ê2001 – No Child Left Behind (NCLB) mandates annual testing in grades 3 – 8 and in grade 10êReading and Mathematics in 3 – 8, and 10êScience in grades 5, 8, and high school

ê2003 – MCAS becomes competency-based standard set to determine graduation eligibility…or not (and will remain as such until 2019)

ê2008 – With funding from Bill and Melinda Gates, Governors and business leaders begin discussion around a “Common Core”

Massachusetts Testing HistoryA Timeline

ê 2010 – MA, LA, and FL to create Partnership for Assessment of Readiness for College and Careers (PARCC)…other states eventually join (25+)

ê 2011 – PARCC consortium receives about $186 million in federal funding to create a new assessment instrument

ê 2013 – MA implements a PARCC pilotê 2014 – Pearson awarded contract to finalize PARCC

assessmentê 2015 – MA splits with PARCC and begins creation of a new,

hybrid test, based largely on PARCC, called Next Generation MCAS

ê 2015 to 2016 – MA administers pilot tests and school districts have choice over testing format

ê 2017 – MA administers Next Generation MCAS (both computer-based and paper-based) across the state

The amendment allows ESE to refrain from placing certain schools into Levels 1-3 at the beginning of the 2017-18 school yearê Applies to one year onlyê Impacts schools serving grades 3-8 that administer Next-

Generation MCAS tests in spring 2017ê Does not impact high schools serving grades 9-12 that do

not administer Next-Generation MCAS (DHS is Level 1)ê Requires regulatory change

ê Schools & districts administering Next-Generation MCAS in grades 3-8 that have participation rates below 90% will be placed into Level 3 (Not Duxbury)ê Applies to any subgroup, & in any subject

ê Schools serving a combination of grades 3-8 & 9-12 that have persistently low graduation rates for any group will be placed into Level 3 (Not Duxbury)ê Persistently low: 2016 4-year rate less than 67% &

2015, 2014, & 2013 5-year rates less than 70%11

What is the Next-Generation MCAS?ê Updated version of the nearly 20-year-old MCAS

assessment ê Focuses on students’ critical thinking abilities,

application of knowledge, and ability to make connections between reading and writing

ê Gives a clearer signal of readiness for the next grade level or college and career

ê Designed to be given on a computer (though paper versions remain available)

ê First given in spring 2017 in grades 3-8 in English language arts and math

ê Will eventually replace all older (“legacy”) MCAS tests in grades 3-10

Why Did My Child Score Proficient on the Older MCAS but Only Partially Meeting Expectations This Year?ê In general, the new standards for Meeting

Expectations are more rigorous than the standards for reaching the Proficient level on the legacy MCAS.

ê Massachusetts educators set the new standards to help signal students’ readiness for the next grade level.

ê Look closely at where your child’s score falls within the Partially Meeting Expectations category. If it isn’t close to Meeting Expectations, talk with your child’s teacher about how you can work together to help your child catch up.

ê Spring 2017 is a baseline year for a new test in grades 3-8, and spring 2017 scores should not be compared to previous years’ scores.

Interpreting the Projected Results (Part 1)ê The results do NOT mean that students learned less; the

next-generation MCAS measures in a different way ê Remember: 2017 is the baseline year — the first year of a

new assessment — and we expect scores to change over time, as occurred when the legacy MCAS debuted in 1998.

ê Massachusetts educators set these standards, and they raised them in order to make sure our students will be college- and career- ready.

ê In some grades and subjects (grade 4 English language arts and math, grade 7 math), the percent of students Meeting Expectations will likely be similar to the percent that were Proficient previously. In other grades and subjects (grade 8 English language arts), the percent who are in Meeting Expectations will likely be lower than the previous percent of Proficient students.

Interpreting the Projected Results (Part 2)ê The roughly equivalent proportion of students in each grade and

subject area reflect:ê A standard setting process involving panels of educators who

valued a clear progression of learning expectations from grade to grade;

ê Panelists’ consistent application of the standards as they made expert judgments about student achievement on the new tests;

ê The fact that standards were set for all these tests at the same time, unlike with the legacy MCAS
