f o r Yankee S t a t i o n f o r he r f i f t h and f i n a l l i n e period of t h e c r u i s e .

S p e c i a l ope ra t ions commenced on 30 Ju ly . I n t he e a r l y morning hours of 2 August a n A7A from VA-37 was l o s t during c a r r i e r c o n t r o l approach. The p i l o t , LCDR George F ranc i s TALKEN, was dec lared l o s t a t s e a a f t e r a i r c r a f t wreckage was s igh ted i n t h e water i n t he v i c i n i t y of t h e sh ip .

On 5 August t h e Reverend D r . Norman "dincent PEALE v i s i t e d t h e KITTY HAWK whi le on a t o u r through the combat zone, and he conducted a r e l i g i o u s s e r v i c e f o r a l l hands on t h e f o r e c a s t l e on 6 August.

Ending he r f i f t h l i n e per iod on 16 August, KITTY HAWK headed f o r Subic f o r a three-day i c p o r t per iod p r i o r t o leav ing f o r CONUS. CTF 77 and s t a f f debarked on 18 August, and bn 21 August KITTY HAWK and he r e s c o r t s were underway f o r CONUS. On 23 August a rendezvous w i th USS KEARSARGE, w i t h CTG 70.4 embarked, was e f f e c t e d , and CTG 70.4 assumed ope ra t i ona l c o n t r o l of CTG 77.3.

KITTY HAWK changed o p e r a t i o n a l c o n t r o l from COMSEVENTHFLT t o GOMFIRSTFLT on 27 August, and on 28 August t h e t a s k group r e f u e l e d from t h e USS CAMDEN (AOE-2). That same day a s p e c i a l Ceremony of Thanksgiving and Remembrance was he ld on t h e f l i g h t deck wi th over 700 men a t t e n d i n g i n formation. The four men who d i ed on t h e c r u i s e were g iven honors w i t h a r i f l e s a l u t e and t aps . The fou r were LCDR George F r a n c i s TALKEN, VA-37; LTJG William Cl in ton NIEDECKEN, VA-105; AZC Richard F r a n k l i n ELROD, I M 1 Div is ion ; and AA Charles P a t r i c k NAYLOR, V - 1 Div is ion .

102 underway replenishments were conducted from 1 January t o 31 August wi thout acc iden t o r i n j u r y t o personnel as t h e Deck Department kept a v i t a l supply of s t o r e s , ammo, and f u e l flowing t o and from t h e KITTY HAWK. This included over 16,268 tons of ordnance handled by KITTY HAWK Weapons Depart- ment personnel and ammunition unrep teams.

The S a l e s Div is ion scored another record-breaking s h i p ' s s t o r e s a l e s f i g u r e f o r the t r i m e s t e r per iod ending 30 June. S a l e s o f $1,092,524.83 surpassed t h e previous a i r c r a f t c a r r i e r record by over $65,000.

During the c r u i s e , t h e Communications ~ e ~ a r m & & t handled a t o t a l t r a f f i c volume of 474,067 messages. The KITTY HAWK was t h e f i r s t5CVA t o p a r t i c i pa t e i n P r o j e c t STRIP ( ~ t a b i l f zed Routing I n d i c a t o r Program) f o r an e n t i r e WESTPAC c r u i s e . Under t h e program t h e HAWK maintained a SHIP/ SHORE Termination wi th NAVCOMMSTA, P h i l i p p i n e s , whi le i n t h e Seventh F l e e t .

On 4 September KITTY HAWK a r r i v e d i n San Diego, completing h e r s i x t h WESTPAC deployment and f o u r t h combat c r u i s e . A t 1200 on 10 September KITTY HAWK g o t underway from San Diego wi th over 200 dependents onboard f o r t he t h r e e day t r i p t o Puget Sound Naval Shipyard i n Bremerton, Washington, f o r overhaul . A group of S e a t t l e c i v i c and bus iness l eade r s joined the HAWK on i t s journey t o Bremerton t o welcome t h e s h i p t o t h e P a c i f i c Northwest. Among t h e gues t s was t he Mayor of S e a t t l e , t h e Honorable Floyd Miller. KITTY HBWK a r r i v e d a t Bremerton i n t h e a f t e rnoon of 1 3 September and en t e r ed her b e r t h a t P i e r 6 .

Concurrent wi th t h e s t a r t of t h e r e g u l a r sh ipyard overhaul , t h e Supply Overhaul Ass i s t ance Program (SOAP) commenced. Over 130,000

l i n e i tems valued i n excess of $18,000,000 were o f f loaded , s o r t e d out and inventor ied i n a warehoucce ashore. KITTY HAWK has the d i s t i n c t i o n of being t h e f i r s c NAVAIRPAC c a r r i e r t o process Avia t ion S to re s through SOAP.

On Saturday, 11 October, KITTY HAWK en te red Drydock 6 where she was t o remain throughout t h e remainder of 1969 undergoing an ex tens ive overhaul . The overhaul has been h igh l igh ted by the inaugura t ion of a new system, the hi& Force Overhaul Management System (SFOMS) which u t i l i z e s t he manpower of t he s h i p ' s f o r c e t o e f f e c t many of t he overhaul requirements .

KITTY HAWK u t i l i z e s a S F M computer program developed by t h e s t a f f f o r Planning and Engineering f o r Etepairs and A l t e r a t i o n s (PERA-W), and manage- ment techniques w r i t t e n by the F l e e t Woxk Study Group. The HAWK i s the f i r s t s h i p t o use an a l l Navy developed SFOMS computer program, e a r l i e r programs being cont rac ted c i v i l i a n sof tware systems. SFOMS has provided an increased ship" f o r c e product ive e f f o r t of over t h i r t y per cen t . A h i s t o r y of t he overhaul t o d a t e , a s w e l l a s an i n d i c a t i o n of what can be e*ected i n f u t u r e weeks has a l s o been provided. Add i t iona l ly , the SFOMS program has enabled the SPOMS s t a f f t o e f f i c i e n t l y manage manpower requirements , i n o r d e r t o s h i f t personnel as needed. The KITTY HAWK SFOMS team has a l s o developed a software package t o coord ina te i n t e r f a c e between s h i p ' s f o r c e and shipyard work.

Two new d i v i s i o n s have been formed during t h e overhaul . The Habi- t a b i l i t y Div is ion i s r e spons ib l e f o r s u b s t a n t i a l r e fu rb i sh ing and up- grading of a11 t h e s h i p ' s ber th ing compartments and s taterooms, t o i n s u r e t h a t the KITTY HAWK i s t he most l i v e a b l e sh ip i n t h e f l e e t . The Vents and Voids Divis ion i s r e spons ib l e f o r c leaning and pa in t ing t h e s h i p ' s vo ids and renovat ing Uhe v e n t i l a t i o n system.

On 1 5 November Captain EARL F. GOBFREY r e l i e v e d Captain J. F. DAVIS a s Commanding Of f i ce r of KITTY HAWK during a ceremony on t h e hangar deck. V i s i t i n g d i g n i t a r i e s included RADM Mart in J. M M O D Y , COMCARDIV 1 and RADM W&lEiam F. PETROVIC, Commander, Puget Sound Naval Shipyard. RADM W O D Y , a former CO of KITTY HAWK, was the gues t speaker f o r t he ceremony.
