Our review indicates that your proposed activities are inthe vicinity ofthe unidentified magnetic anomahes listed in the Enclosure 1, features that may represent significant archaeological resources. In accordance with 30 CFR 250.1007(a)(5), you must either (1) conduct an underwater archaeological investigation (diver and/or ROV investigations) prior to commencing activities to determine whether these features represent archaeological resources, or (2) ensure that all seafloor disturbing actions resulting from the proposed activities avoid the unidentified features by a distance greater than that listed in the Enclosure 1. Ifyou conduct an underwater archaeological investigation prior to commencing operations, contact either Dr. Jack Mon at (504) 736-1742 or Dr. Christopher Horrell at (504) 736-2796 at least two weeks prior to performing operations to obtain the investigation methodology. In accordance with 30 CFR 250.1752, your request to decommission this pipeline by removal is hereby approved.

Pursuant to 30 CFR 250.141, your request to use an altemate procedure, flushing the pipeline until free of hydrocarbons, from 30 CFR 250.1752(b), the requirement to pig the pipeline, is hereby approved.

The aforementioned decommissioning operations must be completed within 180 days ofthe date ofthis letter and a decommissioning completion report must be submitted to this office within 30 days of completing the decommissioning.

Dear Mr. Smith:

By letter dated February 20, 2017, Talos Energy Offshore, LLC (Talos) submitted an application to relinquish ROW OCS-G 28634 and decommission-in-place the existing 8-inch gas/condensate right-of-way pipeline Segment No. 14829 in its entirety, Vermilion/South Marsh Island Area, OCS Federal Waters, Gulf of Mexico, Offshore Louisiana. Due to being in a Sand/Sediment Area, BOEM Environmental Section determined that decommission in-place will not be permitted and that this pipeline must be removed.

Segment No. 14829 will be flushed with two pipeline volumes of seawater to displace hydrocarbons prior to decommissioning. Pursuant to 30 CFR 250.141, Talos hereby requests alternate compliance to flush the pipeline in lieu of pigging. The connecting pipeline company will not allow us to put a pig in their pipeline. Additionally, Talos requests a departure from 30 CFR 250.1751(b) to pig the pipeline at the time of decommissioning.

In support of our request, attached is proposed pipeline decommissioning procedure, As-Built, Subsea Tie-ln Piping Assembly drawing, and PayGov receipt confirming payment ofthe $2170.00 associated cost recovery fee.

5) PROPOSED PROCEDURE

a. Brief description of the method to be used:

Permanent abandonment will be done in two phases

Phase 1 (Flush and disconnect pipeline at endpoints) 1) Divers will close the subsea ball valve at the SMI 220 subsea tie-in on the 16" Kinetica pipeline. 2) Pressure on the 8" pipeline segment 14829 from the VR 51-A platform to the subsea tie-in

will be bled down. 3) Divers will connect a hose from the subsea tie-in to a seawater pump on the deck of the DVS. 4) Seawater will be flushed down the line to the VR 51-A platform until the discharge at VR 51-A

is free of hydrocarbons. 5) Divers will disconnect the pipeline at the subsea tie-in and install caps. 6) The dive vessel will move to the VR 51-A platform and disconnect the pipeline from the

platform riser.

Phase 2 (Remove pipeline) 1) A removal barge will set up on one end of the pipeline. 2) The end of the pipeline will be brought to the surface and connected a pulling winch

on the deck of the removal barge. 3) The entire length of the line will be pulled to the surface and cut into lengths that can

be transported by truck. 4) All cut sections of the pipeline will be brought to shore and scrapped.

If using an anchored vessel, provide an anchor plat or maximum radius of anchors. Maximum 4000 ft. anchor radius for 4-pt anchor vessel in 18 ft. water depth.

Dear Ms. Gobert:

Pursuant to 30 CFR 250.1751, Talos Energy Offshore, LLC (Talos) respectfully requests approval to relinquish ROW OCS-G 28634 and decommission-in-place the existing 8-inch gas/condensate right-of-way pipeline Segment No. 14829 in its entirety, Vermilion/South Marsh Island Area, OCS Federal Waters, Gul fo fMex ico, Offshore Louisiana.

Segment No. 14829 will be flushed with two pipeline volumes of seawater to displace hydrocarbons

prior to decommissioning. Pursuant to 30 CFR 250.141, Talos hereby requests alternate compliance to

flush the pipeline in lieu of pigging. Additionally, Talos requests a departure from 30 CFR 250.1751(b)

to pig the pipeline at the time of decommissioning.

In support of our request, attached is proposed pipeline decommissioning procedure, As-Built, Subsea

Tie-ln Piping Assembly drawing, and PayGov receipt confirming payment o f t he $2170.00 associated cost

recovery fee.

5) PROPOSED PROCEDURE

a. Brief description of the method to be used: Pipeline segment S-14829 will be flushed and filled with seawater prior to decommissioning.

For permanent abandonment:

VR51-A: 1) Mobilize a topside construction crew to the VR 51 -A platform. 2) Confirm a tapped blind flange with bleed valve has been installed on the departing

pipeline S-14829 and that S-14829 has been isolated from all upstream inputs. 3) Stand-by on diving operations.

SMI 220 SSTI : 1) Mobilize a 4-pt anchor DSV vessel to the SMI 220 8"x16" SSTI. 2) Locate and excavate the 8"x16" SSTI. 3) Close 10" valve #1 to isolate the 8" S-14829 from the 16" Kinetica pipeline. 4) Confirm 1/2" ball valve at flange #7 is closed and hex head plug is in place. 5) Install a pollution dome over 1/2" valve #3. 6) Remove the hex head plug from the 1/2" valve #3. 7) Connect an HP hose from the 1/2" valve #3 to a capture tank on the deck of the DSV. 8) Open 8" valve #2. 9) Open 1/2" valve #3 and bleed pressure off of 8" S-14829 pipeline 10) Open 2" bypass valve #6. Bleed pressure off of the 2" by-pass piping. 11) Close valve #2, #3, #4, & #6 12) Install a pollution dome over 8" flange #9. 13) Remove a 10' section of 8" pipe upstream of flange #9. 14) Plug and bury the end of the 8" pipeline S-14829 that will remain in place 3' BML. 15) Install a tapped blind flange with bleed valve on the 8" subsea valve assembly at flange #9. 16) Rig down from the 8" x 16" subsea valve assembly and move the DSV to VR 51-A.

VR51-A: 1) Position a pollution dome over the subsea cut locations at the base of the departing 8" riser. 2) Remove and recover a 10' section of the 8" pipeline downstream of the riser tubeturn. 3) Plug and bury the end of the 8" pipeline S-14829 that will remain in place 3' BML. 4) Topside crew will remove a section of the 8" riser above the boat landing. 5) Rig down and demob.

b. If using an anchored vessel, provide an anchor plat or maximum radius of anchors. Maximum 2000 ft. anchor radius for 4-pt anchor vessel in 18 ft. water depth.
