Subject: Review of Potential Heritage Items Watsons Bay Heritage Conservation Area
Author: Jodi Ayre – Strategic Heritage Officer File No: 1080.G [WB] Reason for Report: To present to the Urban Planning Committee the consultant’s
recommendations and owner’s submissions regarding the review of potential heritage items within the Watsons Bay Heritage Conservation Area.
Note: Late correspondence was tabled at the meeting from Roger and Julie Bayliss. Note: Mr Paul Rappoport representing the owner of 18 Cliff Street Watsons Bay and Mr
Michael Georganas, the son of the owner of 18 Cliff Street Watsons Bay addressed the meeting.
Motion moved by Councillor Shoebridge Seconded by Councillor Gardner That the recommendation be adopted subject to:
1. 18 Cliff Street and 4 Victoria Street being deleted from Part B of the Recommendation. 2. The on-site inspection of 4 Victoria Street be an inspection by the Committee and that the
inspection be held prior to 30th November.

3. An additional Part G be added to read “There be an on-site Committee inspection held of 18 Cliff Street to determine whether or not it remains a contributory item in the Watsons Bay Heritage Conservation Area Development Control Plan.”
Amendment moved by Councillor Comino Seconded by Councillor Shapiro A. THAT a draft local environmental plan be prepared to amend Woollahra Local Environmental
Plan 1995 in the following manner:
(i) by including the following properties as heritage items in Schedule 3: Marine Parade Watsons Bay 8 Tea Gardens Kiosk and grounds Pacific Street Watsons Bay 12 House and grounds Pacific Street Watsons Bay 14 House and grounds Robertson Place Watsons Bay 15 Single storey Victorian semi-detached cottage Robertson Place Watsons Bay 17 Single storey Victorian semi-detached cottage Salisbury Street Watsons Bay 8 House and grounds including palisade fence
(i) by including the following properties as heritage items group in Schedule 3:
Robertson Place Watsons Bay 15 Single storey Victorian semi-detached cottage and Robertson Place Watsons Bay 17 Single storey Victorian semi-detached cottage
B. That the following items continue to be recognised as contributory items as currently
identified in the Watsons Bay Heritage Conservation Area Development Control Plan Cliff Street Watsons Bay 30 Single storey 1920s weatherboard cottage Marine Parade Watsons Bay 10 Watsons Bay Hotel
C. That Council notes the individual heritage sheets for those properties in Watsons Bay
prepared by Noel Bell Ridley Smith + Partners Architects, and amended by Council’s Strategic Heritage Officers, and that they be considered in the assessment of development applications for those properties.
D. The Council notes the submissions from property owners included in the project and that
further opportunity for submissions will be available during the public exhibition process. E. That the Watsons Bay Heritage Conservation Area Development Control Plan be amended
and exhibited to reflect the recommendation contained in Part A. F. That 4 Victoria Street and 18 Cliff Street be deferred from consideration for listing as heritage
items or confirmation as contributory items in the Watsons Bay Heritage Conservation Area Development Control Plan, as the case may be, so as to allow for further discussions with Council’s Heritage staff and submissions from the owners of those properties to be received.
G. That the Urban Planning Committee carry out an on-site inspection of 4 Victoria Street and
18 Cliff Street when the matter comes back on report.

The Amendment was put and carried. The Amendment became the Motion. The Motion was adopted. Recommendation: A. THAT a draft local environmental plan be prepared to amend Woollahra Local Environmental

Item No: R2 Recommendation to Council
Subject: Paddington Five Ways - Streetscape Project
Author: Alan Opera - Manager Public Infrastructure File No: 191. Project Reason for Report: Approval of the streetscape design for the Paddington Five Ways.
Report requested by Council following public exhibition. Note: Mr Adrian Boss, a resident, executive member of the Paddington Society and executive
member of BIKEast, Mr Michael Weekes and Mr Martin Braden, residents of Duxford Street Paddington addressed the Committee.
(Huxley/Shapiro) Recommendation: A. That Concept O for the Five Ways be approved in principle and referred to the Woollahra
Traffic Committee for its concurrence. B. That the following amendments be included in the preparation of the final design for the Five
Ways: i. Smooth treatment of pavement for cyclists through the thresholds. ii. Traffic calming strips on both sides of the thresholds. iii. Opening up of the raised area adjacent to the hotel to avoid any impression of a private
domain for the hotel. C. That the following matters be considered in the preparation of the final design for the Five
Ways: i. The location of proposed trees including preservation of the views to the hotel. ii. The necessity and location of alternative loading zones. iii. Discrete delineation of existing licensed footpath uses.
D. That Council pursue the installation of a fourth pedestrian crossing on the western leg of
Glenmore Road at a later date. E. That the proposal proceed to detailed design and tender. F. It is the intention of Council that these works will increase the public seating and not to
increase the commercial use of the footpath. There being no further business the meeting concluded at 7.27pm.
