Foreword

It is with great delight that I present to you the 2012 Annual report of our University. This annual report captures the strides made during the year, implemented activities, as well as success stories.

The past year has been an active one for our University. In the main, we, more than in the first year, pursued activities slated for implementation in the second year of our strategic plan. We continued to implement programmes geared towards improving our teaching and research environment, welfare of staff and students, and the revenue base of the

University.

In the area of teaching and learning, classrooms were refurbished; on-line registration was introduced to ease students' registration and accommodation; new departments and academic centers were created; qualified lecturers were hired, and attendance at conferences was also supported. The University also concluded the promotion and appointment of 108 academic staff to the grades of Reader and Professor. This, again is a remarkable feat and testifies to the quality of our faculty. In line with the promise of the administration to promote quality in learning, appointment of fourty tutorial assistants have been approved across the University to handle tutorials in respect of large classes. More will still be engaged in the course of the coming year. In my convocation address last year, I promised that the University will offer scholarships to first class graduates of the University who would want to pursue postgraduate programmes in the University. I am happy to report that the scholarship scheme is now operational, and some of our first class products are already enjoying the scheme. The welfare of staff and students has also been top of the activities of the administration. We continue to pay serious attention to the living conditions of students, and general well-being. In this regard, the University has introduced a students work scheme to enable students engage in legitimate economic activities while undergoing their programmes. In the area of health, the university administration also mandated the University Health Services to provide free comprehensive medical check-up for all staff. This exercise was the first in the

history of this University, and the benefits of the exercise are now clear to all.

The administration also embarked on Income Generation activities with the establishment of the U.I. Water factory, U.I. honey project, U.I. Microfinance bank, Animal Production Venture, and many others. All of these will begin full operation before the end of the year. We also invested hugely in the resuscitation of the Teaching and Research Farm and the renovation of the Zoological garden. I have no doubt that these rpojects will greatly impact on the financial profile of the University. I wish to reiterate that this administration is committed to improving our organizational effectiveness and providing a strong and robust infrastructural base for the University, and all our efforts have been, and shall continue to be devoted to accomplishing these.

As we reflect on our second year, I, on behalf of University management, wish to express our gratitude for the opportunity to serve the University. We are thankful for the continued support of Council, Students, Faculty, and Staff we serve. Your support and positive comments are the fuel that keeps us moving forward to make the University of Ibadan a truly world-class University. As you read this report, I enjoin you to please think of the areas where you might want to assist the University.

Finally, I wish to express my appreciation to Mr Adedokun Ojelabi, Mrs Adejoke Akinpelu and Professor Adeyinka Aderinto for assisting greatly in putting this report together.

The University of Ibadan is witnessing a quiet but systematic return to its lost glory and has

taken giant strides towards attaining new heights of academic excellence with key indices st of a 21 century university. It has invested significantly in the development of its

manpower for quality teaching and cutting- edge research; infrastructure for a conducive teaching

and learning environment, and building a time-tested academic culture and tradition. Today, the

University is the foremost producer of high-level manpower resources for the nation and a key

player in research for development activities.The University is already repositioning itself to

become the number one university in Africa and among the first 100 universities in the world. In thfact, it has been rated the first research- devoted institution in Nigeria and 6 in Africa.

The University matriculated 2839 undergraduates at the beginning of the session. This is just 6% of the total

applicants who made the University first and second most preferred institution. The new intakes are made

up of 1485 males and 1354 females. This is a ratio of 48:52 female- male enrolment. The new postgraduate

entrants are 4335 made up of 2568 females and 1767 males; 59:41 female- male ratio.

1.0 INTRODUCTION

One major challenge here is the accommodation of female students whose enrolment has been

increasing over the years, while the number of halls of residence remains almost constant. The

University has, however, made it a policy that all undergraduate new intakes must have

accommodation on campus. It is also making efforts to improve on the proportion of students

being accommodated. Constructing additional hostels especially for females has become a major

priority. This is being tackled by engaging private partnership in building hostel accommodation on

a Build-Operate-Transfer (BOT) basis.

This premier University is blessed with quality high level human resources. The 375 Professors

and Readers in the University account for 27% of the academic staff, far above the NUC

prescription of 20%. This is an increase of about 13.6% over that of the previous year. There are

349 Senior Lecturers and 692 other lecturers; 857 Senior Technical and 1095 Senior

Administrative Staff with 1518 in the junior staff category. This informs its pursuit of a research

university model with current postgraduate students' enrolment ratio of close to 40% and

gradually marching towards 60% in the long run.

1.1 Operating EnvironmentstThe vision of the current Administration is a 21 century university with all the indices of a world-

class university. Its focus is realizing the vision and fulfilling the mission of the University without

compromising on its core values.

These noble pursuits have helped to keep the University moving in the face of the highly complex

operating environment .These include inadequate funding, rising personnel costs, unbearable

cost of municipalities, ageing facilities, security challenges and nationally induced industrial

actions that have impacted negatively on the academic sessions and activities of the University.

This has resulted, in time past, in our losing significant proportion of international staff, students

and goodwill, and it portends a bleak future for the entire university system if the culture of

government neglect and staff incessant strikes persist.

The major hitch during the academic session under

review (2011/2012) was the closing down of the

school to avert a major crisis because of incessant

power outages on campus. The University Senate

decided to adjust the academic calendar for the power

situation to be fixed. The University has since

overcome the problem of power to a large extent by

taking hydra-headed strategic initiatives. It carried

out a turn-around maintenance (TAM) on the 33KVA

power station, purchased and installed two additional

2MVA generators, installed alternative lighting

systems (inverters) in the halls of residence, while it

also procured and deployed mobile generators for

illumination of five Lecture Theatres for all-night

reading. These measures have generally improved

power supply on campus.

1.2 Academic and Professional Programmes

The University runs academic programmes at the undergraduate and postgraduate levels and

professional programmes at the postgraduate level. It has 62 undergraduate and 268

postgraduate programmes (see Fig. 1.5). The University also operates the distance learning mode

of delivery both at undergraduate and postgraduate levels. Faculties participating in distance

learning programmes are Education, Agriculture and Forestry, Science, Arts and the Social

Sciences. All the undergraduate programmes have full accreditation.

Efforts are on-going to expand and repackage some of our undergraduate programmes to meet stthe challenges of the 21 century.

� The implementation of a new curriculum developed for our MBBS programme and approved by

Senate has commenced.

� A new programme, Bachelor Degree in Medical Laboratory Sciences (BMLS), was proposed to

begin in the 2012/2013 academic session. A resource assessment panel from the NUC has

visited this programme; we are still awaiting the result.

� The Department of Nursing is to be split into two.

� The Faculty of Agriculture and Forestry is to be split into two.

� The Faculty of Law is to be split from two to four departments to meet the NUC minimum

requirement

� A new programme, Bachelor of Education (B.Ed) in Computer Education, has been proposed.

These have been forwarded to NUC in line with statutory requirements. We are expecting

NUC's actions on these applications.

1.2.1 Approved New Departments and Programmes

The following Departments and Programmes have been approved by the National

Universities Commission (NUC). This was sequel to the Commission's Resource Verification visit

to the University from October 16 to 18, 2011. They are:

i. Department of Music to run B.A. Music Programme

ii. Splitting of the Department of Epidemiology, Medical Statistics and Environmental Health

(EMSEH) into:

a) Department of Epidemiology and Medical Statistics

b) Department of Environmental Health

iii.Splitting of the Department of Wildlife and Fisheries into

a) Department of Aquaculture and Fisheries Management

b) Department of Wildlife and Ecotourism Management

iv. Postgraduate Diploma (PGD) Programme in Radiotherapy

v. Postgraduate Programme (M.Sc.) in Disaster Management

vi. Postgraduate Programme (M.Sc./M.Phil/Ph.D) in Ophthalmology

1.2.2 Academic and Research Thrusts

The University is waxing stronger in its efforts at

making significant contributions to research and

scholarship through its staff and students.

The University is vigorously pursuing its vision of a

postgraduate or research university. It has been able to

attract internationally funded centres and postgraduate

programmes through competition. One of such centres

is the Centre for Sustainable Development (CESDEV)

which has internationally funded programmes like the

Masters in Development Practice (MDP), and

Indigenous Knowledge and Development (IKAD).

There is also the Center for Petroleum, Energy,

Economics and Law (CPEEL), which is a MacArthur

funded Regional Center of Excellence, the first of its

kind in SubSaharan Africa, with core competence and

expertise in multidisciplinary approach to Oil, Gas,

Electricity Economics, Energy Finance, Energy policy

and regulatory issues. The Center is

uniquely positioned, with research

and teaching collaborations with

globally acclaimed institutions in the

United Kingdom, United States of

America and Ghana. The Centre also

emphasizes strong linkage with the

energy industry and policy world.

The Centre runs postgraduate

programmes in Energy Law and

Energy Studies with specialization in

Energy and Environment, Energy

Economics, Energy Finance, Energy

Policy, Oil and Gas Economics,

Economics of the Power Industry and Renewable Energy.

Another Centre funded by the John D. and Catherine T. MacArthur Foundation is the Centre for

Child and Adolescent Mental Health (C-CAMH). The Centre will offer postgraduate programme in

Child and Adolescent Mental Health with academic staff from the four continents of Africa, Asia,

Europe and North America. The Centre is to support the “Building Up of Child and Adolescent

Mental Health” capacity in the African region and beyond. The Centre is a multi-disciplinary centre

within the University. The objective of the Centre is to develop a forum for a multi-professional,

multidisciplinary, multi-agency team of trainers, researchers, policy makers, practitioners,

providers and recipients to work together to improve Child and Adolescent Mental Health (CAMH).

It is also to supply the African region with skilled leaders to provide CAMH advocacy and policy

development, culturally relevant and competent CAMH care, expertise in the development of

services in community and clinical settings, training of professionals and paraprofessionals and

developing proficiency in CAMH research methods; support the development of training, research

and service in CAMH in Nigeria and other African countries and promote the integration of

research, policy and practice in child and adolescent public mental health in the African region, as

well as develop, monitor and evaluate child and adolescent public mental health programmes in

the African region. As a Centre of Excellence in CAMH, it will attract outstanding lecturers from:

Boston University through the Section of Child and Adolescent Psychiatry at Boston Medical

Centre (BMC), (an affiliate), United States of America; Harvard Medical School through the

Children's Hospital Global Partnerships in Psychiatry at Children's Hospital Boston (CHB), United

States of America; Sangath, a non-governmental organisation in Goa, India; Imperial College

London, through the Academic Unit of Child and Adolescent Psychiatry, United Kingdom and the

University of Cape Town, Cape Town, South Africa. West African Universities within and outside

Nigeria that will partner with and receive support through the programmes to be anchored by this

Centre include: Ahmadu Bello University, Nigeria, University of Jos, Nigeria, University of Sierra

Leone, Sierra Leone and Kwame Nkrumah University of Science & Technology, Kumasi, Ghana.

Table 1 shows the postgraduate programmes offered in the Faculties,

Institutes and Centres in the University during the 2011/2012 session.

The University has taken strategic steps to consolidate the traditional postgraduate programmes

and broaden the professional programmes to make them more practical-oriented and relevant to

the work environment. Newly introduced professional programmes are targeted to be

multidisciplinary and market-driven. The following new postgraduate programmes have been

approved by Senate, proposed and sent to NUC for approval:

· Professional Master Degree in Industrial Engineering Management

· Professional Master Degree in Biomedical Education sponsored by the University of

Swansea, England with University of Ibadan as the hub for students drawn from five other

universities in West Africa.

1.2.3 PAULESI

The University also currently houses the Pan African University's (PAU) Life and Earth Sciences (including Agriculture and Health) Institute The establishment of the institution was borne out of an observed gap by Heads of States and Governments of the African Union and the need to become globally competitive through highly competent human capacity. The concept of the PAU was to use regional hubs of established Universities to host critical areas of post graduate programmes that will revitalize higher education and research in Africa. Five programmes were identified and allocated to geographical Zones in Africa Ø Spaces Sciences - South AfricaØ Water and Energy

Sciences (including Climate change) - North AfricaØ Basic Sciences

Technology and Innovation - East AfricaØ Life and Earth Sciences (including Health and Agriculture) - West AfricaØ Governance, Humanity and Social Sciences - Central AfricaSelection of a University to serve as a Hub was competitive across the African regional spread.The selection process for the first set of 43 M. Sc students for the Institute has been ncluded. The students are drawn from all over Africa and for courses in Geo Sciences, Plant Breeding, Environmental Management and Reproductive Health Services. The courses are domiciled in Geology, Agronomy, Agriculture/Environmental Engineering/Geography and Obstetrics and Gynaecology departments .

1.2.4. UI School of Business

In recognition of a properly structured and effective partnership with the private sector in particular and all others committed to the advancement of business education, management and research, the University has established, and has commenced the processes towards the successful operation of a world-class School of Business, the University of Ibadan School of Business (UISB). The School seeks to sharpen the managerial capability of its students through core courses that are generally accepted world-wide, and to prepare the students to have a basic knowledge of the key functional areas of any purpose-driven (usually profit-oriented) organization to enhance their ability as corporate managers. The UI School of Business will embrace a good mix of theory and case studies as the mode of imparting and applying the knowledge acquired. Professor Ademola Ariyo of the Department of Economics was the chairman of the Committee on the Actualization of the School, while Professor Adenike O. Osofisan has been appointed as the Director. The start-up programmes of the School include the Executive MBA (Part time based), Regular MBA (Full-time based) and customized workshops for organizations (business and public office holders).

1.3 The University Governing Council

The Governing Council of the University as presently constituted under the leadership of Chief Wole

Olanipekun, SAN, OFR has shown deep interest and significant commitment to charting a new

course to catapult the University forward. The dynamism of the Council is impacting positively on

the new work attitude and staff commitment to evolving and effecting a dynamic and fundamental

change necessary for moving the University to greater heights. This is further attested to by the

national honour of Officer of the Federal Republic (OFR) bestowed on the Chairman by the Federal

Government of Nigeria. The return of the Council after government suspension of all councils and

boards was a welcome development to the University.

1.4 Appointment of a Deputy Vice-Chancellor (Administration) and Registrar/Secretary to Council.

The University Governing Council approved the appointment of new Deputy Vice-Chancellor

(Administration) in accordance with the provisions of section 4(2) and (3) of Decree No 11 of 1993.

She is Professor Arinola O. Sanya, a Professor of Physiotherapy in the University. She succeeds

Prof. Elijah Afolabi Bamgboye. She has since assumed office.

Also, the University of Ibadan has

appointed a new Registrar. He is Mr.

Olujimi I. Olukoya, MNIM,FPA. He

succeeds Omotayo O. Ikotun (Mrs.)

whose tenure ended on 31 December,

2011.The new Registrar has since

assumed office.

1.5 Institutional/Programmes

Accreditation

A panel from the NUC visited the

University in 2011 for the institutional

accreditation exercise. The exercise was a successful one, and the University was awarded a full

accreditation. Though all the undergraduate programmes of the University have full accreditation,

57 of the programmes are due for re-accreditation and are awaiting National Universities

Commission's (NUC’s) visit.

1.6 The Distance Learning Centre (DLC)

The University Governing Council has approved the proposal for the restructuring of the Distance

Learning Centre so that it will be positioned as a semi-autonomous and self-sustaining unit of the

University with capacity to regulate its internal affairs in a way that does not preclude control by the

University academic and administrative regulatory bodies like the Senate and the Governing

Council. The NUC also conducted a Revalidation exercise of the Centre during the period under

review.The Centre has taken giant strides to make its service delivery comparable to what obtains

in the advanced economies.

1.7 Affiliated Institutions

All our approved affiliated Colleges have been visited by the NUC after the payment of the

necessary fees, except Osun State College of Education, Ilesha which has paid but is yet to be

visited due to the industrial actions in the Institution during the period of the exercise. New

institutions that have applied to be affiliated to the University and that have been approved by the

University Senate have been sent to NUC for approval. NUC has visited some of these institutions

for resource verification. Permission for affiliation with Federal College of Education (Special), Oyo,

Federal College of Education, Okene and Federal College of Education Osiele has been given by the

NUC.

1.8 Student Unionism

Virile student union activities

have continued to thrive on

campus. There was a smooth

change of leadership during the

period under review. An election

took place, and new Student

U n i o n o f f i c i a l s w e r e

democratically elected. The

U n i v e r s i t y m a n a g e m e n t

organized a 2-day orientation workshop for the newly elected Student Union executives. The

purpose was to channel a new course for the practice of student unionism on campus so as to allow

serene and conducive environment for teaching and learning. This opened up a new vista for

Student Union leadership in the University. The theme of the workshop was “Evolving a Formidable

Student Unionism in a Nigerian University Setting”. The workshop discussed topics germane to

virile leadership in the ivory tower. Some of these include: Understanding the Rudiments of

Student Leadership, Student Union Leadership and Reality of Contemporary Challenges in the

Ivory Tower, Practical Steps in Peaceful Negotiation and Peace Building in the face of Fiery

Agitations, Consolidating Youth Social Network Towards Advancing University's Mission & Vision,

Building a Legacy in the Face of Unending Students' Demands. Others are Financial Responsibility:

the rules and procedures, Ideal Channels and Strategies of Communication in a Civil Society:

university setting as a case study, and The Place of Student Leaders as Agents of Change. There

has since been a more cordial relationship between the University Administration and the students.

Unionism at the department, faculty and hall levels is also vibrant.

1.9 Students Matters/Welfare

Our Career and Counselling section has been strengthened to provide counselling services to

students and to give information on how and means of securing scholarships, bursaries,

employment and career opportunities. The section in recent times has been a beehive of activities

facilitating recruitment tests

students and prospective

has introduced a Work-Study Scheme for all students of the University. The scheme was designed

to provide students of the University the opportunity to engage in part-time jobs while on their

study. The student–workers shall be paid wages commensurate with assigned duties and

responsibilities. All matriculated students of the University who have a CGPA of 3.5 and above or in

the case of Medicine, Pharmacy and Veterinary Medicine have no reference in their academic

records are qualified. This is to provide honest moneymaking means for serious and hardworking

students who are willing to improve their financial status and to guard against possible social

misbehaviour under financial pressure.

1.10 Campus Security

The University is taking the issue very

serious in the light of the security

situations in the country. Training has

been mounted for the top officers of the

Security Unit on campus. Moreover, a

train-the-trainer approach is on to

ensure that every security personnel of

the University is well trained and

equipped to be able to rise up to current

and future challenges. Young and

energetic staff are being injected into the

unit, while necessary tools for

combatting anti-social activities have been procured

1.11 Centre for Social Orientation (CenSo)

The activities of the Anti-Cultism Campaign Committee have been expanded through the

establishment of the Centre for Social Orientation (CenSO). A Board for the Centre was

inaugurated by the Vice-Chancellor, Prof. I.F. Adewole, during the session. At the inauguration,

the Vice-Chancellor commended the efforts of the Anti-Cultism Campaign Committee at

eradicating cultism on the campus and paid tribute to the pioneer Chairman of the Committee,

Emeritus Professor Muyiwa Awe, and all members who have over the years helped the University

to achieve peace on the campus. The CenSO Board has been given the following mandate:

� Intensify the Crusade against Cultism

� Researching into social behaviours on campus with a view to improving and/or

engendering acceptable social behaviours, norms and cordial inter-personal relations

among members of the community in order to create the enabling environment for

excellence in quality teaching, learning, research and community services

� Act as the University Ombudsman to ensure prevention of acts of indiscipline, to mediate

between disputing parties with a view to reducing disciplinary cases and ensuring cordiality

for synergistic undertakings in the university.

� Gathering Intelligence in order to assist and work with the appropriate bodies to ensure

continued peace, quality endeavours, probity and transparency on our campus.

� Carry out Public Enlightenment/Education on acceptable social behaviours through

workshops, conferences, dramas, social activities like quiz competitions, CenSODay,

publications, collaborative educative programme, etc. A CenSO newsletter is to start

shortly subject to the approval of the Board as well as social-orientation day.

� Organize Orientation Programme for new staff.

� Carry out any other activity that would promote good social behaviours. The Committee in

this wise had visited some relevant units to sensitize them on what the community expects

from them.

1.12 University Health Services

The Health services of the University is NHIS Accredited comprehensive primary health centre

with strong emphasis on community health programmes, renewed and strengthened partnership

with CCH and NGOS.The UHS embarked on a comprehensive staff medical screening of all

members of staff in 2011, and has since then regularly paid faculty Health visits aimed at providing

works place wellness as well as disseminating information on prevailing public health problems.

The University Management has just added a building to the Jaja Clinic Complex to provide

facilities for a dental Clinic and a maternity centre in addition to the three health posts established

in the Morondiya Campus of the DLC, Abadina and Independence Hall.

The sick bay has been renovated and made more comfortable with the installation of TV sets,

orthopaedic mattresses and insecticide treated mosquito nets. A bus ambulance and a modern

blood chemistry analyzer have been purchased, while water and electricity are constant in the

Clinic. Documentation has been computerized, and this ensures a reduction in waiting-time.

To further strengthen the wellbeing of the members of the University Community, the UHS

registered, screened and trained food handlers on Campus, while the influx of water and bread

into the campus is being regulated.

1.13 Information and Communication Technology

The Management Information System/Information and Communication Technology Unit has been

further reinforced and empowered for improved services. The Bandwidth for internet service was

moved from 6 mbps (VSAT) to 90 mbps (fibre) to improve the speed of internet access on campus.

2.0 Teaching, Research and Community Service

2.1 Teaching and Learning Environment and Graduate Output

In a bid to improve the quality of teaching and learning in the light of its leaning towards a research

university, the University purchased105 smart boards for academic departments through the

Federal Government Special Intervention Programme (SIP) of the Tertiary Education Trust Fund

(TETFund) to equip lecture rooms/theatres. Moreover, Management efforts are being made to

improve facilities and physical environment. An initial N100million Naira from internally generated

revenue has been made available to revamp the laboratories of four departments in the Faculty of

Basic Medical Sciences and for the implementation of the new MBBS curriculum. To further enrich

the quality of our programmes, the University as a matter of deliberate policy ensures that student

enrolment in all programmes does not exceed the University's carrying capacity. Instruments are

being developed for students to evaluate lecturers, and benchmarks are being developed in every

department and unit for the purpose of rendering quality teaching and service. A Tutorial

Assistantship Scheme was introduced during the 2011/2012 session. This is being coordinated by

the newly established Directorate of Quality Assurance.The quality of programme delivery has

greatly improved as fallout of the aforementioned initiatives.

2.1.1 Students EnrolmentThe University has continued to reduce student intake in line with its policy of admitting only the number of students that could be adequately catered for, given the available human and material resources. The student population increased by 5% from 20,623 in the previous session to 21,636 in the current session. The population is made up of 12,223 male and 9,413 female students. The female students' population increased by 7.8%, while the male population increased by 2.8%.The overall male:female ratio therefore moved from 58:42 to currently stand at 56:44.The female population is thus gradually catching up with the male population, and this has serious implications for accommodation. The breakdown on Faculty basis of the full-time student population is as presented in Table 2.1.

Table 2.2 above shows the teacher/student ratios, compared with the NUC guidelines. The table

reveals that all the disciplines except, Agriculture and Forestry, Technology and Public Health meet

the NUC recommended manpower levels. This has positive implications for the quality of students

being produced. The seeming shortage in Agriculture and Forestry, Technology and Public Health is

addressed through FTE distribution. Moreover, academic staff positions have been defrosted for

various departments in these faculties, and recruitment process is on-going.

2.1.2 Science/Arts Ratio

The University has continued to do everything possible to enhance the study and development

of science. The undergraduate current science-arts ratio stands at 64:36 which is clearly above

the benchmark of 60:40 stipulated by the National Policy on Education.

2.1.3 Graduate Output

A total of 3,800 first degree certificates were awarded in 2011 with 104 in the first-class grade,

constituting about 3 percent. In addition, 3,761 higher degrees were awarded with 252 Ph.Ds

(60.5% increase over that of 2010).

2.1.4 Postgraduate Studies

The present administration is committed to a sustained drive towards increase in postgraduate

enrolment in pursuit of the actualization of the University of Ibadan vision for the twenty-first

century. Since the University is a Centre of Excellence for postgraduate studies, and there are 367

Professors and Readers who can effectively handle postgraduate teaching, it is a major policy

thrust of the University to focus more on postgraduate studies. In fact, the aim is to achieve a 60 to

40 postgraduate to undergraduate ratio in the long run by the year 2012,The result of this shift has

been very encouraging. There was a significant increase in postgraduate enrolments from 4,864

in 2001/02 to 8 ,228 in the 2011/12 session.

While the traditional postgraduate

programmes are being consolidated,

the professional programmes are

being broadened, made more

practical-oriented and more relevant

to the work environments. The newly

introduced professional programmes

are targeted to be multidisciplinary

and market-driven. Meanwhile,

Faculties and Departments are being

encouraged to increase their drives for

postgraduate students for existing

programmes as well as develop new ones that will impact every facet of Nigerian life as well as

attract foreign students. Seminars have been conducted in the College of Medicine, for example,

to encourage the College to be more involved in Postgraduate training. Postgraduate enrolment

currently stands at about 37.3% of the total enrolment.

2.1.5 Postgraduate Degrees/Diploma awarded in 2011

The University awarded a total of 3761 postgraduate degrees/diploma during the 2011

convocation ceremony. This represents an upward of 1039 (about 38%) above that of 2010. The

breakdown is as presented in the table below:

Postgraduate facilities are being upgraded within the limit of available resources to cope with the

expanding postgraduate programmes and students in the University. The University aims at using,

more creatively, the services of active retirees both from within and outside the University. The

University has, following Council approval, started recruiting willing retired Professors as contract

staff to help in mentoring younger academics and help in the supervision of postgraduate

students.

The University has published its research ethic policy which covers all areas of research beyond

the human research which it is proud of. A Research Development Bureau is in the pipeline to

have the following responsibilities:

1 Mobilizing the University community in generating significantly strong proposals -

individual, group, multidisciplinary and University-mission research

2 Meeting with funding agencies to mobilize research and institutional support grants

enough to create conducive environment for vigorous research activities.

2.1.7 Student Industrial Work Experience Scheme (SIWES)

The University of Ibadan has a functional Industrial Training and Coordinating Centre which has been declared the best Centre in Nigeria. In the year under review, twenty four (24) programmes made students available for the scheme. A total of 1894 students were presented for the scheme

2.1.8 The Zoological Garden

In the Zoological Garden, approval was given for

the reconstruction, rehabilitation of existing

facilities and the building of new ones. Some of the

on-going projects include the construction of an

Administrative Office Block, new animal houses

and a wildlife Clinic/Laboratory. Contracts have

also been awarded for the channelization of the

Lower and Upper sections of the Awba stream, and

a bridge is to be built across it where it flows

through the Zoo. The old animal houses are being

rehabilitated; dart and blow guns as well as

chemicals are regularly procured. Staff welfare received a boost through promotions and training

and the provision of needed tools and equipment as more animals were acquired.

The Zoological Garden benefitted immensely from

such donors as the General Overseer of the

Redeemed Christian Church of God, Pastor E.A.

Adeboye, and the Aare Musulumi of Yoruba land,

Alhaji Arisekola Alao. Corporate organizations such

as the 7up Bottling Company, the Nigerian

Breweries and the Coca-Cola Bottling Company also

supported the Zoo.

The Zoological Garden is undergoing a major

transformation that will no doubt boost its

international standards.

2.1.9 Teaching and Research Farm

The University administration with the encouragement of the Governing Council made adequate

funds available for the Teaching and Research Farm to acquire new equipment for agricultural

mechanization. A 10,000 pineapple sucker orchard

and a half hectare plantain plantation have been

established. The cattle sheds, paddocks, the dairy

unit, the feed mill, poultry pens and piggery section

have been renovated.

Additional cattle, birds and pigs were acquired and

subventions made available for the feeding of the

animals.

The newly acquired equipment include two farm

Tractors, (MF 435), a twenty-ton tipper truck and two

Bazuki tricycles, disc ploughs, harrows, ridgers and

rotary slashers, a four-row Baldan planter as well as a

heavy duty diesel powered generator.

2.2 UI Research and Development Fair

(UIRESDEV)

To maintain its enviable position of “First and the

Best”, the current Administration has inaugurated a

Research Development Fair Committee to promote the spirit of enquiry, research and discovery

and to enable the University contribute to local and international development through creativity

and innovation.

The objectives of the Committee as approved by Senate include inter alia:

� To undertake an annual exhibition of the Research and Development (R&D) outputs of the

various academic units and of individual researchers within the University.

� To inform prospective investors, users and entrepreneurs of the wealth of opportunities in

both basic and applied innovative researches.

� To promote the timely dissemination of research findings of the University's staff and

students.

� To link up researchers with would-be investors, thereby ensuring the commercialization of

these research findings and benefitting the University community, the immediate city and

state, the nation and the world at large.

� To secure external funding of researches at the University and thereby propel its staff for

greater excellence in research.

� To promote inter- multi- and trans-disciplinary research that will impact on societal needs.

2.3 Best Research Institution in NigeriathThe University of Ibadan has been rated first in Nigeria and 6 in Africa among research-devoted

institutions worldwide. The 2011 SCIMAGO Institutions Ranking world reports based the ranking

on quantitative data of citations and publications, showing bibliometric indicators that unveiled

some of the main dimensions of research performance of the assessed worldwide research th thinstitutions. The University College Hospital was also ranked 7 and 45 in Nigeria and Africa

respectively.

The success story so far of the University is predicated on the following:

1. Financial autonomy: The funds realised from postgraduate students at the University of

Ibadan are ploughed back to service postgraduate training and research by allocating the

greater percentage of such fees into the academic departments and the Postgraduate School.

2. In order to encourage postgraduate students with outstanding research potentials to

undertake full-time research leading to a Ph.D of the University of Ibadan, the Postgraduate

School has established two schemes, namely:

· The University of Ibadan Postgraduate School Scholarship Scheme

· The University of Ibadan Postgraduate School Teaching and Research Assistantship Scheme

4. Conference Fund: contribution to the fund for attendance of conferences overseas. The

University also leverages on fund from ETF to increase the amount available for sponsorship.

Over 200 academic and non-teaching staff have benefited from this fund. The University has

also instituted a policy to ensure that every academic staff has opportunity to benefit from the

fund at least once every two years.

7. A comprehensive review of the regulations governing higher degrees. After extensive

discussions and deliberations by various sub-Committees and Ad-Hoc Committees of the

Curriculum Committee, Executive Committee and the Board of the Postgraduate School,

Senate approved “The 2004 Regulations Governing Higher Degrees” in the University of

Ibadan (ISBN 978-37883-0-2). The entire postgraduate curriculum is now being reviewed

and revamped taking into cognisance recent trends and developments in the respective

disciplines.

8. Establishment of “The University of Ibadan Postgraduate School Endowment Fund”.

9. Strengthening of Internally Generated Revenue, especially from academic publications.

10. Staff Training and Development. Various cadres of administrative and technical staff of the

Postgraduate School are made to undergo periodic short-term courses within and outside the

university in order to continuously improve on the quality of service delivery

2.5 Policy Documents

In line with global practices, the University has developed some policy documents to further

enhance its profile in its march towards becoming a world-class university. The documents are as

follows:

2.5.1 Policy on Authorship of Scholarly Publications

Integral to the University of Ibadan's vision of distinguished scholarship and its commitment to

establish the University among the top research universities in the world is an acknowledgement of

the contribution that academic researchers, their associates/co-workers and postgraduate

students make, and continue to make, in the realisation of this goal. At the same time, the

University recognises that as research problems become more complex and/or interdisciplinary,

greater numbers of researchers, co-workers, colleagues and postgraduate students are drawn into

a research project with a concomitant increase in the production of published research materials

arising from the research. In any academic setting, the ethical and procedural issues around

authorship should be considered. Therefore, it is expedient that guidelines concerning authorship

in the University be formulated. The purpose of these Guidelines, therefore, is to pre-empt

contentious issues around authorship as pressure to quantify research activities and output within

universities increases by providing a framework. It also offers suggestions for the rational, fair, and

ethical resolution of conflicts around authorship of a published research output (that is, whose

names should appear on the published material, be it a paper in an accredited academic

publication, a book or book chapter, a conference proceeding, paper or poster, or any other form of

publicly or privately published research output).

2.5.2 Information Technology (IT) Policy

Information Technology (IT) is one of the cardinal agenda of the University Administration to

provide world-class information technology resources to the University community, including

guests. This is aimed at facilitating the attainment of the core mandate of the University in

research, teaching and public service. In line with this policy direction, the Vice-Chancellor set up

the University of Ibadan Information Technology Committee (UIITC) to, among other things,

ensure quality delivery on all IT-related matters as well as the production of an IT Policy. This has

resulted in the production of an IT Policy for the University.

2.5.3 Gender Policy

A gender policy for the University has also been developed to address all gender-related issues in

the University. This is in response to the University's commitment to the attainment of a gender

equity society. It has thus stimulated a gender-friendly environment to ensure integrity and dignity

of staff, students, service providers and other stakeholders. The policy vision is to be a world-class

university where gender equity is institutionalized, and students and staff integrate gender-

friendly perspectives into personal and professional dealings in achieving the aims and goals of

the University. The policy aims at promoting the mission of the University by nurturing and

cultivating a gender-sensitive space for learning and research.

2.5.4 Sexual Harassment Policy

The University has formulated a sexual harassment policy in line with best practices among world-

class universities. The University is committed to ensuring a safe space for members of the

community, namely students, staff and other stakeholders. The University considers any act of

sexual harassment as gross violation of the fundamental human rights of the victim and academic

freedom in the case of students. The vision policy of the University is to establish an ideal, safe and

secure place of work and learning, where the dignity of everyone is ensured. This policy has

received applause and approval by the upper chamber, the Senate, of the Federal Republic of

Nigeria.

2.5.5 HIV and AIDS Policy

The University has developed an HIV and AIDS policy whose objective is to provide a set of

guidelines for addressing issues related to HIV and AIDS at the University. The guidelines cover

key areas of action, including, prevention of HIV and AIDS among staff and students;

Management and migration of its impact on the staff and students; care and support of staff and

students infected and affected by HIV and AIDS; prevention of stigma and discrimination, as well

as conducting research on HIV and AIDS.

2.5.6 Intellectual Property Policy

The primary function of the University of Ibadan is to provide education, conduct research, public

service (consultancy and services), and disseminate and create knowledge. In carrying out this

function, intellectual property assets, which have both academic and economic values, are

created. There is, therefore, a need for a defined system of management of these assets to the

advantage of the university and the society at large. The UI Intellectual Property (IP) Policy,

approved by the Senate of the University in September 2012, is borne out of the need to have

guidelines in place for proper IP management. In order to strengthen commercialization, there is

a need to develop and establish a protective mechanism for IP asset falling within the UI

framework. In this era of globalization, digital society and knowledge-based economy, the need

for IP policy cannot be overemphasized. The policy on one hand is an instrument for protecting

IP; on the other hand, it facilitates optimal utilization of intellectual knowledge generated from

institutions within and outside the country. It therefore sets forth the rules to harmonize the

conflicting interests of stakeholders relating to ownership of IP, distribution of income, marketing,

commercialization and licensing of patents and intellectual property developed by University of

Ibadan academic staff, administrative and support staff and students. The goals of the policy are to

protect the intellectual property generated at the UI, to promote the progress of science and

technology; and to ensure that discoveries, inventions and creations generated by staff and

students are utilized in ways most likely to benefit the public. Its objective is to provide a

framework, within which the University of Ibadan IP is developed, managed, and effectively

harnessed for the benefit of the University, the inventor/author and the general public. The

Intellectual Property Policy of the University of Ibadan is the first of its kind by any University in Sub-

Saharan Africa.

2.6 New Memoranda of Understanding.

Internationalization is our watchword as this is a key indicator of a world-class University. Hence, in

addition to the myriads of functioning MOUs on ground, the University has further signed MOU

pacts with some international bodies among which are: Deutscher Academischer Austauschi Dieust

(DAAD) in the Department of European Studies. This German organization presents grants and

scholarships opportunity for excellently qualified academics and scientists working in higher

education or at a research institute in their home country and also for young foreign scientists in the

fields of Human Medicine, Dental Medicine, and Veterinary Medicine. Moreover, the Vice-

Chancellor, Prof. I.F. Adewole, FAS, has on behalf of the University witnessed the signing of a

Memorandum of Understanding involving the United Nations University, the University of Tokyo,

Japan and the University of Cape Town, South Africa. The signing ceremony took place at an

International Seminar on Sustainability Science Research and Education in support of Africa's

Development organized by the University of Tokyo Graduate Programme in Sustainability Science

and held in Tokyo, Japan. The University of Chicago and University of Ibadan are to collaborate on

the setting-up of a research laboratory.

2.7 Staffing

The University is being serviced by a total of 4,886 members of staff made up of 1,416

Teaching staff, over 60% of which has a Ph.D certification. There are also 857 Senior

Technical Staff, 1095 Senior Administrative staff and 1518 Junior staff.

2.8 Academic Staff Training and Development

Some members of staff benefited from the Tertiary Education Trust Fund (TETFund) for overseas

training. The beneficiaries who are academic staff members of the University have various

amounts of money approved for them to undertake Masters and Ph.D programmes training in

approved universities in Europe and America.

2.9 Academic Staff Promotion

One Hundred and Five (105) members of Academic staff were promoted to the professorial cadres

of Professor and Reader between March 2011 and September 2012, while two were appointed as

Professors and one as Reader. The effective dates span 8 years of between 2004 and 2012. They

3.1.2. University Lecture

The 2011 University lecture was also delivered

by Professor O.A. Itiola of the Department of

Pharmaceutics and Industrial Pharmacy on

behalf of the Faculty of Pharmacy. The three-part

lecture was entitled “ Pharmacy and Society:

Thriving on Trust, Trends and Technology”.

Developments”; the second part was devoted

to examine the “Current state of Affairs:

Tentacles and Thorns”, while the concluding

part analysed “ Future Trends, Prospects

and the Nigerian Situation”.

3.1.3 Postgraduate School Interdisciplinary Research Discourse

During the year, the Postgraduate School organised the following discourse:nd· The 52 Interdisciplinary Research Discourse of the Postgraduate school was delivered by

Professor Sola Akinrinade on Thursday, 26 April, 2012 titled “of the Dearth (Nay Death)? Of

Values: Patrons, Patronage and Future of the Nigerian University”.rd· The 53 Interdisciplinary Research Discourse was delivered by Professor Eghosa E.

Osaghae on Monday, 2 July, 2012 titled “ Culture and Indentity as Research Labels”

· The 54th Interdisciplinary Research Discourse was delivered by Professor Isaac Olawale

Albert on Tuesday, 2 October, 2012 titled “ Track 5 Diplomacy: Rethinking African Studies

beyond the Culture and Civilisation Thesis.

3.3 Library

The Kenneth Dike Library, the central University Library which is of international standard in terms

of quantity and currency of educational and research materials, commenced a 24/7 operation from

July 01, 2011. This is part of the effort of the University to operate best practices in the academic

world. Staff and students have access to the electronic resources of the library via its website

http;//library.ui.edu.ng. The University has a five-year full subscription to the JSTOR Archive

through the MacArthur Foundation. JSTOR offers researchers the ability to retrieve high-

resolution, scanned images of journal issues and pages as they were originally designed, printed

and illustrated. Journals archived in JSTOR span many disciplines including Music, Mathematics

and Statistics, Language and Literature, General Science, Ecology, Botany, Business, History,

Criminal Law, Education, Economics and Political Science.

The Library has added the following electronic resources to the existing ones available to the

community.

� Aluka Digital Library: Aluka Digital Library is an online schorlarly resource of materials from and

about Africa. It is currently organized in three themes: African; Cultural Heritage Sites and

Landscapes; Struggles for Freedom in South Africa; and African Plants.

� AGORA (Access to Global Online Research in Agriculture).

� HINARY (Health Inter Network Access to Research Initiative).

� LANTEEL: The Essential Electronic Agricultural Library.

� eGranary DIGITAL LIBRARY: provides millions of digital educational resources to institutions

lacking adequate internet access.

3.5 MEPI Grant

The University was chosen as the lead Medical School with other five Nigerian Universities as

partners to benefit from a grant of USD 10 million. The grant will cover five years, and it is for the

improvement and strengthening of Medical Education System in Nigeria. The University will thus

be collaborating with other partners in Nigeria and the United States to contribute to:

• Producing well-trained human health resources for research and services

• Promotion of best practices to facilitate retention of human resources

• Presidents' Emergency Plan for Aids Relief (PEPFAR’S) goal.

The objectives of MEPIN include: Evidence based revision, updating and restructuring of the

current medical education programme including MBBS, Bachelor of Dental Surgery, Nursing,

Pharmacy and Basic Medical Laboratory Sciences

(2) Develop a health – issues – training programme for young adults using pre-medical nursing

and health professional students as models

(3) Develop specific mentoring, skill building and continuing medical education programmes for

postgraduate students and faculty.

In its second year, which ran between September 2011 and August 2012, the 100 level GES Course

on Reproductive Health-Issues (GES 107) to expose students to basic knowledge and

understanding of contemporary health related issues was implemented. The teaching of the

Course has also commenced at the Ahmadu Bello University and the University of Jos.

Eight research capacity workshops were organised for senior and junior faculty members, Resident doctors, Ph.D. students, as well as Post Graduate Students. Fifteen awards were made for Mentored Research Training as follows: UI 8; UNILAG 2; UNIJOS 2, and ABU 1. A 3 day workshop on mentorship was organized for all the mentees and their mentors as the first ever of such training in our universities. A site visit by a 5-man-team to review the progress of MEPI project in Nigeria, was led by Prof. Fitz Mullan, MEPI Coordinating Centre (CC), Principal Investigator (PI) George Washington University, USA. A one-day interaction with the Vice-Chancellors, Deputy Vice Chancellor (Academic / Research), Provosts / Deans of Colleges/ Faculties of Medicine and Deans of Post Graduate Schools of the six Universities and the Annual Faculty Development Retreat were held.

3.6. Patents and Allied Intellectual Properties

One of the significant research outputs of scholars in Ibadan, over the years, is the patenting of

research findings. To date, several patents of national and international origins have been granted

in diverse fields, including medicine, agriculture, engineering, food technology, and basic sciences.

4.0 PHYSICAL PROJECTS

4.1 THE UNIVERSITY MASTERPLAN

The University is currently reviewing its Masterplan. This will be sent to NUC for comments and

approval by the Governing Council of the University.

Phase I, made up of 660 hectares or 53% out of the University's total land area of 1,243 hectares,

has been fully developed. The University is moving towards developing the remaining landed area

of 583 hectares. The present campus, developed under phase I, is fully built up to the extent that it

is now extremely difficult to accommodate any new building project. The development of phase II

of the Masterplan is therefore critical to the future development of the University. The Phase II is

located at Ajibode, adjacent to the present site. It is designed to take care of postgraduate

programmes and other private sector-driven initiatives. These include:

The proposed University of Ibadan School of Business

The Centre for Applied Research and Innovation involving multidisciplinary research

laboratories.

Private-sector led build-operate-transfer (BOT) hostel accommodation for postgraduate

students (the University is at present only able to accommodate about 50% of its 21,636

registered students).

New academic and industry-needs based postgraduate programmes.

The dual-carriageway from the present campus to Ajibode with a bridge across Ona River is

now ready for commissioning. TheAjibode side of the land will be opened up by a network of

single-carriageway 50mm thick asphalt concrete roads with considerable amount of

concrete works in the form of bridges, culverts, covered reinforced concrete lined-drains,

kerbs, concrete walkways etc.

4.2 Capital Projects

Capital projects are funded from four main sources:

� Federal Government

� Regular Tertiary Education Trust Fund

� Internally Generated Revenue (IGR)

� Endowment

� Listed in Appendix II are the capital projects embarked upon during the period under review.

During the year under review, the current Administration under Professor I.F. Adewole initiated

and completed capital projects worth 183.9 Million Naira. Other development projects worth

144.5 Million Naira funded from internally generated revenues were also initiated and

completed.

4.3 Commercial Water Project

A factory for the production of sachet and

bottled water has been completed and

commissioned to boost the internally

generated revenue base of the University,

meet the demand for drinkable water in the

University Community and beyond, as well as

provide an avenue of support for the

University's Students Work Study Scheme.

The factory is equipped with modern water

production machines with installed capacity

of 10,000 bags of sachet and 2000 trays of

75 cl – bottle – water per day. The company is fully commercialized and is expected to be self-

financing. Dr. T.A. Akanji is the Pioneer Director, while the Deputy Vice Chancellor

(Administration) oversees the activities of the company.

5.0 ASSESSMENT OF EFFICIENCY

Both the drop-out and repetition rates are very negligible. The repetition rate stands at less than 5

percent. The post-UTME screening exercise embarked upon has drastically reduced the rate of

admitting students with questionable UTME score. The rate of withdrawal of 100-level students

from the University decreased from 12.2 to 6.1. Moreover, the first set of students that came

through the UI model of admission graduated in 2011, and the effect of this model was obvious in

the number of first class students especially Technology which produced 30 first class students in

the year. The University has further reviewed its method of screening to ensure a more objective

and transparent process. In addition, feedbacks from industries do give assurances of the good fit

of our graduates to the needs of industry.

6.0 INSTITUTIONAL SUPPORTS

The University has received immeasurable supports and encouragements from relevant bodies

and organs of government in the fulfilment of its mandate.

6.1 The Senate Committee on Education

The Senate Committee on Education chaired by Professor Uche Chukwumerije, an alumnus,

visited the University as part of its oversight function. The conduct, comments commendations

The Ministry has been of tremendous assistance to the University especially with respect to

facilitating the take-off of the Pan African

University's (PAU) Life and Earth Sciences (including

Agriculture and Health)Institute . The financial

commitment, the goodwill and the political backing

from government have given the Country and the

University a first place among the competitors and

peers. PAU should have a section devoted to this

laudable initiative

6.3 The National Universities Commission

(NUC)

The NUC has been making genuine and positive contribution to the

growth of the University. The efforts of the Commission to raise the

standard of university education through the various accreditation

visits and the release of the results of the accreditation process are

viewed as a right step in the direction of University education

quality improvement. The NUC has also shown understanding to

the University's peculiar status in Africa with regards to our Centres

of Excellence.

6.4 The Tertiary Education Trust Fund (TETFund)

The support from TETFund has greatly and positively impacted our University. The N 5.5 billion

special intervention is being utilised in upgrading the teaching and learning environment.

Construction and rehabilitation are on going while over 700 Million Naira worth of teaching and

research equipment and books have been awarded to various suppliers following due process. The

normal intervention is also being judiciously used in

line with the vision of TETFund. Some of our

members of staff benefitted from the Academic

Staff Training and Development (AST&D) for

overseas training, while the conference fund also

assisted the University's efforts in sending members

of staff for international conferences. TETFund has

also released authorisation for 2008-10 projects

and awarded NGN 1.2 billion for the National

Institute for Maternal and Child Health.

7.0. FUND AND FUNDING7.1 Efforts to Generate FundsThe University Advancement Centre is the arrowhead of fundraising for the University with the active support of the Board of Advancement. The University Endowment Fund has been a source of steady funding of the University. The Fund has been giving the University N40 million every year in the last five years.UI Ventures also gives N20million annually to the University.The University is exploring its goodwill to attract funds to the University, individual private developers are coming to the aid of the University.Administration has continued to utilize available resources to run the University as best as possible. Our current efforts include:

· Keeping the finances under check · Spending according to budget and checking areas of wastes· Operation of Finance Committees at the Departmental and Unit levels· Pursuing additional ways of generating fund internally· Fundraising through alumni, alumnae and friends of the University for various projects· Continued pressure on government for better treatment and attention· Exploring new linkages, collaborations, etc. · Investing in fund-generating projects- the University has invested in the production of table

water, dairies farm, and poultry. The Teaching and Research farm is gradually being restored back to its old glorious state where it could produce food items for the community and beyond.

· The International Conference Centre of the University will be put to use to generate funds for the University after it is commissioned in November 2012.

7.2 Alumni and Fund Generation

The University is involving her alumni/alumnae in various activities of the university, including those

of raising funds and making contacts on behalf of University. A computer-based database of

alumni/alumnae is now being populated.

8.0 CHALLENGES AND AIDS TO SUCCESS

8.1 Challenges

The main challenge is the adverse effect of the economy on the activities of the University. The

quantum of fund available after personnel costs is too meagre to move the University towards

realizing its dreams. The University understandably did not achieve its desire for a 24/7 power

supply. The pockets of complaints from students were related to power and water supply as well as

pockets of strikes which are mainly in response to national calls. The high cost of municipalities,

including cost of PHCN, diesel and raw water, as well as maintenance of facilities has affected the

University in many fronts and has been a source of drain on the University's meagre fund

distracting it from spending on core academic areas.

8.2 Aids to Success

Despite the problems, the University has continued to strive to achieve excellence in all its areas of

operation.

The administration has started a process of challenging the complacency of the community and

stirring up the entire staff to rediscover the old time commitment and unity so as to have a

community undivided against itself and to fast-track the University's advancement to a world-

class status.

Also, well-meaning individuals and Bodies have contributed to success in achieving our goals and

objectives so far. A sensitization seminar was organized to sensitize the entire community and

develop benchmarks for quality assessment and improvements. This seminar, a fallout of the

creation of the Directorate of Quality Assurance for the University, involved all categories of staff,

students and service providers on campus. A seminar was also organized for new Deans, Heads of

Departments to orientate them on the nitty-gritty of administration.

9.0 63RD FOUNDATION DAY CEREMONYrdDuring the celebration of the University's 63 Foundation Day on 17 November 2011, four

eminently qualified Nigerians were awarded Honorary Degrees of the University.

1) His Excellency Alhaji Umaru Musa Yar'Adua, GCFR, the immediate Past and Late President

of Nigeria. Awarded the Honorary Doctor of

Letters (D. Lit), late President Yar'Adua was

honoured for his landmark achievements, a

better, refined and focused commitment to

fighting corruption, the granting of amnesty to

militants in the Niger Delta and above all for his

commitment to the Ajibode extension project of

the University.

2) Pastor Enoch Adejare Adeboye, Ph. D. The General

Overseer of the Redeemed Christian Church of God was

awarded the Honorary Doctor of Sciences (D. Sc) for his

personal integrity, his goodwill towards the University

and his contributions to national pressing social issues.

3) Chief Folake Solanke SAN, LL. D (Honoris Causa),

FNIALS, CON. The first woman Senior Advocate of

Nigeria was awarded the Honorary Doctor of Literature

(D. Litt) for her contribution to humanity and the Law

profession.

4) Prof. Ibrahim Agboola Gambari. Widely acknowledged

as a leading figure in international development and diplomacy, the

scholar-diplomat was awarded the Doctor of Letters (D. Lit) Honorary

degree for his immense contribution to the promotion of the image of

Nigeria and Africa at the International level.

9.0 HONOURS AND DISTINCTIONS

The following members of the University community have received honours

in recognition of their dedication and invaluable contribution to different learned societies.

1. The University of Ibadan has been given the Full-Bright Achievement Award 2011 (a

plaque) in recognition of the remarkable transformation of the University Campus, which

the Association accorded as the neatest University Campus in Nigeria.

2. The Chairman of the Governing Council and Pro-Chancellor of the University, Chief Wole

Olanipekun SAN, OFR has been conferred with one of the highest national awards in the

country, the Officer of the Federal Republic (OFR), by President Goodluck Ebele Jonathan,

GCFR during the 2012 national honours award in Abuja in recognition of his selfless service

to humanity and the nation.

3. The Vice-Chancellor, Professor Isaac F. Adewole FAS, has been elected as President, African

Organization for Research and Treatment in Cancer (AORTIC) for a period of two years. He

assumed office at the Congress of the Organization held in Cairo, Egypt on 01 December,

2011 where he also outlined his plan to fast-track the development of Cancer Control Plan

for African Nations and the establishment of Centres of Excellence for cancer research, care

and training.

4. The Deputy Vice-Chancellor (Academic), Prof. A.I. Olayinka, has been elected Fellow of the

thNigerian Mining and Geosciences Society (NMGS), at the 205 Meeting of the Council of the

Society, held in Lagos, on Saturday, 04 February, 2012. Consequently, he is entitled to use

the designatory letters FNMGS after his name.

5. The Deputy Vice-Chancellor (Academic), Prof. A. Idowu Olayinka was elected to the title of

European Geologist during the Board Meeting of the European Federation of Geologists

held on 23 September, 2011. Consequently, he is entitled to use the designatory letters

EurGeol after his name.

6. The University Librarian, Dr. B.A. Oladele, has been elected as the Chairman of the Nigerian

University Libraries Consortium (NLIB Consults Nig. Ltd.)

7. Prof. Isidore Okpewho, an alumnus, and a retired Professor from the Department of

English, has been conferred with the Nigerian National Order of Merit (NNOM) by the

President, Commander –in-Chief of the Armed Forces of the Federal Republic of Nigeria, Dr.

Goodluck Ebele Jonathan, GCFR.

8. Prof. F.S. Idachaba, an alumnus and a retired professor of Agricultural Economics was

conferred with the Nigerian National Order of Merit (NNOM) by the President, Commander

– in- Chief of the Armed Forces of the Federal Republic of Nigeria, Dr. Goodluck Ebele

Jonathan GCFR on 01 December, 2011 in Abuja.

9. Prof. Biyi Afonja, a retired Professor of Statistics was honoured with an African Statistics

Award in Cape Town, South Africa on 18 January, 2012 in recognition of his Life-Long

service to the development of Statistics and the nurturing of the Statistics profession in

Africa.

10. The Board of Trustees of the Archives of Ibadan Medicine Incorporated (AIM Inc.) has

selected Professor Emeritus G.L. Monekosso, Late Professor Emeritus Victor Anomah Ngu

and Late Dr. A.S. Agbaje OFR as the 2012 AIM Inc. Honorees. This award is in recognition of

their legendary contributions to both undergraduate and postgraduate medical education

and medical practice in Ibadan.

11. The Director, Institute of Education, Prof. Mac Adewole Araromi was awarded the 2012

African Role Model Award for Excellence by the African AGE International on Thursday, 29

March, 2012 at the Abuja International Conference Centre, Abuja. The award is for his

Exemplary Leadership and Development Initiative in Nigeria and African Sub-region.

12. Prof. S. B. Agbola, the Director, Physical Planning, University of Ibadan, Ibadan, was

appointed by the Heinrich Boll Foundation Nigeria to serve as an expert on a panel on the

coastal erosion of Lagos State and possible response and to discuss the possible impacts of

projects initiated by Lagos State Government, as well as possible alternative solutions

which combine sustainable and economic development for Lagos State.

13. Prof. O.C. Aworh of the Department of Food Technology has been elected a Fellow of the

International Academy of Food Science and Technology (FIAFOST). His induction into the thAcademy took place at the 16 World Congress of Food and Science Technology between

05-09 August,2012 in Iguassu Falls, Brazil.

14. Prof. Simbo D. Amanor-Boadu of the Department of Anaesthesia has been re-elected as

the Chairman of the Faculty Board of Anaesthesia of the West African College of Surgeons

(WACS) for the period of 2011-2013 and also as member of the Council, and of the Grants

and Awards Committee of the West African College of Surgeons.

15. Prof. E. Oluwabunmi Olapade – Olaopa, MD, FRCS of the Department of Surgery has been

elected into the Council of the West African College of Surgeons. He has also been

appointed by the Council as a member of the Strategic Plan Committee.

16. Prof. A.O. Coker of the Department of Civil Engineering has been appointed as a Visiting

Professor in the University of Wolverhampton, United Kingdom.

17. Prof. O.A. Moronkola of the Department of Human Kinetics and Health Education was

elected as the National President of the Nigerian School Health Association at the

Association's National Conference held at the Tai Solarin University of Education (TASUED),

Ijebu-Ode from 25 to 28 October, 2011.

18. Professor B.O. Ogundele of the Department of Human Kinetics and Health Education has

been elected as the Editor-in Chief of the Nigerian School Health Association at the

Association's National Conference held at the Tai Solarin University of Education (TASUED),

Ijebu-Ode from 25 to 28 October, 2011.

19. Prof. Ikechukwu A. Nwazuoke of the Department of Special Educations emerged as the

President of the sub-regional body of West and Central African Association of

Special/Inclusive Eduaction (WACAASIE) at the sub-regional summit on inclusion

Education held in Winneba, Ghana, from 6 to 10 February, 2012.

20. Prof. A. Raji-Oyelade of the Department of English was elected the President of the thAssociation of Nigerian Authors (ANA) at the 30 Annual Convention of the Association held

in Abuja on Saturday, 03 December, 2011

23. Dr. Olufunke Ola-Davies of the Department of Veterinary, Physiology, Biochemistry and

Pharmacology, Faculty of Veterianry Medicine, received an Award of Excellence for thpresenting the best paper in Medicinal Plant Research at the 12 Annual Scientific

Conference of the Nigerian Society for Experimental Biology (NISEB).

24. Dr. Ebenezer O. Morakinyo of the Department of Human Kinetics and Health Education has

been appointed as the Secretary General of the Sports Organizing Commission of the

Confederation for a third term of four years by the Confederation of African Volleyball

(CAVB).

25. Dr. Aderonke Ajav of the University Health Services has been re-appointed as the South-

West Coordinator of the National Association of Doctors in University Health Services

(NADUHS) for the next two years.

26. Dr. O. Ibiyemi, a Lecturer 1 in the Department of Periodontology and Community Dentistry

has been awarded a three-year Commonwealth scholarship from 03 October, 2011 to 02

October, 2014 for a Ph.D degree in Dental Studies tenable at the Newcastle University,

London.

27. Dr. Olanike Adeyemo of the Department of Veterinary Public and Preventive Medicine has

been selected for membership of the Global Young Academy (GYA), established by the

Global Network of Science Academies (IAP).

28. Dr. Janet A. Ademola, a lecturer in the Department of Physics, has been awarded the

Organization for Women in Science for the Developing World (OWSD) Award for Young

Scientists in the field of Mathematics and Physics for the African Region for 2011.

29. Dr. K.K. Oloso of the Department of Arabic and Islamic Studies was appointed member of

the 2011 Hajj Team/Federal government Delegation for 2011 Hajj operation by the

42. Mr Oyawale Akinyemi Adebiyi, a former student of the Department of Guidance and

Counselling, was awarded the 2011 President's NYSC Honours Award. The award entitles

him to automatic employment and Federal Government of Nigeria Scholarship for Masters

and Ph.Dprogrammes tenable in any part of the world.

34. Mr. A.P. Sobowale, an NYSC Teaching Assistant with the Department of English, Faculty of

12.0 SPORTS

The commitment of the University to the physical and mental development of the community

through sports has never waivered. The University continues to promote the development of

grassroots sports through the annual organization of the Age Group Summer Sports for children

aged 4 – 15 years.

The University makes it compulsory for sportsmen and women to undergo Electrocardiogram Test

(ECG) before taking part in sports to prevent the sudden collapse of athletes during sporting

activities. The age long Bilateral Games between the University of Ibadan and the University of

Ghana, Legon, continues to wax stronger.

The Management has resuscitated the University of Ibadan Football Club. The club made up of

staff and students has been registered with the Ibadan Football Association (IFA League). A 30-

seater Toyota Coaster Bus for the exclusive use of the club in their match engagements has been

provided.The Obafemi Awolowo University, Ile-Ife, has given a special invitation to the University of thIbadan for a football match to commemorate the 50 Anniversary of that University. The University

continues to participate in all the regular sporting activities with other institutions in the country.

13.0 CONCLUSION

The University is maintaining a steady pace in its race to become a world-class university. The

indices are becoming manifest. Ibadan is already becoming a toast of many international

organizations wishing to partner with the University. There are obvious indications that given a

friendlier environment, the University will attain and maintain the status of a world-class university

and a hub for high-class research activities, thus attracting researchers from all over the globe.

The University has distinguished itself in the field of academic breakthrough having defied the

financial crunch and the myriads of problems facing it to produce high quality graduates that are

still distinguishing themselves in their various fields of endeavour and places of employment.

Moreover, our members of staff are highly qualified and dedicated to the progress of the

University. The import of these is that given a more favourable and conducive environment and

adequate funding, it will be just a case of few years for the University of Ibadan to attain its goal of

being one of the topmost universities in the world.
