The HKCTU has experienced significant growth in membership since the 1997 handover of
Hong Kong to China. Independent observers acknowledge that popular support for the HKCTU
greatly exceeds that of its rivals, but attribute the larger membership of the pro-Beijing Hong
Kong Federation of Trade Unions (HKFTU) to subsidized benefits offered by the HKFTU.
Leaders of the HKCTU are popular figures in Hong Kong and play key roles in the local
democracy movement. The HKCTU also has a full-time staff that is supplemented by a cadre of
volunteers.
The Hong Kong Liaison Office (IHLO) of the International Trade Union Confederation (ITUC)
was set up in 1997 to address the needs of both the democratic unions in Hong Kong and the
international community, to monitor socio-economic, political and trade union developments,
and to ensure a two-way flow of information to and from the Hong Kong trade union movement.
